Global climate change can be solved only through international cooperation. Climate change can be caused by natural and anthropogenic causes. An important policy responding on the climate change is to reduce the emission of climate change-affecting substances caused by anthropogenic causes. This research was conducted to suggest the direction of Korea's LULUCF(Land Use-Land Use Change and Forestry) policy by comparing Germany's LULUCF policy, which is considered as a good case for establishing the EU's greenhouse gas reduction response policy. Germany's LULUCF policy concerns with various sectors for synergy effects, while Korea's LULUCF policy is biased towards the forest sector. Although Korea's LULUCF policy focuses on forests, basic research is still insufficient and the linkage with existing environmental policies is low. Therefore, Korea's LULUCF policy needs more expansion into many different sectors such as agricultural, environmental, and other fields.

This paper attempts to explain the energy policy to respond to climate change that is debated in recent years. Especially by the case of Germany among developed countries, the study investigates the direction, strategy and measure of energy policy which are implemented at the national level. The Energy policy of Germany revealed through this study will provide implications for the establishment and propulsion of the energy policy trying to overcome the crisis of energy resources and reduce greenhouse gas emissions. Firstly, this study reviews Germany's supply and consumption of energy and trends of greenhouse gas emission, and secondly discusses the process of the historical development of Germany's energy policy.

지난 7월 초 국회 법제실ㆍ국회 입법지원단 건설교통분과위원회 주최로 '8ㆍ31 부동산 대책 이후 주택저책의 변화와 과제'에 대한 세미나가 열렸다. 이번 세미나는 부동산 관련 법을 제정하는 법제실 주최로 개최돼 현 부동산 정책을 점검하고 앞으로 부동산 정책의 방향과 과제를 마련하는 데 적합했다는 평가가 지배적이었다. 세미나에서 발표했던 주택 정책에 대한 다양한 의견과 아이디어에 대해 살펴보자.

This paper explores how effectively the newly introduced planning process - California Senate Bill No. 375 will achieve the regional GHG emissions target under the California policy and planning framework and how well incentive based environmental policy might perform. The new legislation creates a future growth scenario to reduce greenhouse gas (GHG) emissions with incentives as means of implementation of AB 32 - the Global Warming Solution Act of 2006 and includes five important policy and planning aspects: 1) the role of sustainable communities strategies (SCS) as one of the key elements in their regional transportation plans; 2) planning for transportation and housing; 3) specified incentives for the implementation of SCS; 4) the regional planning approach toward reducing GHG emissions; and the role of the California Air Resources Board to establish the regional GHG emissions target. This has significant implications for regional and environmental planning with incentives - resources allocation and approval process.

This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.

정보 통신 기술은 비즈니스를 변화시켰고, 이제 교육에도 영향을 미치고 있다. e-Learning으로 대변되는 교육의 변화는 교육의 패러다임을 변화시키고 있다. e-Learning은 현재 정부차원에서 적극적인 지원을 하고 있는 상태이고, 시장 규모 및 성장 가능성이 매우 높다. 그러나 아직 시장이 성숙되어 있지 않고 기업환경이 불확실하기 때문에 e-Learning 시장 참여자들의 본격적인 투자 활동은 미진한 수준으로 보인다. 이에 본 연구는 e-Learning에 대한 특징을 살펴보고 국내외 산업 현황 및 정책 방향을 분석하여 e-Learning에 대한 현안과 문제점을 진단하고 발전 방향을 제시하고자 한다.

Alvin Toffler는 인류 발전 과정을 세 가지 변화의 물결, 즉 유목 채집 사회에서 농경 사회로의 변화, 산업혁명에 의한 농경 사회에서 산업 사회로의 변화, 그리고 1950년대부터의 후기 산업화 사회로의 변혁으로, 산업 사회에서 정보 사회로의 변혁이 일어나기 시작했으며 탈대량화, 다양화, 지식기반 생산과 변화의 가속이 시작된 시기였다. Herman Maynard와 Susan Mehrtens는 ICT (Information Communication Technology: 휴대폰 등), 인터넷의 발달로 제4의 물결이 시작되고 있다고 주장한다. 이전의 사회 변혁들은 물질 생산이 따르는 가시적인 변혁들이었으나, 디지털 혁명은 시민사회의 참여 확대를 통한 민주주의의 진화된 형태를 가능하게 하고 있다. 지금 우리가 경험하고 있는 제4의 물결의 시작은, 시민사회의 정책 참여와 견제가 효과적이고 효율적으로 이루어지기 시작하는 초고도 정보화 사회의 시작을 의미하며, 정책 결정 자들은 정책 결정 과정에서 그들이 보유하던 절대 영향력의 일부분을 시민사회에 이양됨을 막을 수 없을 것이다. 이러한 대변혁의 시대에 관료주의, Digital Divide, 그리고 시민 참여와의 상관관계를 이해하는 것은 매우 중요하다. 본 논문에서는 시민 참여에 대한 관료주의의 방침과 태도, 제4의 물결의 정책 민주화와 Digital Divide로의 영향 분석을 통하여 정책 결정 자들과 그들의 환경으로의 파급 효과를 논증한다. 본 연구는 이러한 분석과 논증을 통하여, 정책조직들과 시민사회와의 신세기의 바람직한 동반자적 입지 구축에 기여 할 것이다.

Firstly, this study reviews the major goal of German government's recent energy policy, and secondly discusses the various strategies and means of policy to achieve the main directions of Germany's energy policy.
