An Empirical Study on the Effects of SMEs Competition, ESG Management Activities and Organizational Justice on Job Satisfaction : Focusing on Mediating Effects of Self-efficacy (중소기업의 경쟁력, ESG 경영 활동 및 조직공정성이 직무만족에 미치는 영향에 관한 실증 연구 : 자기효능감의 매개효과를 중심으로)

  • Given that SME workers are the driving force of national competitiveness and the basis and cornerstone of the industry, it is meaningful to study workers' job satisfaction and the factors that affect job satisfaction. In addition to variables related to corporate competitiveness and organizational justice, this study introduced variables such as environmental(E) activities, social(S) activities, and governance(G) activities, which th national government uses as major management evaluation indicators. Therefore, a literature study and empirical analysis were conducted on how self-efficacy affects job satisfaction when workers are faced with a changed work environment. To conduct this study, 300 copies of data were collected from workers in small and medium-sized enterprises and used for analysis. For data analysis, the SPSS statistical program (Ver. 25.0) was used. The study finds, first, that product or service quality and employee competency among corporate competitiveness had a significant positive(+) effect on job satisfaction. Secondly, among ESG management activities, social(S) activities and governance(G) activities were found to have a significant positive(+) effect on job satisfaction. Third, among organizational justice, distribution justice and procedural justice were found to have a positive(+) effect on job satisfaction. Fourth, self-efficacy was found to mediate the effect of product or service quality, employee competency, social(S) and governance(G) activities among ESG management activities, and procedural justice among organizational justice on job satisfaction. The academic value of this study is that it empirically analyzed the factors that ESG management activities affect workers' jobs,. As a result, it was confirmed that workers were satisfied with their jobs by actively showing interest in social(S) activities and governance(G) activities among ESG management activities and participating in corporate management. In addition, workers sensitive to changes in the external environment can become satisfied with their jobs through self-efficacy when SMEs actively enhance corporate competitiveness, execute ESG management activities, and provide a fair organizational culture. Finally, this study suggests that there's a possibility of improving the competitiveness of SMEs through a virtuous cycle created by a change in perception of job conversion and a decrease in turnover.

  • Today, the United States, Europe and other advanced organizations are utilizing the concept of competency-based HR management. Recently, many organizations in Korea are also managing workforces by introducing the concept of job competencies in personnel management. However, in spite of the current trend, domestic human resources management methods for construction managers continues to operate by asking about work experience, licensing, education level, etc. This is a seniority system and it functions separately from an assessment of practical job competencies for the business. Moreover, construction management work has been very fragmented in terms of expertise and capacity depending on the type of management work and project progress. Therefore, it is necessary to develop a competencies management system for each business segment to effectively manage job competencies that reflect the the characteristics of a construction manager' s work. As such, the aim of this study is to analyze human resources management methods pertaining to domestic construction managers and present challenges and limitations in current practices. In particular, factors affecting the job competencies of construction managers are analyzed statistically. The results of this study will be used as the basis for future research into development of a construction manager competency management system.

Berufsverbot als eine Sicherungsmaßregel in Deutschland (보안처분으로서 독일의 직업금지명령 - 의사의 범죄에 대한 대응을 중심으로 -)

  • Bisher wurde kein Beruf zwischen Recht und Berufsethik so diskutiert wie Ärzte. Diskussionen über die Qualifikation(od. Approbation) von Ärzten sind nicht nur eine Frage Koreas, sondern in den meisten zivilisierten Ländern ein wichtiges Diskussionsthema, wenn ein Arzt insbesondere für eine Straftat bestraft wird. Vor kurzem hat sich die koreanische Ärztekammer (the Korean Medical Association) weitgehend gegen das, "Entwurf eines Gesetzes zur Reform des Medizingesetzes" stark ausgesprochen, das die Grunde für den Entzug einer Approbation für ein Verbrechen eines Arztes erweitert. Vor allem wird auf die Gefahr hingewiesen, eine Approbation für Straftaten zu entziehen, die nicht mit beruflichen Pflichten zusammenhängen. Es ist jedoch vernünftig, den Beruf bzw. das Gewerbe zu verbieten, wenn ein Fachmann unter Missbrauch seines Beruf oder grober Pflichtverletzung die Tat begangen hat und die Gefahr bestehet, dass er bei weiterer Ausübung seines Berufs erhebliche rechtswidrige Taten der bezeichneten Art begangen wird. Die Untersagung der Berufsausübung soll die Allgemeinheit gegen die spezifischen Gefahren schützen, die mit der Ausübung eines Berufs oder Gewebes verbunden sind. Da das Berufsverbot nur die Berufsausübung untersagt, die Approbation selbst aber bestehen lässt, kann die Approbationsbehörde in eigener Entscheidungskompetenz die Approbation zurücknehmen, wiederrufen, oder in Ruhen anordnen. Entsprechend dem Verhätnismäßigkeitsgrundsatz ist aber auch das Berufsverbot auf bestimmte Tätigkeiten im Bereich des Berufs zu beschränken, wenn dies zur Erreichung des Maßregelzwecks, dem schutz der Allgemeinheit, ausreichend ist. In diesem Beitrag wurden die Voraussetzunen des Berufsverbots und die tatsächlich an Ärzte bzw. medizinische Personal gerichteten Fälle untersucht.

An Analysis of Competencies of Dietitians in Self-operated vs. Contracted Employee Foodservice by Worker-oriented Job Analysis Methodology (직영 및 위탁 사업체 급식소 영양사에 대한 작업자 지향적 직무분석(제 1 보) : 직무 수행 능력 요건)

  • The job characteristics and competencies of 285 dietitians in employee foodservices were investigated by worker-oriented job analysis methodology. The purposes of this study were to : a) determine the knowledge, abilities, skills and other characteristics(KASO, hereafter) needed for dietitians in two types of employee foodservice groups(self-operated vs. contracted) and b) the analysis of the degree of frequency and importance and entry requirements of KASO items listed below : their degree of frequency, the level of importance and their function as entry requirements. The 134 KASO items would be divided into 12 task categories. The questionnaire was mailed to 250 dietitians who are members of The Korean Dietetic Association Practice Group in self-operated foodservices(hereafter group A) and 250 dietitians who are employed in contracted foodservice companies(hereafter group B). Completed questionnaires were received from 285 dietitians(121 in self-operated, 164 in contracted) ; with a response rate of 57%. Statistical data analysis was completed using the SPSS/win and the SAS/win packages. The results of this study can be summarized as follows. 1) Analysis of the degree of frequency, importance and entry requirements of 134 KASO items in group A showed a high priority(score〉4.0) placed on 14 items in relation to dietetic tasks and 9 items in relation to human attributes, whereas in group B 19 items in relation to dietetic tasks and 11 items in relation to human attributes. 2) Comparing responses about the KASO items in the 12 task categories, there was a significant difference between the two sample groups with regard to degree of frequency : group A scored 3.29, group B scored 3.50(p〈0.01). With regard to importance of KASO items in 12 task categories, group A scored 3.78 and group B scored 3.88 showing no significant differences. With to entry requirements of KASO items in 12 task categories, group A scored 3.29 and group B scored 3.46 showing a significant difference(p〈0.05).   • The aim of this study was to develop assessment tools for analyzing society focusing on abilities, not an academic clique. The development of a type of occupational qualification, which is called a working and learning system, for Koreans, can be reliable and acceptable to a variety of society members. This study was conducted by searching for a dual system and examining a qualification system in developed countries. To achieve the goal of this study, the management status according to a type of qualification system was analyzed. In addition, a variety of related laws, related department, testing authority, testing institute, terms of applying for tests, way of testing, committee of testing, testing subjects, criterion for passing tests, a status of qualification test administrated in some developed countries, such as Germany, UK, the USA and Australia, were conducted. The occupational duty of the machine field and education contents are examined by analyzing the occupational duty. In addition, the criterion to solve problems and a way of marking in the field of machines were indicated and an example of written and practical tests is presented. This study makes a blueprint for a qualification system of working and learning at the same time in a national dimension.

  • This study was conducted as a part of project developing the standards of the national board test for dietitian's licences. The purpose of this study was to define the job specification for dietitian's job description based on the knowledge, skill, attitude and related to the curriculum. The study team established the research team which composed of 11 person(7 professor in the university and 4 dietitians in hospitals, schools and private firms). The job description composed of 17 duties, 99 tasks and 576 task elements. For each element, the job specifications are written, which composed of introduction, process, required equipments, and required ability. Required ability included knowledge, skill and attitudes. The relations of the knowledge, skill and attitudes with the possible curriculum currently operated in the college or university were analyzed, also. Job specifications for 576 task elements are analyzed and framed.

  • Only requiring research reports or publishing articles as the final obligation of R&D activities is not sufficient to utilize and reproduce the knowledge information. Since a lot of important data have been ignored and missed by the public or private research institutions, it is not easy to manage and utilize R&D outcomes and to develope knowledge-intensive business as we expect. It is important and rather urgent matter that we should reexamine the related regulations/ laws of Intellectual Property and observe the practical problems of data utilization in real settings. This study reviewed recent studies about domestic R&D institutions, current regulations related IP, and some conflicts with the copyright, and then summarized the problems/ solutions of utilizing R&D information as knowledge assets.

A Study on the Implementation of Dose Constraints in Occupational Dose According to ICRP 103 Recommendations in Korea (ICRP신권고에 따른 직무피폭에서의 선량제약치 국내 적용 방안 연구)

  • In 2007, the International Commission on Radiological Protection (ICRP) published Recommendations of the International Commission on Radiological Protection. Accordingly IAEA safety standards committees have reviewed and revised the BSS. The process of the implementation of the ICRP 103 into Korean radiation protection regulations has been continued. Although the new recommendations retain the fundamental protection principles, the impact of the new ICRP recommendations will necessarily be greater than ever before. ICRP recommends the application of dose constraint in planned situations and reference level in existing & emergency situations for strengthening of the principle of optimization. Dose constraints and reference level play a criterion on the level of individual dose as prospective and source-related values. Therefore it is necessary to apply dose constraints and reference levels to all nuclear and RI&RG facilities in Rep. of Korea. Dose constraints and reference level of occupational exposure will be set-up by the stakeholder itself with the cooperation of regulatory body. In this study, the implementation method was discussed to apply the dose constraints and reference level as the procedure for the optimization, not the tool of the regulation.

  • Most of Korea's beauty college education focuses on the subject rather than the industrial field of the industrialized world. It is centered on subjects rather than on-site job modules, and training sessions are required for graduation of the training period rather than having flexible configurations. Therefore, the education curriculum and industrial field training are becoming mismatched because of the goal of acquiring a certificate in skin care major subjects. Based on this problem, the researcher made a questionnaire about the certificate utilization of students who are majoring in skin care and 294 students were surveyed. It was found that it had a high degree of utilization to take a job, but that it had below normal level on utilization after entering the industrial field. Based on this analysis result, I propose to review the need to reorganize the skin care curriculum, which is based on the national competency standards (NCS) beginning in 2014. Education experts at the college of skin care should continue to develop a curriculum centered on academic subjects and industrial field curriculum as closely as possible, by focusing on the direction and trend of the industry's branches and industry experts.

A Study on the Tort of Public Servant and Liability in State Compensation (공무원의 불법행위와 국가배상책임의 고찰)

  • The modern state has always followed a variety of risks in the industrialization and informatization trends in the development of science and technology. Under such an environment, A matter of State compensation should take into consideration a variety of values such as harmony relief victims' rights in accordance with the principles of the rule of law, suppression of illegal acts of public servants, ensuring stable performance of official duties, the national treasury stability. As the state takes responsibility for an act of a public servant in a modern constitutional state, there may be a doubt on that the state takes responsibility only when there is a deliberation or a mistake. According to the theory of the self-responsibility, which suits the Constitution, the principle of liability with mistake on the State Compensation Law shall be excluded. I agree to the opinion that a subjective responsibility prerequisite such as a deliberation or a mistake is not required in relation to the liability of reparation on the State Compensation Law. Therefore, it is needed to convert the principle of state liability of reparation from the principle of liability with mistake to the principle of liability without mistake through a fundamental revision of the State Compensation Law.
