A GIS Developing Strategy for Chungnam Region (충청남도 지리정보체제 구축의 기본방향)

  • Geographic Information Systems(GIS) are very useful for spatial analysis and policy in local government administration. Recognizing the value of GIS, Chungnam province authorities put a spur on the introduction and development of it. But they have some difficulty in this process because of technical restraint, expertise shortage and budget limit. This study has surveyed current achievement and conditions for GIS development and presented general framework and subordinate tasks to build up GIS. First of all, there are a few prior conditions to guarantee the success of GIS: First, we should set up reasonable long-term plan and follow systematic procedures according to the plan. Second, it is essential to clarify what initiatively manage to whole business and so we should make up GIS-Board as an institutional center for this job. Third, we must research how to take advantage of already existing NGIS(National Geographic Information System), so that we may eliminate redundancy of investment. We can save a lot of finance and human resources through it. Fourth, we must focus on the importance of accurate mapping by utilizing new technology like GPS(Global Positioning System). Fifth, we should arrange efficient training program to constantly produce excellent human resources for GIS.

The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

Estimation of Economic Impacts of SARS Disaster to Tour Demands of Four Major Countries in Korea

  • Potential risks of communicable disease outbreaks have significantly increased in the era of global society. However, contingency planning of local governments for communicable diseases is not prepared to the proper level in various governmental sectors of many countries. Human being has been remarkable advances in medical science and public health. However, Severe Acute Respiratory Syndrome (SARS) still remains as a very dangerous transmissible disease that has great potential to create catastrophic consequences of casualties. The SARS outbreak between November 2002 and July 2003 resulted in 8,096 known infected cases and 774 deaths with a mortality rate of 9.6% worldwide (WHO, 2004). It is regarded as one of the human health disasters. Since about sixty-six percent of total SARS cases in the world were reported in People's Republic of China, Korean tour industry was significantly affected as a neighboring country. The objective of this research is to investigate major factors of Korea entry data sets, and to analyze economic impacts of Korean tour business interruption due to the period of SARS outbreak with tourist cases of four countries: Japan, U.S.A., China, and Taiwan. Results from this research show the seasonal and long-term trends of entry data sets of four countries, and direct and indirect impacts of SARS to Korean tour industry.

Questionnaire Concerning the Actual State of the Burning for Farming and Recognition of Forest Fire Prevention Policy (영농인들의 영농소각 실태 및 산불예방정책에 대한 의식조사 연구)

  • Korea was experienced more forest fire occurrence compared to an area. As a forest fire occurrence from man caused burning for a farming increased and was one of the main reasons of forest fire occurrence in Korea, agriculturist-was a main reason of forest fire occurrence-opinion analysis was needed for forest fire prevention from this reason. Therefore, we asked agriculturist who live in province frequently experienced a forest fire from the burning for farming to answer questions. In result, a half of the respondents have a burning experience for farming and the main reason of the burning was the clearance around farmlands. In result of survey about recognition rate of forest fire prevention policy (forest fire season, incineration inhibition within 100 m from forest, license system for burning, joint burning system by a rural community, imposing a fine for burning) was almost high except license system for the burning, In the result about analysis according to ages and provinces, the recognition rate was high in province experienced severe forest fire damage and low in below 40 years group. So, the direction of forest fire prevention policy would need to be mediated in the view of agriculturist who need to use a fire because of farming labor shortage and higher age. And a consolidated education of forest fire prevention would be needed to agriculturist who live in province experienced rarely forest fire and in below 40 years group.

A Regulationist Interpretation on the Changes of the Regional Inequality between Seoul Metropolitan Area(SMA) and Non-SMA after 1981 (1980년대 이후 수도권/비수도권 지역격차 변화의 조절이론적 해석)

  • This paper aims to interpret the changes of the regional inequality between Seoul Metropolitan Area(SMA) and Non-SMA after 1981 on the regulationist approaches that examine institution changes and power dynamics that motivate regional disparities in South Korea. Despite the restrict laws and aims that alms to reduce the concentration into SMA before 1988, the acts were not executed effectively due to the structural selectivity of the bureaucratic authoritarian state of those years. Thus, the regional concentration phenomena of SMA was intensified in the 1980s. However, the democratization in 1987 invoked Non-SMA regions to claim their regional development and it also forced the state to mediate the conflicting interests between the regional agents protesting the SMA concentration and the Capital agents supporting the SMA deregulation. From the early 1990s. the state launched a series of national strategies and policies to diminish regional inequality. They included execution of the existing acts mitigating SMA concentration and construction of industrial complexes in the underdeveloped areas of Non-SMA. Thus, the equalizing polities led the reduction of the concentration of SMA from 1989 to 1997. However, the financial crisis of Korea in 1997 intensified the claims of the Capital agents to deregulate the SMA control. The circumstance also forced the state towards the Capital side that request the deregulation of SMA control. As the result, the regional disparity between SMA and Non-SMA has been enlarged again since 1998.

A Study on the News Frames of Regional Daily Newspapers Related to the Selection of the 'New 7 Wonders of Nature' ('세계 7대 자연경관' 선정 캠페인 관련 지역일간지의 뉴스 프레임 연구)

  • This study started from the questions on how the selection of the 'New 7 Wonders of Nature' was repeatedly reported, and whose voice was emphasized on which perspective in regional daily newspapers. This is a subject that received the attention of the media with the tag of 'fraud on a national scale'. The results of this study showed that there was no difference among newspapers in all frames excluding the frame of public confidence in relation to the N7W Foundation. Furthermore, after examining the change before and after six media companies' conclusion of MOUs, a significant difference was discovered between newspapers concerning the frame of public confidence pertaining to the N7W Foundation. However, no significant difference was discovered in all frames after the MOUs were concluded. The tone of the press mostly displayed a positive or supporting perspective, and almost no negative or critical reports were published. Second, 68.0% of all the articles displayed use direct quotes. The speakers of direct quotes were mostly from official organizations that initiated the selection event for the 'New 7 Wonders of Nature', and almost no civilians or representatives from civil social groups were quoted. On the other hand, direct quotes of anonymous sources were used rather frequently, and most of these sources were confirmed to be official sources and related parties that initiated the selection event for the 'New 7 Wonders of Nature'. As a result, regional daily newspapers displayed support and advocated for the voices of the entities that initiated the selection event for the 'New 7 Wonders of Nature', including the district government, by emphasizing and repeating their perspectives in the newspaper coverage.

Bigdata Analysis of Fine Dust Theme Stock Price Volatility According to PM10 Concentration Change (PM10 농도변화에 따른 미세먼지 테마주 주가변동 빅데이터 분석)

  • Fine dust has recently become one of the greatest concerns of Korean people and has been a target of considerable efforts by governments and local governments. In the academic world, many researches have been carried out in relation to fine dust, but the research on the economic field has been relatively few. So we wanted to know how fine dust affects the economy. Big data of PM10 concentration for fine dust and fine dust theme stock price were collected for five years from 2013 to 2017. Regression analysis was performed using the linear regression model, the generalized least squares method. As a result, the change in the fine dust concentration was found to have a effect on the related theme stocks' price. When the fine dust concentration increased compared to the previous day, the fine dust theme stocks' price also showed a tendency to increase. Also, according to the analysis of stock price change from 2013 to 2017 based on fine dust theme stocks, companies with large regression coefficients were changed every year. Among them, the regression coefficients of Monalisa were repeatedly high in 2014, 2015, 2017, Samil Pharmaceutical in 2015, 2016 and 2017, and Welcron in 2016 and 2017, and the companies were judged to be sensitive to the concentration of fine dust. The companies that responded the most in the past 5 years were Wokong, Welcron, Dongsung Pharmaceutical, Samil Pharmaceutical, and Monalisa. If PM2.5 measurement data are accumulated enough, it would be meaningful to compare and analyze PM2.5 concentration with independent variables. In this study, only the fine dust concentration is used as an independent variable. However, it is expected that a more clear and well-explained result can be found by adding appropriate additional variables to increase the explanatory power.

A Development Plan for Co-creation-based Smart City through the Trend Analysis of Internet of Things (사물인터넷 동향분석을 통한 Co-creation기반 스마트시티 구축 방안)

  • Recently many countries around the world are actively promoting smart city projects to address various urban problems such as traffic congestion, housing shortage, and energy scarcity. Due to development of the Internet of Things (IoT), the development of a smart city with sustainability, convenience, and environment-friendliness was enabled through the effective control and reuse of urban resources. The purpose of this study is to analyze the technical trends of IoT and present a development plan for smart city which is one of the applications of the IoT. To this end, the news articles of the Electronic Times between 2013 and 2015were analyzed using the text mining technique and smart city development cases of other countries were investigated. The analysis results revealed the close relationships of big data, cloud, platforms, and sensors with smart city. For the successful development of a smart city, first, all the interested parties in the city must work together to create new values throughout the entire process of value chain. Second, they must utilize big data and disclose public data more actively than they are doing now. This study has made academic contribution in that it has presented a big data analysis method and stimulated follow-up studies. For the practical contribution, the results of this study provided useful data for the policy making of local governments and administrative agencies for smart city development. This study may have limitations in the incorporation of the total trends because only the news articles of the Electronic Times were selected to analyze the technical trends of the IoT.

  • 오존 경보제와 예보제의 실시가 오존 오염에 관한 일반인의 관심을 증폭시키는 중요한 계기가 되었음에도 우리 연구계와 정책 당국의 대응은 이에 훨씬 못미치고 있다. 1990년 이래 학회지 관련 논문 편수는 연간 1∼3편에 그치고 있고, 다른 이차오염 현상과 달리 정책 당국은 여전히 지원을 고려하지 않고 있다. 오존 연구가 뿌리를 내리지 못한 가운데 강행된 경보제와 예보제의 와중에 책임을 떠맡은 지방자치단체는 조급하게 노련한 예보 모델을 찾고 있고 충분한 검토도 없이 외국의 사례에서 대책을 구하고 있다. 논란이 되고 있는 오존 예보의 부정확성은 모델 선택의 문제가 아니라 모델 이용이 잘못된 때문이다. 현재 오존 대책의 일환으로 검토되고 있는 차량 부제 실시와 같은 단기 대책은 역효과를 낼 수 있다는 연구결과도 있다. 선진국의 오존 연구는 도시 규모에서 지역 규모로 확대되고 있고, 구츰 등 액상반응의 효과 규명과 1 kin 이하 미세 변화 모델링이 시도되고 있고, 지구 단위 대류권 실험의 일환으로 태평양 상공의 오존과 오존 전구물질의 대기화학이 조사되고 있다. 우리는 우선 우리의 오존 문제를 정확히 이해하도록 노력하여야 한다 합리적 계획 아래 체계적으로 접근하여 갈 때 당장은 아니지만 우리의 오존에 대한 이해가 깊어갈수록 예보의 정확성은 향상될 수 있다. 많은 비용과 노력이 필요한 오존 대책의 시행은 충분히 신중하여야 한다. 서울과 같은 대도시라면 적합한 수치모델을 구비하여 효과를 점검할 수 있어야 한다. 일부에서는 예보의 정확성을 높일 수 있는 방안의 하나로 수치모델 이용을 거론하고 있으나 수치모델은 매일의 예보와 같이 일상적 목적을 위하여 사용될 수 있는 모델이 아니며, 현재와 같이 기초가 갖추어져 있지 않은 상황에서는 더욱 그러하다. 정상적 모델 이용이 가능할 수 있도록 배출원 자료 체계를 갖추어야 하고, 서을 등 특징적 지역에 대하여서는 집중적 현장 조사를 실시하여야 한다.3)와 NAS(National Academy of Sciences, 1983), 미국에서 발행되는 정부 지침서 (Federal Register)에 고시된 내용 등을 토대로 하였다. 연구는 당면현실로 다가온 정보화 및 세계화의 기업환경에서 예견되는 몰입(committment)의 약화에 대한 치유방안으로서, 정보화된 경영모의게임의 기업 교육훈련 시스템(Business Training System)으로의 발전 가능성을 제시한다 하겠다.암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2. Healthy Japan 21 objectives and strategies (일본건강증진 사업의 목표 및 추진전략: Healthy Japan 21)

  • Healthy Japan 21의 목적은 삶의 질을 향상시킴은 물론 노동가능 인구집단의 유병률을 줄이고 건강수명을 연장시키기 위하여, 21세기 모든 일본인들이 더욱 건강하고 행복한 삶을 향유할 수 있도록 국가사업을 활성화하는 것이다. 구체적 목적은 조기사망을 예방하고 건강생활을 향상하는 것으로, Healthy Japan 21의 전략적 기획과정에서 건강수명의 연장을 실현하기 위하여 2010년까지 달성되어야 하는 구체적인 목적들이 또한 제시되었다. 조기사망을 감소시키기 위하여 사고, 암, 자살, 심장병 감소의 중요성을 인식하고 9개의 주요 목표로 영양, 신체활동, 휴식과 이완, 금연, 절주, 구강보건, 당뇨병 예방, 심혈관계질환 예방, 암 예방을 설정하였다. 흡연, 알콜, 식사 그리고 운동과 같은 생활양식은 스트레스, 비만, 고혈압과 같은 위험요인 및 질병관리와 관련이 있으며, 위험요인은 암, 심장병, 구강질환의 발생과 밀접한 관련을 갖는다. 따라서 질병의 발생을 예방하기 위해서는 건강증진과 일차예방이 강조되어야 한다. 일차예방에 중점을 두기 위해서 우리는 전통적인 질병관리의 중점사항인 정기적인 건강검진을 통해 질병 조기발견을 노력을 게을리 하지 말아야 할 것이다. 아울러 의료비 감소, 병상에 있는 사람들의 감소, 사회세의 감소도 또한 달성되어야 하는 사업의 결과로 설정되어 있다. 가장 최근의 Healthy Japan 2000(1998-99)의 평가에 따르면 목표들의 15%가 달성되었거나 초과 달성된 것으로 나타났다. 이 중 아동과 청소년의 사망률의 경우, 1-14세 아동의 사망률은 1987년부터 26%가 감소되어 2000년도 목표인 인구 100,000명단 28명의 사망을 초과 달성한 것으로 평가되었다. Healthy Japan 21의 두 가지 주요 전략은 일반 인구집단을 위한 전략과 고위험 집단을 대상으로 하는 전략으로 구성된다. 개인의 건강한 생활양식으로의 변화를 포함한 우리의 건강증진 노력은 사람 중심으로 개인의 선택을 기반으로 하고 있다. 이러한 노력을 지원하기 위하여, 각 개인이 정보를 갖은 상태에서 올바른 선택을 할 수 있도록 적당량의 올바른 정보를 제공하는 것이 필수적이다. 이와 같은 일본의 건강증진계획은 2000년 3월에 Healthy Japan 21이 설립되었으며, 2000-2002년 사이 모든 현이 자신의 사업계획을 설정하였으며, 2001-2005년에는 약 반수 정도의 지방자치단체들이 자신들의 사업계획을 확정하였다. 건강증진을 이루는 중요한 수단은 파트너 쉽에 있다. 정부조직 뿐 아니라 건강보험회사, 보건의료서비스 제공자, 교육단체, 대중매체, 사기업, 봉사단체 등을 포함한 건강분야의 조직들은 자신들의 전문적 기술들을 한데 모아 서로 협력하여야 한다. 또 하나의 중요한 수단은 건강 지지적인 환경이다. 개인의 건강증진 노력을 체계화함으로써 지지적인 환경을 조성할 수 있다. Healthy Japan 21에 대한 평가는 2005년에 중간평가가, 2010에 최종평가가 있을 예정이다. 평가결과들은 이후에 진행될 사업의 향상을 위한 기준으로 활용될 예정이다.
