For this purpose, lifelong education experts, education administrators, lifelong educators from Daejeon lifelong education organizations participated in this Priority Analysis on the Lifelong Education Enhancing Plan using the AHP. The analysis resulted in the relative importance of promoting activities; 1) realizing of lifelong education system oriented by universities, 2) setting up the integrated online and offline lifelong education, 3) strengthening the lifelong education of local universities, 4) offering customized lifelong education by generation and target group, 5) strengthening the lifelong education of local governments, and 6) advancing the quality of lifelong education by focusing on the professionalism and transparency. • The purpose of this study is to examine the limitations of university operating system changes as a result of the policy changes and outcomes of the university lifelong education system support project by project period, and based on this, to propose a development plan to support the university's adult learning system. In this study, we sought to investigate changes in the higher education environment and changes in lifelong education in universities through analysis of literature and various data. The changing times of technological innovation and changes in knowledge require continuous learning even after school education, and the need for re-education and improved education is increasing. Therefore, the Ministry of Education and the National Institute for Lifelong Education have been actively carrying out support projects for lifelong learning-centered universities since 2008 to provide adult learners with opportunities to study. This project is centered around universities and the local community, and is promoting various types of changes in educational operation, such as reforming the university's academic system to be adult-friendly and operating night or weekend classes in order to provide educational opportunities for adult learners. Now, universities must play a role as a hub of regional lifelong education for the coexistence of the region and university, and as a key institution responsible for the contemporary tasks of sustainable development and coexistence between the university and the community.

  • The Lorraine region of France is one of the regions in the core of Europe that suffered most from the decline of its traditional industries. Since the 1970s, various levels of governments have attempted to solve the economic and social problems originating from de-industrialization with policies of regional innovation, e.g., establishing technopole, the creation of the technology transfer network, the launch of the RTP project, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Lorraine region, based on an analytical framework developed by a groups of researchers, i.e.. Bae et at (2006). The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Lorraine region; the policies heavily rely on the R&D capacity of universities and public research institutes; and various levels of governments have different roles to play.
