정보제공산업은 지식과 정보의 디지털화를 촉진하여 지식의 창출과 축적 및 활용을 활성화시킴으로써 지식기반 사회 실현에 핵심적인 역할을 수행한다. 그러나 현재 국내 정보제공산업은 그 산업기반이 취약하여 절반적으로 영세성을 벗어나지 못하고 있는 형편이다. 본고에서는 정보통신부에서 발표한 $\ulcorner$정보제공산업 활성화대책$\lrcorner$ 에 포함되어 있는 정책을 중심으로 창업환경 조성과 콘텐트 개발 지원, 콘텐트의 내수시장 활성화와 수출지원. 기술 개발 및 인력 양성, 관련 제도의 개선 등 종합적인 지원정책을 제시하였다.

데이터는 어떤 특성을 나타내는 언어적 또는 수치적 값들의 표현이다. 이러한 데이터들을 목적에 따라 구성한 것이 정보이며, 문제 해결이나 패턴 분류, 또는 의사 결정을 위해 정보들간의 관계를 규칙으로 체계화하는 것이 지식이다. 현재 대부분의 산업 분야에서 시스템에 대한 이해를 높이고 시스템의 성능을 향상시키기 위해 지식을 추출하고, 적용시키는 작업들이 활발히 이루어지고 있다. 지식 정보의 추출은 지식의 획득, 표현, 구현의 단계로 구성되며 이렇게 추출된 지식 정보는 규칙으로 도출된다. 본 논문에서는 여러 산업 분야에 걸쳐 다양하게 적용되는 지식 정보 추출 방법들에 대해 그 영역별로 알아보고 여러 시험 데이터들과 실제 시스템에 클러스터링(CL), 입력공간 분할(ISP), 뉴로-퍼지(NF), 신경망(NN), 확장 행렬(EM) 등의 방법들을 적용시킨 결과들을 비교 분석하고자 한다.

In 2030s, as we enter in to the era of BT (Bio-Technology) market opening up, technologies in all areas such as IT, data analysis, IC and biochemistry are necessitated. New development in technology will be based on "Convergence", especially between IT and BT. In order to have synergy effects from the convergence, those related industries and universities should be physically inter-related in an appropriate location. Until 2009, 819 industrial clusters where many Korean industries and firms are concentrated have been constructed in Korea. They have had supports from various institutions and facilities. However, few systems designed to assist "intellectual property (IP) service" for technology convergence are found in Korea. Thus, by analyzing current problems and challenges of the Korean industrial clusters, this paper suggests a possible answer to maximize the synergy from technology convergence through organic cooperation among companies in industrial clusters. This paper finds that the Korean industrial clusters need to establish IP service supporting center while suggesting its function and concept on organization structure, and work flow, which help firms to develop IP strategies. In addition, the paper provides a direction for current IP system and policies implemented by the Korean government to be more effective to small-and-medium-sized companies located in the industrial clusters.

21세기는 ${\lceil}$지식${\rfloor}$이 국가경쟁력을 좌우하고, ${\lceil}$지식경영${\rfloor}$이 기업의 성패를 가름하는 글로벌 지식경제 시대가 될 것이다. 이에 정부에서는 21세기 새로운 패러다임으로 대두되는 지식기반 경제구축을 위하여 중소$\cdot$벤처기업과 문화$\cdot$관광사업과 같은 지식기반산업을 육성하고 전국민의 신지식화를 추진하는 것을 주요 국정지표로 정하고 경제개혁 노력을 전개하고 있다. 특허청에서는 향후 우리경제의 주체가 대기업이 아닌 고부가가치형 기술개발과 지식경영을 추구하는 중소기업임을 인식하고, 이러한 창의적 중소기업이 기업경영의 핵심자산으로 특허 등 지식재산권을 적극 창출 활용하는 것을 유도하기 위하여 ${\lceil}$중소기업 지식재산권 운동${\rfloor}$을 추진하고 있다. 본문은 특허청에서 ${\lceil}$중소기업 지재권갖기 운동${\rfloor}$을 지원하기 위하여 제작한 자료로 지식재산권에 대한 소개, 지재권관련 정부지원제도, 산업재산권 정보이용, 특허관리 성공사례 등 다양하고 종합적인 내용을 담고 있어 중소기업이 지식재산권 확보를 바탕으로 지식경영를 추구하는데 도움이 되도록 하였다.

산업경기예측을 위한 의사결정지원시스템은 예측관련 정보의 지식표현뿐 아니라 예측 프로세스를 공식화하는 것이 중요하다. 본 연구는 예측 정보들과 함께 예측 프로세스를 체계적으로 구축하기 위해 예측 온톨로지 개발을 위한 방법론을 제시한다. 예측 정보들에 대한 지식표현을 위해서 의미적 지식기반인 온톨로지를 구축하고, 예측 프로세스의 절차적 표현을 위해서는 프로세스 구성요소에 기반한 온톨로지 개발방법을 제안하여 예측 프로세스를 체계적으로 표현한다. 이를 국내의 대표적인 산업이며 경기변동이 심한 반도체 산업에 적용하여 경기예측에 대한 온톨로지를 구축한다. 완성된 온톨로지는, 실제로 예측을 계획하고 구축하고 표현하기 위한, 미래 의사결정지원시스템을 설계하기 위한 주요 구성요인으로 제공될 수 있을 것이다.

지식의 생성, 활용, 배급이 경제적 부의 창출의 원천이 되는 지식기반 경제 패러다임에서 소프트웨어 산업은 그 중요성이 더욱 강조되고 있다. 급속한 성장세를 지속하고있는 소프트웨어 산업은 대표적인 지식산업이라고 할 수 있다. 따라서 소프트웨어 산업의 전략적 육성은 경제전반에 걸친 엄청난 파급효과를 가진 중요한 과제이다. 본 연구에서는 소프트웨어 산업의 현황을 분석한다. 중소기업의 성장이 궁극적으로 전체 소프트웨어산업의 발전에 필수적이라는 이해를 바탕으로 현행 중소기업관련 법규를 분석하고 중소 소프트웨어 사업자의 활동영역을 확대시키는 지원정책을 제안한다. 추후 심층적인 연구를 통해서 지원정책의 효과적인 시행을 위해서 필수적인 지원사업범위와 대상 중소기업 규모를 결정해야 할 것이다.

Unlike existing other industries, the knowledge-based industry has the potential to grow increasingly with factor input unlimited. Importance of investigating knowledge and information evaluation cannot be overemphasized to promote economic development in that knowledge and information is accepted as an engine of new economy. We attempt to define the scope and value of knowledge and information and develop the knowledge and information value model. The results help policy-makers to manage and evaluate the knowledge and information with useful and responsible information.

Recently, several studies have been carried on knowledge flow of science, technology, industry to establish STI policy. Still it is lack of studies on relationship of science-industry although there have been studied only in aspect of science-technology relationship or technology-industry relationship. This paper's purpose is to propose method to measure knowledge flow among science, technology, and industry by means of patent citation. After gathering knowledge flow data between science and technology through mapping citing patent and cited paper, it gets knowledge flows data between technology-industry by using OTC (OECD Technology Concordance), technology-industry mapping program. Basd on 2 types of knowledge flow data, it propose method to examine knowledge flow from science to industry by applying overlap function is a network link weight function.

This study aims to analyze knowledge extension and diffusion trend among industries through technological convergence in non-Capital rural areas. A case of Sunchang, Korea examines knowledge extension trend of fermented soy product manufacturing industry. Patent application data are used to make technology convergence analysis and knowledge network analysis. Patent analysis results show that there are differences of knowledge extension trend between the whole country and Sunchang. Technologies of fermented soy product manufacturing in Sunchang is inclined to extend toward technologies related to fermented microorganism. Contrary to the whole country, knowledge extension in rural area like Sunchang is converged to technologies suitable for specialized but limited regional assets and human resources. Core actors of knowledge network of fermented soy product manufacturing in Sunchang are mainly public organizations such as local government, universities, and agencies or institutes. Recently technology sharing and extension is likely to occur through the cooperation between associative corporations and public organizations.
