폐교 활용을 위한 대구지역 폐교의 배치유형 분석에 관한 기초 연구 - 교육과정 변화를 중심으로 - (Basic Study on the Arrangement Type Analysis of Closed School Facility According in Daegu Area -Focused on the Curriculum Changes-)

  • Since the Standard Design Guide in 1962 and "School Facility Facility Standard Regulation" established in 1969, the elementary school facility in Korea has been amended and complemented. The modern pilot school was started in 1991 and every elementary school facility has been designed based on the modern elementary school from 1994. At present, 8 out of 28 closed schools occurred in the downtown area in Daegu. One of them is located in rent and 7 are used by themselves. The rest 20 schools are located in Dalsung-gun and most of them have old buildings of straight plane shapes built in 1940s. The purpose of this basic study is to pursue the changing process of closed schools based on policy changes of curriculum and to seek the qualitative change when using closed schools. In addition, it is to prepare the using measures when the school close is occurred in the downtown area in the future by classifying and analyzing plane types according to their types.

  • The elementary schools which have played the role as core institution of farming and fishing area and the central of community are either unionized nor abolished. These appearances are showed from not only certain area but all throughout the nation. This is to investigate the abolition of elementary schools and the practical use device through the conditions of elementary schools in Chonnam area. Such problems like school carrying out or schooling course and teacher supply and demand outbreaks in the areas of school attendance population rapidly decrease. These kind of problems should be solved by linked to true character of local area, maintenance & preservation of property value, balanced expansion of the country instead of simple school attendance population decrease and abolition of school. The practical device for rapidly coming school abolition and many related problems are urgently needed. And to solve all these kind of problums, First, enough examinations before the fact and communication & agreement with local residents will be needed. Second, basic dierction of device for usage of school after abolition school should be selected.

도서지역 노후쇠퇴시설의 생태문화적 재생 방안: 인천 옹진군 이작도를 중심으로 (The Eco-Cultural Regeneration Method of Deteriorated facilities in Island regions : Focused on Ongjin-Gun Ijak-do, Incheon Metropolis)

  • 본 연구는 이작도 내 산재해있는 폐교, 노후불량주택, 쇠퇴산업시설, 폐공간인 노후쇠퇴시설에 대한 면밀한 조사를 통해 생태문화적 재생 방안을 제시하는데 목적을 두고 있다. 연구방법은 도서지역 생태문화적 재생 요소인 토지이용, 교통체계, 건축물, 자원순환, 보전 및 보존, 관광자원화, 기반시설 부문에서 중요요소를 선정하였고, 이작도의 노후쇠퇴시설에 적용 및 재생 방안을 제시하였다. 연구결과는 첫째, 폐교된 계남분교는 숙박과 교육이 가능한 이작 아일랜드 센터로 조성한다. 둘째, 노후불량주택은 주거환경개선을 위해 주택 내 외부 리모델링할 뿐만 아니라 생태교육관과 도서생활전시관으로 정비해야 한다. 셋째, 쇠퇴산업시설은 대합실 내 비지팅센터 설치와 해양체험의 장소로 조성하도록 한다. 넷째, 폐공간은 간이판매대 설치와 녹색교통체계 구축하고 생태문화 탐방로를 조성해야 한다.

빅데이터 분석 기법을 활용한 농촌지역 유휴공간 인식 분석 - 청년창업 공간으로써 폐교 활용성을 중심으로 - (Analyzing Perceptions of Unused Facilities in Rural Areas Using Big Data Techniques - Focusing on the Utilization of Closed Schools as a Youth Start-up Space -)

  • 본 연구에서는 농촌소멸 대응을 위해 농촌 유휴공간을 활용할 수 있는 방안 모색을 목적으로 하였다. 연구는 '유휴시설', '폐교' 주제어를 통해 농촌지역 유휴시설에 관한 인식을 파악함과 동시에 '창업', '청년창업', '청년창업+농촌' 키워드를 토대로 유휴시설의 청년인구 유입을 위한 활성화 방안을 마련하고자 하였다. 연구는 빈도분석 및 주요 키워드 분석, 연결망분석, 감성분석과 국내·외 사례를 검토함으로써 정책 방향 및 방안 모색을 위한 기초자료 제시를 실시하였다. 분석된 결과 첫째, 유휴시설 및 폐교는 지역재생을 위한 요소로서 중요하게 작용하고 있음을 알 수 있었다. 둘째, 농촌지역 청년창업의 경우 농업에 대한 교육뿐만 아니라 거주를 위한 문제가 함께 해결되어야 함을 알 수 있었다. 셋째, 청년계층의 경우 디지털을 활용한 창업에 적극적임으로 농업을 대상으로한 디지털 활용 구축이 필요한 것을 확인할 수 있었다. 마지막으로 국내·외 우수사례를 통해 청년 유입 및 지역활성화를 위해서는 지역주민과 연계되어 창업뿐만 아니라 문화와 교육 등 다양한 플랫폼 역할을 할 수 있는 정책적 방안이 제시되어야 할 것으로 나타났다. 이와 같은 결과는 유휴시설 활용 및 지역재생을 위한 대안 중 하나로 청년인구 유입을 위한 창업인식을 검토함으로써 농촌지역의 청년창업에 관한 시사점을 제시했다는 점에서 의의가 있으며, 현장조사를 통하여 추가적인 해결 방안을 제시한다면 현실에 맞는 정책 목표 설정에 활용될 수 있을 것으로 판단된다.

  • It is to be profound that the population in rural area has been decreased, as a greate number of people have moved to urban area, in accordance with rapidly civilization in Korea. In 1990's years, it is become to as the social problem. As a result, many elementary schools in rural area were to be closed. Closed school facilities were used as a community facilities in rural area, but that reusing rates and method is not systematic. A decline in the work of construction is need to involve with the interior and remodeling. The purpose of this study is to suggest the effective employment and using methodology as a community facilities of closed school in rural area.

경남지역 폐교의 활용실태에 관한 연구 (A Study on the Actual Conditions of the Utilization of Closed Schools in Gyeongnam Area)

  • The purpose of this study is to present the basic data for the active use of closed schools by analyzing the actual conditions of closed schools in Gyeongnam area. As a method of this study, we examined the population change in Gyeongnam area through the literature survey and the internet site survey, and grasped the characteristics of the policies related to the closed school. Through the homepage survey of the local education financial alerts, we analyzed the contents, location, period after the closure, land area, and total floor area of the closed schools that have been in use or invaluable as of March 2017. As the results, In the case of self-utilization, the utilization rate of educational facilities was overwhelmingly high. In the case of lease utilization, the utilization ratio was higher in the order of education facilities, income increase facilities, and cultural facilities. Overall, 62.8% of the closed schools are located in the base towns (urban areas). The average of the period after the closure was 16.2 years, the land area average was $9,291.1m^2$, and the total area average was $1,153.8m^2$.

  • This study identifies the ways of utilizing abolition schools and the problems possibly caused by amalgamating small schools in agricultural, mountain and fishing villages. This study aims to find ways to collaborate with the communities based on the characteristics of the districts where schools might be abolished, which can contribute to the development of the society. Following results are integrated by the theoretical framework, social and educational necessities, and analysis of the current situation about the utilization of abolition schools. First, alternative schools, characterized schools, specialized high school can be established as the result of abolition schools that are caused by lack of people in the city. Second, since it is easy for people to access to the agricultural, mountain, and fishing villages near cities, abolition schools in these areas can be used as experience facilities or training places for students and teachers. Third, in case of the abolition candidate schools in the agricultural, mountain, and fishing villages in the districts, students and village people can use the schools for education and social purposes. Fourth, when abolition schools are independently located from the agricultural, mountain, and fishing villages, they can be used as self-service places or local peoples' places for business.

  • 1960년대 이후 공업화 정책의 영향으로 농어촌 지역주민의 향도이촌현상에 의한 인 구감소와 함께 학생수도 감소되어 학교의 소규모화 등장과 나아가 폐교현상이 나타났다. 본 연구는 인구감소에 따른 폐교의 유형과 그 지역적 특성을 밝히는 것을 목적으로, 분석한 결 과 다음과 같은 점이 밝혀졌다. 1980년대 전반기에는 댐과 같은 인공시설물 건설로 인한 폐 교가 많았으나, 198O년대 후반기의 폐교는 학생수가 감소하고 10년이 지난후에 나타났으며, 경지율이 낮고 해발고도가 높은 지역에서 폐교가 더 빠르게 진행되었다. 그리고 폐교시설의 활용은 교사 건축년도와 관계없이 자연경관의 수려함과 접근성에 의한다는 점이 밝혀졌다.

  • Regional closed schools of about more 3,348(2010 year) have occurred all over the country according to governmental policy of 1982. Moreover, The applications of be closed school are not efficient and few studies about using community center. Also, Farmer which is the leader of revitalization of rural village could not have advantages about community center in rural area than in urban area. Therefore, The propose of study is increasing values of culture and local by using community center with closed schools. For moving ahead with study, I analysis about causes of origination of closed schools with literature and refer to the reference of the current of situation in Gyeongbuk Local Education Authority and National Statistical Office and Comprehensive Rural Community Development Program of Minister for Food, Agriculture, Forestry and Fisheries of Korea for examination of conjugating closed school through community center. According to the research, community center was to be included hall, visiting center, exhibiting space, conference room, experience room, multipurpose room, dining room, welfare space and specialized room with revitalization of rural village. I proposed improvement of law and administration and suggest several cases which already in utilization.

  • The policy that do so the Geritol generation with advanced age generation's increase may be not estranged and can human down life is necessary times. The Medical treatment and welfare service is essential, and the aged support domiciliary care facility in the rudiments step more expand must. It is real condition that Kangwon-do's number of closed school appears by many things thirdly in whole country and the post management countermeasure is urgent. Because this research chooses the closed school by way to solve the closed school problem that happen by the child of school age decrease the farming and fishing villages or small city and the shortage problem of old people's welfare facilities by population graying at the same time. There is the purpose to grope practical use the possibility of local closed school as welfare center for the old who stay at home present remodeling to welfare facilities for the old man. Keeping the structure condition of a closed school maximum, the welfare center for the old who stay at home by remodeling a closed school ultimately proposed.
