Research on Ways to Promote Community Care for People with Developmental Disability (발달장애인의 커뮤니티 케어 실현방안에 대한 연구)

  • The purpose of this study was to present ways and tasks for the successful settlement of community care that the korea government recently aimed to convert the care system of the vulnerable from the center of institutional care to the community-based care system. As a research method, we tried to find out the community care policies for foreign developmental disabilities and explore major issues and problems in the process. As a result of the study, de-institutionalization and maintenance and enactment of laws related to community-based care systems, the division of subjects and tasks in policy implementation, and above all, it is necessary to specify necessary financial estimation, procurement plan, and budget securing method. In addition, sincere deliberation on the form of living space for people with developmental disabilities after de-institution and clarification of the subjectivity of using the services provided Establish reliable statistics on the characteristics and degree of disability of people with developmental disabilities, worry about human rights violation factors that can occur in community residential facilities that will be provided after de-facility, and create consensus in the community was also analyzed as an important factor. I think it is a key factor to secure the success of the community care policy by carrying out the above multiple tasks simultaneously.

The Localness and Socio-Economic Foundation of Local Social Enterprises : The Case of Gyeongnam Province in South Korea (지역자원 활용형 사회적기업의 지역연계성과 존립기반 - 경남지역을 사례로 -)

  • Social enterprise is defined as a sort of companies that pursue both publicity and profitability. It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.

Study on the Perception Gap between Technology Based Entrepreneurs and Startup Facilitators about Success Factors for Startup (기술 창업자와 창업 조력자 간 창업 성공요인의 인식차이에 관한 연구)

  • All countries of the world are promoting the creative economy policy to overcome the global economic crisis. Korean government enforces the creative economy policy for the economic growth and job creation. Especially, Technology based startup is actively supported to realize the creative economy. To maximize the efficiency of supporting start-ups, we have to analyze a perception gap of the startup success factors between technology based entrepreneur and startup facilitator. Through the analysis, the supporting policy of startup utilized efficiently the limited resources is necessary. So, the purpose of this study is analysis the difference of the startup success factors which technology based entrepreneur and startup facilitator recognize. To analysis, the start-up success factors derived from previous studies were categorized them as 1) characteristics of the founder, 2) start-up strategy, 3) characteristics of the organization, and 4) start-up environment. Also, The CEO of technology based start-ups and the researcher in national research institute to support SMEs were surveyed. Then, Survey was analyzed by utilizing the ANP methodology to priority derivation of start-up success factors. Result of analysis, Technology Based Entrepreneur was determined that 'composition and expertise of organization' is most important factor for success of startup. On the other hand, Startup facilitator was determined that 'financing strategy of organization' is most important factor for success of startup. Both groups are recognized as important strategy. And start-up environment is recognized as a relatively unimportant. On the other hand, the importance which two groups evaluate about characteristics of entrepreneur and characteristics of organization was different. This study has a academic significance to analyze the priority of the startup success factors between technology based entrepreneur and startup facilitator. Also, It can be utilized practical guideline when policy making about technology based startup.

Case Study on the Leadership Shifts in Smart Phone Industry: Rise of China and Falling Behind of Korea (스마트폰 산업에서의 주도권 이전: 중국의 부상과 우리나라의 쇠퇴에 관한 사례 연구)

  • Since mid and late 2000s, the smartphones has been widely diffused and Korea ranked first in global smartphone market in 2011 thanks to its rapid adoption of Android operating system, technology capability accumulated in featurephone development, vertical integration on smartphone production and premium positioning. However, Korea fell behind because of the rise of another latecomer, China, in four years (2015) after it recorded the top position globally. How did the leadership change occurred in the smartphone industry so rapidly? In order to answer the question, we investigated three favorable windows of opportunity for the rise of China, which are technological, demand, and institutional, and the strategic responses of Chinese firms as well as the rigidity and complacency with the past success of Korean firms. Our findings contribute to the extension of 'catch-up cycle' theory as well as provide in-depth insights for strategies and policies settings to overcome the recent rise of China in information and communication technology sector for Korea.

  • Owing to the increase in large and complex construction projects, the design paradigm of architecture and civil engineering projects has changed from 2D CAD to 3D CAD. For this reason, to meet the strong requirements of project contractors, various efforts have been made to adopt a Building Information Modeling (BIM) technology for effective construction management. On the other hand, compared to architectural projects, only a few civil engineering project cases have been conducted in the perspective of public contractors. This is because the characteristics of civil project contractors and the negative pursuit of adopting BIM technology due to the lack of a current BIM system and technologies. Recently, positive changes in adopting BIM technology for public projects were anticipated by public owners, such as the Public Procurement Service and the Ministry of Land, Infrastructure and Transport. In this regard, this study analyzed the current BIM technology status of public owners in Korea to adopt the BIM policies and guidelines of the Korean government. Strategies for adopting BIM technologies for Korean public owners are also discussed based on an analysis of civil engineering BIM project cases.

  • International Exposition Yeosu Korea 2012 was held from May 12th 2012 to August 12th 2012 in New Port area of Yeosu-city, Jeollanam-do, Korea. 105 Nations and 10 international organizations participated in this mega event, and the total number of visitors amounts to 8.2 million. This study appraises the effectiveness of preparation for Yeosu Exposition. The main focus of this study is not on criticizing the problems that occurred in the transport measures. Instead, it looks at the current aspects of establishment and execution process and suggests how they can be applied differently in future transport management for international mega events held in Korea. The suggestions of this study are as follows. First, when establishing transport management plans for international mega events, the geographical features and trip resistance of the venue must be taken into consideration. Second, tasks should be distributed distinctly between the central government and the local government in order to prevent any dissension or inefficiency. Third, transport management needs to be consistent and transport guidance should be efficient in an effort to minimize visitor inconvenience. Last, transport management must be regarded as objective and rational from the outside view and the budget should follow timely based on this account.

A Study on Influence of Entrepreneur Behavior Characteristics on Business Performance According to the Entrepreneurial Support System (창업지원제도가 1인창업자의 행동특성에 따라 창업기업 경영성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to find out how the support system of the government and the local governments for enhancing the success rate of the startup firms affected the performance of the enterprises according to the behavior characteristics of the founders. It is divided entrepreneurial support system into entrepreneurial policy support such as entrepreneurial education, mentoring and consulting, and funding of startup support such as policy fund and R & D fund, distinguished the behavior of founder into behaviors for discovery of entrepreneurial opportunities and behaviors for exploiting entrepreneurial opportunities. In order to analyze whether it affects the corporate management performance, a research model was created based on the previous research and hypotheses were set up, and the hypotheses were verified based on this questionnaire. The results of this study are as follows: First, it is found that the support for entrepreneurial policy has a positive effect on the behavior characteristics of entrepreneur. Second, it is found that the startup support such as policy fund affects the behavioral characteristics for finding the opportunity of the founder, but it does not affect the behavioral characteristics for the opportunity exploit. Third, it was found that the behavior characteristics of entrepreneur founding opportunity and exploition of entrepreneurial opportunity influenced the performance of the company. According to the this study, the following conclusion were obtained, First, it is necessary to apply different policies according to the stage of growth of startup companies. Second, startup companies grow through the stages of development of new technologies and ideas, commercialization, and marketing, at each stage, entrepreneur must overcome the so-called Death Valley, which requires funding.

A National Vision of the Hydrogen Economy and Action Plan ('친환경 수소경제' 구현을 위한 마스터플랜 - 연료전지산업 및 중장기 신.재생에너지 개발비전 -)

  • This study is to establish a national vision of the hydrogen economy and design a roadmap to materialize it. A goal is set to supply 15% of final energy consumption with hydrogen energy in Korea by 2040. Selecting the transportation sorter as the main target, more than 50% of vehicles on the road will be replaced with fuel cell vehicles (FCVs) while $20{\sim}30%$ of electricity demand in the residential and commercial sectors might be replaced with power generation by fuel cells. If this goals were attained as planned, primary energy demand would be reduced by 9%, resulting in improved energy mix in which fossil fuel consumption is greatly reduced whereas renewable energy increases by 47%. Furthermore, GHG emissions will be reduced by 20% and self-sufficiency in energy is enhanced up to 23%. If the hydrogen economy is to materialize, the government needs to implement institutional arrangements such as new legislations, organizations, and fiscal measures to facilitate the process. In addition, the private sector's participation is highly recommended to mobilize fund needed for the huge investment to build an infrastructure in preparation for the hydrogen economy. Arrangements for codes and standards are also required to promote industrialization of fuel cells and hydrogen production and consumption.

A Political Economic Analysis of Decentralization: Fiscal Autonomy and Primary System (지방분권제도에 대한 정치경제학적 분석: 재정자치 및 국회의원경선제도)

  • This paper studies the logic of fiscal constraints and fiscal autonomy in a political agency model with both moral hazard and adverse selection. The electoral process not only disciplines incumbents who may act against the public interest but also opts in politicians who are most likely to act along voters' interests. We characterize perfect Bayesian equilibria under shared tax system and fiscal autonomy with fiscal constraints for local public good provision. It is shown that the local voters' expected welfare under fiscal autonomy is higher than under shared tax system if the same fiscal constraints are applied. In order to examine the effects of party's candidate selection processes on the behavior of local politician and national politician, we extend the model to an environment where local politician can compete for the candidacy of national assembly with incumbent national politician. If local politician wins majority of votes against incumbent national politician, then he can move on to serve as a national politician. Otherwise, his political career will end as a local politician. It is the gist of this primary system portrayed by this setup that local politician and national politician compete to garner more votes. Therefore, primary system as a candidate selection mechanism enhances local residents' welfare compared to top-down candidate selection processes.

Media Reporting of Natural Disaster: the Case of Typhoon Rusa (자연재난 보도의 특성 분석: 태풍 루사의 사례 연구)

  • The primary source of disaster information for victims as well as ordinary people is mass media. In spite of their importance, the media often inaccurately portrays reality, which has stimulated academic debates. In Korea, however, media reporting patters of disaster have been hardly addressed. Therefore, the paper analyzes how newspaper and television news have reported typhoon Rusa between August 29 and October 1 in 2002 by using KINDS(Korean Integrated News Database System). The results show that television news tend to present more soft news stories emphasizing human interest stories than newspaper articles, relying on victims as primary interviewees. It is also pointed out that the Korean media do not play a significant role in providing disaster information to public regarding how to lessen the effects of impact through preparation. Disaster mythology representing wrong beliefs about human behavior in disaster is found in Korean media reporting, too. Unlike their western counterparts, however, Korean media seem to use the dependency image of helpless victims in order to stimulate donations. Analyses of disaster reporting patterns suggest that, in make disaster warning messages associated with behavioral responses, credible and official sources should provide clear and precise warning messages to the media, and the media also need to stress individual responsibilities in protecting his or her own properties not to make victims heavily dependent on public supports, while inducing donations.
