Intelligence-fair and Authentic Assessment in Geographical Education Application and Practics (지리교육의 지능공정한 참평가 모형 개발 및 적용)

  • As standardized test and current perfomance assessment have some problems in the aspects of contextuality, authenticity and intelligence faimess, the aim of this study is to propose an 'intelligence-fair and authentic assessment(IFAA)as an appropriate altemative and to make sure of the probability of its application. In geographical education, an idealistic assessment can be realized when the tasks bear authenticity, multiple intelligence of students are accepted and the objective are confirming with general purpose. IFAA model consists of 5 elements. They are the selecting for strategic ideas, the developing a real-life task, the constructive instructing with teacher, the offering opportunity of multiple representation and the allotting of marks for each items, IFAA model proposed in this study is worth considering in educational validity and realistic adaptability.

  • GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.

An Analysis on the Level of Achievement in Geography Based on NAEP in the United States (NAEP 문항 반응에 기초한 미국 학생들의 지리 성취수준 분석)

  • This paper aims to provide empirical evidence required to describe the level of achievement by analyzing students' item response in NAEP implemented in the United States in 2001. The geography assessment in the NAEP is aimed to test students of 4th, 8th, and 12th grades, and consists of content dimension and cognitive dimension, The former includes 'space and place' 'environment and society' and 'spatial dynamics and connections,' and the latter includes 'knowing' 'understanding' and 'applying,' The level of achievement is defined as three levels for each grade: Basic, Proficient, and Advanced. In this paper, descriptions of achievement is derived inductively from an analysis of student's responses to the items which were selected by using item-mapping method. As a result, there is a great difference between the level of achievement derived empirically from students' response and the level of achievement designed principally suggested by the expert committee. The former could have a contribution to the improvement in geography curriculum.

  • This study describes a methodology to develop a environmental and geographical information system for managing a national scale which is supports the environmental fate modeling. This system was developed via the integration of environmental and geographical information database(DB) and the DB usage software. For the sound environmental management, the DB were constructed by extracting the geometrical figures-such as points, polylines, and/or polygons-based on the geographical information previously developed in Korea. Then it was connected with the environmental information. Based on the Visual Basic Complier, the software can be a useful tool for visualizing the DB, for searching the environmental & geographical information, and supporting the environmental fate modeling.

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

  • 공공시설 중 도로계획의 경우 건설과정 및 건설 후의 소음 및 오염 등의 환경 사회적 비용 및 주행성 안전성 등 요소의 평가 등을 수량화가 어려운 대표적 비용으로 들 수 있는데 본 연구에서는 이러한 수량화가 어려운 비용 효과들을 포함하여 고려한 도로노선계획결과를 정보계측기법과 지리정보시스템을 이용하여 '정보량'이라는 통일된 단위로 표현하고, 기존 시설물과의 관계로부터의 '정보편익' 개념으로 평가하였다. 정보계측기법은 인간은 언어를 통하여 모든 사물을 정보로 표현하므로 '정보'라는 통일 된 단위를 사용하여 모호한 가치를 평가해 보고자 하는 방법이며, 따라서 공공시설의 계획과정에서 최적해를 찾기 위한 비용, 편익 및 환경 사회적 요소 등의 정량화되기 어려운 가치를 평가하는데도 사용될 수 있을 것이다. 정보계측기법과 지리정보시스템을 이용하여 도로건설시 발생하는 비용과 직접효과를 고려하기 위하여 시설정보계측모형을 개발하였으며, 도로 주변 시설간의 편익을 고려하기 위하여 시설정보편익모형을 구성하였다. 개발된 모형을 실제 도로계획 사례에 적용한 결과 비용과 직접효과만을 고려한 시설정보계측모형에서는 기존의 도로설계와 유사한 결과가 도출되었으며, 시설정보편익모형에서는 기존의 도로계획 평가에서 고려할 수 없었던 요소들에 대한 고려가 가능하였다.

  • The purpose of this paper is to identify the authour of Baekdusanhaenggi, Yun Hwasu's understanding of place and the types of geographical knowledge shown in the book. He regarded ideologically the place as a paradise or a sacred land on the base of empirical understanding of it. Geographical knowledge in Baekdusanhaenggi was expressed as two main types; geographical content and geographical concept. The content of geographical knowledge consist of physical geography such as climates, vegetations, geographical features and human landscapes such as settlement landscapes, cultural landscapes. The geographical concept consist of locations, distances, regions.
