A Critical Assessment of Ecuador's Industrial and Trade Policy (에콰도르 산업 및 무역정책의 비판적 고찰: 정책 이행역량을 중심으로)

  • It's hardly possible to end the controversy over the effectiveness of government's role in economic growth of developing countries. It seems that each side can provide enough empirical evidences to support each side's argument. In most developing countries, the governments' capability to implement the economic plan is a more important factor that the type of policy they choose. Therefore, in this study, we focus on the capacity of policy implementation rather than the choice of policy itself. We tried to critically investigate Ecuador's policy implementation capacity in terms of qualities of policy framework, policy measures and policy constraints. First, Ecuador places high priority on import substitution and export promotion, she is not equipped with sufficient policy measures. Second, the overall policy framework is not effective enough to mobilize resource support those policies. Third, while the SENPLADES is leading overall develoment plan, it lacks the capacity to coordinate various ministries involved.

Industrial Cluster: Still a Valid Policy Tool for the Creative Economy in Korea? (산업클러스터, 창조경제를 위한 정책수단으로의 가능성)

  • This study aims to evaluate the industrial cluster policy implemented in Korea during the last decade or so, examine whether it can still be a valid policy measure in the creative economy regime, and propose policy directions for the future. It is evaluated that the cluster policy has contributed to increasing productivity by improving networks between companies, universities and research centers and thus strengthening innovation infrastructure. The policy, however, by its characteristics of government-domination, failed to develop open-ended and flexible spontaneous clusters. Industrial clusters have the capability to contribute to the virtuous circle of creative economy by enhancing creativity and innovativeness, and subsequently by increasing value-added. In order to maximize these positive effects, a few suggestions are made, including being faithful to the very nature of clusters, e.g. geographical proximity and connectedness, intending clusters with creativity well maintained, orienting toward multi-scalar clusters with a mixture of local and global perspectives, and matching regional and industrial policies with regards to clusters.

A Study on the Improvement of Systemicity and Compatibility in The Framework Act On Science And Technology (과학기술기본법의 체계성 및 정합성 제고를 위한 개정방안)

  • Recently, as the role of science and technology in social domain is more increased and the creative economy becomes a important matter in national development strategy, it is necessary that the improvement of legal system on science and technology for efficiently responding to paradigm shift into Innovation driven science and technology policy. Especially, The Framework Act On Science And Technology as a general and basic norm on science and technology policy is necessary to revise in systematic and substantial aspect in order to correspond with changed environment and current of the times. The Framework Act On Science And Technology was established in 2001 and revised several times, but substantial amendment reflecting the political facts as the need to demand was insufficient because it was revised only related with restructuring the government organization and changing the S&T Policy Coordinating Committee system. And therefore, this paper aims to review the problems and complementary factors and suggest the improvement draft on The Framework Act On Science And Technology. According to study, the revision methodologies are following : first, the Chapter and Paragraph of the law should be restructured to improve the systemicity, next the comprehensiveness, effectiveness, connections with related special laws and compatibility of the law should be complemented by adding the new provision or amending the inadequate provision to improve the position and function as a general and basic norm.

Examination of Public Interests and Regulatory Framework of Pay TV Industry (유료방송시장의 공익성 개념과 정책 기조 분석)

  • This study examines the concept of public interests in pay TV industry and analyzed the regulatory framework of the industry. The concept of public interests such as diversity, localism and quality which are mainly discussed in the context of over the air broadcasting extends to universal access, fair competition and consumer protection as pay TV industry grows. However, there is a lack of concrete implementation of public interests in regulatory framework and coordination of public and industrial interests was not accomplished. Major policy that regulates the pay TV industry carries out without big picture. Policy implementation without long term plan results in hierarchical regulation model and it produced consistency problem. In the process of implementing policy in pay TV industry public interests and industrial interests discussion is mixed and sometimes it played exaggerated role.

A Study on Examining the Impact of Science and Technology Policy Mix on R&D Efficiency (과학기술정책조합이 R&D효율성에 미치는 영향 분석)

  • This study examines the effects of policy mix on R&D efficiency in by using data from 2014 and 2016 Korean Innovation Survey. The DEA-Tobit analysis is used to estimate the impact of policy mix on relative R&D efficiency. As a result of the DEA analysis, the R&D efficiency of the Korean manufacturing industry firms is low, because the R&D investment has not been used effectively. According to the Tobit model, policy mix have a positive effect on R&D efficiency. In particular, the combination of market-oriented, market supply-oriented, and supply demand-oriented policy mix showed a positive relationship with R&D efficiency. R&D portfolio is necessary to improve R&D efficiencies and government has to facilitate a policy mix in view of the nature of firms and Consistency of policy tools.

  • 국내외 해사당국이 추진해온 해양사고 재발방지대책은 선박의 복원성 강화, 선원의 교육 훈련, 해상교통환경 개선 등이 주를 이루었다. 그러나 본 연구에서는 해양사고 통계분석을 바탕으로 선박 선원 교통환경에 대한 기존 정책의 정합성(整合性)을 종합적으로 검토하고 향후 운항자와 항행여건의 관계에 관한 인간공학적 접근이 필요함을 도출하였다. 이를 위해 교통이 밀집한 연안해역에서 인간이 느끼는 주관적 위험도를 객관적으로 평가하기 위한 수치모델의 개발 또는 개선 방안을 제시하였다.

순위 프로빗 모형을 활용한 정부연구개발투자 수혜 기업의 특성 분석

  • 본 연구에서는 정부의 R&D 투자를 받는 기업들의 특성을 규명하였다. 정부의 투자 행태를 반영하기 위해 순위 프로빗 모형(ordered probit)을 사용하였으며, 기업의 특성과 과제의 특성을 함께 고려함으로써 정부 정책의 실효성과 정합성을 분석하였다. 분석 결과 대기업, 매출액이 큰 기업, R&D집약도가 높은 기업, 벤처기업 등이 정부 R&D 투자를 많이 받는 것으로 나타났다. 기업특성과 과제 특성을 함께 분석한 결과, 중소기업이 신성장동력, 녹색기술 등에 대한 투자를 많이 받은 것으로 나타났다. 기업에 대한 투자가 개발연구 위주로 추진된 것은 합당하나, 대기업 중심, 성장기 기술 중심의 편중 현상은 개선의 여지가 있는 것으로 보인다.

  • The purpose of this study is to explore the overall structural relationship between the statutory provisions of nuclear energy legislation and to identify the coherence of the nuclear law system using social network analysis. In particular, we analyze the legal structure of the "Nuclear Safety Act", which plays a central role in nuclear safety regulation, to examine the key provisions in legal network structure of Nuclear Safety Act. Therefore, we found the structural problems of the nuclear legal system and suggest the legislative improvement plan for reducing excessive legislative activity and determining the need for legal amendments in nuclear safety management and regulation. This study is expected to provide a analytical framework for making legal system of further policy in other science and technology industries as well as nuclear energy related industries.

An Overview of the Developments of ICANN Internet Governance and Some Recommendations for Korea (ICANN의 진화과정 고찰을 통해 본 한국 인터넷주소 거버넌스의 개선방향)

  • Internet Corporation for Assigned Names and Numbers (ICANN) is the body which manages the allocation and registration of global Internet IP addresses and domain names. As a gesture to overcome the dependency on the U.S. government, ICANN and the U.S. Department of Commerce jointly made the Affirmation of Commitment in which they submitted the workings of ICANN to the supervision of a council of Internet experts. Accountability and Transparency Review Team (ATRT) is one of four teams created for this purpose. In December 2010, ATRT made 27 recommendations, which were subsequently approved by the ICANN Board. These reform efforts of ICANN provide significant implications for the future of Korean Internet governance. Korea should enhance the compatibility of its domestic decision making process related to Internet addresses with the private sector driven, bottom-up process of global Internet governance. In order to increase the involvement of private sector and civil society, it is recommended for Korea to formalize the mechanism for bottom-up process. Insertion of a new provision concerning a bottom-up process into the Internet Addresses Act should be considered.
