A Study on the Public Service of Big Data in Ocean Information -Focusing on user requirements of government services- (해양 정보 빅데이터의 대국민 서비스 제공 방안: 정부기관 서비스의 사용자 요구 사항을 중심으로)

  • In Korea, utilizing and protecting the ocean from the sea on three sides can be considered the basis of national power. Recently, it has been distributed to IOT and 5G networks, and attempts to provide various information based on telecommunication infrastructure are continuing in the public and private sectors. In this study, an online survey was conducted with the aim of improving the services of marine information services (KOMC, safe and open seas) provided by the Government Agency for Oceanographic Research. Through an online survey, the survey was conducted on sites that are mainly used to survey people's need for marine information and to collect information. In addition, the survey was conducted on the UX, UI problems and improvements of KOMC, open and safe sea sites provided by the National Oceanographic Research Institute. The awareness and experience of marine information service by the Korea Oceanographic Research Institute were confirmed. Later, the previous steps of FGI also examined the usability of various users after allowing them to use the actual service. Here, the experience of collecting marine information from actual users was investigated, not just by looking at and evaluating the design of the service website and application. As a result, users presented a variety of opinions related to marine information services, including accessibility, reliability of information, providing media, and importance of information provided. The findings could be used as data to identify ocean-related data and ways to provide information required by users of various age groups and occupational groups.

Leisure Policies of Lee Myung-Bak Government and Directions of the Policies for the Future (이명박 정부의 여가정책 개선방향)

  • The purpose of this study was to explore leisure policies of Lee Myung-Bak government and to extract directions of the polices for the future. A report from task force team for undertaking the 17th presidency and 100 policies of the government were analyzed. As a result, three problems were extracted: lack of awareness for the needs of leisure policy; lack of policies for development of creative leisure culture and contents; none of any base project for leisure policy development. Three policy directions were extracted from the three problems: change of awareness of the leisure; building up creative leisure culture development atmosphere; making up base for leisure policy development. The time is changing steadily forward leisure life. Therefore, this government need to drive forward more advanced leisure policy than now.

Semantic Network Analysis of Government's Crisis Communication Messages during the MERS Outbreak (메르스 확산에 따른 정부의 위기 대응 메시지 언어 네트워크 분석)

  • Because of continuous outbreaks of disasters and emergencies, the importance of government crisis management has been increased. This study analyzed the Korean government's response messages during the 2015 MERS outbreak, which was an emergency issue that showed a great ripple effect. According to the three diffusion phases of MERS, the semantic network analysis of 134 press releases on the central and local governments' official web sites of MERS was conducted. The results showed that during the early stage of MERS, the central government misperceived the crisis situation, and as a result, specific and enough information was not provided promptly regarding a list of hospitals with known MERS exposure and prevention method. During MERS diffusion and decline stages, Seoul and Gyeonggi-do provided more specific and actionable messages than the central government. This study was meaningful in that it analyzed and evaluated crisis communication messages during an outbreak of the infectious disease. The findings of this study provide useful implications for government officials in their crisis management and communication strategy during emergency risk situations.

Study on Innovation Measurement of National R&D Investments for Nanotechnology Using Data Envelopment Analysis (자료포락분석을 통한 국가 나노기술 연구개발투자 결과의 혁신성 분석 연구)

  • The international trends in activities of government R&D performance measurement is evolving into evidence-based approach to support the verification of objective policy implementation. The European Commission has been implementing KETs (Key Enabling Technologies) policy that incubates nanotech based emerging technologies to support the fourth industrial revolution/revitalization of high-tech manufacturing, and resulting innovations are quantified by KETs Observatory project. The European Commission also built Innovation Radar system that monitors potentially innovative projects within FP7 and Horizon2020 by data analysis. The United States is also upgrading its Federal RePORTER system to quantitatively monitor federal R&D investments with outcomes (including nanotechnology). In the field of Korean nanotechnology, basic statistical data by analyzing NTIS (National Science & Technology Information Service) information is applied in policy field. Developing innovation measurement methodology beyond basic statistical analysis is an international policy issue, and a long-term R&D investment area of a government. The objective of this model study is to quantify the innovation potential of nano R&D investments conducted by Korea government, using input-output based efficiency measurement model and NTIS (National Science & Technology Information Service) that is comprehensive data portal for national R&D investments/outcomes including nanotechnology.

A Study of Success Factors and Profitability of the E-village Shopping Mall Supported by the Korean Government (정부주도의 농촌 정보화마을 전자상거래 모델의 성공요인과 수익성에 대한 연구)

  • In this research, we analyzed the performance of the e-village shopping mall as an online agricultural business platform. The results suggested some critical factors that might assist the e-village owners to increase their sales by implementing the e-village information systems. We hypothesized that IT education, IT usage, online community activity, and organizational knowledge sharing influenced the e-village sales. Moreover, we investigated the moderating effect of rural experience tourism on those independent variables (IT education, IT usage, online community activity, and organizational knowledge sharing). The results indicated that online community activity had a positive effect on the online business sales, while IT education, IT usage, and organizational knowledge sharing showed insignificant effects. Furthermore, the interaction effects between rural experience tourism and both IT education and the IT usage were positive and significant. Thus, we conclude that the rural experience tourism moderated the relationship between (1) IT education and e-village sales, and (2) IT usage and e-village sales, but not the relationship between (1) online community activity and e-village sales, and (2) organizational knowledge sharing and e-village sales.

Analysis of the Information in the COVID-19 Emergency Alert : Focusing on Essential Information Factors and Privacy Invasion Information Factors (코로나19 안전안내문자 정보 속성 분석 : 필수 정보 요인과 프라이버시 침해 정보 요인을 중심으로)

  • In the context of the global pandemic caused by COVID-19, emergency alert text messages can violate the privacy of confirmed corona positive cases. This study used conjoint analysis to identify the essential information factors and the privacy invasion information factors of local government initiated safety notices. As a result of this study, we found eight essential information factors, including all routes of the confirmed case and ten privacy invasion factors of safety notices. In addition, we found that there is a similarity between the combinations of information perceived to be the most essential and perceived as the most significant privacy invasion; both combinations include the confirmed case's personal and route information. This study ultimately tried to suggest a way to lower the concern about privacy invasion of the confirmed cases without damaging the emergency alert text messages' essential information. We expect that this study will provide researchers and policymakers interested in disaster communication with valuable theoretical and practical implications.

Quality Control of Web Information Service: the case of government web site (정보서비스 평가연구: 국내 행정부처 Web 정보사례)

  • Evaluating information quality of government Web service, applying quality measurement methods for web - database was conducted. This approach intended to control the quality of information service by indicating the problems and weak points in terms of retrieval, use of easiness, and user support, and by suggesting the guidelines for improvement. There were two main results to most of the investigation. The first one indicated that web information service of eighty-two percent of domestic government sites was not good enough (less than middle score). and only eight percent of them got higher score than middle point. The second result was that user support aspect was the worst part that we need to consider future course of action for service improvement. More specific guidelines were summarized at the discussion section.

A Web Service System for Sharing Business Information Among NGOs (NGO 사업 정보 공유를 위한 웹서비스 시스템)

  • 정보통신 기술은 같은 목표를 가진 사람들의 협조를 증진 시킬 수 있는 신속하며 정확한 의사소통수단을 제공해 주고 있다. 작은 정부인 NGO 역시 정보통신 기술의 발달로 많은 사람들의 참여가 이루어졌지만 NGO 간의 정보 공유는 미흡하다. 이러한 시점에서 NGO들이 서로간의 사업 정보를 쉽게 공유하고 협업할 수 있는 웹서비스 시스템인 Smart NGO 시스템을 제안한다. Smart NGO는 현재 대부분의 NGO들이 홈페이지에 등록하는 정보를 활용하여 정보를 교류할 수 있도록 하였으며 Smart Tool이라는 새로운 플랫폼을 이용해 NGO가 쉽게 자신의 사업 정보를 등록 할 수 있도록 하였다. 또 이러한 정보들을 Smart Viewer를 통해 NGO나 일반인이 공유할 수 있도록 하여 다양한 사람들이 NGO의 활동에 협조하도록 하였다. 본 논문은 이러한 Smart NGO 시스템의 구조 및 구현을 보인다.

Applying Action Research on Improving Navigability for the Website of Korean Ministry of Health and Welfare: Gaze Analysis (보건복지부 웹사이트의 항행성 개선에 관한 실행 연구법 적용: 시선 분석을 중심으로)

  • Website usability has been considered as a critical success factor for e-business. It has been widely acknowledged that website design with high level of usability results in positive outcomes including the increased number of visitors and vigorous user activities. Navigation which is an action for accessing and finding information is closely related with web usability when user access website providing information. The purpose of this study is to obtain design insights for improving website navigability of Korean Ministry of Health and Welfare (MHW). Action research and gaze analysis methods were applied, and we found design issues with regard to navigability in MHW website and the way how to improve. The lessons and implementation experiences will be beneficial in stimulating further theoretical work from researchers in the area of web usability. We also expect our study provide significant insights for design practitioners.

Institutional Constraints and Actors' Choice in Government Examination System (정부 회계검사 제도의 제도적 제약과 행위자의 선택)

  • This study aims to analyze why South Korea has not used audit system but examination system and suggest policy reform for the system on the institutional context perspective. Institutional context is structured down to institutional legacy, motives, institutional constraints, actors' roles, and changed institution. I researched the literature on the subject and collected research materials from the Department of the Treasury and Audit Office website of New Zealand, Australia, United Kingdom, United States and South Korea. These were analyzed using for suggesting realistic and effective policy. Analysis showed that South Korea has used examination system due to institutional constraints and tried to increase reliability of financial statements by enlarging the meaning of examination, strengthening the ability of the Board of Audit and Inspection, enacting government examination standards, and making a comprehensive public announcement. Comparing with other countries where government audit systems are applied, there are still some vulnerable points in South Korea. In order to make up for the shortcomings, this study suggests several points: strengthening the ability of actors; systemizing internal control; expressing opinion; making a more comprehensive public announcement. It would be desirable for making further detailed studies of the points.
