A study on the legal structure of the nuclear law system using social network analysis (사회 연결망분석을 활용한 법제 네트워크 구조에 관한 연구: 원자력산업의 관계 법령정보를 중심으로)

  • The purpose of this study is to explore the overall structural relationship between the statutory provisions of nuclear energy legislation and to identify the coherence of the nuclear law system using social network analysis. In particular, we analyze the legal structure of the "Nuclear Safety Act", which plays a central role in nuclear safety regulation, to examine the key provisions in legal network structure of Nuclear Safety Act. Therefore, we found the structural problems of the nuclear legal system and suggest the legislative improvement plan for reducing excessive legislative activity and determining the need for legal amendments in nuclear safety management and regulation. This study is expected to provide a analytical framework for making legal system of further policy in other science and technology industries as well as nuclear energy related industries.

  • 물관리 일원화, 물관리기본법 제정·시행 등 우리나라 물관리 체계의 혁신기에 정책의 구심점 역할을 수행할 통합 물관리 전략 마련이 요구됨에 따라, 최근 관계부처 합동으로 「제1차 국가물관기본계획(2021~2030)」을 수립하여 공표·발간되었다. 국가물관리기본계획에서는 유역단위의 물관리를 원칙(12대 기본원칙 중(中))로 하며, 물관리 3대분야(수질·수생태, 이수, 치수)에 대한 추진전략을 수립하였다. 또한, 지속가능한 물관리 체계를 구축하기 위해 추진전략별 주요 관리지표를 설정하였으며, 이를 통해 물관리 방향을 정립하고 분야별 관련 및 하위계획과의 일관성·정합성을 유지하고자 하였다. 이에 본 연구에서는 추진전략별 주요 관리지표 중, 유역 재해안전도와 관련하여 하천범람에 대한 기존의 치수안전도의 한계점을 검토하고 유역단위의 치수관리 현황을 평가 할 수 있는 방안을 마련하고자 하였다. 과거 유역종합치수계획에서의 치수안전도는 홍수피해잠재능(PFD)을 적용하여 등급별 홍수방어대책 수립방향 및 하천의 설계빈도 조정을 검토하였으며, 홍수피해잠재능(PFD)의 실무적 적용 어려움(산정인자 다(多)), 설계빈도와의 연계성 부족, 치수단위구역의 공간적 정확성 미흡 등에 대한 개선·보완의 의견이 제기되어 왔다. 또한, 유역내 전체하천이 아닌 주요 하천을 대상으로만 치수안전도 설정하여 유역단위의 치수관리에 한계가 있으며, 하천 전체구간의 설계빈도 상향에 따른 홍수방어대책이 비경제적인 것으로 판단된다. 따라서, 기존의 치수안전도의 한계점을 개선하기 위하여 홍수피해잠재능(PFD)의 산정인자 단순화, 홍수위험지도를 활용을 통한 치수단위구역의 공간적 정확도 향상 및 치수단위구역별 설계빈도 조정 가능 등의 개선방안을 검토하였으며, 빈도별 치수단위구역의 홍수피해잠재능(PFD)의 통계적 특성 분석을 통해 등급 설정 및 설계빈도 조정 기준을 제시하였다. 그리고 유역내 전체하천에 대한 치수단위구역별 치수안전도를 설정하고, 중권역 단위의 치수안전도를 평가하여 유역단위의 치수관리 현황을 정량적으로 제시함에 유역 재해안전도로 활용이 가능할 것으로 판단된다.

A Study on the Improvement of Systemicity and Compatibility in The Framework Act On Science And Technology (과학기술기본법의 체계성 및 정합성 제고를 위한 개정방안)

  • Recently, as the role of science and technology in social domain is more increased and the creative economy becomes a important matter in national development strategy, it is necessary that the improvement of legal system on science and technology for efficiently responding to paradigm shift into Innovation driven science and technology policy. Especially, The Framework Act On Science And Technology as a general and basic norm on science and technology policy is necessary to revise in systematic and substantial aspect in order to correspond with changed environment and current of the times. The Framework Act On Science And Technology was established in 2001 and revised several times, but substantial amendment reflecting the political facts as the need to demand was insufficient because it was revised only related with restructuring the government organization and changing the S&T Policy Coordinating Committee system. And therefore, this paper aims to review the problems and complementary factors and suggest the improvement draft on The Framework Act On Science And Technology. According to study, the revision methodologies are following : first, the Chapter and Paragraph of the law should be restructured to improve the systemicity, next the comprehensiveness, effectiveness, connections with related special laws and compatibility of the law should be complemented by adding the new provision or amending the inadequate provision to improve the position and function as a general and basic norm.

A Study on the Standardization of the Built-in Wardrobe by Housing Inside Dimension (공동주택 안목치수 설계기준에 의한 붙박이장의 표준화방안 연구)

  • Built-in wardrobe is constructing after ordering and making, because built-in wardrobe's size is fixed as housing measurement. It is hard to speak built-in wardrobe components of construction in these ways, and application of an MC (Modular Coordination) design system is meaningless too. And above all, measurement before construction isn't to expect standardization, and to increase custom-made furniture. So I suggest the standardization of built-in wardrobe utilizing standard last finish and reference plane in order to prevent an evil influence of built-in wardrobe's construction. And we utilized a reference plane, and we present construction document and design plan in order to solve these problems. The first stage, we investigate manufacture of a preferential domestic system kitchen and construction state, and we derive from a problem in viewpoints of standardization for this. And we analyze an effect got by application of the assembly basis aspect that we presented, and we can raise efficiency of standardization of housing and construction industry, and we light ultimately up. I will apply a standardization plan as above, and define that this assures a standardization of components and an economic effect.

Dispersion Distributed Fiber Optic Cable for Large-Capacity DWDM System (대용량 DWDM 시스템을 위한 분산 분포 광케이블)

  • DWDM 전송 시스템에서 전송 용량 증대를 위하여 bit rate를 고속화하고 채널 간격을 줄이기 위해서는 전송로로 사용되는 광케이블의 분산특성이 상반되는 값을 갖도록 요구된다. 즉, 분산으로 인한 신호 왜곡을 줄이기 위해서는 광케이블의 분산이 작아야 하고, 비선형 현상을 억제하기 위해서는 분산이 커야 한다. 이러한 두 가지 상반된 분산 penalty를 동시에 해결하기 위한 방안으로 양과 음의 분산 값이 이산적으로 분포된 광섬유 케이블을 최초로 설계 및 제작하였다. 이러한 분산 분포 케이블을 위해 일반 단일 모드 광섬유(SMF)와 대응되는 음분산 값을 갖는 새로운 광섬유(NDF)를 설계 및 제조한 후, SMF의 +17 ps/km/nm 및 NDF의 -15 ps/km/nm의 분산영역이 6km의 케이블 내에 분포되도록 케이블을 제작하였다. 새롭게 개발된 케이블의 분산 값을 국지적으로는 높은 값을 가지면서도 전체적으로는 1.0 ps/km/nm의 평균 분산 값으로 NZSDF 대비 30% 이하를 가질 수 있음을 확인하였다. 또한, 제안된 케이블은 SMF 케이블과 동일한 케이블 시공 운용 환경에서도 정합함을 확인하였다.

  • The purpose of this paper is to analyze the public servant and librarian position in USA, UK, and Korea and to give suggestions to improve the position classification of librarianship in Korea. Professional librarian positions in USA and UK are very useful to understand the excellency of position classification system. On the other hand, librarian positions in Korea is useful to catch the present situation of librarianship and its backwardness. This paper can use for the grounds of an improvement of the librarian position in Korea. In order to improve current position classification of librarianship. we have to overcome a theoretical and actual weakness of the libraries and librarians and to act as the main stream for position reform.

  • In this paper, we propose a medical image processing method for detection of periodontal disease. The proposed method is the method of an automatic image alignment and detection of minute changes, to overcome defects in the conventional subtraction radiography by digital image processing technique, that is necessary for getting subtraction image and ROI(Region of Interest) focused on a selection method using the structured features in target images. And the method services accuracy, consistency and objective information or data to results. In result, easily and visually we can identify minute differences in the affected parts whether they have problems or not, and using application system.

  • In this paper, we study the method of estimating direction of departure(DOD) and direction of arrival(DOA) using estimation of signal parameters via rotational invariant techniques (ESPRIT) in uniform linear array MIMO radar system. While it is possible to improve the resolution by increasing the numbers of physical antennas and snapshots after matched filtering, such methods generally give rise to increase in complexity. In this paper, we propose to improve the resolution by optimally allocating the number of transmit and receive antennas. In particular, we show that the performance is optimized when the number of the receive antennas is approximately twice that of transmit antennas.

A Study on Fisheye Lens based Features on the Ceiling for Self-Localization (실내 환경에서 자기위치 인식을 위한 어안렌즈 기반의 천장의 특징점 모델 연구)

  • There are many research results about a self-localization technique of mobile robot. In this paper we present a self-localization technique based on the features of ceiling vision using a fisheye lens. The features obtained by SIFT(Scale Invariant Feature Transform) can be used to be matched between the previous image and the current image and then its optimal function is derived. The fisheye lens causes some distortion on its images naturally. So it must be calibrated by some algorithm. We here propose some methods for calibration of distorted images and design of a geometric fitness model. The proposed method is applied to laboratory and aile environment. We show its feasibility at some indoor environment.
