신뢰와 원자력 수용성

  • 본 연구는 일반인들이 원자력 관련 기관에 대해서 가지는 다양한 신뢰유형이 원자력 수용성에 어떠한 영향을 미치는지를 분석하였다. 이를 위해 선행연구의 검토를 통하여 신뢰를 대상별, 유발요인별로 기관에 대한 신뢰, 사람에 대한 신뢰, 인지적 신뢰, 정서적 신뢰 등으로 구분하였다. 최종적으로 이들을 결합하여 기관에 대한 인지적 신뢰, 기관에 대한 정서적 신뢰, 사람에 대한 인지적 신뢰, 사람에 대한 정서적 신뢰 등 신뢰유형을 나누어서 원자력 수용성에 대한 이들 신뢰유형의 상대적 영향력을 분석하였다. 또한 원자력에 대한 수용성은 강도에 따라 가장 약한 '현재의 원자력 발전소 유지'에 대한 수용성, '원자력 발전소 추가 건설'에 대한 수용성, 가장 강도가 강한 정책인 '핵폐기장 건설'에 대한 수용성 등으로 구분하였다. 분석결과를 통해 신뢰는 원자력의 수용성에 매우 중요한 요소임을 다시 한 번 강조할 수 있다. 또한 일반인들은 각각의 신뢰유형에 대해서 차별적으로 인지하고 있음을 보여주었으며 이에 따라 신뢰에 대한 다(多)유형, 다(多)차원적 고려가 필요함을 알 수 있었다. 한편 정책의 강도에 따라 가장 약한 정책에 대한 수용성에서는 기관에 대한 인지적 신뢰가 가장 강한 영향력을 가진 반면 정책에 대한 강도가 강해질수록 사람에 대한 정서적 신뢰의 영향력이 강해지는 것으로 나타났다. 이러한 결과는 원자력 정책의 주요 내용과 파급효과, 시민들에게 미치는 영향의 강도 등에 따라서 신뢰제고를 위한 차별적 전략이 필요함을 시사한다.

The Effect of a Smoke-free Campus Policy on Receptivity of Campus and Government Smoke-free Policy among College Students (캠퍼스 금연정책이 대학생들의 캠퍼스 내·외 금연정책 수용성에 미치는 영향)

  • This study was performed to evaluate the effect of a smoke-free campus policy on college students' receptivity of campus and governmental smoke free policy. The current study utilized pre and post cross-sectional survey in length of nine months. Data were collected from similar major freshmen at two pre matched universities, one representing smoke-free campus in Seoul city and one representing non smoke-free campus in Busan city, Korea. Baseline data were collected in March 2016 and follow-up data were collected in December 2016. No differences were found between initial and follow-up data on receptivity of smoke-free campus policy in both university students revealing that the smoke-free campus policy does not influence in changing student's attitude towards unfavorable direction. Receptivity on governmental smoke free policy demonstrated significant changes among participants in non smoke-free campus. Their receptivity level changed significantly toward unfavorable direction. The implementation of a smoke-free campus policy can give positive impact on students' receptivity of campus as well as governmental smoke free policy.

The Effects of Prosocial PR Appeals on Policy Acceptance: a case of Environmental Policy (친사회성 정책홍보 메시지의 소구유형이 정책수용에 미치는 영향)

  • The objective of this study is to find out whether policy acceptance(attitude formation and intention of action) is affected by the message appeals(rational vs. emotional) when policy PR messages emphasize prosociality, and by various factors such as trust in government, involvement, and demographic factors as moderating variables. Although message appeals does not show any difference by itself, interaction effect is observed between trust in government and message appeals; the rational appeal is more effective to those with low trust in government while the emotional appeal is more effective to those with high trust. No other interaction effect is founded but involvement, gender, and age group show important main effect in policy acceptance; high-involvement group and female group are more favorable in attitude toward prosocial policy and behavior intention compare to the each of counterparts, whereas older group is more favorable in behavior intention.

  • This study analyzes appropriate government policy frameworks for promoting IPTV industry by studying the way of adoption and diffusion of IPTV services. Until recently, most researches on government policies for technology adoption have focused on the personal context. This research adopts two theories, i.e., innovation characteristics theory for personal context and implementation process theory for organizational context. It also hypothesizes that the innovation characteristics more influence on the behavioral intention for usage new media in the level of personal innovativeness is high. Moreover, in the level of expectancy for diffusion policy is high, the implementation of IPTV services more influences on the behavioral intention. The results by statistical analysis, it is found that the higher the level of personal innovativeness is, and the higher the level of expectancy for diffusion policy is, the more behavioral intention will be influenced by the characteristics of innovation and implementation of IPTV service. Thus it is important for government agencies to find the way to facilitate personal innovativeness as well as expectancy for diffusion policy.

A Study on the Multicultural Policy Orientation and Multicultural Acceptance of Multicultural People (다문화 정책정향성과 다문화 수용성간의 영향 연구)

  • This paper examined the multicultural policy orientation and multicultural acceptance of multicultural people. The adifferential exclusion, assimilation, and multiculturism were as proxy for the multicultural policy orientation. The awarness, openness, and empathy were as proxy for the multicultural scceptance. Based on the analysis of two hundred fifty cases, the following results were found. First, the assimilation of multicultural policy orientation have a positively significant influence on multicultural acceptance such as awarness, openness, and empathy. Second, the multiculturalism of multicultural policy orientation have a positively significant influence on multicultural acceptance such as openness and empathy. Third, the differential exclusion of multicultural policy orientation have a positively significant influence on openness of multicultural acceptance.

Korean Companies' Understanding of Carbon Pricing and Its Influence on Policy Acceptance and Practices (한국 기업의 탄소가격 정책에 대한 이해가 정책 수락 및 대응에 미치는 영향)

  • In response to climate change, Korea is attempting to shift the paradigm of energy and climate change policies by introducing carbon pricing based on market mechanisms. While policy adoption is proceeding at a rapid pace, the introduction of carbon pricing has been faced with great opposition from industry. This study measures to what extent Korean companies understand and accept carbon pricing, using data from a questionnaire survey covering energy consuming companies in 2012, when discussions between the government and such companies about the introduction of a domestic emission trading system were active. It further identifies how preparations and practices for carbon and energy management of companies correlate with their policy understanding and acceptance. The analysis results show that the surveyed companies indicate moderate understanding of, as well as resistance to carbon pricing policies, while appreciating the economic incentives and accepting the mandatory regulations in this phase. Companies' understanding is more related to characteristics, i.e., sector, size, etc. than external pressures. This study found that the extent to which companies understand policy is the essential factor in their policy acceptance and related practices. In particular, understanding of carbon policy significantly influences their managerial practices and voluntary activities for carbon and energy practices. This study substantiates the correlation between the level of policy understanding of a company and its carbon and energy practices - something that all countries seeking to introduce carbon pricing in response to climate change should consider prior to policy actually being implemented; in other words, enhancing the understanding of major policy subjects of the new instrument is a key policy strategy that should be elaborated as it will lead to better performance of companies and smoother policy implementation.

  • We should set up a policy objective to obtain consumer engagement in smart grid and analyze the key influencing factors in smart grid consumer engagement in oder to deploy smart grid successfully. It is because the successful deployment of smart grid depends on whether the end users accept the smart grid products and services. So far, There have been few studies in Korea which focus on the smart grid consumer engagement. Therefore, we carried out an literature review in terms of smart grid consumer engagement and tried to suggest related policy implications. As a result, we identified key influencing factors such as monetary benefits, environment-friendly characteristics, cyber security and understanding of smart grid. Futhermore, we suggested policy implications related to customer education, linkage between smart grid policies and other environmental ones, cyber security enhancement, etc.

  • This research aims to examine the efficiency and effectiveness of the governmental policies promoting IPTV by verifying their influences on the adoption empirically. The government unveiled several policies including creating demands in public sectors, developing diverse public contents, subsidizing the production of converged contents, easing the regulations to promote IPTV industry. While a lot of previous literature has already proved that a system quality, a content quality, and a perceived price have influences on the adoption of IPTV, the effects of governmental policies are not well understood despite of their contributions to the adoption. Rather, most of existing research on governmental policies in the context of technology adoption have focused on regulatory frameworks. The results of the study show that governmental policies have influences on consumers' perceived system quality and content quality. It is also found that perceived system quality, content quality and perceived price have influences on adoption intention. This study can contribute to the field in a way that it proves the important roles of governmental policies in the diffusion of new technologies including IPTV.

  • 풍력발전의 확산과 수용은 전력시장의 특성으로 인하여 국가적 차원의 정책에 의존될 수밖에 없으며, 그 성과도 정책의 적정성과 수행의지에 달려 있다. 역설적으로 풍력발전은 국가 기획에 의하여 시장 조성이 가능하고, 따라서 풍력발전 설비제조, 발전단지 건설 및 운영 등으로 구성되는 "풍력산업"은 하나의 신흥 산업부문으로 국가적 차원의 적정한 정책 수단으로 육성될 수 있다. 선진 외국의 전지시장에서 관찰되는 풍력발전의 확산과 수용 과정을 참고로, 우리나라에서의 풍력발전보급의 활성화를 위한 원론적 방안을 모색하고자 하였다.

An Analysis of Issue Shift in German Family Welfare Policy (독일 가족복지정책의 쟁점변화 분석)

  • 독일에서 가족은 전후의 산업화과정 속에서 다면적인 사회변동을 경험하면서 형태적 측면과 내용적 측면에서 다양화와 탈제도화 그리고 개인화의 경향이 강해지는 현상을 보이게 되었다. 이러한 변화과정 속에서 가족은 저출산문제, 보육문제, 역할분담을 둘러싼 갈등, 빈곤과 실업, 노인부양문제 등과 같은 다양한 문제와 직접적으로 당면하게 되었다. 특히 1980년대 후반부터는 통일을 전후로 하여 약 10년간에 걸쳐 저출산문제가 심화되면서 가족문제는 중요한 사회정책이 슈로 부각되기 시작하였다. 이러한 현상은 근대적 가족주의에 기반한 가족의 복지정책의 개선에 대한 사회적 요구를 증대시켰고 그로 인해 독일 가족복지정책은 인구변화로 인해 발생되는 가족의 복지욕구를 수용해야 한다는 과제를 떠안게 되었다. 본 연구는 1950년대 이후부터 현재에 이르기까지 독일에서 시대별로 각 집권정당들은 다양한 가족쟁점들을 어떠한 관점에서 수용하여 정책의제화하고, 이에 대한 대응전략으로써 어떠한 정책방안들을 발전시켜 왔는가 하는 과정적 전개양상을 문헌연구방법을 통해 분석함을 목적으로 하였다. 연구를 통해 획득된 결과는 다음과 같다: 독일의 가족복지정책은 가족쟁점의 변화에 따라 1인 부양자모델의 확립기, 취업모 지원과 가족의 다양성에 대한 정책적 수용기, 보육정책의 확대기로 구분될 수 있으며, 그 과정에서 체계화된 정책 프로그램은 소득지원, 양육 및 교육지원 그리고 노인부양가족지원 프로그램이 핵심을 형성하게 되었다. 이러한 프로그램들의 발전은 정책이 1인 부양자모델에서 2인 부양자모델로 연속적으로 변화되는 양상을 반영하고 있다는 점에서 가족문제의 해결책을 모색 중인 우리나라에도 시사하는 바가 많다.
