A Preliminary Study on The Delimitation Standard of Maritime Boundary in Korea (우리나라 해상경계 획정기준에 관한 기초 연구)

  • Recently, local governments in Korea are promoting the rapid development of marine for delineating jurisdictional sea area. The importance of a maritime boundary has being emphasized, as jurisdictional sea area disputes among local governments have been increasing. The absence of the delineating standard of maritime boundary has become a source of contention between neighborhood local governments. So the delineating standard of maritime boundary in Korea will be required. The purpose of this study is to derive an improvement plan for the scientific delimitation standard of maritime boundary by analyzing "A hydrographic survey guideline for confirmation of maritime boundary". The results of this study are as follows. Firstly, we defined the concept of the delimitation standard of maritime boundary. Secondly, we set the boundary, factors and processes of the delineating standard of maritime boundary through classifying them in detail. Lastly, we suggested the makeup of a conflict adjustment committee for preventing jurisdictional sea area disputes among local governments.

A Study on the Development of a GIS Master Plan based on the Analysis of the Information Master Plan for a Municipality (지역정보화 추진과 연계된 GIS기본계획의 수립방안에 관한 연구 (천안시를 중심으로))

  • One of the biggest problems found from the results of the various GIS-related projects which have been fulfilled by many local self-governing bodies is as follows. Many GIS projects have been undertaken without the proper review on National Standards on GIS, the information master plans for the development of the municipalities, and the GIS master plans which should be followed by the former ones with the relatively detailed implementation planning. Because these projects were to be done at most with little considerations of the formerly mentioned materials such as vision, goals, strategies, and the implementation planning, it is quite doubtful that a GIS project could play a proper role as an element in the integrated information system. As an effort to solve this problem, this paper first analyzes the types of the GIS projects done by many municipalities, proposes a recommended procedure for a life cycle of a GIS project and for a GIS master plan based on the information master plan for a municipality.

  • With the rapid development of information and communication technologies(ICTs) and internet technology and the explosive increasing of internet users, we can find almost every municipal information of local governments by visiting the home page without visiting the city hall personally. And in the case of urban planning information they provide many kinds of information to inform the policy and results of urban planning to citizens The differences of urban planning information from other municipal information, at first many information of urban planning should be presented as spatial data, so we have to provide the geographic information with internet GIS, and second to realize bottom-up decision making process the exchanging of information between citizen and government should be adopted as bulletin board system(BBS) and an questionnaire in internet In this paper I evaluated the sites of urban planning information in the homepage of local governments by many index. the index are composed with 4 categories 20 items on information providing, 3 categories 12 items on communication, and 2 categories 8 items on internet GIS. And as a result I introduce some high scored sites at each category, and propose that we have to recognize the internet as the technological media to broaden the opportunities for the community people to participate in the policy-making in reference to their political demands.

  • The advantages of using components result from their reusability between applications. Applications can be easily implemented by adding components. In this paper, we described the design and implementation process of ASC(Application Service Component) for component-based GIS applications. In our project, there are 5 applications : Road Facility Management, Urban Planning, Cadastral Map Management, Water Supply Management, and Sewerage Management. All of them use MapBase component which supports common GIS functionality. Although they are different applications, some parts of them are same. We analyzed the developed results in 1st and 2nd year, and the achievement of UIS(Urban Information System) project in Busan Metro City in Korea. The UIS of Busan was consisted of 5 applications to equal with our project. Then, we extracted 11 common used components between 5 applications, and implemented 5 common components of them and 2 additional components. They were Authority, GISReport, IndexMap, Measurement, Search, Symbol Manager, and Attribute Display. As we offered them to companies developing application components, they were able to reduce the development time.
