Rebuilding Standardization Strategies for Records Management (기록관리 표준화 전략의 재구축 방안)

  • In Korea, a master plan for records management standardization has been established and implemented by National Archives of Korea in a short manner comparing with other countries which pursued the standardization gradually in a long-range policy. But many standards developed under the plan has being criticized in terms of standards quality and their effectiveness by records managers in public sectors. According to the needs of systematic standardization strategy development to overcome the problems, it proposes a model for developing standardization strategy for records management, which is considering strategic goles, principles and 4 strategy areas to be reformulated. This model suggests the directions to select appropriate targets and priorities to be standardized, and to improve standardization procedure and policy framework as standardizing strategy's key points.

  • 정부의 대민 서비스의 대부분을 차지하는 민원행정조직의 근본적인 문제점을 지적하고, 민원행정프로세스를 재구축하기 위한 전략을 제시함으로서 작금 정부가 추구하는 전자정부의 구현에 일조 하고자 함에 본 연구의 목적이 있다. 본 소고에서는 민원행정의 중요성 및 우리나라 민원행정의 문제점을 살펴보고, 정보기술(IT)을 기반으로 한 프로세스 재설계 방안에 관해 개념적인 차원에서 제시한다. 아울러 민원창구의 혁신을 위한 방안으로 케이스 관리(Case Management) 개념을 제안하고, 궁극적으로 민원행정이 지향하는 원-스톱, 논-스톱 서비스를 실현하기 위한 요건을 언급한다.

Failure Study for Knee Joint Through 3D FE Modeling Based on MR Images (자기공명영상 기반 3차원 유한요소모델링을 통한 무릎관절의 파손평가)

  • In this study, the femur, the tibia, the articular cartilage and the menisci are three dimensionally reconstructed using MR images of healthy knee joint in full extension of 26-year-old male. Three dimensional finite element model of the knee joint is fabricated on the reconstructed model. Also, the FE models of ligaments and tendons are attached on the biologically suitable position of the FE model. Bones, articular cartilages and menisci are considered as homogeneous, isotropic and linear elastic materials, and ligaments and tendons are modeled as truss element and nonlinear elastic springs. The numerical results show the contact pressure and the von Mises stress distribution in the soft tissues such as articular cartilages and menisci which can be regarded as important parameters to estimate the failure of the tissues and the pain of the patients.

  • We need development methodology of security architecture which offered various levels of security management in case of the organization required more than two security certifications. In this study, therefore, development methodology of Multi-level Security Architecture(MLSA) proposed. Specifically, we should consider factors of commonness and difference between information security management level evaluation of multiple security architecture. This kinds of endeavor can suggest the direction of the improvement of the evaluating security management and the dynamic plan for the security architecture, and it will make the continuous and systematic security management.

  • Future warfare is expected to be multi-domain operations including space, based on the development of advanced information and communication technologies. Advanced space-faring countries such as the United States, Russia, China, and Japan are creating space forces based on advanced space technology to prepare for future space warfare and strengthening cooperation with private companies and other countries. The South Korean military is preparing for space warfare for each type of weapon, but it is still relatively weak in terms of integrated strategy and technology. As not only advanced space countries but also North Korea is increasing its investment in space militarisation, the ROK military needs to develop a comprehensive plan and establish a specialized organisation to prepare for future space warfare. Therefore, this paper examines the current status of the ROK military's space warfare preparedness and proposes space warfare strategies such as establishing a dedicated space warfare and space cybersecurity organization, strengthening domestic and international cooperation, research and development and training of specialized personnel, and reestablishing a training system.

A Comparative Study on Organizational Climate and Corporate Entrepreneurship between Korean and Chinese SMEs (조직환경과 사내 기업가정신 간의 관계: 한국과 중국 중소기업의 비교연구)

  • Today, changes in the environments surrounding companies are so uncertain that corporate entrepreneurship should be activated to enhance the competitiveness of firms and to improve their profitability. In particular, The practice of entrepreneurship by small and medium sized enterprises (hereafter SMEs) is suggested as an important factor for the enhancement of competitiveness of firms. In this context, this study examined the effects of the organizational climates on the entrepreneurship activities of SMEs in Korea and China. The data obtained from 300 SMEs in Korea and China through questionnaire surveys were analyzed. The results demonstrate that the organizational climates have significant positive effects on SMEs in the countries belonging to emerging markets such as Korea and China. However, the practice of corporate entrepreneurship could be manifested in diverse forms, such as innovation or strategic renewal, and the effects of organizational climates were shown to sightly different effects on the corporate entrepreneurship activities. In addition, SMEs in Korea and China, which belong to common cultural areas, did not show any statistically significant difference in organizational climates in general. Furthermore, the effects of these factors did not show significant differences in general. However, SMEs in Korea with more flexible organizational structures and higher job autonomy were shown to be more advantageous in practicing corporate entrepreneurship than those in China. The results of the study provide meaningful implications for SMEs in Korea in terms of the efforts that should be made to enhance their competitiveness, implement innovation, and achieve comparative advantages over China.

  • Today, a corporate and the government is making significant investments in informatization in order to enhance competitiveness however, question on the outcome of information-oriented investment has continuously been posed and in order to resolve such problems, the technique of Enterprise Architecture (EA) Despite such fact, in the case of the central administrative institute, even if the EA maturity standard has continuously improved through continuous investment when compared to the past without deviation between institutes, the establishment of EA and the work utilization of EA compared to the management competence still is analyzed to be relatively weak. This study completed the preliminary feasibility study in 2012 for Korea Customs Service which has been appointed as the representative institute that best utilizes EA in the field of information operation and evaluation field in the 2010 EA Maturity Evaluation and it can become a case study that can contribute to more continuous development and improvement of other public institute EA by introducing the performance of EA-based 4th Korean National Customs Information Network which has entered into total reconstruction in 2013 and by identifying the implications of EA performance arising from such.
