  • The purpose of this study was to identify the factors influencing vocational training participation among individuals aged 65 and older in order to enhance their employability. According to the research findings, the educational background and economic activity status of the elderly significantly impact their participation in vocational training. It was confirmed that economic activity and vocational training are closely related to the capacity development and increased employability of the elderly. Moreover, a considerable number of elderly individuals express a continued desire to work, and this group tends to participate more in vocational training. This underscores the importance of promoting vocational training among the elderly and developing suitable models, which holds significant policy implications. Logistic regression analysis revealed that gender, education, economic activity, desire to work, and pension income affect participation in vocational training. This highlights the necessity of formulating specific strategies in government support policies, particularly for those with lower educational backgrounds. Additionally, the study emphasizes the importance of approaches that encourage vocational training participation, especially among those with lower pension income.

A survey was conducted for a month in February 2020, and among the 1,224 data, 845 middle-aged adults who had moved within the last 5 years were selected. First, 69.0% of them moved to work, and 48.2% of them moved to 'employment→employment'. Second, among all groups, 80.6% did not participate in vocational education and training. Third, the 'employment→employment' group had the highest perception of job basic ability and job competency and job seeking skills compared to other groups. And the job competency of middle-aged workers who moved from 'employment to unemployment and housework (childcare)' appeared to be slightly lower than those of other groups.

  • Promoting job growth and quality has been central to developing countries to reduce poverty for decades. In this regard, Nepal is not unique in its need to develop effective TVET programme as it is considered showing positive association with workforce development and productivity. While the copious academic literature has highlighted upon staff training programme in general education, it encounters lack of adequate attention in the field of TVET education. The purpose of the study is to identity and prioritise the professional development needs for the teachers of TVET sector in Nepal. A sample(N=317) of Nepalese teachers from seven provinces were asked to answer the scale. The Borich needs assessment model was employed to assess the perceived level of importance and present preferred training modules among 29 teaching subjects. Moreover, a quadrant analysis using 2×2 matrix was used as a diagnostic tool to denote overriding training topics. The result shows that following competence skills constructs were perceived to be in high need of enhancement as well as in existence of discrepancies: 'occupational characteristics of TVET trainer', 'training needs analysis and curriculum development', 'curriculum development based on national competence standard(NCS)', and 'Institution management evaluation'.

  • The purpose of this study is to derive implications for establishing vocational training education policies in Korea by investigating COVID-19 countermeasures in the United States, Germany, Switzerland, Australia, the United Kingdom, and Singapore, which are representative vocational education training countries. The implications derived from the survey of leading countries in vocational education training are as follows. First, in order to respond to COVID-19, face-to-face vocational education training was quickly converted to online education. Second, the system was strengthened to overcome the crisis of the apprenticeship system, especially the British and Australian governments established a special budget for the apprenticeship system. Third, due to COVID-19, blended learning has become a new standard education model, accelerating the digitalization of vocational education training. Finally, leading countries in vocational education training are promoting the development of the edutech industry to support online education. This provides important implications for the direction of change in vocational education training in South Korea.

  • This paper investigates the characteristics of Japanese vocational education and training(VET) system and its recent changes with regard to the labour market changes under the long-term economic depression. The employment system model of Marsden(1999) is used as an analytical framework. By the review of 'the debate of intellectual skill', it is pointed out that the fundamental characteristic of Japanese VET system lies in forming multi-functional workers by the internal promotion in connection with the OJT-focused enterprise training along the job-competency rank system. In this system 'the skill as work-competency' is not institutionalised. By the long-term depression this type of internal labour market (ILM) has been under serious changes. By the policy analyses it is made clear that the direction of its change is not toward the collapse of the ILM. A series of labor market and VET policies does aim at sustaining the ILM by the introduction of the unified job qualification system, which is expected to institutionalise the widening external labour market into the craft-based labour market.

  • The goal of vocational school is to provide students with basic skills and help develop them to have satisfactory careers. With the knowledge they have learned, it helps them to find their interests and aptitudes when they graduate. The government is putting a lot of effort into clarifying the goal accomplishment and the vision proposals of vocational schools, and the structure-oriented guidance controlled by the government is thought to be very influential to the social structure and individual perceptions. Social stereotypes(discrimination) and perceptions that can be the core of a social structure need to be transformed for people to be fulfilled in their careers in the upcoming advanced Korean society. The important solution is to form correct values and a system of career selection which can ensure a stable future for students. To meet the purposes, firstly we analyzed current policies on the secondary vocational education. Second, we divided additional demand of students for secondary vocational education into practical and potential demand. Practical demand by students who would like to take further vocational education in secondary education system includes students who hoped to enter vocational high school however they failed to go, the first or second year students who transferred from general high school to vocational high school, and the third year students who are in general high school would like to take commissioned vocational courses. This includes a student who downgraded employment even though they entered college or university after graduated general high-school. Comparing the result of this study with the entrance quota of vocational high-school, additional demand of students for secondary vocational education showed that accounted for 61.2 percent of the entrance quota year 2015. Specifically, potential demand accounts for 31.7 percent of the entrance quota for vocational high school and practical demand accounts for 29.5 percent.

  • We have developed art and career convergence class for career recognition through drawing a neighborhood job map. Thus, we want to expand the students' career recognition. 3 Classes were conducted in 16 elementary school students from 5th to 6th. Through pre & post-questionnaire, and the interviews with the students' work, job recognition with job value and job prejudice, self-understanding and career attitude were analyzed. As follows. First, students' job recognition was expanded. The ability to identify the needs, values and purposes of jobs has improved. Changes in job values that all jobs are worth have occurred and job bias has changed. Second, the career attitude changed on the basis of self-understanding. Thus, in the context of deciding the job demanded by the society rather than the student's will, art and career convergence class was effective in career recognition.
