A Study on Analysis Model of E-government Business Regulation Using Delphi and AHP Method. (델파이와 AHP 기법을 활용한 전자정부사업 규제의 적정성 분석모델에 관한 연구)

  • The purpose of this study is to prevent enactment of regulations on the basis of fragmented claims by stakeholders about e-government business regulations, and to rather decide whether to introduce regulation by quantitative methods based on cost-benefit analysis. To this end, a quantitative regulatory analysis model is to be prepared based on the policy objectives to be pursued when preparing e-government regulations. First, for regulating e-government business, the policy objectives to be pursued were derived large and small categories by applying the Delphi technique. The importance of each policy objective item was then set by applying the AHP technique. Also, based on this analysis model, the appropriateness of the existing e-government regulations was analyzed. As a result of the analysis, many of the regulations partly met the objectives discussed at the time of enactment, but negative effects were also observed in terms of overall efficiency and consumer benefits.

  • This study has focused on analyzing the changes of increasing sales and potential growth by different scales of support with funds through effect analysis on governmental policy loan. It provided significant findings for the further governmental policy loan since it conducted the performance analysis of different business respectively, which included business with the governmental policy loan and ones without any loan.

  • MIS는 1970년대부터 국내기업에 도입되어 초기에는 단순한 데이타 처리용(TPS:Transaction Process System)으로 수립, 실행, 평가하는데 없어서는 안 될 요인이 되었다. 그러한 반면에 정부의 정보시스템 (IS:Information System)의 도입은 매우 저조한 수준에 머무르고 있다. 정부는 이익집단이 아니라는 이유 때문에 정부업무의 효율성을 위한 정보시스템 도입 방안-기자재의 도입, 새로운 시스템 구축, 우수한 인력의 도입-이 번번히 좌절되고 있다. 아울러 정부의 최고 의사결정자인 각료층의 잦은 교체도 IS 도입의 걸림돌이 되고 있다. 그러나 정부는 기업전체를 포함하여 국민을 전체 고객으로 상대하는 기관이라는 점에서 비록 이익집단은 아니더라도 전폭적인 투자가 필요하다. 가장 시급한 것은 각 부처의 정보를 종합한 통합된 데이타베이스의 구축이다. 이 중앙 데이타베이스에 의해서 정부는 보다 일관성 있고 신속하며 신뢰성 있는 정책을 결정하고 수행할 수 있을 것이다. 본 논문에서는 정부를 포함한 공공기관에 있어서 정보시스템 도입의 필요성에 대해서 분석해 보았다. 또 이를 토대로 정부 각 부처에 분산되어 있는 정보를 수집하여 통합된 데이타베이스를 구축하는데 필요한 개발모델을 세워보았다. 아울러 이러한 통합시스템의 파급효과 및 운용방법도 예측, 분석해 보았다.

Post Catch-up Innovation and Integrated Innovation Policy (탈(脫)추격형 혁신과 통합적 혁신정책)

  • This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

The Impact of Government Funds in Venture Capital on Investment in Early-Stage Firms: An Evidence from Korean Venture Capital (벤처캐피탈에 대한 정부출자금의 초기단계기업 투자에 대한 영향: 한국의 벤처캐피탈에 관한 실증연구)

  • This study examines the impact of government funds to venture capital on investment in early-stage firms. We provide novel explanations about this relationship focusing on mechanisms by which government funds influence the perceived uncertainty, decision about investment priority, scale economy of investment, information asymmetry in investment decision, and capital expense. We argue that venture capital's investment in early-stage firms increases as government funds increase and as government funds are explicitly directed for early-stage firms. However, we further claim that the impact of government funds on early-stage investment will be decreasing as their size increases and finally be reverted to negative impact beyond a certain amount of funds to show inverse-U relationship. Our empirical examination using data from 105 Korean venture firms active as of 2013 consistently supports the claims. This study contributes to the venture capital literature by providing novel arguments about mechanisms and effects of policy intervention in venture capital. In practice, we expect our results will provide an opportunity for relevant policy makers to review their venture support policy based on empirical evidences for policy effects.

  • This article empirically explore the effects of a training subsidies of corporate training investment and productivity improvement using enterprise data. I find that large sized enterprises don't have clear positive effects, but small&medium sized enterprises have, And the more enterprises have corporate training investment, the more positive effects of training subsidies decrease. So large sized enterprises with a relatively high level of corporate training investment have the restricted effect of training subsidies compare to small&medium sized enterprises.

  • This study examines the impact of political connections of Chinese listed firms on CSR(Corporate Social Responsibilities) activities. Firms recognize the political connections as 'non-market strategy' and actively utilize various benefits obtained through them for management activities. In order to utilize these political connections, there is a need for firms to implicitly perform the government's social policy obligations in return for their benefits. In particular, CSR activities in China are one of the government-led social policies unlike in the West, and the government wants firms to solve social problems through active CSR activities. In this background, this study empirically verifies whether firms with political connections are actively carrying out CSR activities required by the government from 2013 to 2019. As a result, Chinese listed firms with political connections have a positive effect on CSR activities. Especially, those with political connections with central government carry out both government benefits and social policy obligations.

  • Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

예비창업자의 농업관련산업 창업의지에 미치는 영향

  • 현재 우리나라 농업은 인구의 고령화, 농촌인구의 도시 유출, 기후온난화 등의 영향으로 많은 어려움을 겪고 있다. 이에 정부에서는 각종 지원정책을 통해 농업관련산업을 지원하고 있으나 뚜렷한 효과를 보지 못하고 있으며 농업으로의 창업에서도 성과를 내지 못하고 있다. 정부에서는 농업관련 기관을 통해 농업관련산업 내 창업에 대한 지원사업을 확대하고 있으며 다양한 컨텐츠를 접목시켜 양을 늘리고 질적인 성장을 꾀하고 있다. 농업관련산업 창업에 대한 검토와 함께 차별화된 정책이 필요하며, ICT와 소프트 웨어 중심의 창업지원 정책에서 새로운 성장 컨텐츠를 더하는 변화가 요구된다고 하였다. 따라서 4차 산업혁명 시대를 맞아 다양한 기술들이 농업관련산업에 접목되고 있으며 예비창업자들의 대부분이 큰 기대와 함께 창업을 할 것으로 기대된다. 본 연구에서는 농업관련산업의 관심이 있는 예비창업자를 대상으로 창업의지에 미치는 영향을 분석하고자 한다. 여러 가지 영향중에 내적개인특성, 창업지원, 외부환경특성 등의 창업의지에 미치는 영향을 살펴봄으로써 향후 농업관련산업 내 예비창업자들에게 도움이 되고 관련 기관이 지원정책을 수립합에 있어 도움이 될것으로 기대한다.

The impacts of government research funds on technology transfers from universities: A longitudinal study on Korean universities (정부지원 연구비의 대학 기술이전 수입료에 대한 영향에 관한 연구: 잠재성장곡선모형을 이용한 종단 연구)

  • The government has implemented policies to increase university technology commercialization while supporting university research over time. This paper adopts the neo-institutional theory and examines the effect of change in the government research funds that universities have received overtime on the change in their technology commercialization performance. It also investigates a location (Seoul metro or others) effect on the relationships. Using latent growth curve modeling (LGM), which is widely used for time-varying analysis, this study longitudinally analyzes 138 universities in South Korea over the past nine years from 2009 to 2017. The results indicate that the growth in the annual government research funds that universities attain affects the growth in the economic value of technology transfers. In addition, the relationship is stronger for universities in Seoul metropolitan areas than those in other areas. The relationships are intact with one-year lagging effects. The findings help understand the effectiveness of government R&D policies for promoting technology commercialization.
