'일과 삶 균형' 정책과 정책 부합성이 조직효과성에 미치는 영향에 관한 연구: 공공조직과 민간조직 비교를 중심으로

  • 본 연구는 효율적 인적자원관리의 실행과 유지에 있어서 '일과 삶 균형(WLB: Work-Life Balance)' 정책의 중요성을 이론적·실증적 접근방식으로 규명하고자 하였다. 특히 본 연구에서는 WLB 정책을 유연근무제, 친가족정책, 개인신상지원 프로그램 등 3가지 차원으로 구분하여 제시하였으며, 분석대상을 공공조직과 민간조직으로 구분하여 기존 연구와의 차별화를 도모하였다. 연구모형 개발과 가설검증을 위해 제3차 여성가족패널(KLoWF) 자료를 바탕으로 WLB 정책과 정책 부합성, 직무만족도, 이직의도 간의 관계를 분석하였으며, 설문조사를 통한 양적 분석의 한계를 보완하기 위하여 공공조직 및 민간조직 여성 근로자와의 심층 인터뷰를 통한 질적 분석을 병행하였다. 분석결과, WLB 정책과 조직 효과성 간의 관계에 있어 공공조직과 민간조직 간의 유의미한 차이가 있음을 확인할 수 있었으며 심층 인터뷰를 통해 이러한 결과가 공공조직과 민간조직의 상호 이질적인 조직 문화, 제도, 구조적 특성에 기인하고 각 영역 구성원들의 서로 다른 욕구 및 동기 유발 체계에 의한 것임을 발견할 수 있었다. 이러한 분석결과를 바탕으로 본 연구에서는 각각의 조직 특성에 맞는 수요자 친화형 WLB 정책 구축의 필요성을 제안하고, WLB 정책 시행 측면의 문제점 및 개선방안 등을 제시하였다.

  • 인터넷을 통해 정보통신시스템이 엄청난 속도로 발전하면서, 정보보호의 필요성은 기업이나 공공기관 등 각 조직에 있어서 필수불가결한 문제가 되었다. 정보보호가 성공적으로 이루어지기 위해서는 정보보호 관리체계의 확립과 정보보호의 목적과 목표를 명확히 하는 정보보호정책이 필수적이다. 정보보호정책은 조직의 유형에 따라 각 조직에 필요한 적절한 수준으로 수립되어야 한다. 본 연구에서는 조직의 유형을 교육/연구 기관, IT/제조업, 군/ 공공기관의 3가지로 구분하고 조직의 유형에 따른 정보보호정책 도입에 영향을 미치는 요인들 간의 차이를 통계적 방법을 통해 분석한다. 본 연구는 조직들간 정보보호정책 비교를 통해 조직의 유형에 따른 정보보호정책의 요구사항에 대해 제시함으로써 정보보호정책 도입을 위한 시사점을 제공한다.

  • 최근 조직간정보시스템의 연구는 조직간 전략적 협력을 형성함에 있어서 발생될 수 있는 잠재적 갈등의 위험 인지에 초점을 두고 있다. 기존 연구 대부분은 조직간의 위험발생에 있어서 경제적 관점의 위험에만 초점을 맞추고 있다. 이는 조직간 기술적 호환과 관련된 기술적 문제, 조직상호간의 활동, 서로 다른 문화ㆍ전략 차이간의 조정에 요구되는 사회정책적 문제는 고려하지 않고 있어서 조직간의 합리적이며 경제적인 협력적 동맹관계를 논의하는데는 충분치 않다. 따라서 조직간 협력적인 동맹관계를 다루기 위해서는 기존의 경제적 관점에 기술적 관점, 사회정책적 관점을 추가한 세가지 측면에 대한 고려가 필요하다. 본 연구에서는 먼저 조직간 정보시스템의 개념적 특성을 살펴보고, 조직간의 상호의존성, 구조적 특성, 기술, 조정매카니즘 요소등에 의해 정보자원공유, 가치사슬망, 네트웍 형태의 세 가지 유형으로 구분하여 각 유형별에 대한 경제적, 기술적, 사회정책적 관점의 위험을 분석하고 위험을 최소화하기 위한 관리방안을 제시하고자 한다.

Study on Organizational Performance: Focused on Public Institutions (조직성과에 대한 인식연구: 공공기관을 중심으로)

  • In this study, the organizational performance is divided into the policy perspective, the customer perspective, and the internal viewpoint rather than the financial perspective. The public institutions selected as examples of this study are public institutes under the Ministry of Environment, which are established to promote environmental industry development and environmental technology development projects, and promote the dissemination and practical use of developed environmental technologies. The public institutions that were the target of the study were concerned about how to define organizational performance and how to improve organizational performance. In addition, the institutions were interested in measuring performance in terms of customers and policies rather than financial performance. As a result of this study, it was found that the public institutions which were the subject of study were not very high in terms of policy, customer, and internal performance. In order to enhance the organization's policy performance, customer performance and internal performance, it is necessary to communicate smoothly among the members of the organization, horizontal organizational structure, encourage participation in the client's policy process, and redesign the business process from the customer's perspective.

Establishment of New Rural Development Policy System Based on the Unit of a Community Organizations (주민조직 기반형 농촌지역개발정책시스템 구축에 관한 시론)

  • The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

Policy Directions and Promotional Tasks for Vitalization of Social Economy Organizations (사회적경제조직의 활성화를 위한 정책 방향과 추진 과제)

  • Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

The Influence of Information Security Related Work Stress on Information Security Policy Resistance through Job Burnout (정보보안 관련 업무 스트레스가 직무 소진을 통해 정보보안 정책 저항에 미치는 영향)

  • Recently, the importance of information security (IS) has been socially recognized, leading organizations to adopt IS policies, secure specialized personnel, and demand IS compliance from employees. However, the implementation of these policies can disrupt existing work processes, causing resistance among employees. This study aims to elucidate the mechanism linking work stress, caused by IS policies that do not consider the work system, to individual job burnout and IS policy resistance. We established a research model and hypotheses based on previous studies and utilized structural equation modeling with data collected from organization members of companies that have implemented IS policies. The results of the structural equation modeling confirmed that work ambiguity and work impediment are linked to IS policy resistance through job burnout, characterized by emotional exhaustion and disengagement. Our findings suggest that the swift implementation of IS policies can provoke a backlash from employees, with stress being the primary cause. This paradoxically indicates the need for the development of organization-specific IS policies.

A Study on the Influence of Organizational Information Security Goal Setting and Justice on Security Policy Compliance Intention (조직의 정보보안 목표 설정과 공정성이 보안정책 준수의도에 미치는 영향)

  • The threat to information security is growing globally. To this, organizations are increasing the weight of adapting and operating the more specialized information security policy and system. Information security requires participation from the employees who execute the security system and policy, and to increase the level of organization's internal security, requires organization's systematic support to improve employees' information security compliance intention. This research finds the mechanism for improving employee's information security compliance intention by applying justice theory and goal setting theory in information security. We use structural equation modeling to verify the research hypothesis, and conducted a survey on the employees of organization with information security policy. In other words, this research performs verification of the research model based hypothesis which claims that security policy goal setting has positive influence on employee's level of security related justice recognition, and claims that justice has positive influence on compliance intention. The object of study is the employees of the organization that adapts information security policy, and 383 valid samples were collected via survey. Structural equation modeling was performed to verify the research hypothesis. The result shows that security policy goal factor (goal difficulty, goal specificity) improves employee's security related justice recognition, and that security related justice (distribution, process, and information justice) has positive influence on compliance intention. The result suggests the strategic approach directions for improving employees' compliance intention on organization's security policy.

A Study on the Help for the Victims of Crime -Focusing on the Police Community in Korea- (범죄피해자 보호정책의 결정요인에 관한 연구 -경찰조직을 중심으로-)

  • This paper is concerned on the reality and the effected factors to the help for the victims of crime in the police. In our society the related enacted law and polices for the victim of crime have been practiced, but it was not easy to be helped or supported in some ways. On the contrary the victims have been used as tool of investigation or just the sources of witness on the crime. These days the issue of the victims of crime is one of the most concerned matters to the public, and it turns to on of core issues in the law enforcement community. According to the filed survey for the study, the female and higher level or longer careers than the male and lower level or shorter careers in the police are more positive on the help for the victims of crime. But if the members in the law enforcement community would be trained up with the organized program to fulfill their duties, they could be in positive on the help for the victimes of crime.

  • This paper deals with the future role of Korean National Assembly in regulatory policy making, Implementation, and evaluation. For this purpose, the author developed the logic for NA's intervention to the regulatory policy making by the executive branch and presidency. Five models of regulatory initiative between National Assembly and the executive branch are also developed by the author. Lastly, new organizational alternatives for the National Assembly to initiate, to participate and to evaluate national regulatory reform policies.
