  • 인터넷을 기반으로 한 정보통신의 급속한 발전이라는 기업환경의 변화에 적응하기 위해서 기업은 점차 모든 경영시스템을 인터넷을 기반으로 하도록 변화시키고 있을 뿐만 아니라, 기업 조직 또한 전세계를 기반으로한 글로벌 기업 형태로 변화하고 있다. 이러한 급속한 경영환경의 변화로 인해서 기업 내에서는 종전과는 다른 형태의 부서간 상호의사결정조정 과정이 필요하게 되었다. 일반 기업들을 대상으로 한 상호의사결정의 지원과정에 대해서는 기존에 많은 연구들이 있었으나 글로벌기업과 같은 네트워크 형태의 새로운 형태의 기업에 있어서의 상호의사결정과정을 지원할 수 있는 의사결정지원시스템에 대해서는 단순한 그룹의사결정지원시스템 또는 분산의사결정지원시스템과 같은 연구들이 주를 이루고 있다. 따라서 본 연구에서는 인터넷 특히, 웹을 기반으로 한 기업의 글로벌경영 및 분산 경영에서 비롯되는 부서간 상호의사결정이라는 문제를 효율적으로 지원할 수 있는 기업의 글로벌경영 및 분산 경영에서 비롯되는 부서간 상호의사결정이라는 문제를 효율적으로 지원할 수 있는 메커니즘을 제시하고 이에 기반한 프로토타입 형태의 시스템을 구현하여 성능을 검증하고자 한다. 특히, 기업 내에서 가장 대표적으로 상호의사결정지원이 필요한 생산과 마케팅 부서를 대상으로 상호의사결정지원 메커니즘을 개발하고 실험을 진행하였다. 그 결과 글로벌 기업내의 생산과 마케팅 부서간 상호의사결정을 효율적으로 지원 할 수 있는 상호조정 메카니즘인 개선된 PROMISE(PROduction and Marketing Interface Support Environment)를 기반으로 한 웹 분산의사결정지원시스템 (Web-DSS : Web-Decision Support Systems)을 제안하는 바이다.자대상 벤처기업의 선정을 위한 전문가시스템을 구축중이다.의 밀도를 비재무적 지표변수로 산정하여 로지스틱회귀 분석과 인공신경망 기법으로 검증하였다. 로지스틱회귀분석 결과에서는 재무적 지표변수 모형의 전체적 예측적중률이 87.50%인 반면에 재무/비재무적 지표모형은 90.18%로서 비재무적 지표변수 사용에 대한 개선의 효과가 나타났다. 표본기업들을 훈련과 시험용으로 구분하여 분석한 결과는 전체적으로 재무/비재무적 지표를 고려한 인공신경망기법의 예측적중률이 높은 것으로 나타났다. 즉, 로지스틱회귀 분석의 재무적 지표모형은 훈련, 시험용이 84.45%, 85.10%인 반면, 재무/비재무적 지표모형은 84.45%, 85.08%로서 거의 동일한 예측적중률을 가졌으나 인공신경망기법 분석에서는 재무적 지표모형이 92.23%, 85.10%인 반면, 재무/비재무적 지표모형에서는 91.12%, 88.06%로서 향상된 예측적중률을 나타내었다.ting LMS according to increasing the step-size parameter $\mu$ in the experimentally computed. learning curve.   • 인력은 한 사회에 있어서 자본을 축적하며 자연자원을 개발하고 사회 경제 정치적 조직을 성장시키는 변화요인으로, 인간을 중심으로 하는 사회경제적 자원을 종합적으로 지칭하는 말이다. 이렇게 국가 사회가 필요로 하는 인력을 정부가 적절히 계획하여, 형성시키며, 배분 및 활용하는 문제를 논리적이고 일관성 있게 다루는 것을 인력정책이라 한다. 이러한 거시적이고 대 사회적인 정부의 인력정책은 국민의 건강과 생명을 보호하기 위한 보건의료 서비스를 제공해야 하는 의료인력을 대상으로 하는 경우 그 중요성이 더욱 특별하다 할 것이다. 국민에 대한 보건의료 서비스는 훈련된 보건 인력에 의해서 제공되며, 국가의 인력정책의 결과로 나타나는 보건의료인력 공급의 적합성은 인력의 불균형이라는 개념들을 통해서 검토될 수 있다. 의료인력의 불균형이라 함은 의료인력의 수, 종류, 기능, 분포, 질 등과 의료서비스에 대한 국민의 전체적 요구에 대응하여 정부가 생산하여 채용, 지원, 유시할 수 있는 정부 능력의 한계를 의미한다. 다시 말해서 국민에 대한 의료서비스의 적정화는 잘 훈련된(well qualified) 의료인력이 충분히 공급되어야(adequately supplied) 하고, 또한 적절히 분포되어야(well distributed) 한다는 양적, 질적, 그리고 분포의 세 가지 측면에서 살펴볼 수 있다. 질적, 양적, 그리고 분포의 불균형이라는 범주를 통하여 살펴본 치과기공사 분야의 인력정책에 대한 연구 결과와 개선방안은 다음과 같다. 첫째, 수적 불균형의 면에서 치과기공사의 인력은 1970년대 중반이래 계속 과잉 공급되어 왔으며, 이에 대해 정부는 그동안 소극적으로 대처하므로 과잉공급을 가속시켜왔다. 따라서 이러한 과잉공급을 최소하기 위해서는 치과이용에 대한 수요의 확장, 무면허자의 취업규제단속 및 대학의 치과기공학과 정원 축소 등을 생각해 볼 수 있다. 이러한 외형상의 과잉공급에도 불구하고 현업에 종사하는 실제인력은 수용에 비해 부족한 과소 공급현상을 빚고 있다는 점이 문제이다. 이러한 역설적인 현상을 타파하기 위하여 무면허자의 적발을 위시한 제도적 장치가 마련되어야 한다. 둘째, 질적 불균형은 수적 과잉공급에 의한 취업률 저하로 인한 실력 있는 전문인력 확보의 어려움과 전문 교육인력 및 교육시설의 열악한 조건이 원인으로 지적될 수 있으며, 이에 대한 해결방안으로 적절한 인력수요의 조절과 교육인력 및 시설 여건의 향상이 요망된다. 예컨대 3년제로 되어있는 학제를 4년제로 상향조정하는 방안을 고려할 수 있다. 세째, 치과기공사 분야의 인력분포 불균형은 그다지 심각하지는 않은 것으로 나타난다. 그러나 변화하는 소득수준과 사회환경은 의료인력과 균등한 지역적 분포에 대해 지속적인 관심을 가질것을 요청한다고 할 것이다. 이를 위하여 현재의 공중보건의 제도처럼 치기공 분야의 인력을 무의촌지역에 배치하여 공익요원으로 봉사케 하는 제도를 생각해 볼 수 있다.

A Study on Strengthening Consequence Management System Against CBRN Threats (CBRN 위협에 대비한 사후관리체계 강화방안)

  • North Korea declared itself complete with nuclear force after its sixth nuclear test in 2017. Despite efforts at home and abroad to denuclearize the Korean Peninsula, the prospects for the denuclearization are not bright. Along with political and diplomatic efforts to deter NK's WMD threats, the government is required to strengthen its consequence management capabilities against 'catastrophic situations' expected in case of emergency. Accordingly, this study was conducted to present measures to strengthen follow-up management against CBRN threats. The research model was partially supplemented and utilized by the THIRA process adopted and utilized by the U.S. Department of Homeland Security among national-level disaster management plan development models. Korea's consequence management (CM) system encompasses risk and crisis management on disaster condition. The system has been carried out in the form of a civil, government and military integrated defense operations for the purpose of curbing the spread or use of CBRNs, responding to threats, and minimizing expected damages. The preventive stage call for the incorporation of CBRN concept and CM procedures into the national management system, supplementing the integrated alarm systems, preparation of evacuation facilities, and establishment of the integrated training systems. In the preparation phase, readjustment of relevant laws and manuals, maintenance of government organizations, developing performance procedures, establishing the on-site support systems, and regular training are essential. In the response phase, normal operations of the medical support system for first aid and relief, installation and operation of facilities for decontamination, and development of regional damage assessment and control guidelines are important. In the recovery phase, development of stabilization evaluation criteria and procedures, securing and operation of resources needed for damage recovery, and strengthening of regional damage recovery capabilities linked to local defense forces, reserve forces and civil defense committees are required.

  • This paper presents the findings relative to the influence factors on the safety of construction worker's actions. It identifies the factors which are involved in the safety behavior exercised by construction worker. They are compiled from existing studies that investigates the factors relative to the safety behavior. This study finds some factors which have powerful direct effects on safety behavior of construction workers. In addition, a model which defines the relationship between the factors and the behaviors of workers is established to analyze the effects. This study contributes to designe a theoretical model that shows workers' behaviors and analyzes the effects attributed to these factors: i.e., organizational commitment, stress reaction, safety motivation, safety knowledge, and safety climate. Survey questionaries are administered to the workers on the construction job sites located in Daegu metropolitan city. using SPSS18.0 and AMOS18.0, Exploratory Factor Analysis, Cronbach's alpha, Confirmatory Factor Analysis, Structural Equations Model analysis were performed. The research findings are as follows; The communication and educational training have the direct effect on the safety behavior. The factors of the safety climate constraints and/or contributes to the safety motivation, safety knowledge, and organizational commitment.

Analysis of Career Strategy according to Career Identity Confusion at the Each Life Career Branching Point (생애진로분기점별 진로정체성 혼돈에 따른 진로전략 분석)

  • This study confirmed the life career branching points, and studied qualitatively the career strategy and career identity at that time. The participants in this study were three students from third graders of middle school, three ones from third graders of high school, and three before and after college graduation, which correspond to the vertical transition stage of school education. Three participants were selected before and after 30 years of age, three before and after 40 years of age, and three before and after 60 years of age. Subject analysis of the contents of the 18 interviews, showed that the life career branching point appeared in middle school grade 3, high school grade 3, until employment after graduation, within 3 years after entering their first job, early 40 years, 60 years old, and 80 years old. Second, external situations were due to the influence of important others, or external stimuli, environment, and career events. Third, negative emotions were repeated for each life career branching point. Fourth, as a result of the interview, the career identity confusion was repeated in every life career branching point. Fifth, the career strategy at the life career branching point was categorized as an approach strategy and avoidance strategy.

  • The current technological advances are changing the way people live. In the history of war in the past, nations or people with an edge in military science and technology have always been the victor. The emergence of new technologies not only alters war patterns drastically but also affects military operational concepts and organizational systems. As the paradigm of the security environment changes, developed countries are investing heavily in defense R & D for their security. Therefore, the importance of professionalism of the defense acquisition personnel who perform their tasks from the exploration and development of weapon systems to mass production, deployment, and logistics support cannot be overemphasized. In the United States, an advanced country in this field, to improve the work efficiency of acquisition personnel in the defense field, the Directive of Ministry of Defense issued a law on education and training career development for personnel in 1990. The present study refers to related materials, such as the Desk Guide for the main education requirements for the US acquisition personnel in the military field, which contributes to the improvement of the workforce of the acquired manpower after the systematic education system.

  • OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.

The Study of Key Elements to Establish Natural Disaster Preparedness Plan in Libraries and Archives (도서관과 기록관의 자연재난 대비 계획수립 핵심 요소 고찰)

  • This study reviewed important elements that should be considered in developing natural disaster plan in libraries and archives. In Korea, research on natural disaster planning in libraries and archives was rarely conducted. Therefore, it was necessary to study and analyse overseas literature for natural disaster preparedness planning. The key elements for establishing a natural disaster preparedness plan commonly identified in overseas research can be divided into six factors. 'The disaster preparedness committee and roles of staff' should be designated for starting disaster preparedness, and 'Risks' vulnerable to disaster should be assessed and managed in advance. A 'Handbook for immediate response' should be produced for all employees to respond promptly in the event of disaster, and 'Recovery and business continuity plan' should be reviewed for strategic recovery based on disaster scale and return to work after disaster. Also, in order to strengthen the capacity of all staff related to disaster preparedness and to improve plan for disaster, 'Training' is needed, and 'Cooperation activities' between related organisations should be taken into consideration in order to obtain various perspectives for disaster preparedness and to cope with and recover from large-scale disasters. This study can help Korean libraries and archives to establish natural disaster preparedness plan for serious natural disaster that can likely occur in the future.

  • To preserve competitiveness in rapidly changing world military market and to adapt themselves to newly-developed warfare, many developed counties have been readjusting their military organizations and technical procedures. In a private sector, business reengineering and other innovative efforts were made to respond to this change, using structural approaches. In the military sector, the United States is the one leading this move. She has been trying to reorganize her military structure to hold her hegemony in world politics for the coming 21st century. The purpose of this paper, is, (1) to analyze the information technology on the military revolution, (2) to deduce what to be changed, and (3) to infer how to change. The comparison between Korea and U.S. in terms of the real military situation was made to analyze these three research questions. The study was based on the structural contingency theory, one of the environmental analysis models, being introduced to explore the Revolution in Military Affairs(RMA) case in United States and Korea. The conclusion may be summarized as follows; First, information-based society which is characterized by the development of information technology and environmental, complexity and weakness in security affairs will affect the military factors such as the issue of holding information superiority, changing warfare in proportion to the military-scientific development and weakness in military security. This trend will be more deep-rooted and multiple in its influence on the military affairs.

  • The military of the Republic of Korea has had the world's strongest combat powers through systematic training and has been preparing for future wars with advanced arms. As the arms have been developed for the future, the medicine also has made so much progress that the average life expectancy has increased about 30-40years compared to the past. Even though different problems about professional soldiers who have relatively lower retirement age, have come the surface, there seems to be no particular measures for them. Although they try to apply their ability and experiences obtained by the life in the military to the social life, they feel a great sense of loss when they realize that there is not many thing to apply. The job as a professional soldier has been everything for them, but the time to be discharged has come. However, this is the second act of their life, and also they have much longer social life than that in the military. Strong determination is needed to prepare wisely and rigorously for that and then to live a happy life as a member of society.
