대출 비율 단계적 상향 조정 필요하다

  • 주택 담보 대출 규제가 침체된 부동산 시장을 활성화하는 데 큰 걸림돌로 작용하면서 규제를 완화해야 한다는 목소리가 높아지고 있다. 주택 가격 6억 원에 따라 LTV.DTI 규제가 동시에 적용돼 실수요자들은 '6억원' 이라는 벽 앞에서 무릎을 꿇을 수밖에 없다. 건설 업체도 사정은 마찬가지다. 주택 담보 대출 규제로 인해 수요가 급감한 데다 DTI 규제가 적용되면서 미분양 물량이 증가했기 때문이다. 주택 담보 대출 규제가 주택 시장과 건설 업계에 미치는 영향을 살펴보고, 주택 시장 정상화를 위해 개선해야 할 점은 무엇인지 전문가들의 의견을 들어보았다.

  • 국토해양부(장관 정종환)는 한국토지주택공사(LH)의 노후 영구임대주택 중 7개 단지, 8,808세대를 대상으로 지난 4월 23일부터 그린홈 시범사업(120억)에 들어갔다. 2025년까지 제로에너지 주택건설을 목표로 한 저탄소 녹색성장을 위한 그린홈 건설추진 사업의 일환으로 지난 해 10월 신규 공동주택(20세대 이상)에 대해 그린홈 건설을 의무화[("친환경 주택 건설기준 및 성능"('09.10월 국토해양부 고시)] 하는 건설기준이 마련되었다. 이에 따라 국토부는 기존주택의 그린홈화를 위해 금년부터 우선적으로 공공부문의 노후화된 영구임대주택을 그린홈 개선 시범사업으로 개보수 시행에 들어간다고 밝혔다.

The Issues and Problems of Housing Improvement Policies (주택개보수 정책의 현안과 과제)

  • The maintenance and improvement of housing become more important than quantitative supply. So this paper suggests the directions to solve the current issues of housing improvement policies. In 2015, the housing improvement for the low-income has been expanded with the revision of housing benefit policy. And each related government departments are steadily carrying out various housing improvement programs. Under the current improvement policies, individual houses are being repaired according to the criteria of the target selection. And the repair allowance of the housing benefit is limited to the ownership households except the rented. Hereafter, it has to considered the review of the detailed goal setting and application problems in housing improvement policy and to consider the extension to the rented households and the raise of the income criteria of targets. Also, it needs to carry out the improvement of several neighboring houses at the same time for synergy effect other than individual house, to change the selection way of repair contractors and to secure the quality and advancement of the improvement.

  • With the government plan to introduce a post-sale system to the Korean real estate market quickly becoming a reality, reformation of the supervision policy under the current pre-sale system is expected. The current supervision policy, designed to enhance the quality of houses and to prevent improper construction, was reinforced through the 'residential construction promotion act' and has been further revised as the 'residential law'. At this current time, the introduction of a post-sale system is expected to affect all aspects of residential construction, from the planning stages to overall conditions regarding the actual construction. Therefore, this research will illustrate several changes in the supervision policy that are expected to arise from the introduction of the post-sale system, focusing on areas of the policy that are presumed to be the most affected. The research will highlight problems under the current system, analyze any domestic supervision restrictions that have been regulated for post-sales that are currently effective, and suggestion methods of improvement in construction supervision system through SWOT analysis.

A Study on the Evaluation and Improvement of Rental Housing Asset Securitization in Korea: Case Study on Korea Land and Housing Corporation (임대주택 자산유동화 사례평가 및 구조개선사항 연구)

  • This study aimed to assess the rental housing ABS in Korea, and to suggest ways of improving the structure of existing rental housing ABS. Thus, the three major assessment for existing public rental housing ABS case can be summarized as follows : First, when viewed in terms of the accounting treatment, rental housing ABS which use the future receivables as underlying asset, can not enjoy off-balance-sheet effect. Second, when viewed from the point of financing costs, the rental housing ABS interest rate being higher than unsecure bond is very unreasonable nevertheless the ABS being off-balanced. Third, when viewed from the liquidity effect, the originator (LH) use the ABS as a means of diversifying funding in a serious liquidity crisis situation. The Improvement of rental housing ABS based on the evaluation results can be summarized into two broad. First, it is a plan to handle the off-balance-sheet effect in a way of changing the accounting treatment of rental payment. Second, it is a plan to reducing the structuring cost and interest rate in ways of multi-asset securitization structure, self-trust structure, and adopting legal CB structure.

  • 건설부는 토지거래허가제를 운용함에 있어서 각종 토지거래규제로 국민의 불편을 과도하게 초래하는 문제점을 해소하는 동시에 부동산투기는 보다 효과적으로 억제하기 위하여 국토이용관리법시행령을 개정하기로 하였다. 이 개정안은 입법예고, 관계부처협의 및 국무회의 심의 등을 거쳐 ''91. 4월까지 개정작업을 완료할 계획이다.

  • Defects on apartment which is one of the major residential types in Korea have produced unexpected inconveniences to owners of apartments. If construction companies paid more careful attention to defect information management, a lot of flaws could be prevented. In this situation, this study attempted to seek improved defect information DB management system. First, research on defect information DB management system of large construction firms was conducted to confirm necessities of improved system. Following survey showed problems of current defect information DB management system and the need of improvement. The study came up with remedies expected to contribute to preventing faults.
