A Study on the Policy Direction of the Life-style SOC Project Using School Idle Facilities - Focusing on the Use of Idle Classes and Closed Schools in Japan - (학교 유휴시설 활용 생활형SOC사업 정책 방향 연구 - 일본 유휴교실 및 폐교 활용을 중심으로 -)

  • This study is to make suggestions on the type and operation of community life SOC projects suitable for the use of idle facilities in elementary and secondary schools. To this end, we analyzed the types and operation of desirable utilization facilities according to regional characteristics through the analysis of cases utilizing Japanese idle classrooms and closed schools. As a result of the study, in areas with excellent accessibility to residents such as old downtowns and towns, libraries, entrepreneurship counseling and exhibition spaces, and lifelong education centers were desirable as part of the residents' convenience facilities. It was found that the facilities that could be used with families, such as an experiential training center, were being utilized.

  • According to the 「Child Welfare Act, Article 16(1)」, when the age of a child reaches 18, he or she is discharged from prison. However, in order to prepare an effective support posture from the central government and local governments, a clear fact-finding survey on children who have completed protection is necessary. Therefore, in this study, the most basic questionnaire on housing, health, education, employment, and social relations of children living in Cheonan City after completion of protection is required. An investigation was conducted. As a result, the housing and social relationship of children living in Cheonan city were good compared to children living in Cheonan city compared to children who completed protection nationwide. Therefore, it was found that it is urgent to establish a close cooperation system with related organizations in this regard.

  • This study focuses on Hokkaido University Research & Business Park in Japan as an example of establishing a regional innovation ecosystem on campus based on the outstanding research and university-industry collaboration capabilities of local universities in non-metropolitan areas with weak foundations for start-ups and corporate growth. Hokkaido University Research & Business Park established a mid-to long-term plan using the idle sites on campus, and was developed through a gradual development process since 2003. The promotion of university-industry collaboration was pursued through an industrial-based approach of establishing a bio-industry cluster considering the characterization of local universities and the foundation of local industries. It also provides various corporate support services through cooperative governance between local industry, universities, research institutes and the government. This strategy for creating Hokkaido University Research & Business Park provides important policy implications for various policies and projects that promote regional development by utilizing university campuses like the campus innovation park project.

Analysis of class adaptation and satisfaction under untact educational environment caused by COVID-19: Handong Global University case (코로나 바이러스(COVID-19)로 인한 비대면 교육환경에서 수업 적응도 및 만족도 실태 분석: 한동대학교 사례)

  • With the coronavirus outbreak in China at the end of 2019, a global pandemic, most universities held non-face-to-face classes in the spring of 2020. One of the difficulties experienced by universities that abruptly conducted non-face-to-face education was management of the quality of education. Therefore, this study compared and analyzed how the existing indicators used to measure the quality of education in a non-face-to-face education environment changed. The results of the survey on the degree of adaptation and satisfaction of the lecture held at Handong University in the spring of 2020 were compared and analyzed with the previous data of the same lecturer. Overall, both class adaptation and satisfaction scores were found to be similar or slightly higher than before. Compared to lectures conducted by uploading recorded lectures, lectures conducted in real time had higher scores on all satisfaction survey questions. There was no significant change in satisfaction depending on the number of participants and the teacher's previous online lecture experience.

  • It is urgently requested to innovate the management process of business-service areas in all industry such as financial business, services and manufacturing because of recent business trend - de-manufacturing trend and the weight increment of service in all industries. Many enterprises introduce various management - innovation methodologies in order to meet the rapidly changing business environment. Especially in Korea, it is a vogue to introduce the innovation methodology of the advanced company's. According to this style, the six sigma has been introduced over 10 years since late 1990's and it has become a synonym of innovation indeed. But the result of six sigma introduction has not reached to the level of expectation in its beginning. And the "Lean" have been introduced in Korea in the situation of global financial crisis, economic slump and the pursuit of developing country such as China. Many Korea companies pay attention to the "Lean" innovation activity because the TPS(Toyota Production System) is the matrix of Lean and is the motive power of Toyota growth. In this study, it was analyzed for the evolution course, distinctive features and effects of Lean management and was examined for the difference of Lean management between manufacturing industry and business-service areas. From this results, the characteristics of Lean management in business-service was analyzed. After survey of innovation agent in Korea company, the Lean model of business-service Industry was developed and applied. This study will be worthy to show the right direction to the enterprises which are to apply lean methodologies, or the enterprises which examine lean management for competitive advantages or the peoples who research the same topics.

The Impact of M&As with a Start-up on Shareholder Wealth (상장기업과 스타트업과의 인수합병이 주주의 부(富)에 미치는 영향에 관한 연구)

  • In this study, we investigate the announcement effects of M&As with a start-up as a target firm on shareholder wealth of an acquiring firm. We use M&A events in KOSPI or KOSDAQ market between 2002 and 2014 after the financial crisis. Among the total 1436 mergers and acquisitions that took place domestically during this period, 1383 cases were selected as cases to be studied, excluding 53 cases where acquiring firms were unlisted firms. The results of the analysis are as follows: First, as a result of a comparison between the acquiring firms' CARs of the whole sample group(n=1383) occurred during the (-2, +1), (-5, +2), (-10, +5) periods of M&A announcement date(t=0) and the sub-sample group(n=468) where the target firms are start-ups which were established within five years, the acquiring firms of the whole sample group do not show significat CARs, while the acquiring firms of the sub-sample group show the significantly positive CARs. This suggests that M&A with start-ups have a positive effect on firm value of acquiring firms. Second, when merging unlisted start-ups, the acquiring firms show positive CARs, showing that there exists a listing effect in the merger of start-up. Third, merging the start-ups belonging to the high-tech industry shows the higher CARs than the case of merging the start-ups belonging to the non-high-tech industry. This study has great significance as the first in Korea to investigate the effect of M&A announcement with a start-up.

Factors that promote collaboration are shared visions, the organization's principles and rules that reflect the visions, on-line system developments, and communication methods. First, it embodies the vision shared by the more sympathetic members are active and voluntary participation in the activities of the organization can be achieved. Second, the members are aware of all the rules and principles of a united whole is accepted and leads to good performance. In addition, the ability to share sensitive business activities for self-development and also lead to work to make this a regular activity to create a team that can collaborate to help the environment and the atmosphere. Third, a systematic construction of the online collaboration system is made efficient and rapid task. According to Student team and A corporation we knew that Cloud services and social media, low-cost, high-efficiency services could achieve. The introduction of the latest information technology changes, the members of the organization's systems and active participation can take advantage of continuing education must be made. Fourth, the company to inform people both inside and outside of the organization to communicate actively to change the image of the company activities, the creation of corporate performance is very important to figure. Reflects the latest trend to actively use social media to communicate the effort is needed. For development of systematic collaboration promoting model steps to meet the organizational role. First, the Chief Executive Officer to make a firm and clear vision of the organization members to propagate the faith, empathy gives a sense of belonging should be able to have. Second, middle managers, CEO's vision is to systematically propagate the organizers rules and principles to establish a system would create. Third, general operatives internalize the vision of the company stating that the role of outside companies must adhere. The purpose of this study was well done in collaboration organizations promoting factors for strategic alignment model based on the golden circle and collaboration to understand and reflect the latest trends in information technology tools to take advantage of smart work and business know how student teams through case analysis will derive the success factors. This is the foundation for future empirical studies are expected to be present.

Analysis on the Difference in Perception Between Policy Providers and Users on the Factors that Activate the Innovation Cluster: Focusing on the Case of Daedeok Innopolis using AHP (혁신클러스터 활성화 요인에 대한 정책공급자와 수요자의 인식차이 분석: 대덕연구개발특구 사례에 대한 AHP 조사를 중심으로)

  • The innovation cluster is formed by cooperation and networking among a number of actors, including companies, universities, research institutes, government and other supporting organizations, but the main subject of innovation in the venture ecosystem, which can be said to be the core of the innovation cluster, is the enterprise. Therefore, enterprises in innovation cluster can be seen as a major user of the innovation cluster policy. In order for the policy to be executed smoothly, policy acceptance is important. However, existing research on policy prioritization tends to be centered on policy providers, so it is necessary to check them from the perspective of policy users. Accordingly, this study conducted discussions from a two-way perspective to establish the correct policy direction through a balanced perspective between a policy provider-centered top-down perspective and a policy user's bottom-up perspective. First, the factors for activating the innovation cluster (three factors in the first level and 14 factors in the second level) were derived through prior research and expert interviews. After that, the importance of the factors for activating the innovation cluster was analyzed using AHP (Analytic Hierarchy Process) for the policy provider group and the user group in the Daedeok Innopolis, a representative case of innovation cluster policy. As a result of analyzing the importance of the innovation cluster activation factors from the perspectives of policy providers and users, some similarities were also seen, but overall differences in mutual perception were found. It was found that the policy provider group focused on innovation creation factors, while the policy user group viewed innovation creation, clusters, and industrial location factors from a more balanced perspective. This study is meaningful in that it deals with both perspectives in a balanced way by expanding the targets from the existing policy provider-centered research to policy users. In addition, practical contributions exist in the aspect of providing basic data so that policies can be carried out based on corporate needs in fostering innovation clusters.

The Hybrid Organization's Response to Conflicting Institutional Demands: A Case Study about Social Ventures (하이브리드 조직의 모순 대응 전략 변화: 소셜벤처 노을과 에누마 사례를 중심으로)

  • Nowadays companies are required to achieve social goals beyond maximizing shareholder profits. Accordingly, it is important to pursue both the economic and social goals of a company at the same time. Thus the importance of hybrid organizations is increasing theoretically and practically. In particular, since hybrid organizations essentially have the complexity of pursuing both economic and social purposes, the institutional demands of various stakeholders surrounding hybrid organizations are also conflicting. Several previous studies have considered how hybrid organizations respond to these conflicting institutional demands, but most studies are limited to studying at a specific point in time. As a result, there was a limit to analyzing the dynamics in response to conflicting institutional demands as the hybrid organization expanded its business. This study predicted that the hybrid organization would take selective coupling with conflicting institutional demands and that the process of responding to institutional demands would change according to the organization's growth. In this study, we had a case study about Noul and Enuma, social ventures that operate relatively advanced business models with outstanding results in innovation and technology. As a result, social ventures show a selective coupling for conflicting institutional demands, and the selective coupling process changes as their business model are advanced. Specifically, in the early stages of the business, it appears to respond to economic and social demands at the same time with a single business model. When the business is advanced, two or more business models are operated, some of which respond to economic needs and some of which respond to social needs. In the early stages of business, social ventures respond to economic and social demands with a single business model to gain legitimacy and survive in the institutional demands. But when they enter the business growth period, they try to separate business models which respond to economic and social values because they pursue sustainable growth and challenge large-scale missions. Overall, this study attempted to contribute to an in-depth understanding of hybrid organizations by identifying that the method of responding to conflicting institutional demands varies depending on the growth process of social ventures.

A Study of Labor Entry of Conditional Welfare Recipients : An Exploration of the Predictors (취업대상 조건부수급자의 경제적 자활로의 진입에 영향을 미치는 요인에 관한 연구)

  • This paper examines the labor entry of conditional welfare recipients. This paper focuses on two questions. First, what is the percentage of conditional welfare recipients who have labor entry? Second, what are the predictors in the labor entry and the duration to the entry? Using Data about 917 welfare recipients who participated in the self-sufficiency programs of the Offices for Secure Employment in Seoul, this paper attempts to answer the above questions. Logistic regression analysis and survival analysis are adopted to identify variables predicting labor entry of conditional welfare recipients. This paper also utilizes a multiple imputation method to deal with the limitation of data by the missing values in some variables. The major findings are as follows: about 43.8% of the conditional welfare recipients have successful labor entry; and in the labor entry and the duration to the entry, gender, household, information and referral services for employment, health and willingness for self-sufficiency are the predictors that are statistically significant. Among these variables, health and willingness for self-sufficiency are more noticeable; it is recognized that programs to care for health of welfare recipients who want to have the labor entry and counseling programs to strengthen welfare recipients' willingness for labor entry are very important for them to be successful in the labor entry. This paper provides a basic knowledge about realities of the conditional welfare recipients' labor entry, identifies research areas for further research, and develops policy implications for their self-sufficiency.
