Improvement of Navigation Lights of Middle and Small Size Ships for Marine Traffic Safety in Coastal Areas of Korea (연안 해상교통안전을 위한 중소형선 항해등 개선방안)

  • Collision accidents happen frequently. The majority of ships involved in collisions in the coastal areas of Korea are middle and small size ships. The proportion of collision accidents is only 9% of all types of marine accidents; however, the number of casualties resulting from collisions is 34.4% of all human life damages. Generally, as reported by the people involved in these collisions, the navigation lights of the opponent ships were poor and invisible when the accident happened even though the weather and visibility were good. Furthermore, there are many insistences for poor navigation light conditions of the opponent ship in the bay or harbor. Therefore, it is necessary to analyze the present conditions and safety of navigation lights. Therefore, in this study, we examined the rules and books of navigation lights and compared it to that of other transportation systems, such as aircraft, trains, and road vehicles. Furthermore, we analyzed the current marine traf ic circumstances and ship collision accidents that happened in the past 5 years. Additionally, a questionnaire was prepared to gather the opinion of ship experts and secure the objectivity for improvement methods of navigation lights. Finally, methods to improve the navigation lights on ships were devised.

An Implementation of Product Data Management System for Design of Ship Propulsion System (선박 추진시스템 설계를 위한 PDM 구현)

  • Present study introduces an implementation of product data management (PDM) that can be applied to the design of ship propulsion system. The PDM system is developed based on both object oriented software development environment and Open Scene Graph (OSG) library while the system architecture is modeled by the unified modeling language (UML). Suggested PDM system also integrates the modeling & simulation components required to estimate the performance of ship propulsion system as the product information is represented based on the 3-dimensional digital mock-up (DMU). Finally, functions of the implemented PDM system that is integrated with the M&S softwares are illustrated in order to suggest a practical guidance for the efficient design of ship propulsion system.

Imabari Maritime Cluster: A Case Analysis of Japan Maritime Cluster (이마바리해사클러스터의 사례분석)

  • Following the collapse of Hanjin Shipping, building a strong maritime cluster is one of the policy measures for the re-construction of the Korean shipping and shipbuilding industries. Thus, the purpose of this study is to develop a policy alternative for building a maritime cluster. Using Porter's diamond models, we analyzed the Imabari maritime cluster of Japan, which is characterized by cooperation between key industries, such as shipping, shipbuilding, shipbuilding equipment, and finance. The Imabari Maritime Cluster is equipped with complete domestic demand conditions and related supporting industry conditions. Although the strengths of the production conditions include excellent family-based management and strong support from regional administration and banks which develops independency among cluster members, the weak points include the absense of robust port services and difficulty in recruiting young talent in small and medium-sized cities. We can confirm that the company's strategy is focused on stable management, rather than a short-term view.

  • The production process of the compound-curved hull plates includes hull design, definition, fairing, modeling, lofting, cutting, and forming in sequence. Traditional fabrication methods and shop environment caused low level to productivity in medium and small sized shipyards. The most effective solution to solve those problems is to rationalize the layout of facilities. For the well-balanced development of domestic shipbuilding industry, it is urgently required to reduce the gap between modernized large sized shipyards and traditional small and medium sized shipyards in production technologies and efficiencies. For the efficient and accurate hull piece forming, all information from design to forming should be clarified and organized in a systematic manner. Thus, management of the information plays an important role in the computerized and automated of hull piece forming. The object of this paper is to survey the status of the field, to find out the feasibility and to introduce a draft of hull piece fabrication line for small and medium sized shipyards. The development of required system follows the object oriented technology to extend to simulation based system for carrying out physical product flow and facilities layout analysis. It is feasible to operate such a modernized facility for a group of small and medium shipyards who are unable to have each of their own facility because of its large amount of initial investment and insufficient work load.

  • As the development of Northeast Asian logistics hub becomes one of the national agenda for further development, the sea&Air transport around the Yellow Sea regions has drawn attention of many scholars and government officials. The Sea&air transport is a mode of transportation combining the advantage of high-speed in air transport with the advantage of low-price in sea transport. Hence the sea&air aims at a niche market between air and sea. This paper reviews the possibility of development of the sea&air transport in the aspects of competitiveness over other modes, future demand condition, and the change of the technology and transport environment. The result is that the sea&air is competitive in the aspect of time as well as cost, and sustainable in the aspect of future demand condition. But, it is not stable in the aspect of the conditions of technology or transport demand. Especially, the progress of air transport technology which is aiming at the door-to-door transport among mid- and small- cities, and the rapidly increasing strategic alliances of international airlines with Chinese airlines for the market of China will undermine the stability of the sea&air transport seriously As alternatives, this paper proposes the 3-stage development strategy of sea&air transport. First, at the stage of transshipement, the development of high speed vessels to reduce the time crossing the Yellow Sea and the proactive marketing strategy to induce Chinese-owned products should be emphasized. Second, the value added logistics activity which will secure the demand of the sea&air transport should be developed. Third, demand creation by developing the SCM hub in Incheon is final goal for the logistics hub strategy as well as the sea&air transport.

  • In Korea-China shipping route, the level of freight rate has been maintained very low for last two decades not only because supply of shipping capacity is higher than its demand but also because the route was regulated by the two governments. An examination is made of the effects of openness of Korea-China Liner Shipping Route on competitiveness of Korean-flag Liner Shipping companies. This task is undertaken by detailing the development of the cargo sharing respectively by shipping companies of each country. Then it is suggested the ways to cope with the new environmental changes in Korea-China liner shipping route for the future by examining the future strategies for Korean-flag companies by in-depth interviews with major shipping companies.

  • The purpose of this study is to have a main change of korea logistics industry analysis and take in the whole situation and the characteristics about a logistics firms. In korean logistics industry, The rate of a carriage is among the low-level as compared with the increasingly high prices for diesel. besides, a national logistics cost and the sales in the transportation industry has increased steadily. On the other hand, the number of trucks and transfer companies has decreased steadily. This change is attributed to expansion of logistics firm size through the limit on a raise in the number of trucks and introduction of a direct consignment system. But medium and small logistics firm size is dwindling in numbers. In the meantime, 2PL since early 2000s has rapidly rose as powerful players in logistics industry by a strong Support of the parent companies. Government and academia have long noted the limit and problems of 2PL system and emphasize on the necessity of activating the 3PL system. So this study divided broadly into two groups that the primary characteristics of korea logistics industry are 2PL and 3PL. Through the results of this study, the management and financial perspectives mean that there is a considerable difference between 2PL and 3PL.

Analysis on Tax Benefits of Tax Lease Scheme for Ships (선박 조세 리스제도의 세제혜택효과 분석)

  • The tax lease scheme for ships is an advanced ship financing tool that generates tax benefits through accelerated depreciation of capital allowances and transferring them to the ship operator (leasee) via reductions in rental payments. The scheme was introduced by Japan in 1978 and by France in 1998 to support their shipping and shipbuilding industries. The size of tax benefits varies by country depending on the depreciation rate for ships, corporate tax rate, and the tax system on profits from the sale of ship. This study uses a virtual model of the Korean tax lease scheme for ships based on the French tax lease scheme. The size of tax benefits is calculated and compared to those in the French and Japanese tax lease schemes. According to the analysis, the size of the tax benefit was approximately 19% for France, 14% for Japan, and 12% for Korea. This is differentiated by the country's depreciation rate and corporate tax rate, which have the greatest impact on the size of tax benefits. For the Korean virtual model, if the tax benefits are distributed by the operator and the investor at the rate of 75:25, the operator is expected to enjoy tax benefits equivalent to about 9% of the ship price and the investor to enjoy 3%. Despite limited information and data regarding the tax lease scheme for ships, this study was the first attempt in Korea to design a virtual model of the Korean tax lease scheme based on some predictable assumptions. Therefore, a group of shipping, financing, and legal experts will follow up on more professional and practical reviews of the model in the near future. Hence, this study will serve as a small contribution to the early introduction of the Korean tax lease scheme for ships.

A Study on Safe Operation Standards of Piers based on Mooring Safety Evaluation to Increase Efficiency of Local Management Trade Ports (지방관리 무역항의 효율성 증대를 위한 계류안전성 평가 기반의 부두 안전운용기준에 관한 연구)

  • Local management trade ports are small-sized trade ports, which require active operation to strengthen the local cities' economic power and enhance the local industries' added value. In addition, local management trade ports should berth ships larger than the existing ships to increase efficiency and keep up with the international trend where ships are becoming larger. Furthermore, they should also prepare operating standards. This study selected Okgye Port among local management trade ports. We performed a mooring safety simulation evaluation according to the scenario where a 50,000 DWT vessel is moored at the current 20,000 DWT class pier. The emergency departure criteria were 27kts at 3.2s of wave period and 22kts at 5.0s of wave period at the existing pier. Results showed that mooring limit condition increased by about 50% to 41kts at 3.2s of wave period and 36kts at 5.0s of wave period. This study can be used for strengthening mooring facilities and setting operational standards for safe port operation when large ships are berthing.
