The purpose of the formation of the regional community is to draw community formation strategy for effective resolve the conflicts. Along with thesis of the regional community theory, this study sought strategy plan through cheonan regional people investigate. Feeling of satisfaction, sense of common bonds, sense of belonging could showed relation of high existence, and know that duplex sense of belonging acts greatly in desire of social activities in interrelationship study finding, regional community and participation of resident. Essential factor of regional community formation is as following. First, it is application to the strategy of the formation of the regional community that can correspond to special quality of various area and request of inhabitantses. Second, the regional community's formation needs the local governments' active support, the cooperation, comprehension and voluntary effort of the regional people. Ideal regional community that we think gets joined conclude the relation as well as physical plenty and equality realization of social structure that is matured because awakening of conduced wholesome accident.

The study examined citizens' information needs, perception and expectations of their public library services in Daejeon. The study analyzed citizens' demands and satisfaction(or dissatisfaction) of library services and facilities to develop comprehensive library plans and detailed strategies to satisfy the diverse users' needs (including non-users' needs) in the middle of rapidly changing socio-technological environments. To achieve the goal, the study collected the data by using both quota sampling and online and offline survey methods, and analyzed the 1,383 data through the statistical processes. The study found out the significant results and features, and suggested the implication and main points to apply the results to developing comprehensive library plans and strategies.

The study strives to shed a light on the users' perception and demand on public libraries in Busan area through a survey asking the facility, materials and service conditions in public libraries. Data are drawn from a survey with three hundred respondents. The survey was implemented to figure out current status and needs regarding library facility, materials, and cultural programs. Supporting data are collected via interview as well. Since this paper discusses such an issue as current situation in public libraries, this study could provide the policy makers with basic information in developing and improving public library programs in Busan area.

다대포항은 1971년 국가어항으로 지정된 후 40여년간 방치되어 왔으며, 어항 내 수리조선 등 환경저해요인으로 인하여 지역발전에 부정적 영향을 미치는 장소로 인식되고 있다. 그러나 최근 해양레저, 관광 등 해양활동에 대한 수요 증가로 도심의 연안에 위치한 어항 등의 해양시설물을 활용, 보다 쉽고 유용하게 친수공간으로 재개발하여 활용하고자 하는 요구가 증가하고 있다. 이에 따라 다대포항 또한 지역적 개발 요구와 함께 해양활동에 대한 최근의 트렌드를 반영한 복합관광어항으로써의 개발이 필요하다. 본 연구에서는 다대포항을 직접 활용하는 수산업종사자와 지역의 자원으로써 다대포항을 바라보는 배후지역 주민들 대상으로 설문조사를 실시하고, 지속가능한 어항 개발을 위한 해수면 상승 시나리오를 반영하여 복합관광어항으로의 다대포항 개발 방향을 제사하였다.

하천의 기능은 공학적 관점에서의 이수, 치수, 환경 기능 외에도 사회적 관점에서 역사 문화 기능을 포함할 수 있다(우효섭, 2009). 1990년대 말부터 하천복원사업이 본격화 되면서 최근에는 하천환경 기능 외에도 친수를 포함한 역사 문화 기능이 하천관리의 주요 축으로 고려되거나 포함되고 있다. 이 과정에서 하천의 역사 문화 기능을 주문하는 요구가 증가한 이유로는 하천복원사업의 지역적 획일화, 친수(심미) 요구 증대, 지역 경제성 제고, 환경(생태, 문화 등) 가치 증대 등 사회경제적 정책적 환경 변화가 기인한 부분이 크다고 할 수 있다. 이러한 측면에서 볼 때 하천의 지속가능하고 효과적인 관리와 보전을 위한 방안으로 하천의 역사 문화적 요소를 사회 경제적, 생태 환경적 요소와 연계하는 접근방식은 유용할 수 있다. 이를 위해서는 우선적으로 지역공동체가 형성해온 물 문화의 특수성을 감안하여 하천유역의 역사 문화적 소재 및 자원을 발굴할 필요가 있다. 그리고 조사 수집된 다양한 역사 문화적 소재 및 자원은 하천사업 및 관리의 주요 콘텐츠로 활용되기 위한 창출과정을 진행함으로써 사회 경제적, 생태 환경적 요소와 연계할 수 있다. 본 연구에서는 하천유역을 대상으로 문헌조사 기반의 사전조사와 심도 있는 현장조사(탐문조사 등) 수행결과를 토대로 향후 하천복원사업에 활용될 수 있는 다양한 역사 문화적 소재와 자원 등에 관한 콘텐츠를 도출하였다. 또한 콘텐츠 활용방안은 하천 역사 문화 자원의 세부적인 콘텐츠를 아우를 수 있는 테마설정을 통하여 대상지 및 지역특성(치수 안전, 지역요구, 물 문화 가치 등) 등을 고려한 방안을 제시하였다. 특히, 친수 측면에서 현재 수변공간을 이용하는 방문자수, 목적(산책, 스포츠, 낚시, 물놀이, 레저 등) 등에 대한 패턴과 지역 인구 현황, 접근 인프라(교통, 이동로, 편의시설 등), 주민 요구도 등 잠재적 친수도는 물 문화 형성이라는 측면에서 볼 때 주요한 고려사항이라 할 수 있다.

농촌 주민의 삶의 질 향상을 위한 범정부적 투자가 이루어져 왔지만 농촌지역의 사회서비스 기준을 도시와 비교해 보면 아직도 부족한 부분이 많이 있다. 농촌 인구가 감소되고 있는 상황에서 지속적인 하드웨어 중심적 투자에 대한 의문제기와 함께 농촌주민들이 최소한의 공적 서비스를 활용할 수 있는 기반이 되어야한다는 의견이 대립되고 있는 가운데 그 해결책을 찾기 위하여 '농촌 서비스 기준'을 설정하자는 논의가 추진되고 있다. 이에 본 연구에서는 도농복합권역으로 370가구 1,650명이 거주하고 있으며 농가는 약 70호, 비농가는 300호이었고 대부분 주민들이 상업에 종사하고 있는 경남 밀양시 하남읍 수산리를 대상으로 농촌 정주지원 서비스 현황 및 요구에 대한 사례분석을 실시하였다. 수산리는 낙동강 나루와 수산장의 역사로 이루어진 마을이다. 70~80년대에는 마을 전체가 시장일 정도로 장이 활성화 되었으나 현재는 전통시장이 붕괴한 상황이었다. 지난 3년간 이주한 가구는 40호, 이주해온 가구는 20호 정도로 매년 인구가 줄고 있는 상황이다. 도로/교통 현황은 밀양시와, 대구, 부산으로 나가는 버스가 시간마다 한 대씩 배차되어 있고, 종합병원, 보건소, 한의원, 약국 등의 의료시설이 갖춰져 있으며, 과거에는 낙동강 범람으로 인한 피해사례가 많았으나 현재는 제방을 쌓아 홍수 피해를 없앴으며, 공기와 식수가 좋고 치안 걱정은 없었으나 전화를 통한 사기가 극성이라고 하였다. 문화/여가생활면에서는 읍사무소에서 일부 프로그램을 진행하고 있으나 참여율이 저조한 것으로 나타났다. 유치원/초등학교/중고등학교 및 사설학원도 있어 교육환경은 비교적 좋은 편이라고 할 수 있었다. 수산리는 마을의 중심에 있는 대규모 장을 둘러싸고 상권이 형성되어 대부분 상업에 종사하고 있었으나 수산장이 쇠퇴하고 상권이 죽어 생활경제면에 어려움이 있다고 하였다. 향후 '4대강 살리기' 정책과 '신공항 입지' 선정에 따른 땅값 상승과 경제 재생 등에 대하여 마을 주민들의 관심이 높았고 복지회관이 생겨 다양한 복지프로그램과 서비스를 받고 싶다고 하였다.

최근 해안송림에 대한 관심이 높아지고 있고, 이를 효과적으로 보전, 활용해야한다는 목소리가 높지만, 국내에서는 이러한 해안송림이 어떻게 변천되고 지역에 어떻게 기능해 왔는지 아직 알려지고 있지 않다. 본고는 해안송림의 기초연구로서, 하동송림을 대상으로 이러한 해안송림의 사회적인 기능과 관리문제를 검토한 것에 있다. 하동송림을 사례로 조사한 결과, 해안송림은 송림이 지역과 밀착함으로써 주민의 레크레이션기능은 물론 외부관광객을 끌어들일 수 있는 지역발전의 중요한 소재가 될 수 있는 것으로 나타났다. 또한 해안 송림이 지역주민의 일상생활과 밀접히 연관되고 지역발전의 한 축으로서 기능하면서, 송림에 대한 관리 및 주체의식이 높아지는 것으로 나타났다. 이러한 지역발전의 실질적 기능 및 자연스러운 관리의식의 고양은 일반 공원이나 원거리 해안림 등에서는 쉽게 나타나지 않는 것으로서, 마을 숲(해안송림 등)이 갖고 있는 하나의 중요한 잠재력이 아닌가 생각된다. 그러나 관리측면에서는 하천오염이 해결되지 않고, 송림확장계획이 중지되고, 소나무재선충 방지책에 의문에 제기되는 등 적지 않은 문제가 나타나고 있다. 또한 이러한 문제발생의 원인으로는 해안송림에 대한 기본적인 인식의 부족, 책임 있는 관리주체의 부재, 구체적인 연구의 부족 등이 검토된다. 해안송림의 기능과 식생은 고정되어 있는 것이 아니라 지역 환경에 따라 끊임없이 변화되는 것에 있어, 변화에 대응하는 개발논리가 필요하다. 따라서 이러한 특수성을 일반적 임업관리나, 시설보수 차원에서의 접근은 소중한 지역의 자산과 발전기회를 잃은 거와 다르지 않다. 소중한 지역자원의 가치를 빛내고, 보다 효과적인 활용을 위해서는, 보다 체계적이고 파지티브한 관리 및 활용 정책이 요구되는 것에 있고, 이를 위해서는 책임 있는 관리주체를 조직하는 것과 함께, 토지사병에 기초한 송림의 이용 및 식생 변화에 대한 연구가 필요한 것으로 판단된다.

This study reports a field study that examined the citizens' needs and perceptions of library services at a municipal public library system of Mapo-gu, in an attempt to develop a comprehensive service plan that can satisfy the diverse public needs in the changing social environment. We administered a self-reported questionnaire to 800 library users and 300 non-users in the area to examine their reading habits, library use, and perceptions of library services and programs. As a result of the analysis, 53.7% of Mapo-gu residents used one or two libraries among all 16 municipal libraries, and the primary criterion for selecting the main library was accessibility(63.9%). And only 53.8% of library users had experience participating in the library programs. The respondents also showed strong perception that the library is an essential place for the community and the children. Study results indicate that the library system should further expand the collection size, diversify information contents, improve the physical space including library facilities, and build more libraries. In order to fulfill the role of public libraries as the central place of the community, the municipal city should further invest in enhancing accessibility, spatial innovation, and diversifying service contents and media.

This survey was conducted to study the mountain village residents' needs and awareness of eco-tourism. The survey included opinions about introducing Eco-tourism, Residents' willingness to join, types of policies to push forward, requirements to Korea Forest Service and expected outcomes. 346 residents were selected for this survey from 33 mountain eco-villages established by Korea Forest Service and 24 rural experience villages established by Ministry of Agriculture, Food and Rural Affairs, and they respectively participated in this survey through interview from June $17^{th}$ 2015 to September $17^{th}$ 2015. As a result of major analysis, the survey showed that 86.7% of residents were in favor of the introduction of mountain village eco-tourism and 78.3% of those questioned showed the willingness of their participation of the program. Also 42.2% of respondents reacted positively that Korea Forest Service, associated administration agency and local government should be cooperated when the policies are established. 60.4% of respondents said they expect installment of recreational facilities and 67.6% said they expect development of eco-tourism program, which were respectively the highest rate as the requirements to be supported when the eco-tourism program are introduced. 86.1% said that increasing visitors will help mountain villages more revitalized as eco-tourism is introduced. This research is expected to provide information when making the mountain eco-tourism policy in the future.
