A Study on Security Policy Violations of Organization Members (조직 구성원들의 보안정책 위반에 관한 연구)

  • This study aims to examine organization members' intention to violate security policies based on the Person-Environment Fit Model. This study investigated the effect of the relationship between organizational security environment and the individual security value on the intention of organizational security policy violation. The security environments are classified into the organizational information security culture and peers' behavior of security compliance, while the personal values are classified into reconstructing the conduct, distorting the consequence, and devaluing the organization as presented in the moral disengagement theory. Based on the concept of the moral disengagement theory, we measured the individual security values as a second order factor. This study found that the information security culture had a statistically significant impact on devaluing the organization, but did not have as much impact on reconstructing the conduct and distorting the consequence. Peers' behavior of security compliance had a significant impact on reconstructing the conduct, distorting the consequence and devaluing the organization, all of which also had relevant impact on the organizational members' intention of security policy violation.This study measured a persons' perception on security policy breach by presenting scenarios of password sharing that is common in many organizations. This study is expected to make practical contributions, as it deals with challenges that many organizations are actually faced with.

  • The purpose of this study is to analyze the strategic behaviors of the Broadcasting advocacy coalition and IT advocacy coalition in the process of establishing the Korea Communications Commission(KCC) in 2008. Broadcasting and telecommunications convergence policy has been confronted with long-term conflicts because of ideological clashes between public interest and industrialism and stakeholder relations. Under this circumstance, the two advocacy coalitions sought to bring out the favorable outcomes through strategic behavior. However, the strategic behaviors were limited, and the establishment of the Korea Communications Commission was decided by political negotiation. Since then, KCC has been buried in political issues and has produced policy failure cases. In order to reduce these adverse effects, it is necessary to establish institutional devices in the reorganization process. Above all, efforts are needed to overcome the practice of using organizational restructuring as a political tool.

Study on Policies for Integrated Pollution Prevention and Control (통합적 환경관리의 정책적 도입방안에 관한 연구)

  • Integrated Pollution Prevention and Control(IPPC) has become an idealistic environmental prevention concept in developed countries and corresponds with principles of Industrial Ecology. The concept of emissions regulatory integration is a key factor for an integrated environmental management system. While most EU member countries have a cross-media regulatory system, Korea has a media-specific regulatory system which was found to have significant environmental management problems. The purpose of this study is to integrate the emissions regulatory system by resolving difficulties through procedural, organizational, and substantive analysis of integration. To this end, the following research was performed: The first task was to determine the target of the integrated emissions regulatory system. In connection with this, the "IPPC directive" of the EU and the "PPCA 2000" schedule 1 of the UK, as well as environmental laws in Korea were compared and analyzed. The second was to design a regulatory system model. This model was divided into three groups after considerations were made regarding the time it would take for the pre-application,application, and permission stages. Lastly, on the basis of this research, a revised bill for an integrated emissions regulatory system was suggested. Nevertheless, substantive analysis of integration focused on BAT requires supplementation in order to make the integrated emissions regulation system operate normally as an environmental management policy and regulation method. To this end, the specific characteristics of Korean society, culture, and law should be actively considered.

The Effect of Perceived Low-Carbon Green Growth Policy on Organizational Commitment in Small and Medium Construction Workers (중소건설업 종사자들의 저탄소 녹색성장 정책 인식이 조직몰입에 미치는 영향에 관한 연구)

  • Purposes of this paper are focused on researching that employees in small and medium-sized construction company embraced green growth policy by Korean government's strong will and they have try to improve it to take advantage of strengths. Specifically, the purpose of this study includes: Firstly, to examine the effects of employee's cognition of green growth policy and their organizational commitment. Secondly, to examine the mediating and moderating effect of the policy trust and company trust between employee's cognition of green growth policy and organizational commitment. In addition, th examine the facilitating effect of employee's self-efficacy between company trust and organizational commitment. In order to verify the relationship, moderating and mediating effects, data were collected from 168 individuals in 19 small and medium sized company to test theoretical model and its hypotheses. Findings are as followed: first, the relationship between the cognition of green growth policy and organizational commitment is positively related. Second, the employee's company trust played as a partial mediator and moderator on the relationship between cognition of green growth policy and organizational commitment. Finally, employee's self-efficacy also played as a partial mediator on the relationship between company trust and organizational commitment. This study contributes to deepen our understanding of employee's organizational commitment by suggesting an alternative theoretical model regarding how the cognition of green growth policy and organizational commitment work to relate employee's company trust, and how the company trust and organizational commitment work to facilitate employee's self-efficacy. These results reveal that the study contributed to combining variables of employee's cognition of green growth policy, company trust, self-efficacy and organizational commitment, and expanded it.

Task Contents, Organizational Structures and Work Relations of ICT Departments in Korean Local Governments (광역자치단체 정보화 조직 역량 분석과 발전모델 제안: 업무, 구조, 관계를 중심으로)

  • This paper explores alternative organizational models for ICT units of local governments, while analyzing the task contents, organizational structures and work relations of ICT departments in 17 Korean metropolitan provinces. We employed both quantitative and qualitative methods including in-depth interview, open-ended survey, and hard data analyses to collect a wide variety of information on organizational performance, human resource development, and task characteristics of ICT units. As strategies to enhance task contents, organizational structures and work relations of ICT departments, we suggest four ideal ICT organizational models for local governments: Relation Model, Resource Model, Curation Model and Creation Model.

A Study on the Organization Design of Regional Innovation Councils for Establishing Strategic Regional Innovation Systems: Based on Kang-Won Province Case (전략적 지역혁신체재 구축을 위한 지역혁신협의회 조직에 관한 연구 - 강원도 사례를 중심으로)

  • In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

Global Comparison of the Factors Promoting E-Government (전자정부 활성화 요인의 글로벌 비교)

  • Many countries have developed e-governments, but their current statuses differ by country, as demonstrated in the United Nations E-Government Survey. This study focuses on what factors cause these differences. Specifically, it analyzes economic and organizational factors, both of which have not yet been sufficiently considered. Through quantitative and qualitative analyses, the results show that GDP growth and the days required to start a business are important factors, while fiscal balance does not appear to affect e-government development as much. In addition, the existence of allocated ministries or departments that belong to a president or prime minister are also important for e-government progression.

The Effects of Social Welfare Center Worker's Public Service Motivation on Organizational Performance (사회복지관 종사자들의 공공봉사동기가 조직성과에 미치는 영향)

  • The purpose of this study was to analyse the effects of public service motivation on organizational performance and suggest the theoretical and policy implications. For this purpose, this study measured the public service motivation and organizational performance of social welfare center workers, set up the study model to analyze the relationships between the public service motivation and organizational performance, and tested hypothesis through questionnaire analysis. The analytical results show that the public service motivation and organizational performance of social welfare center workers are relatively high on the whole. And attraction to policy making, commitment to public interest, compassion, and self-sacrifice as the elements of public service motivation appear to have significant effects on organizational performance. In this study, some theoretical and policy implications are introduced basing on the analytical results.

The Influence of Learning Organization Building Factors on Psychological Capital and Innovative Behavior in Firms (기업의 학습조직 구축요인이 심리적 자본과 혁신행동에 미치는 영향)

  • This paper aims to examine the mediating effects of psychological capital on the relationships between learning organization and innovative behavior. 310 sheets of questionnaires were gathered from the organizational members of the companies in 5 cities, including Seoul and Pohang and analysed using structural equation modelling technique. The results show followings: First, the human factor of learning organization has a significant influence to the innovative behavior and the psychological capital. Second, structural factor of learning organization has a significant influence to the psychological capital but does not have a significant influence to the innovative behavior. Third, the mediating effect of psychological capital has a significant partial effect between human factor of learning organization and innovative behavior, and full effect between structural factor of learning organization and innovative behavior. The results of this study implies that some guideline could be used in promoting learning organization and making implementing strategy.

Reorganizing ICT Governance: A Perspective on Regulation and Promotion (규제와 진흥 관점에서 바라본 ICT 거버넌스 개편방향 연구)

  • Park, Keun-Hye government has just established a new ministry for integrating and managing the policies for science & technology and ICT. From the ICT governance perspective, the new ministry implies separating promotion policies from regulation polices. The current paper aims to present ICT policy implications by providing a perspective on regulation and promotion. A delphi survey was conducted for 32 experts in ICT sector. According to the experts, a clear distinction between regulation and promotion policies is difficult, and thus, integrating regulation and promotion policies looks more preferable. In general, an independent ministry that integrates regulation and promotion policies is mostly preferred. Some suggested an independent committee inside the ministry might be desirable, especially for the broadcasting regulation policy to be independent from the ministry control. The current study proposes tight collaboration between the newly established ICT ministry and the Korea Communications Commission, and in the long term, integrated administration of promotion and regulation policies. In particular, this study emphasizes the importance of the integrated policy management to enhance government policy capacity.
