창업활성화와 중소기업의 안정적인 성장을 유도하기 위해 다양한 지원 정책이 추진되고 있다. 정부에서는 조세 금융의 직접적인 방법과 지원 사업을 통한 간접적인 방법으로 효과적인 지원을 위해 노력하고 있다. 그러나 정부의 창업정책에 대한 견해는 여전히 팽팽하다. 지원의 필요성에 대해서는 공감하고 있으나. 지원 방식과 지원사업의 실효성에 대해 논의가 이어지고 있다. 이에 따라 본 연구에서는 정부 창업지원 사업에 대한 중요도와 만족도를 평가하고자 한다. 이를 위해 정부 창업지원 사업을 경험한 ICT 창업 기업을 대상으로 설문을 수행하였으며, 이 중 128개를 대상으로 GAP 분석 및 ISA 분석을 진행하였다. 이를 통해 실제 지원 사업을 체감한 기업의 의견을 반영하여 현실성 있는 보완책을 제언하고자 한다. 본 연구 결과를 바탕으로 정부 창업지원 사업에 대한 개선 방안을 제언하여, 정부 창업지원사업의 질적 수준을 개선하는 데 기여하고자 한다.

The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. This study aims to confirm the effect of government support on the capability of socially disadvantaged enterprises (SDBs) and to explain the opportunistic behavior of SDBs to acquire more external resources such as government support. By dividing government support into policies and procedures, the difference in influence on corporate ability is analyzed by clarifying government support, and the impact of corporate capability on opportunistic behavior is analyzed using the structural equation (SEM) to provide government support The purpose of this study is to present the policy direction, the necessity of procedural development of government support, and the preceding factors to avoid opportunistic behavior. As a result of analyzing 261 questionnaires targeting SDB executives and employees, the relationship between government support policy and corporate ability was rejected. It was found that the government support procedure had a positive (+) effect on corporate ability, and that corporate ability had a negative (-) effect on opportunistic behavior. The implication is that, among the two components of government support, only the government support procedure was found to be significant. There should be publicity and in-depth consideration of government support policies.

디지털콘텐츠 산업에 있어 2004년 갑신년은 어떤 한 해가 될 것인가? 우선 외부적인 요인만 살펴볼 때 올해는 국내 디지털콘텐츠 업계에 새로운 기회의 한 해가 될 수 있을 것으로 보인다. 여전히 경기는 어렵고, 경쟁도 치열하지만 적어도 정부 지원만큼은 전년에 비해 더욱 늘어날 전망이기 때문이다. 하지만 정부의 지원이 어떤 방식으로 이뤄지는지, 이를받기 위해서는 어떻게 해야 하는지 등은 알기가 쉽지 않다. 이 글에서는 벤처기업을 위한 정부의 투자에는 어떠한 것이있고, 기준은 어떻게 되는지에 대해 개략적으로 살펴보고, 다음 호에서는 정부의 지원을 어떻게 받을 것인가에 대해 게재하겠다.

Startups play an important role in economic growth and job creation in niche markets, thus governments regularly expand their research and development(R&D) budgets accordingly. As stratups are more dependent on governments to compensate for insufficient resources and capabilities than large and medium-sized companies, trust in government policies will be important. In this study, we analyzed the impact of startups' trust in government R&D policies on innovation performance. There were three major results. The first result is that government R&D investments in startups increase innovation performance in the manufacturing and high-technology industries but did not affect other industries. The second result is that trust in government R&D policies increased innovation in high-and medium-high technology and manufacturing industries. The third result is that trust in government R&D policies affects innovation before, during, and after evaluation of support process. We analyzed the importance of trust to the effectiveness of government R&D support to determine how to effectively provide it. The results show that governments need to differentiate the types of R&D support they provide according to the target firm's technology level and whether they are a manufacturing company and that appropriate R&D support mechanism should be developed for low-technology and non-manufacturing companies. Finally, governments should allocate resources and make fair and transparent decisions to help companies grow, not to better supervise them.

본 연구의 목적은 정부의 R&D 지원사업에 참여하는 유형별 중소기업들의 R&D참여 요인에 관한 연구이다. 각 정부부처별 R&D 지원사업이 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별, 다양한 형태로 운영되고 있으며, 각 기업에 보조금, 지원금 및 마케팅, 기획, 교육등의 다양한 지원이 이루어지고 있고 각 기업들 또한 이에 참여하게 된다. 따라서 본 연구는 이와 같은 정부 R&D지원사업의 참여요인 즉, 다양한 유형의 중소기업이 정부 R&D과제 참여에 긍정적인 영향을 미치는 지에 대한 가설을 검증한다. 또한 기술적 성과인 R&D 참여강화와 기술역량 강화에 영향을 미치는지에 대한 가설을 검증한다. 이 분석결과를 통한 연구결과, 중소기업의 연구개발투자에 영향을 미치는 요인중 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별등 기업유형에 따라 정(+)의 영향을 미치고 있다는 결과를 바탕으로 정부지원사업에 참여하는 유형별 중소기업들의 전략적 R&D참여를 위한 방향설정에 도움이 될 것이다.

정부는 중소기업의 정보화를 촉진시키기 위하여 지난 수년간 여러 종류의 정책자금을 지원하였다. 정부가 지원하는 정보화 지원 자금의 성격은 대부분 무상 지원으로 중소기업에게는 좋은 기회가 되어 왔다. 또한 정부는 지원하는 정책의 결과에 대한 성과도 관리하고자 노력하고 있다. 본 연구는 정부가 그동안 지원한 정보화정책에 대한 평가를 어떠한 단계로 하는 것이 타당한지 실증적 연구를 하였다. 실증 연구는 상관분석을 실시하였으며 측정에 활용한 요인 간의 상관관계 결과는 유의한 것으로 나타났다. 정보화지원 정책을 통한 성과평가 시점에 대한 결과는 조직 전략 분야의 평가가 Step3(장기적), 내부 운영 분야의 평가는 Step2(중기적), 지원과정의 평가는 Step1(단기적)의 평가 단계로 나타났다.

Various types of government R&D support are available for activating businesses by small and medium sized enterprises (SMEs). However, most existing studies on this topic are focused only on the financial aspect. Interest in non-financial R&D support from the government has recently grown due to the limited provision of government financial support. In this study, government R&D support for SMEs was categorized into financial and non-financial strategies. Performance in terms of technological innovation by type was also analyzed. Furthermore, as R&D performance could vary according to the characteristics of the firms, the study classified performance variables into technological development possibility, technology intensity and technology uniqueness. The relationship between the types of support and the characteristics of the performance was also examined. Based on the results, it was found that government R&D support positively influences the SMEs' technological performance. However, the level of financial support does not significantly influence the technological uniqueness. As such, it is expected that effects from the increase in quantity of government R&D support are limited.

우리나라는 R&D투자 정책을 적극적으로 추진한 결과 과학기술 발전을 통한 경제성장을 이룩하여 왔고, 세계 선진 각국에서도 과학기술을 중요한 국가 아젠다로 삼으면서 신기술 개발이나 사회문제 해결을 위한 해결책으로 과학기술 정책을 적극적으로 펼치면서 R&D에 대한 적극적인 투자를 시행하고 있다. 우리나라의 경우도 2014년 기준으로 정부의 R&D투자 예산은 17조 7천억원의 거대한 규모로 확대되고 있으며, 각각의 연구주체들에 의해 수행되어진 결과로 나오는 다양한 종류의 연구성과에 대한 성과관리의 중요성은 점점 더해가고 있는 실정이다. 한편, 연구개발 투자에 대한 성과의 효율성이라는 측면에 있어서 염려의 목소리도 만만치 않은 실정이다. 이는 연구성과를 창출하기 위한 프로세스, 즉 연구기획, 선정, 수행관리, 결과평가, 사후관리 및 사업화 등의 과정들을 철저하고 효율적으로 관리하여야 한다는 측면에서 접근할 수도 있겠으나, 중소기업을 지원하는 정부의 R&D 지원형태에 있어서는 정부의 지원방식에 따라, 즉 출연(국가 등이 반대급부 없이 예산이나 기금에서 지원하는 방식)지원이나 융자지원(일정한 금리와 상환기간을 정해놓고 지원하는 방식)에 따라 도출되는 성과의 차이가 있을 수 있다는 점에 착안하여 그 두가지 지원방식에 따른 성과에 있어서의 차이점을 비교해 보고, 그 결과에 따라 정부가 중소기업을 대상으로 지원하는 방식에 대한 방향성을 제시해 보고자 한다.

The purpose of this study is to analyze how Korean Arts and Culture Education of School Policy Contents from the Kim Dae-jung government to Lee Myung-bak government are changed. The sequence will be examined by analyzing the Arts and Culture Education of School of Kim Dae-jung government to Lee Myung-bak government. Above all, the Arts and Culture Education of School Business and Policy Contents will be mainly studied. First of all, this study will be deal with two forms that present sequence analyze methode of each government Arts and Culture Education of School Policies. The criterion of the analysis of the sequence are repetition, difference, emphasis, development, and expansion. This study is analysed on the each government policy contents of the books published by Ministry of Culture, Sports and Tourism(MCST), Korea Arts and Culture Education Service, Korea Culture and Tourism Institute, particularly the Culture Policy white paper from 2001 to 2009, 2006 Arts and Culture Education Policy white paper.
