A Study on the Plans to Promote Local Newspapers (지역신문 활성화방안에 관한 연구: 정책 및 법제 차뭔을 중심으로)

  • Recognizing the contemporary critical situation of local newspapers in Korea, the present study purposed to consider plans to overcome such a crisis from various aspects and examine the possibility to implement the plans. Specific research question was plans to promote local newspapers on political and legislative dimension. The result of this study proved that the issue of activating local press must be discussed basically in conjunction with the implications and functions of power decentralization. This study also considered the opinion that so-called structural problems, which cannot be tackled by local newspaper, must be intervened in by the government on the dimension of promoting local newspapers politically and legislatively. In particular, the meaning of this study lies in that it was focused on supporting methods to prepare a bill for the special law of local newspaper promotion support, and proposed specific and practical plans.

An Analysis of the Policy-Knowledge-Power Dynamics in Higher Education Reform in Transitional Myanmar (전환기 미얀마 정치사회변화와 신(新)고등교육 개혁: 정책·지식·권력의 역동을 중심으로)

  • This thesis compares and analyzes the dynamics between policy, knowledge and power of Myanmar's higher education development. The papers begins by exploring the dynamics during the Socialist Military Regime(1962~1988), the Collapse of Higher Education Era(1988~2010), Thein Sein's Reform Era(2010~2015) and the current Aung San Suu Kyi's Civilian Era(2015~Now). By highlighting recent dramatic policy changes, the article argues that the policy discourse on the subject of internationalization of higher education and the technocratization of education development policy by the current Civilian Government in its new policy discourse, that resulted in the active participation as well as the contributions of international donors has directly impacted on the policy dynamics around the Comprehensive Education Sector Review and the introduction of the National Education Strategic Plan 2016~2020. Further, by examining complex interaction between the current domestic education stakeholders and international donors in education sector in Myanmar, this thesis argues that the new analytical framework on the understanding of policy dynamics in developing countries goes beyond the national level. The paper argues that there needs to be broadening of the analytical framework towards the multidimensional analysis perspective that includes global, national as well as local level policy, knowledge and power dynamics in Myanmar's dynamically changing higher education sector.

Transition Studies and Post Catch-up (전환연구와 탈추격론의 확장)

  • The purpose of this article is to re-interpretate 'Post Catch-up Studies' on the Korean innovation system with the framework of 'Transition Studies'. The viewpoints of the vision, research area and system innovation process of Post Catch-up studies are reviewed and reconfigurated. The Transition Studies concepts of Sustainability, Coevolution of industry and society, and transition management are introduced into the Post-catch up Studies and discussed. It is suggested that Post catch-up studies should support sustainability system transition and make use of transition management tools for the sustainable post catch-up innovation and policy.

The Cultural Politics of Media Diversity: Moving Beyond the Marketplace of Measurements (미디어 다양성의 문화정치학: 측정의 자유시장, 그 울타리를 넘어서)

  • Media diversity, coupled with the logic of competition in the global media market, has become a fashionable yet unfitting lingo of media policy in Korea. Media diversity has been fenced in the neoliberal economic logic of market competition and so tamed to consumers' free choice in the market. It is within this context that this article attempts to problematize narrowly-defined, market-oriented, and measurement-obssessed funtionalistic approaches to media diversity. In doing so, the article provides a critical overview of various definitions of media diversity. It also reveals how certain definitions, justifications, and measurements are legitimized and normalized in the name of science and objectivity. The core argument is that reflecting a larger neoliberal, deregulatory turn in media policy, media diversity has shifted from the pluralistic principle of democracy to the matter of free market choice or the myth thereof. It then focuses on the ongoing debate between state interventionists and free market liberals over the relationship between media ownership concentration and content diversity. Finally, it puts forth some recommendations as to how media diversity ought to be reconsidered as reformers' cultural politics, rather than marketeers' science, and discusses implications diversity has for deepening Korean democracy.

A Study on the Reports of Korean and Chinese Newspapers on Public Diplomacy Issues (한·중 언론의 공공외교 이슈에 관한 보도 연구 - AIIB 보도를 중심으로)

  • This study analyzed the reports of Korean and Chinese newspapers on the foundation of AIIB from the viewpoint of public diplomacy. The results showed that Chinese newspapers reported the government's statements and opinions and played as a means of conforming to the purposes of public diplomacy. Chinese newspapers employed the media paradigm of Instrumentalism among three paradigms of public diplomacy, which was due to ownership structure of the press. In the case of Korean Newspapers, they adopted paradigms of culturalism and professionalism. However, they verged to culturalism in terms of lack of discourse struggle due to few in-depth reports of the effects of national economy of AIIB.

  • The purpose of this paper is to organize the issues regarding the necessary components of public design in order to provide an outlook of policy guidelines on urban design based on the concept of publicity and user participation. This paper includes an in-depth analysis of CABE in order to suggest communal notions and the values of public design that would enhance the quality of public design. Thus, it can be used as a reference when catalyzing public design regulations and policies in the future. It analyzes the design review and supportive tools for good decision-making of suggested in the CABE case in order to provide an integrated model of public design to overcome the difficulties presented by current approaches of public design. The unity of values, methods, subjects, issues, and places suggested in this paper is the key notion that emphasizes the importance of the integrated model of public design through the cooperation and communication between gents involved in public design process.

  • In the current discourse landscape where the opinions of stakeholders on game self-regulation are opposed, this study was conducted for the purpose of finding improvements by examining the effects of media reports on self-regulatory policies or perceptions. From July 2018 to June 2020, all articles reported for about two years were selected and the final 325 data were used for the study. For detailed frame analysis, the first and second frames were derived inductively. In the results of the study, it was analyzed that the in-depth understanding of the topic of self-regulation, the use of objective data, and the diversity of information sources were insufficient throughout the report.

  • After COVID-19, the number of individuals participating in delivery platforms has increased. They are using the participation of the delivery platform as a means of creating a new source of income as well as a means of sports and hobbies. This phenomenon is related to a social phenomenon called 'N-jober'. However, there are still few studies examining this phenomenon. Therefore, this study intends to examine the phenomenon of individual participation in delivery platforms and their issues. Text mining was performed on news data from January 2019, when COVID-19 started. As a result, social issues related to the increase in individual participation in delivery platforms were derived into 5 topics(Introduction to the Phenomenon, Characteristics of Participants, Participant's Income and Fees, Characteristics as a Job, Concern about Potential Risks). This study has significance in that it expanded the perspective of academic discussion on delivery platform business to individual participants.

  • 올해로 '대한민국 신진건축사대상(이하 신진건축사대상)'은 6회째를 맞이했다. 정부가 한국식 '유로판(Europan)'을 추진한다는 목적 하에 젊고 창의적 건축사를 육성하기 위한 취지로 시작된 본 시상제도는, 만 45세 이하 건축사 중 건축사사무소를 개설 신고해 본인 설계로 준공된 작품이 1개 이상 보유한 건축사만 참여할 수 있다. 정부의 취지 만큼 국제적 명성의 건축사를 성장시키는 토양과 배려가 필요한 시점이다. 사실 단순 상수상은 의미가 없다. 건축사의 설계 작품은 건설업이나 건자재 사업을 촉진 시킬 수 있는 지식 산업으로 인식이 필요한데, 정부의 적극적인 지원 정책이 요구되는 시점이다. 신진건축사 대상은 2013년 국내 건축문화와 우수 건축사에 대한 국제브랜드화를 위해 명망 높은 신진 건축사를 키우기 위해 시작됐지만, 인센티브 부족 등 당초 기대치에 못 미친다는 지적도 있다. 정부가 그동안 공을 들여온 신진건축사 육성을 위해선 사무소 직원채용 지원, 홍보, 각종 정부사업 참여로 파이를 키울 수 있는 기회를 부여하는 등 실질적인 인센티브를 부여해야 한다는 의견도 있다. <월간 건축사>가 역대 '대한민국 신진건축사대상' 대상수상자에게 시상제도 발전을 위한 제언과 대한민국 건축사로 살아가며 느끼는 다양한 건축이야기들을 들어봤다.

The Ethical Regime and Technological Citizenship in Software Oriented Society (SW(소프트웨어)중심사회의 윤리적 체제와 기술 시티즌십)

  • Digital inclusion is the ability or opportunities of individuals and groups to access and use information technology (IT). Digital inclusion strategies aims to ensure that all citizens regardless of their gender, race and class benefit from IT. Discourse of digital inclusion is notable in that it proposes a desirable relationship between the state, individuals, and the market within the shifting topology of technoscience. Throughout broad discourse analysis of media coverages, in-depth interviews and reports on Korean IT industry, this research argues that dialogues on digital inclusion have substantially influenced the formation of a specific ethical regime. In this regime, individuals should become subjects embodying IT expertise and acceptable codes of conducts. We further discuss that such government-driven ethical regime conflicts with technological citizenship practiced by IT experts and semi-experts. We make theoretical contribution to STS by expanding the concept of technological citizenship to include the rights and obligations of heterogeneous expert and semi-expert groups to form, propose and socially demand alternative developmental pathways of technoscience. We also note that, amid the conflict between ethical regime and technological citizenship, alternative interpretations of gender gap can be forged, providing competing perspectives on women's under-representation and labor conditions in the IT industry. Further research is required to capture the emergence of multiple identities--differentiated by gender, race, class, and more--within the clashing interface between the ethical regime and technological citizenship.
