We are facing that we promptly meet the needs of the times which demand a local decentralization. We must consider, above all, the relations between central government and local government to carry out local decentralization or devolution successfully. In this respect, it is needed to enter into a relationship of intergovernmental function allocation. On this basis of this regard, we have to come up with right intergovernmental financial relations. Given this fact, this study will produce intergovernmental relation model, and then analyze our intergovernmental financial relation positively based on three criteria, such as intergovernmental power relations, role distribution between central government and local government, and the allocation of tax resources. Analysis shows that our intergovernmental financial relation belongs to a management.decentralization model generally.

The purpose of this paper is to analyze the free economic zone policy from the viewpoint of Policy Science. because of insufficiency on policy science of the previous researches for the free economic zone. So Trying on free economic zone policy from the viewpoint of policy science, the paper is shown the new proposal for free economic zone policy. For this trying, this paper used to the viewpoint of policy science; (1) the system of policy(policy process, policy content(pattern)), (2) the policy implementation(local government-central intergovernmental management). In the end, beyond the previous research on the free economic zone policy, shown on not only new viewpoints on the free economic zone, but also, the solutions of practical implementation for free economic zone on the free economic zone.

본 논문에서는 디지털 재정 예산 혁신을 위한 'IT정책자금 재정 집행 실시간 통합 관리 시스템'의 설계와 구축 관련하여 정보통신부의 전체 예산을 대상으로 연구를 수행하였다. 구현된 시스템에서는 본부 와 산하기관간의 예산 시스템 연계 방법 과 데이터 처리 방법 그리고 수집된 데이터를 최고 관리자, 예산 관리자, 기관별 예산 담당자 등 분야별 당사자들이 권한에 따라 제한된 범위의 관리 대상 항목들을 처리할 수 있는 방법을 제시하였다. 또한, 집행된 예산에 대하여 표준화된 비목 별로 구분하여 관리 하고 이를 정성적으로 분석하여 집행 상태를 개선시킬 수 있는 방법을 구현하였다. 이를 통하여 정부 공공 예산의 계획 및 집행에 대하여 본부 및 산하 기관 전체를 연계하여 예산 집행 상황을 실시간으로 모니터링 하고 관리하는 방법을 구현하였으며, 정부 IT 예산에 대한 적기 집행과 집행 예산의 배정부터 집행까지의 흐름 상황을 실시간으로 관리할 수 있는 시스템의 구현에 대하여 최적화된 방법을 제시하였다.

방산업체는 정부를 상대로, 제한된 시장에서 생산업무를 수행하고 있기 때문에 완전경쟁 시장과는 다른 특수한 상황에 직면해 있다고 할 수 있다. 특히, 정부와 방산업체 간에는 방산물자에 대한 계약방식의 불합리, 사전원가 산정의 어려움 등 계약방식, 원가계산 및 원가관리에 대한 마찰이 끊임없이 발생하고 있는 상황이므로 정부는 이러한 문제점을 해결하기 위해 방위산업에도 시장경쟁원리를 도입, 적용하려고 하고 있으나 시장경쟁 원리를 도입할 경우 정부나 방위산업체 모두 경쟁체제 도입에 대비한 제도개선의 미흡으로 많은 혼란이 초래될 것으로 판단된다. 이러한 시점에서 갱쟁체제 도입에 따라 예상되는 원가 관련 제반 문제점을 진단해 보고, 효율적인 원가관리 개선방안을 연구하는 일은 매우 중요한 의미를 지니고 있다고 할 수 있다.

In 2005, the Republic of Korea suffered from the outbreak of MERS(Middle East respiratory syndrome), leaving 186 infectees and 38 casualties. Responding to this crisis, Korean government revealed many problems in emergency management policies and was widely criticized. A similar case in emergency management and infectious disease control is the 1999 outbreak of West Nile Virus(WNV) outbreak in the United States. During this period, the state of Oregon effectively responded to WNV through collaboration between state and local government, being considered as a model case of emergency management. This article aims to find insights in emergency management and infectious disease control by analyzing and comparing the responses of Korean MERS outbreak and Oregon's WNV outbreak focusing on interorganizational collaboration. Insights found in this study include the role of control tower, the importance of information sharing and disclosure, the role of existing systems and social networks, and sustainable intergovernmental collaboration.

This is a research analyzed general patten and change as measure and guidances about government reorganization and surveyed a state of the records management according to the reorganization. The result of analysis, first, the guideline of government reorganization requires complementary measures according to the various patten and primary factor. The archives management according to the reorganization requires not only the change of the function between organizations but between internal organizations. It is arrangement guidance of transferring secret records and special archives management division records according to reorganization. Forth, archivist and official's duty related with transferring records should be stipulated according to Government reorganization. Fifth, the records oversight and missing should be minimized as amending related laws and regulation.
