MANET은 노드가 이동성을 가지고 있으며, 네트워크 위상을 자율적으로 결정하는 특성을 가지고 있다. 정책기반 망 관리 시스템을 MANET에 도입하기 위한 연구는 이러한 네트워크 특성을 고려하여 신뢰성과 효율성을 확보하기 위해 이루어지고 있다. 또한, 정책기반 망 관리 시스템은 유선 네트워크를 기반으로 제안되어 있으므로 이를 MANET에 도입하기 위해서는 여러 가지 수정이 필요한 부분이 있다. 정책 기반 망 관리 시스템은 SNMP의 MIB나 LDAP를 이용하는 정책 저장소와 노드의 상태를 수신하여 정책을 배포하는 정책결정자, 그리고 정책을 수신하여 수행하는 정책 수행자 노드가 있다. 본 논문에서는 MANET 라우팅을 이용하고 표준 정책 기반 망 관리 시스템에서 정책 결정자와 정책수행자 사이의 프로토콜로 제안된 COPS-PR을 MANET에 특성에 맞게 수정한 능동적 PDP 탐색 메커니즘을 이용한 테스트베드를 설계하고 구현한다.

This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.

The purpose of this article is to examine the dynamics of pension insurance policy-making and policy outputs under the developmental state of Korea, by analysing the first attempt to establish the national pension scheme in the early 1970s. To the aim, this article formulated the comprehensive analytical framework from the viewpoint of process-oriented perspective, linking policy-making dynamics with the policy context as an external constraint and policy output as a result of policy-making. Policy context was explored in terms of three variables of politics, civil society and economy, whilst policy-making and policy network dynamics were examined by employing the following variables: i) initiators, motivation and triggering devices, ii) number of participants and key players, iii) participants' interests, iv) major conflicting parties and key differences of allegation, and v) interactions between participants. Policy outputs were analysed by looking into the mainly reflected interests and the change of intended policies.

The research is based on the theory of cognitive psychology that a decision maker creates an internal belief through environment information process and that personal behavior is determined as a means of belief practice. This study implemented a language network analysis to understand the 16th President Noh Moo-hyun"s real estate policy belief who was a key decision maker of Korea. The results of this study are as follows. First, the chief variables of real estate policy recognized by president Rho Mu Hyun included civil economy and real estate speculation and so on. Second, the chief variables of real estate policy recognized by president Rho Mu Hyun did indicate weak correlation with other diverse economic variables. Third, the analysis shows that in practicing the real estate policy, excessive civil economy related with the real estate policy and the obsession with civil life variables worked as reason to pursue social contest rather than social agreement. It is thought that this study result will contribute to policy theory in explaining the policy decision-making process from the perspective of cognitive psychology.

본 연구에서는 소프트웨어의 출시 이후 주기적인 보수(periodic maintenance)를 고려한 출시 시기 결정 방법을 제시하였다. 출시시기 결정방법에 관한 연구는 소프트웨어의 신뢰성 확보, 사용자 편의성 등에 관한 연구와 더불어 중요한 연구 분야로 여겨지는 분야이다. 일반 적으로 소프트웨어는 출시 이후에도 패치(patch), 서비스팩(service pack)등을 통해 지속적인 보수가 이루어지기 때문에, 출시 이후의 보수를 고려하여 출시시기를 결정하는 방법론이 필요하다. 이를 위해, 출시 이후의 보수정책을 반영한 소프트웨어 신뢰성 성장 모형(software reliability growth model)을 도출하였다. 위 모형을 기반으로 하여 비용과 신뢰성에 근거한 소프트웨어 출시 시점을 결정해 보았다. 제시된 모형의 타당성을 검증하기 위해 예제를 통해 기존의 논문에서 제시되었던 결과들과 비교분석을 해 보았다. 본 연구의 결과는 기존 연구에서 고려되지 않았던 보수 정책을 고려함으로써, 보다 현실에 가까운 모형을 제시하였다는 점에서 의의를 찾을 수 있고, 출시 후 보수 시점, 보수 정책 등의 결정에도 기여할 수 있을 것이다.

전원개발계획은 단독으로 결정되는 것이 아니라 국가경제운용정책 및 에너지 정책과 더불어 전력회사의 요금정책, 부하관리, 재무계획, 전원입지, 송전계통계획 등과 연계되어 결정되어야 한다. 기존의 전원개발계획은 주어진 수요예측안을 이용하여 수요를 기준신뢰도 범위내에서 최소비용으로 만족시킬 수 있도록 전원설비투자를 결정하는 것이었으나 향후로는 부하관리정책을 포함한 수급계획(supply-demand planning)의 수립기법, 미래 수용와 연료 가격등 경제요인의 불확실성 및 환경규제 등의 요인을 감안한 전략계획기법(strategic planning) 그리고 재무계획 등 관련계획 업무를 포함하는 종합계획 모형(corporate planning model)의 구축에 대한 방안을 강구해야 할 것이다.

우리나라 과학기술계 정부출연연구기관은 고령화 하에서 연구생산성을 향상시키기 위하여 다양한 정책을 추진하고 있는데, 그 중 임금피크제는 조직의 효율성 증진을 통해 연구생 산성을 높일 수 있는 제도로 기대할 수 있다. 그럼에도 불구하고 2015년 임금피크제 도입을 둘러싸고 발생했던 정부와 과학기술계 정부출연연구기관 연구자들 간 갈등의 원인은 무엇이었는가? 본 연구는 이러한 의문에서 출발하며, 정책옹호연합모형(ACF)을 활용하여 과학기술계 정부출연연구기관의 임금피크제 정책결정과정을 분석하였다. 연구결과를 요약하면 첫째, 정책환경으로서의 외부변수들은 대부분 찬성 측 옹호연합에 유리한 자원으로 작용하였다. 둘째, 과학기술계 정부출연연구기관을 관리 통제의 대상으로 바라보는 신념과 독립적 자율적 대상으로 보는 신념 간 차이는 갈등의 근본적인 원인이었다. 셋째, 임금피크제의 일괄적 도입, 정책중개자의 미비한 역할은 옹호연합 간의 갈등을 더욱 증폭시켰다. 이러한 연구결과는 첫째, 정책은 정책대상의 특성이 반영되도록 설계 적용되어야 한다는 점을 시사한다. 둘째, 정책중개자로서의 역할이 기대되는 정책참여자가 있는 경우, 이들의 역할에 따라 갈등이 증폭 또는 완화될 수 있으므로 올바른 정책중개자로서의 역할이 필요할 것이다. 셋째, 정부출연연구기관이 기타 공공기관에서 제외되어야 한다는 정부출연연구기관 관계자들의 주장을 경청할 필요가 있다.

2017년 6월 19일 고리 원전 1호기 영구정지 기념식에서 문재인 대통령의 '탈원전' 선언을 계기로, 국내에서는 후쿠시마 원전 사고 이후 탈원전으로 복귀한 독일의 사례에 대한 관심이 고조되었다. 독일은 1986년 체르노빌 원전 사고 이후 탈원전에 대한 논의가 본격적으로 이루지면서 집권 정부의 성향과 사회 경제적 요인에 따라 "2000년 탈원전 선언 ${\rightarrow}$ 2010년 탈원전 보류 ${\rightarrow}$ 2011년 탈원전 복귀"의 결정 과정을 거쳤다. 이러한 정책 변화의 배경에는 간헐성의 재생에너지를 뒷받침(back-up)할 수 있는 자국의 풍부한 갈탄 매장량, 지리적으로 주변국과 연결된 전력망을 통해 전력을 상시 주고받을 수 있는 전력 수급 환경, 탈원전에 대한 정부 국민 산업계의 40여년에 걸친 합의형성 등 '독일 자국의 실정을 반영한 정책적 판단'이 자리하고 있다. 그럼에도 불구하고, 2011년 후쿠시마 원전 사고 직후 독일의 즉각적인 탈원전 복귀는 화석연료 사용의 증가로 인한 온실가스 배출량 증가, 재생에너지 보조금 증가 및 송전망 확대로 인한 전기요금 상승, 간헐성의 재생에너지로 인한 불안정한 전력 수급, 과잉 생산된 전력의 수출로 인한 주변국 전력계통 혼란 등의 문제를 초래하고 있다. 이에 본고에서는 독일의 탈원전 정책이 '어떤 정책결정 과정을 거쳤으며, 현실적으로 어떤 문제에 직면해 있는지'를 살펴보고 우리나라의 에너지 수급 현실을 반영한 정책적 시사점을 도출하고자 한다.

According to the school autonomy plan on April 15, 2008, schools have a responsibility for ICT in education policy. Because of this plan, A guideline for governmental action for ICT education was repealed, on the contrary, responsibilities for ICT education in school level has increased. The radical exchange of education policy has a big impact on decision-making about ICT in education policy in school level. Consequently, the digital divide is generated between students, teachers and schools. So, this paper is intended as an investigation of decision-making types and awareness of teachers about ICT in education policy in elementary school. And this paper presents new ideas for decision-making of ICT policy in elementary schools.

As a participant in the policy process, the role of the people is very large. Especially for the implementation of democracy, citizen participation has been recognized as one of the most important device. As local government institutions have lifted in the stabilization phase as compared to the past, several municipalities and the central government's initiatives very interested in the policy-making process has increased. So in actual real policy decisions and the active participation of local people do? In this study, regional imbalances, particularly with regard to how to relieve the public agency that is recognized as one of the previous decision with regard to the involvement of local residents and physicians meaningful results were measured. Lessons and implications of this study for management leadership are presented.
