In recent years, the efforts for standards of Web contents accessibility and the improvements of Web accessibility are expanded in the government, enterprises, and public institutions. In this paper, we examine the Korean Web contents accessibility guidelines, and propose the evaluation scheme for the education homepage by the Web accessibility guidelines using KADO-WAH program which is the evaluation tool for Web accessibility. Also, we propose the improvement scheme for education homepage by modifying the error and warning clauses directed in which are appeared in the evaluation report. And, we evaluate the various education homepages using KADO-WAH, and analyze the comparisons for the Web accessibility guidelines among the education homepages.

최근 인터넷 웹 콘텐츠의 접근성에 대한 표준화의 준수와 웹 접근성 향상을 위한 노력이 정부와 공공기관 그리고 기업까지 확산되고 있다. 이 논문에서는 한국형 인터넷 웹 접근성 지침에 대하여 살펴보고, 웹 접근성 평가도구인 KADO-WAH 프로그램을 다운 받아서 프로그램을 활용하고 일선 학교에서 적용할 수 있는 방안을 제시한다. 또한, 웹 접근성 평가 도구를 활용하여 교육 관련 홈페이지를 웹 콘텐츠 접근성 지침에 따라서 평가하는 방안을 제시한다. 평가 결과에 따라 나타나는 검사 항목 통계 보고서를 토대로 웹 접근성 준수 여부를 분석한다. 마지막으로, 평가 결과 나타난 오류와 경고 항목을 평가보고서에서 요구하는 방향으로 수정하여 교육용 홈페이지의 웹 접근성을 향상시키는 방안을 제안한다.

1999년 이후 농업인 홈페이지 지원사업 실시 이래 2008년까지 농업인이 운영하는 홈페이지는 전국적으로 1만개소에 달하고 있다. 전자상거래를 성공적으로 운영하고 있는 농업인들의 경우 고객관리에 대한 중요성 인식도가 높고, 이를 관리하기 위한 다양한 프로모션을 전개하고 있다. 이번 연구에서는 농촌진흥청에서 진행하고 있는 농업인 전자상거래 사업에 참여하고 있는 농업인을 대상으로 하여 이들의 고객관리에 대한 필요성 인식정도, 고객확보를 위한 활동, 고객관리의 방법, 고객관리의 유형과 기준, 확보된 고객의 관리를 위한 활동 등을 조사하였다. 농업인들은 전자상거래를 수행하면서, 고객과 직접 접하게 되고, 상품의 판매과정에서 고객관리의 필요성을 높게 인식하고 있으며, 블로그 개설 등 온라인 활동으로 폭을 넓혀가고 있음을 확인할 수 있었다. 하지만, 상당수의 농업인들이 고객관리의 필요성 인식에 비해 이를 실천할 구체적 활동방식과 실행 방법에 대해 구체적이지 못하기 때문에, 정부의 시스템 지원과 교육사업에 있어서 새로운 접근이 필요함을 보여주고 있다.

US GAO(US Government Accountability Office : 미국 회계감사원)는 US정부의 예산을 통합하여 관리하는 임무를 맡고 있다. 하지만 동시에 미국 내$\cdot$외의 정부정책과 활동에 관련된 정책분석, 프로그램 평가, 법적 선택 및 결정에 대한 감사역할도 하고 있다. GAO의 역할은 연방정부가 전세계에서 하고 있는, 건강보험부터 자국 안보까지의 모든 일을 포괄하고 있다. 이러한 GAO는 정부와 국회 증언에 사용될 GAO리포트를 매일 발간해 인터넷에 게시하고 있다. 지난해 12월 GAO는 미국 상원 예산위원회에 제출할 ''파트너쉽계약과 에너지절약수행계약에서의 예산과 문제점의 고찰(Partnership and Energy Savings Performance Contracts Raise Budjecting and Monioring Concerns)''이란 제목의 리포트를 발간했다. ESCO독자들에게 그 내용을 사례위주로 게재한다. 이 리포트의 전문은 미국 GAO홈페이지(www.gao.gov)에서 볼 수 있다.

It was investigated to develop the contents for the local government for the purpose of providing various and correct information. Especially it was focused to take advantage of spatial information techniques, GIS(Geographic Information Systems) and RS(Remote Sensing). The research site for this study was Muan-gun located at the south-western part of Korea, and this site has very high opportunities to became the central point for the economical and tourist industry. The regional information contents for Muan-gun was developed and composed of three elements, internet related, geographic information related and satellite imagery related elements These contents will make a contribution for the local government to present the regional information effectively and efficiently.

기획재정부가 2010년 하반기부터 달라지는 정부 부처의 제도와 법규사항을 정리해 '2010년 하반기부터 이렇게 달라집니다'를 발간했다. 이 책자는 28개 행정기관의 변경되는 제도 및 법규 300 여건을 정리하고 도표화했다. 서민 생활에 밀접한 내용으로는 일단 다자녀 가구 자동차 취득세 등록세 면제가 있다. 3명 이상 다자녀 가구의 경우 취득한 자동차 1대에 대한 취득세(2%) 및 등록세(5%) 감면 폭이 50%에서 100%로 확대됐다. 이 내용은 기획재정부 홈페이지(www.mosf.go.kr)에서 확인 가능하다.

건설공사의 공사비를 산출하기 위해서는 공사에 필요한 노무 자재 및 장비의 정확한 투입량을 알아야 한다. 이를 위해 정부는 1970년부터 표준품셈을 제정하여 현재까지 공공기관에서 시행하는 건설공사의 예정가격 산출에 활용하고 있다. 표준품셈은 한국건설기술연구원에서 제 개정 희망항목 조사와 현장실사, 심의위원회를 거쳐 국토부에서 매년 상 하반기에 제 개정 내용을 공포하고 있다. 이번 호에는 회원사들이 궁금해 하는 표준품셈 제 개정과정에 대해 알아본다. 매년 개정된 기계설비 표준품셈은 대한기계설비건설협회에서 인쇄하여 회원사에게 배포하고 있으며, 협회 홈페이지(ww.kmcca.or.kr${\rightarrow}$자료실${\rightarrow}$각종기준표${\rightarrow}$표준품셈/일위대가표)에서 다운받을 수 있다.

The world has rapidly become culturally diverse, and Korea has gradually grown into a multicultural society, mainly due to marriage immigrants and foreign laborers, whose number exceeds over one million nationally. Their adjustment and acculturation in Korea, however, dose'nt seem painless and untroubled, and public libraries are in duty to provide multicultural service for these population. Providing useful services on the homepage makes it possible for users to find the information they need without having to visit the actual library. A more detailed research will be conducted by examining the multicultural services provided by the public libraries in Australia, Canada, the United States, and Japan, the leading multicultural societies. The further examination will be conducted on these libraries in terms of four aspects, that is, information, literacy, education, and culture, as declared by Public Library Menifesto. In Korea, translation and interpretation services, homework help, child literacy are necessary services at the public library, Management of independent multicultural site, shared services between Regional Central Library and Community Public Library, cooperation with libraries, government and organization will be helpful to multicultural library services.

As the number of public institution web sites and civil services based on electronic government has increased from the past until now, there is an increasing demand for security of the overall electronic civil services such as possibility for forgery and falsification of electronic documents. Existing studies proposed security threats and response methods on an electronic government service (G4C) from the perspective of service provider. In this study, the scope of analysis was expanded to analyze security technology used for each service type on 289 web sites providing civil services and to present response methods on security threats. The aim of this paper is to discuss practical responses to civil services and core problems of civil services in electronic government that need to be resolved.
