This research aims to analyse rural change by increasing in urban-to-rural migrants in rural Jeju. In particular, the author analysed changes in rural area focusing on non-agricultural sector and local organization. Urban-to-rural migrants into rural Jeju have been causing increase in tourism business. Such an increase in tourism business caused increase in construction of service space and changes in land use. Meanwhile, the local organization formed by urban-to-rural migrants has differences in its members and its activities and implementing system of activities in comparison with those of native local organizations. The Seowgipo Rural Migrants Cooperative, which is the research target, has characters of urbanism even thoug it was formed in rural area.

지역 R&D 혁신생태계를 조성하고자 정부는 부처별로 다수의 지역 공공 R&D조직들을 다투어 구축하고 있다. 현재 지역 공공 R&D조직은 그 역할과 기능이 명확하지 않고, 지자체는 지역 실정에 맞는 지를 따지기 보다는 "일단 유치하고 보자"는 인식이 강하다. 조직의 구성원은 중앙정부 공공 R&D조직문화 및 운영방식에 익숙해져 있어서, 지역 공공 R&D 생태계와 상호작용, 협력메카니즘 구축에 여러 가지 어려움이 있다. 한국기초과학지원연구원은 지역연구자들에게 근거리 연구지원을 위해 전국에 9개의 지역센터를 운영하고 있다. 지역 R&D 혁신생태계 중 기초과학지원이라는 중요한 영역을 맡고 있다. 하지만, 현재 지역센터는 분석수요 대비 지역센터의 인력 및 인프라 미흡, 유지비용 부족으로 성장의 한계에 부딪힌 상황이다. 현재 지역센터의 역할 재정립에 대한 요구가 크다. 본 연구에서는 기초과학지원연구원의 지역센터에 대한 인터뷰 및 설문조사를 통해 지역 공공 R&D 조직의 역할과 기능에 대해 짚어보았다. 우선 지역센터의 현황과 문제점을 종합적으로 살펴보았다. 그리고 지역센터의 역할과 기능, 지역내 포지셔닝을 살펴보고, 실질적인 운영방안검토 및 새로운 역할과 발전전략에 대해 검토하였다. 본 연구는 앞으로 기초과학지원 연구원의 지역센터를 비롯한 지역공공 R&D조직은 국가차원의 당위적 수직적 역할 외에도 지역차원의 수평적 협력적 역할에 대해 새롭게 조명하고, 지역 관점에서 지역 공공 R&D 생태계와 지역산업까지 그 성과가 이어질 수 있도록 역할전환이 필요하다는 점을 제시하였다.

This study analyzes the latest statistics for 3 years based on the traits of market environment, internal organization characteristics(the size and distribution of workforce), and financial structure, and then, investigates the interactivity traits and drawbacks between organization and market environment, among the local broadcast stations, and, among the type of work in the internal organization, by interviewing with broadcasters working at the local stations. Major findings of this studies are : at first, statistically, the conditions of local market environment, the size of local station workforce, financial structure are very poor. And, the interactivity among the local broadcast stations have so many difficulties because of a conflict of interest. So, for getting over a difficult situation at the local stations, in addition to planning to support local stations with various policies, government and local stations should seek for solution to overcome the conflict of interest jointly.

Most of the GRI's that are organized and operate a regional. However, the limitations of the building that faces its own innovation system of the area, difficulties in management of the individual institution and community organizations operating in various industries such as inadequate to meet demand. This study examined the quality attributes of the GRI's regional organization's operations and policy improvements on the GRI's key features and regional organizations in the region to suggest future operating efficiency in the consumer's point of view based on the Kano Model and Timko Model. The results showed the different properties depending on the quality of corporate premises, and whether or not its own R&D organization. These results could be used as a basis for future policy design in accordance with GRI's regional organization establishment, operation and evaluation.

This study was carried out to understand the mean of neighbourhood and community organizing model on lived experiences of their organizing and members which had changed. The methods of collecting data was progressed in depth interview. According to study questions and analysis challenges based on theory, we analyzed texts. outcome of study we understood experiences of their organizing and members which had changed. In changing phases of organizational dimension, meaning of 'the discovery of the community problem' was extracted. In this time, organization's members set the goal and experience qualitative and quantitative changes of organization. On the other hand, changing phases of individual dimension were followed, which are 'escaping from locked life', 'reconstruction of self image', 'reconstructing the meaning of both family and self-concept' as well as 'reconstructing the meaning of both neighbourhood and self-concept'. Conclusively, we suggested practical implication, which might increase the effect of neighbourhood and community organizing model.

The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

2000년대 이후 기업의 경제적 이익을 위한 본연의 성과를 성취하기 위해서는 영리적 이익추구 이외에도 기업 내외부의 관여된 활동 범주 내에서 투자자, 소비자, 시민단체 그리고 노동조합등에 사회적책임(Corporate Social Responsibility:CSR)의 중요성이 점차 커져가고 있다. 이 중 사회적책임과 조직 내 구성원들의 조직유효성의 영향에 대한 다양한 선행논문이 있었으나, 지역으로 세분화하여 분석한 연구가 상대적으로 미비하였다. 이에 따라 강원도를 한정한 사회적책임이 조직신뢰, 조직몰입, 조직시민행동에 미치는 영향을 분석하여 강원도 소재 기업들의 사회적책임에 대한 기반적 자료로써 활용될 것으로 여겨진다. 이를 확인하기 위해 본 연구는 강원도 소재 기업에 종사하는 구성원들을 대상으로 자료를 수집하여 총 186부의 표본을 활용하였다. 검증결과 사회적책임이 조직신뢰, 조직몰입이 긍정적인 영향을 미치나 조직시민행동에 부분적으로 채택되었으며, 조직신뢰는 조직시민행동에 긍정적 영향을 미치고 조직몰입은 조직시민행동에 부분적으로 영향을 미치는 것으로 연구되었다. 본 연구는 선행논문에서 밝힌 사회적책임이 조직신뢰, 조직몰입, 조직시민행동에 미치는 영향에 대해서 지역을 한정해서 연구했으며, 분석결과 강원도 지역 내 사회적경제기업들이 다수 포진되어 있으며, 공동체성이 높기 때문에 사회적책임이 조직 유효성과 조직시민행동에 영향을 미치는 것으로 나타났다.

오늘날 조직의 활동이 복잡해지고 외부환경과의 상호작용이 활발해짐에 따라 조직유효성을 측정하기 위한 기준이 다양해졌고 특히 조직의 목표가 연속적이고 조직의 산출물이 유형적 물질이 아닌 외식산업에서의 조직유효성 측정이라는 난제는 조직연구분야에서 핵심논제가 되고 있는 가운데 급격한 기업 내ㆍ외부의 환경 변화로 인하여 기존의 단면적인 측면으로 평가되는 유효성 지표보다 조직 전반에 대한 거시적인 입장에서 평가될 수 있는 유효성 지표를 도출하기 위해서 조직전반의 운영 과정 및 성과가 모두 포함되는 종합적 품질경영을 선택하는 것이 바람직하다는 의견이 다수 제기되고 있다. 학회 조직의 구성과 운영에서 민주적이고 자율적 방식을 선택하고 있음은 물론이며, 조직의모체로써 본부를 두고 필요에 따라서 국내외 지역에 지부 또는 지회를 두어 설립목적의 학술활동을 수행하는 형태가 일반적이다. 동굴의 지역적 분포 특성과 동굴마다의 고유한 특징을 고려할 때, 동굴학회의 특성상 각 지역 지부의 필요성은 절대적이라고 하여도 지나침이 없으며, 따라서 이에 대하여 우리 학회가 추구하는 동굴의 효율적 관리와 보존 방안으로 동굴관리정보시스템(CMIS) 구축을 위한 노력 경주와 그 기반형성의 지역 조직구성을 공고히 하는 일은 매우 의미 있는 일중의 하나이다. 그러므로 세계적인 화산동굴 유산을 지니고 있는 제주지역 조직구성이 모범이 될 수 있도록 강조하며, 그 추진을 희망하여 요청한다.
