A Study on Improvement of SCAMIN Attribute of ENCs (전자해도 SCAMIN 속성 개선방안 연구)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and marine environment protection. ENC(Electronic Navigational Chart) as base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Though ECDIS has many advantages, it's almost impossible for the mariner to recognize the displayed information because of intense display of objects so called the clutter. In this paper, the current status and international standards on SCAMIN((Minimum Scale) attribute have been investigated. Also improvement of SCAMIN attribute of ENCs and grouping method for the sounding values was proposed.

  • A digital map of 1/5,000 scale provides basic information to be utilized in various businesses, such as in land management, urban information system of a local government, navigation of private sectors and others. 1/5,000 digital map, which contains information of the entire land of South Korea, is performed as a national fundamental map, however, comparing to 1,000 digital map, it has some difficulties in terms of positional accuracy and attribute data for applying in urban areas. Also, since the paradigm of spatial information services has been changed, more accurate positional information and rich attribute information are required for the government businesses and private map services. Particularly, demands for the high precision spatial information based on large-scale digital map is increasing in facility managements due to rapid changes in urban areas and various spatial analyses. For those reasons, this study proposes how to apply and use precise spatial information based on 1/1,000 digital. Firstly, an analysis of legal system related to large-scale digital map and spatial information is conducted in the research. Afterwards, the ways are suggested to improve systematical utilizations of 1/1,000 digital map. We also define existing applications of spatial information in public and private sector, and recommend methodology that can be utilized high precision spatial information.

  • Sometimes characterized graphic map rather than realistic graphic map can help users to understand information more easily. This paper tried to reveal the relation between the methodology to create outline on the map using caricature automatic algorism and level of human cognition. Caricature algorism such as exaggeration transformation algorism, joint transformation algorism and simplification algorism were used to create outline on the map. In order to apply exaggeration transformation algorism and joint transformation algorism, the method to create average form of the object were developed. We survey how users recognize the similarity of the characterized map with the real map when realistic map is simplified by certain value of simplification rate and transformed into certain value of exaggeration rate or joint transformation rate. We also survey how users recognize the similarity differently according to the scale of the map. As a result of this study, the method to calculate the optimal data is developed for users to recognize caricatured map effectively by shifting scale. This data can be used as basic data, when map developers create outline of map with programming code on computer

Automatic Detection of the Updating Object by Areal Feature Matching Based on Shape Similarity (형상유사도 기반의 면 객체 매칭을 통한 갱신 객체 탐지)

  • In this paper, we proposed a method for automatic detection of a updating object from spatial data sets of different scale and updating cycle by using areal feature matching based on shape similarity. For this, we defined a updating object by analysing matching relationships between two different spatial data sets. Next, we firstly eliminated systematic errors in different scale by using affine transformation. Secondly, if any object is overlaid with several areal features of other data sets, we changed several areal features into a single areal feature. Finally, we detected the updating objects by applying areal feature matching based on shape similarity into the changed spatial data sets. After applying the proposed method into digital topographic map and a base map of Korean Address Information System in South Korea, we confirmed that F-measure is highly 0.958 in a statistical evaluation and that significant updating objects are detected from a visual evaluation.

  • National digital maps (NDM) produced by diverse production methods through various stages are ready to distribute to public. The position accuracy problems in NDM should be inspected and evaluated to guarantee the quality of NDM. The purpose of this study is 1) to find out factors of impeding accuracy by examining the position accuracy of NDM on scales of 1:1,000 and 1:5,000, 2) to form the technical basis of making accurate digital maps and 3) to increase reliability and practical use of NDM. In this study, we found out 1) obstacles of making accurate mM especially in solving horizontal and vertical location accuracy problems and 2) error sources in production methods as well as stages. These results can be contributed to increase accuracy on modifying and upgrading NDM.

  • The digital map database is often produced for multiple purposes, including mapping at multiple scales; it is increasingly rare that a base map is digitized for mapping at a single scale. The most important problems in process of line simplification in map generalization and multiple representation is that tolerance value selected for simplifying base map information must be modified as feature geometry varies within the digital file to ensure both accuracy and recognizability of graphic details on a generalized map. In this study, we explored various algorithms regarding to line simplication at many scales from a single digital file, and presents a rule by which to determine those scale at which line feature geometry might be expected to change in map representation. By applying two measured of displacement between a digitized line and its simplification, five algorithms have been evaluated. The results indicate that, of the five, the Douglas-Peucker routine produced less displacement between a line and its simplification. The research has proved to automating map simplification, incorporating numeric guidelines into digital environment about what magnitude and variation in geometric detail should be preserved as the digital data is simplified for representation at reduced map scales.

  • This paper suggests a Map Accuracy Standards by analyzing U.S. National Map Accuracy Standards, by considering korean terrain feature and statistical error theory for paper and digital maps on the scale of 1:50,000. Map accuracy standards require horizontal accuracy to be reported as a circular error with 90% confidence level through Linear Error Probable(LEP) theory and Circular Error Probable(CEP) theory. In order to verify the proposed methodology for positioning accuracy testing, several kinds of test point were selected and tested. These test points were extracted at the centers of roads and bridges, the comers of the independent building, the edges of geographical botany, and the tops of mountains. The positioning accuracy assessment was peformed by comparing the positions of test points in digital maps generated three different sources with those acquired by high accurate GPS surveying. The digital maps were produced from aerial photographs and SPOT satellite image using analytical plotter and 1:50,000 paper map.

  • In order to minimize vectorizing tasks, which require huge reso¬urces and time and to support the census mapping effectively, the geographic information databases structure has been studied. The steps of the new approach are as follows. : Step 1, Scanning the maps of the whole country and storing the image data in raster format. Step 2, Vectorizing the data of specific items for Census operation such as Enume¬ration District, and then linking to attribute data in the text format. Step 3, Designing the database with a Tile and Multi-layer structure to make a continuous map logically. Step 4, Implement Censlls Mapping System(CMS) for efficient mapping and retrieving. As a consequence of this study, the cost, manpower and time effectiveness was proved and it was confirmed to produce lIseful and high-qual ified maps for the Census. In the future, this system wi II be able to provide many organizations and individuals with the various data based on geographical statistical information.

  • Information on forest type and cover density status of the present and past on large scale (1:50,000) is very much needed for conservation of any forest region. Such large-scale maps are not available for the Eastern Ghats (EG) of Tamil Nadu. This study deals with the preparation of forest type and cover density map of EG of Tamil Nadu during 2003 and the changes it has undergone between 1990 and 2003 using appropriate satellite data. About 10 forest types have been identified and mapped. Major changes have been observed in the forest types such as evergreen, and deciduous.

  • The accuracy of Digital Map does not meet the user's expectation, including the many errors caused while producing the project, this will be useless resulting waste of enormous national budget. To solve this Accuracy problem, clear regulations about the position accuracy of scaled Digital Map should be set immediately and provide the users with accurate information about Digital Map enabling the users to use Digital Map for each GIS application field. For this reason, the position accuracy evaluation of existing Digital Maps produced in diverse methods is on demand. In this study, therefore, we performed horizontal position survey of local selected Facilities Total Station equipment to evaluate the horizontal position accuracy of 1:1,000, 1:5,000 scaled Digital Map, obtained standard deviation using the results, performed T-Test to confirm the presence of bias and evaluated the position accuracy of Digital Map.
