미 안보지원역사는 좁은 의미로는 무기와 물품의 지원 및 판매 역사이며, 우리 의지와는 상관없이 세계정세 변화에 따라 국익을 극대화할 수 있도록 변화해 있다. 현 부시 행정부의 안보지원정책은 미래를 위한 "능력에 기초한(Capacity Based)" 모델을 추구하고 있다. 이를 뒷받침하기 위해 기존 NATO 위주에서 구매국 위주 정책으로 변환을 천명하고, 기동성이 떨어지고 유지비용이 많이 드는 무기는 과감히 도태시키고 있다. 이를 추진하기 위해 주요 핵심보직에는 전력기획 및 협상을 주도할 전문가를 보직하고, 대외 군사판매(FMS : Foreign Military Sales)를 자국 경제발전에 적극 활용하고 있다. 이러한 변화의 와중에서 미국은 어떤 특정국가를 챙겨 줄 여유가 없다. 우리 스스로 미국ㄱ의 전략변화와 안보지원관련 법규.제도와 업무수행 절차를 명확히 이해하여 미국의 변화 속에서 민첩히 대응하여 국가이익 차원에서 실리를 추구하는 방향으로 정책이 지향되어야 한다. 미국의 안보지원정책 변화를 정확히 이해하고 지혜롭게 활용함에 따라 국가의 위기가 될 수도 있고 도약의 기회가 될 수도 있다.
본고에서는 정보통신산업의 미래, 즉 융합 생태계가 활성화되는 시대를 맞이하여 앞으로 우리나라가 전개하여 나아할 향후 정보통신 산업의 정책방향을 제시하고자 한다. 이를 위해 우선 우리나라의 정보통신정책 변화과정을 살펴보았으며, 현 정부가 추진하고자 했던 융합 초기 시대의 정책과 그 성과를 다각적으로 살펴보고자 한다. 또한 미래의 정보통신 환경이 변화되는 모습을 예측하고 이를 종합하여 향후 정보통신산업의 향후 융합 정책방향을 제안하였다.

신 재생에너지 정책이 발전차액지원제도(Feed In Tariff; FIT)에서 신 재생에너지 의무할당제(Renewable Portfolio Standard; RPS)로 변화하면서 원별 경쟁이 가속화되고 있다. 태양광 산업 역시 이러한 환경 변화에 대처해야 하며, 그를 위한 정책 구성이 필요하다. 이에 태양광 산업 정책은 크게 두 부분으로 구분하여 진행해야 한다. 첫째, 폴리실리콘(Poly silicon)을 활용하는 다결정실리콘 태양광에너지에 초점을 맞춘 정책이며, 둘째, 미래에 상용화될 차세대 태양광 에너지에 대한 대비를 위한 연구 개발(R&D) 정책이다. 먼저 다결정실리콘 태양광에너지에 초점에서의 산업 정책은 산업육성정책과 수출정책, 인프라 구성 등으로 나눌 수 있다. 현재 과도한 국가부채로 인한 세계경제 악화로 태양광에너지 업체들의 경제성이 악화하고 있다. 더욱 빨리 그리드 패리티(Grid Parity)를 달성하기 위해 수직통합 등의 필요성이 대두하고 있다. 이에 본 연구는 그리드 패리티 달성시기를 위해 태양광 산업 내 세대 변화를 하는 경우와 하지 않는 경우를 비교하기 위해 고려할 요소를 분석하였다. 현재 신 재생에너지 가운데 태양광에너지는 타에너지원 대비 가격경쟁력을 갖추지 못한 상황이다. 그러나 수출을 고려했을 때의 향후 한국의 차세대 성장동력으로의 발전가능성이 존재한다. 따라서 가격경쟁력이 가장 중요한 영향을 미칠 신 재생에너지 의무할당제 정책 하에서 태양광에너지가 전혀 채택되지 않는 상황을 막기 위한 정책이 필요하다. 그를 위해 필요한 정책적 요소들을 알아보았다. 마지막으로 인프라 구성을 위해 태양광 산업의 가치사슬(Value Chain) 상에서의 기업 분포와 경쟁력에 대한 조사를 시행하였다. 이는 태양광 산업 내의 경쟁력을 갖춘 부문과 그렇지 못한 부문을 구별하기 위함이다. 미래에 상용화될 차세대 태양광 에너지를 준비하는 과정에서는 연구개발 관련 정책이 가장 중요하게 다뤄야 할 부분이며, 그를 위해 정부 차원에서 지원하고자 하는 기술로드맵 등에 대해서 정리하였다.
It is increasingly supported by scientific evidence that greenhouse gas caused by human activities is changing the global climate. In particular, the changing climate has affected human health, directly or indirectly, and its adverse impacts are estimated to increase in the future. In response, many countries have established and implemented a variety of mitigation and adaptation measures. However, it is significant to note that climate change will continue over the next few centuries and its impacts on human health should be tackled urgently. The purpose of this paper is to examine domestic policies and research in health sector in adaptation to climate change. It further aims to recommend future research directions for enhanced response to climate change in public health sector, by reviewing a series of adaptation policies in the selected countries and taking into account the general features of health adaptation policies. In this regard, this study first evaluates the current adaptation policies in public health sector by examining the National Climate Change Adaptation Master Plan(2011~2015) and Comprehensive Plan for Environment and Health(2011~2020) and reviewing research to date of the government and relevant institutions. For the literature review, two information service systems are used: namely, the National Science and Technology Information Service(NTIS) and the Policy Research Information Service & Management(PRISM). Secondly, a series of foreign adaptation policies are selected based on the global research priorities set by WHO (2009) and reviewed in order to draw implications for domestic research. Finally, the barriers or constraints in establishing and implementing health adaptation policies are analyzed qualitatively, considering the general characteristics of adaptation in the health sector to climate change, which include uncertainty, finance, technology, institutions, and public awareness. This study provides four major recommendations: to mainstream health sector in the field of adaptation policy and research; to integrate cross-sectoral adaptation measures with an aim to the improvement of health and well-being of the society; to enhance the adaptation measures based on evidence and cost-effectiveness analysis; and to facilitate systemization in health adaptation through setting the key players and the agenda.
This study analyzed the institutional characteristics of large scale national R&D policies in Korea. The analysis examined the continuity and change of the policy institution. It dealt with G7 Project, 21C Frontier Project, and Next Generation Growth Engine Project as the major large scale national R&D policies in Korea. The theoretical approach of this study is to the continuity and change or evolution of policy institution from the perspective of new institutionalism. Based on the theoretical analysis, it emphasized the analysis of the institutions in three different levels: macro, meso, and micro level. In the analysis, the research examined the idea of policy institution or policy goal, participants in the policy institution, and policy instruments in different levels. The outcome of the analysis shows that the policy of large scale national R&D in Korea has the institutional continuity in the macro level. In the meso level, however, the policy institution changes due to the administration change and the influence of political economic environment. In the micro level, the policy institution changes based on the symbolic influence of policy goal and the interest of bureaucrats. The research finds that the micro and meso level institutional changes cause the evolution of policy institutions and the major change of policy institution.
Informatization in Korea has undergone significant changes. So far, most studies on informatization policies have been carried out just on the basis of their structural or functional backgrounds. However, actually, informatization policies have changed dynamically as a lot number of people and organizations have participated in their formulation and implementation. So, this study approaches them with an actor-network view that is distinct from but contains a chronological perspective, which other studies have overlooked so far. This approach allows us to have a clear picture of the changes in and to look into the characteristic of informatization policies from the Chun Doo Hwan government to the Lee Myung-bak government. Consequently, on the basis of the actor-network view, it is found that information and communication technologies, knowledge, and professionalism have dominated the characteristics and streams of informatization policies and brought about changes.
This study explores the change of family policy in Germany focused on political ideologies and instruments of CDU/CSU and SPD. In past 50 years after the 2. world war the family policy in Germany has been influenced by ideologies of 2 major political parties. With conservative political perspectives, CDU and CSU intend to strengthen the institution family and traditional division of domestic work. Therefore, they prefer indirect support methods by income tax benefit for family as political instrument. SPD with liberal political perspectives intends to support working married women and children. As political instrument SPD prefers allowance for child to indirect support system. This different political perspectives of 2 major parties have been reflected automatically on the federal administrative system(BMFSFJ) which takes responsibility of family policy in Germany. Through the analysis of attitudes to family policy of major parties in Germany this paper attempts to be manifest the problem of korean family policy and to find implications of german modell.
Climate change affects human and natural environment. Many countries, including Korea, are trying to develop climate change adaptation strategies to minimize adverse impacts of climate change. To deal with climate change efficiently, decisions have to be made among many options. The objectives of this paper is to analyzes methodologies for prioritizing climate change adaptation measures. Each methodology has strength and weakness and information requirements are differ. We find multi-criteria analysis is one of useful tools considering current level of understanding on climate change adaptation. We suggest climate change risks(timing, likelihood, intensity of climate change impacts), feasibility of policy (equity, main-streaming, democracy), effectiveness (economic effectiveness, co-benefits, propagation effects) of adaptation measures as main evaluation criteria of prioritization.

This study has intended to perform comparative analysis of climate change adaptation-related recognition between public officials and citizens in ChungCheongBukDo-Province, Korea. To reach this goal, we identified difference between the two groups by prioritizing target group's adaptation policies for climate change, and analyzing climate change adaptation-related recognition in each sector. Climate change adaptation policies can have great policy utility when the boundaries between policy makers and detainees are blurred. Therefore, this study has suggested some measures to reduce the recognition gaps between the target groups by analyzing the characteristics of the groups.
The issue of climate change, which calls for urgent and improved action by countries around the world, requires cooperation from the international community. Therefore, consistency among various policies on climate change is particularly important. This study analyzes the relationship between the implementation of SDGs and the scale of assistance in the field of climate change in order to see if there is consistency between domestic policy and aid policy to address climate change issues. An analysis of the correlation between the indices related to the domestic implementation of SDGs and ODA amounts in the field of climate change by OECD countries was conducted. As a result, there is a significant negative correlation between imported CO2 emissions and the portion of climate change ODA. On the other hand, the amount of CO2 emissions embodied in fossil fuel export is significantly positively correlated with the portion of ODA for climate change. Consistency between domestic and aid policies of OECD countries in the field of climate change is not sufficiently ensured, and climate change, the cross-cutting issue, is not being pursued in a consistent direction across national policy.
