A Study on the Effect of Academics' Patenting Activities on Their Research Activities: in Case of Korea (대학교수의 특허활동이 연구활동에 미치는 효과에 대한 연구)

  • The importance of universities' knowledge to industrial innovation have widely pervaded the academia as well as policy communities. During the last three decades, a series of policy measures vitalizing the knowledge-transfer activities of academics have been implemented both in industrialized and industrializing countries. However, The concerns on the industry's influences on the academia have been raised by a group of researchers such as 'Economics of science'. Against this background, this paper addresses the issues related to the relationship between the academic research and knowledge-transfer activities. Particularly, based on the 16 years' panel data of Korean academics' patent and paper outputs, the effect of patenting activities on publishing activities is investigated. Moreover, the specific context of Korean academic system as well as general characteristics of academics are considered in the analysis and discussion. According to the results, not just the publishing and patenting outputs but their productivities have been dramatically increased during the last 16 years. The main finding is that the patenting activities have a consistent positive effect on the publishing activities of the academics in the estimations of panel models. Based on these results and the discussions, some policy recommendations for university-industry collaboration are suggested.

A Study on Antecedents of Game User Participation Intention in User Community in an Era of Convergence (융복합 시대 게임 사용자들의 유저 커뮤니티 참여 의도에 영향을 미치는 선행 요인에 관한 연구)

  • Several game developers or publishers adopt open innovation strategies to reduce R&D costs and increase user loyalty about their games. User communities play an important role in increasing users' interests in the game because they can share game information and skills in user communities. In this regard, this study explored key antecedents of game user participation intention in user community. We developed a research model by integrating perceived risk into theory of planned action. The theoretical model was tested by using survey data collected from 110 "Suddenattack" game users. Partial least squares (PLS) was utilized to analysis the research model. The findings of this study indicate that both perceived usefulness and perceived enjoyment play an important role in forming attitude toward community. However, contrast to our expectations, perceived risk has no signifiant effect on perceived usefulness, perceived enjoyment, attitude toward community and participation intention. While attention toward community significantly influences community participation intention, social norms are not significantly related to it. The analysis results help game developers or publishers establish effective strategies and policies to increase user participation intention in user community.

A proposal of unit watershed for water management based on the interaction of surface water and groundwater (지표수-지하수 연계 기반의 통합수자원 관리를 위한 단위유역 제안)

  • In South Korea, 850 standard watersheds and 7,807 KRF catchment areas have been used as basic maps for water resources policy establishment, however it becomes necessary to set up new standard maps with a more appropriate scale for the integrated managements of surface water-groundwater as well as water quantity-quality in the era of integrated water management. Since groundwater has a slow flow velocity and also has 3-D flow properties compared to surface water, the sub-catchment size is more effective than the regional watershed for the evaluation of surface water-groundwater interaction. The KRF catchment area, which has averagely a smaller area than the standard watershed, is similar to the sub-catchment area that generally includes the first-order or second-order tributaries. Some KRF catchment areas, which are based on the surface reach, are too small or large in a wide plain or high mountain area. Therefore, it is necessary to revise the existing KRF area if being used as a unit area for integrated management of surface-water and groundwater. A unit watershed with a KRF area of about 5 to 15 ㎢ can be effective as a basic unit for water management of local government considering a tributary composition and the location of groundwater wells, and as well it can be used as a basic tool for water demand-supply evaluation, hydrological observation system establishment, judgment of groundwater permission through a total quantity management system, pollution assessment, and prioritizing water policy, and etc.

An Analysis of Decision Making Process in Voluntary Reducing Private Car Use (자발적 자가용 이용 저감의 의사결정과정 분석 연구)

  • To relieve Green-house Gas Emission is the key issue in urban area. Urban transport policies have focused on the reduction of private car use. The most common of these is Travel Demand Management(e.g., congestion charge, environmental tax, etc.) that forces individuals to reduce their private car use. An alternative way is Mobility Management(MM) that induces individuals to voluntarily change their car use through communications. MM is founded on social psychology theory and focuses on individuals' decision making processes to change their perception and attitude on private car use. Although some researchers have reported the relevance of MM approach, still few researches have explicitly studied on individuals' decision making processes. Therefore, the aims of the paper are to analyze the decision making process of individuals and to provide the basis of introducing MM approach in Korea. Structural equation model(SEM) is applied for the analysis of individuals' decision making process. A empirical study shows that psychological factors such as perception/attitude on global environment or individual norms impact significantly to reduce private car use and accordingly the relevance of introducing MM approach instead of imposing regulations or expanding transport facilities.

Trend of Space Development and Issue (우주개발동향과 주요 이슈)

  • October 4, 1957 the Soviet Sputnik 1 was launched into space the first time in the history of mankind. After launching, the realm of humankind was expanded to space. Today all countries of the world wage a fierce competition in order to utilize space for various purposes. World powers of space such as United States, Russia, China, and Japan, put reconnaissance satellites and ocean surveillance satellites into orbit, being able to easily see equipment and troops movement on earth. Each country makes efforts to occupy space assets through the militarization of space and expand national interests. Recently private companies or individuals involved in commercial space activities are becoming more prevalent. Thus, in addition to space activities for military purposes, commercial space activities become widespread. Individuals and private companies as well as nations are also involved in space activities. Outer space is not the monopoly of space powers such as the United States and Russia. The whole human race can benefit from free access to space, being the common heritage of mankind. In particular, outer space becomes an indispensable element of military activities and human life. Many countries are now entering space development, putting a lot of budget into new development programs. Republic of Korea also built the Narodo Space Center, starting its space development with budget and manpower. We have to find out ways to use space not only for military purposes but also for commercial space activities that can contribute to the national economy. In addition, through the joint efforts of the international community, we have to make efforts for preservation and peaceful use of space. Various issues relating to space activities and research should be studies in order to contribute to the progress of humanity. Those issues include the definition of outer space, space debris reduction and environmental conservation issues, non-bind measure cooperation - European International Code of Conduct, space law and national legislation related empowerment issues, arms control measures in space, and restrictions on the use of nuclear fuel. We also need to be involved in the discussion of those issues as one of responsible space countries. In addition, we try to find out regional cooperation schemes such as the ESA in the Europe actively. Currently in the Northeast Asia, cooperation bodies led by Japan and China respectively, are operated in the confrontational way. To avoid such confrontation, a new cooperative body needs to be established for cooperation on space exploration and information. The system to allow the exchange of satellite information for early warning of natural disasters needs to be built as well. In addition, efforts to enhance the effectiveness of the relevant international treaties on space, and fill in the blanks in international space laws should be made at the same time. To this end, we have to do a leading role in the establishment of standards such as non-binding measures (resolution) - Code of Conduct, being discussed in the UN and other organizations, and compliance with those standards. Courses in aerospace should be requires in law schools and educational institutes, and professional manpower need to be nurtured. In addition, the space-related technology and policy needs to be jointly studied among the private, public, and military groups, and the cross exchange among them should be encouraged.

A Study on the Experience of the Grandmothers Who Refused to Support Childcare (손자녀 양육지원을 거부한 조모의 경험에 관한 연구)

  • The purpose of this study is to enrich our understanding of the family utilizing childcare by grandmothers and the elderly women by examining the experience of grandmothers who refused to support raising their grandchildren. The researcher focused on grandmothers who have been in charge of caring the family in the main and tried to explore the reasons for their decision not to take care of their grandchildren. For the purpose, Research participants were seven elderly women who have refused raising of their grand-children. Data were collected by in-depth interview and analyzed based on the phenomenological method. As results, it turned out that the elderly women refused caring of their grandchildren due to the burden of parenting and the rejection of an extended mother role, and the fear of family conflicts, but they felt sorry about their refusal of a request for caring support from their adult children. Second. these decisions caused various dynamics of the family members, and they were experiencing psychological difficulties. Third, elderly women perceived raising of grandchildren as a task of adult children or a problem for which the society should be accountable, and felt that the family and the society have shifted the responsibility to them. This research result confirms that a new generation of the elderly women have emerged who have different viewpoints on caregiving. It also presents a necessity to reflect the viewpoints of elderly who are mainly concerned when establishing a policy of caregiving. Based on this finding, this study also presents implications regarding support for family utilizing childcare by grandmothers and support for the elderly women.

Barriers to Social Security Accessibility of Elderly North Korean Refugees (고령 북한이탈주민 사회보장제도 활용의 제약요인 및 접근성 제고 방향)

  • The purpose of this study is to investigate the factors that interrupt the use of social security of elderly North Korean refugees. As a result of qualitative content analysis using interview data, it is found that the elderly North Korean defectors have a lower access to the social security system. The main reason for hindering the use of social security system is low awareness due to limited information channels, psychological distance to South Korean society and residents. Moreover, this psychological distance is a factor that reduces the geographical accessibility of elderly North Korean defectors by preferring to use services in specific institutions for North Korean, while South Korean elderly people can use the service elsewhere. In addition, there are many cases in which the elderly in North Korean defectors do not receive sufficient social security due to low income. On the other hand, social security systems with high accessibility of older North Korean refugees are characterized by the fact that they are provided by experts who have formed sufficient rapport with North Korean refugees. Therefore, it seems possible to improve the accessibility of elderly defectors' friendly system by professional workers with cultural competence. In addition, a multidimensional approach is needed to fully cope with the complex desires of elderly North Korean defectors and a mechanism should be set up to reflect their opinion in system operation.

The American Route of the Reconciliation between Work and Family (미국 중산층 여성 일-가정양립 경로의 역사적 형성과정에 관한 연구)

  • This study is focused on the historical route in which reconciliation between work and family has been operating in the United States whose welfare standards are low, by using analytic narratives, from late 19th century to early 20th century. The first step saw an increase in the social advancement of unmarried women due to the increase in employment in the occupation of white-collar, as well as the increase of women in the Academy and in educational institutions. In the second step, the social advancement of married women was increased by the enforcement of the New Deal, consumption capitalism, and World War II. In the third step, the sphere of highly-educated women was expanded to a professional one through active measures aimed at gender equality, and the women's liberation movement of the 1960s took place. The United States' path model was completed in the fourth step. This study show that the most important factors have a significant influence to complete route of the American's Route were individual efforts of women (capacity building through the academic and the powerful women's movement) and the individual employment relationship in labor market. This study shows that individual efforts of women, especially in building capacity through the academic and the powerful women's movement, and the labor market, whose individual employment relationship is well-developed, have a significant influence on completing the route of the highly educated middle-class women in America.

Seeking for the Determinants of Entrepreneurship from National Level Data (국가 특성이 창업활동에 미치는 영향 실증 분석)

  • The purpose of this study is to empirically analyze the factors that affect start-up activities at the national level. Unlike most existing research about entrepreneurship at the individual level, this empirical analysis makes use of the total early-stage entrepreneurial activity(TEA) index at national level. This was developed by the Global Entrepreneur Monitor (GEM) as the measure for the degree of entrepreneurship of the countries. Based on the previous studies, not only national income level and unemployment rate, but also other factors including the cultural characteristics of the countries were included in our regression model. Using GEM's panel data, we found that the effectiveness of the factors depends on the stage of economic development. In particular, we found 'U-shape' relationship between the level of per capita income and entrepreneurship activity by the panel regression analysis using quadratic function. This analysis result can explicitly confirm what the existing literature have explained descriptively. Furthermore, the governmental support programs are shown to have significantly positive effects on the entrepreneurship or start-up activities in the factor-driven and efficiency-driven economies. On the contrary, those programs were not very helpful in the innovative economies. Lastly, this research suggests that the 'education and training' and the 'entrepreneurial culture' be the supportive norm for new business regardless of the economic development level.

INDO-PACIFIC STRATEGY versus BELT AND ROAD INITIATIVE: Implications for hegemony in Asia (인도-태평양 전략 vs. 일대일로 이니셔티브: 아시아 헤게모니에 대한 시사점)

  • Seoul is under increasing pressure to choose between the US-led IndoPacific Strategy (IPS) and China's Belt and Road Initiative (BRI). Accordingly, this paper undertakes a detailed appraisal of the IPS and the BRI in the context of Korea's national policy imperatives. Based on a study of network structure by Daniel Nexon and Thomas Wright (2007), the present study seeks to identify a particular network structure within the IPS and the BRI. Through this analysis, the relationship between the core and the participant states will be addressed. Awareness of specific configurations of the IPS and the BRI is important as these reveal what participant states can expect from each network. According to Nexon and Wright, there are four types of network structure: unipolar anarchy, hegemonic order, constitutional order, and imperial order. Based on this, we argue that the IPS has a constitutional order and the BRI has an imperial order. Therefore, we suggest to Seoul that participating in the IPS may make more room for an independent foreign policy than would a BRI partnership with China. South Korea would benefit by participating in the IPS in terms of its national security, striking a favourable regional balance of power.
