A Study on the Effective Combining Technology and Credit Appraisal Information in the Innovation Financing Market (기술금융시장에서의 신뢰성있는 기술평가 정보와 신용평가 정보의 최적화 결합에 관한 연구)

  • This study investigates the components and rating system of reliable technology credit information for a technology finance donor who is a consumer of the information and aims to create an effective and optimal technology credit appraisal system to enlarge technology finance supply. Firstly, we calculate the optimal TCAR which becomes the maximum AUROC through the combination of ratio change, verify the substitution possibility between TAR and CR through the existing CR and system gap simulation, and propose a rating system by which financial institutes can utilize the TCAR as a credit rating. As a result, 70% : 30% is the most suitable as the weighted combination ratio of credit rating : technology rating. As a result of this study, we confirmed the possibility that the technical credit rating information could be substituted by the credit rating or the technology appraisal rating. Furthermore, it also suggests that sophisticated risk management is possible through using technology credit rating that are combined with credit and technology appraisal rating.

Effect of Adoption and Complementarity of Production Technology Bundles in Horticultural Greenhouse (원예시설 결합기술의 수용효과와 보완성 분석)

  • This paper analyzes the effect of adoption and complementarity of production technology bundles in horticultural greenhouse - more than 10m vinyl greenhouse ($T_1$), polyolefin film ($T_2$), winding branch ventilation ($T_3$), and more than 15 ounce lagging cover ($T_4$). The results are as follows: First, only using $T_1$, only using $T_2$, only using $T_3$, only using $T_4$, using $T_1$ and $T_3$, and using $T_1$ and $T_4$, have a higher net return. Second, when $T_3$ is used, $T_1$ and $T_2$ are complementary. Third, $T_1$ and $T_3$ are always complementary. Fourth, when $T_2$ and $T_3$ are not used, $T_1$ and $T_4$ are complementary. The results of this paper could contribute to government's technology diffusion policies and subsequent studies.

  • In line with the international community's movement to reduce greenhouse gas emission, Korea implemented FIT(Feed in Tariff) in 2002 as part of its renewable energy development project. Although the policy had shifted to full-scale RPS(Renewable Portfolio Standards) in 2012, policymakers are still seeking changes due to policy ineffectiveness. While previous studies explain sudden policy changes through external factors, recent research sheds light on internal factors in the process of policy transition. The purpose of this study is to investigate the factors that are responsible for rapidly changing policies in latecomer nations. In order to find this, we look at the case of transition from the FIT to the RPS in Korea's expansion of renewable energy policy. As a result of the research, it is confirmed that the Top-Down decision making system of Korea and the external regulatory change cause rapid policy transition. By looking at these variables, we propose useful implications for policymakers to minimize the policy failure in future policy design and evolution.

민영화정책(民營化政策)의 핵심논쟁(核心論爭)에 관한 소고(小考)

  • 현행 민영화정책이 공기업의 효율성제고를 최우선 목표로 설정한 것은 타당한 선택이었음에도 불구하고, 경제력집중 심화에 대한 우려와 주식시장의 제약 등을 이유로 민영화정책은 그 추진실적이 부진하고 향후 지속 여부가 불투명한 것이 현실이다. 본(本) 논문(論文)은 우리나라 공기업민영화를 둘러싼 논쟁의 핵심인 경제력집중(經齊力集中), 경쟁도입(競爭導入), 주식시장여건(株式市場與件) 등이 공기업민영화와 관련하여 어떻게 이해되어야 할 것이며, 바람직한 정책대응(政策對應)은 무엇인지를 논의하고 있다. 재산권이론(財産權理論)을 동원하여 주인(主人) 있는 경영(經營)의 의미를 재해석할 때, 기업지배(企業支配) 통제구조(統制構造)의 정착이 요원한 우리 현실에서 민영화가 기업효율을 제고하려면 민간대주주(民間大株主)의 지배(支配)를 인정하는 방식이 최선책(最善策)이며, 소유가 분산되고 전문경영체제(專門經營體制)를 도입하는 민영화방식은 지배구조(支配構造)의 실패가능성(失敗可能性) 때문에 차선책(次善策)이라고 평가된다. 그러나 효율성 차원의 최선책은 경제력집중이라는 국민경제적 비용을 초래하므로, 정부로서는 경제력 집중이라는 비용(費用)과 효율성이라는 편익(便益)을 조화시키는 방안을 모색할 수밖에 없다. 이 경우 정부가 고려할 보완책(補完策)으로는 감자후(減資後) 민영화(民營化)와 분할민영화(分割民營化)가 있다. 한편 자연독점의 특성이 뚜렷한 일부 네트워크사업분야를 제외하면, 민영화시 경쟁도입(競爭導入)은 기업효율성과 국민경제의 배분효율성을 제고하므로 정부로서는 당연한 선택일 것이다. 경쟁은 공기업의 인수자격규제에 있어서도 새로운 기준을 제시하는데, 민영화를 정부(政府)와 민간(民間)사이의 M&A로 이해하고 경쟁제한적(競爭制限的) 기업결합(企業結合)을 규제하는 공정거래법(公正去來法)의 정신(精神)이 인수자격규제기준이 되어야 하며, 업종전문화(業種專門化) 발상(發想)에 근거한 인수자격규제는 득보(得)다 실(失)이 클 것이다. 아직도 자생적 성장기반이 취약한 주식시장의 제약에 따라 민영화일정의 탄력적인 조정은 불가피하지만, 정부는 상장(上場)의 필요성(必要性)을 재검토하고, 매각(賣却)의 우선순위(優先順位)를 조정하며, 무엇보다도 양질(良質)의 주식(柱式) 공급(供給)이 수요(需要)를 창출하는 메커니즘을 개발해야한다. 이와 함께 본(本) 논문(論文)은 현행 추진체계(推進體系)에 내재된 민영화의 지연가능성이 심각한 문제임을 지적하였고, 대규모 공기업의 민영화가 대기업(大企業)의 새로운 전형(典型)을 창출하여 한국자본주의(韓國資本主義)의 건전한 발전을 앞당기는 역사적 기회라는 점을 강조하고 있다. 마지막으로 재벌인수가 가능한 경우와 규제되어야 할 각각의 경우에 대하여 민영화정책(民營化政策)의 '체크리스트'를 제시하고 있다.

신흥시장에서의 후발 국가 간의 추격과 추락 -중국에서의 우리나라와 중국의 굴삭기 산업 사례를 중심으로

  • 그간 다양한 제조업에서 발생한 후발국가의 '추격'에 대한 연구가 다수 이루어졌다. 특히 최근에는 추격을 위한 기회의 창 관점에서 새로운 후발국가에 의한 추격의 반복과 그에 따른 산업 시장 주도권의 이전을 논의하기 위한 '추격 사이클' 이론이 제시되어 몇몇 산업과 시장에서 발생한 주도권 이전에 관한 실증 연구가 등장하기 시작하였다. 그러나 산업 시장 주도권 이전 현상은 이미 광범위하게 일어나고 있으며, 이에 대한 논의의 심화와 이론의 발전을 위해서는 심층적인 실증 연구가 지속적으로 등장할 필요가 있다. 이에 따라 본 연구에서는 중국 굴삭기 시장에서 발생한 우리나라에서 중국으로의 주도권 이전의 원인과 그 과정을 추격 사이클 이론에서 제시한 세 가지 기회의 창, 즉 기술적 기회의 창, 수요적 기회의 창, 그리고 정책 제도적 기회의 창과 이에 대한 우리나라와 중국 굴삭기 산업의 전략적 대응 간 결합을 통해 고찰하였다. 먼저 기술적 기회의 창 관점에서는 굴삭기 아키텍처의 모듈화가 완제품 생산에 필요한 기술적 지식의 장벽을 낮추고 기술 학습 속도를 높임으로써 중국 굴삭기 산업의 추격과 시장 주도권 확보에 긍정적인 영향을 미친 것으로 나타났다. 한편 중국 정부의 수요산업(건설업) 육성 정책과 핵심 부품의 수입 관세 철폐, 공용 부품 표준화 정책과 같은 정책 제도적 기회의 창과 이에 대한 중국의 적극적 대응 또한 시장 주도권 이전에 긍정적인 영향을 미침을 확인하였다. 마지막으로 수요적 기회의 창의 관점에서는 2010년 이후 미니 소형 세분시장의 급속한 확대에 대한 중국의 전략적 대응이 산업 주도권 이전에 큰 영향을 미침을 발견하였다. 본 연구는 추격 사이클 이론에 대한 새로운 실증을 제시함으로써 향후 본 이론의 발전에 기여할 것으로 기대된다. 또한 본 연구 결과는 중국의 추격에 직면하였거나 이미 주도권을 넘겨준 우리나라의 제조업의 위기 극복 및 지속가능한 성장을 위한 전략과 정책 수립의 중요한 지침으로 널리 활용될 것으로 기대된다.

A policy study for the voice recognition technology based on elderly health care (음성인식기술의 노인간병 적용을 위한 정책연구)

  • The purpose of this study is to find out how voice recognition technology can be utilized to solve the elderly problem rapidly aging in Korea. Public support services and civilian nursing services for the elderly are expected to expand in Korea. In this case, voice recognition technology can be used variously for the elderly who are not familiar with the media interface. To this end, our researchers visited Japan and examined the achievements obtained by voice recognition technology in the elderly care. Especially, when caregivers write reports, they have greatly reduced their working hours by replacing the handwritten reports with ones using voice recognition technology. This method can be easily implemented in Korea. In addition, the social cost of the elderly support can be gradually reduced through the development of a robot equipped with voice recognition technology. Consequently, we realize that when voice recognition technology is combined with artificial intelligence programs of various emotion recognition functions and various policy possibilities as well.

Policy Tasks for bringing the Marine Healing Industry to Waterfront Spaces (해양친수공간에서 해양치유산업의 정책 과제)

  • The ocean is a unique space for exchange with the city, forming an organic relationship between people and waterfront areas. The marine healing industry improves quality of life through medical care and well-being, and creates added value by combining with the medical industry. The policy analysis results are as follows. First, the marine healing industry is the newest high-growth area. Furthermore, a professional medical service hospital is the first priority. This will include the development of marine healing facilities and strengthening forest healing connectivity, emphasizing the development of highly specialized medical technologies. The second priority is value creation in marine healing specialization, accompanied by an integrated and systematic policy for research and development of new medicines in marine healing effects. It is also important to apply new market trends and develop applied marine healing service programs. Thirdly, it is necessary to explore the possibility of a fragmented market for policy development.

Part-time Work in Netherlands: Facts and Policies (네델란드에서의 파트타임근로의 현황과 정책)

  • This paper is about the part-time work and related polices in Netherland, which increased the employment rate for the past 30 years with part-time job creation. Netherland has been successful in making part-time 'good' jobs. There were many factors which contributed to increaing part-time jobs such as market, institution, policies, and industrial relations. There was virtuous cycle between increase in the supply of female labor power and increase in the demand for part-time worker in the labor market. The policies were reinforced which protect part-time workers, introduced the incentive system which was favorable to part-time wokres, guaranteed the right to select working hours to workers. Particularly, the labor market, institutions and policies were created in the midst of the social dialogue. As the polder model has been persisted for almost 30 years, the switch to full-time work or long working-hour model would not be possible. As the poler model is a very specific model based on the Netherland's own social conditions, it is not easy to copy and transplant in other countries.

Analysis of the Firm Support Effects of the Innovation Procurement Policy Using Propensity Score Matching and Difference in Differences (성향점수매칭(PSM)-이중차분(DID) 결합모형을 이용한 혁신조달 정책의 기업지원 효과 분석)

  • The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

Effect of the New Surface Treatment Method of Zirconia on the Shear Bond Strength with Resin Cement (지르코니아의 새로운 표면처리 방법이 레진 시멘트와의 전단결합강도에 미치는 영향)

  • This study was to investigate the effect of the new surface treatment method of zirconia on the shear bond strength with resin cement. The zirconia specimens were classified according to the surface treatment. CON: non-treatment, HF: 10 minutes exposure to 9% HF, ZS15: Apply 15% ZrO2 slurry, ZS30: Apply 30% ZrO2 slurry, ZS50: Apply 50% ZrO2 slurry. The resin cement was layered on the surface treated zirconia, and the shear bond strength between the zirconia and the resin cement was measured after thermo-cycling. The statistical methods for shear bond strength were Kruskal-Wallis test, Mann-Whitney U test, and Bonferroni correction(α=.05/10=.005). ZS15, ZS30, and ZS50 groups treated with zirconia slurry showed higher shear bond strength than CON and HF groups(p<.05/10=.005). Within the limits of this study, the surface treatment using zirconia slurry increased the shear bond strength with resin cement. The new surface treatment method complements and improves the limitations of the adhesion of zirconia, so that various clinical applications of zirconia can be expected.
