This paper presents a novel mobile measurement system with multi antennas which enable mobile measurement as well as fixed measurement with telescope mast. Proposed system installed 4 omni directional antennas for the space diversity process and one directional log periodic antenna for the simultaneous conventional fixed measurement. Whole antenna systems are connected to the custom DTV channel analyzers with Ethernet networks respectively and processed by the main controller to calculate real time average receive levels. To prove the performance of proposed system, the typical receive models are categorized as 3 area types - open area, building area and house area, and then intensive field tests were performed through mobile and fixed measurement phases. With these measurement data, the relationships between mobile and fixed measurement are analyzed, and the concept of compensation factor is proposed to assume the average receive level of signal. The field test is fulfilled as a co-work with public broadcasters and the proposed system is applied to the intensive coverage measurement projects for metropolitan areas by the korean government agencies.

물관리 주무부처인 국토해양부(이하 국토부)는 최근의 전 세계적인 기후변화와 더불어 유역의 도시화 등으로 인해 급격한 하천환경 및 사회적 여건변화에 맞추어 "하천법"을 전부개정(법률 제8338호)하여 2008년 4월 7일부터 시행하고 있다. 개정 "하천법"에서는 하천수 사용 관리 조정기능이 크게 강화되어 국가 및 지방하천에서 하천수를 취수하여 특정용도로 사용하려는 경우, 그 취수량에 관계없이 누구나 관할 홍수통제소장에게 허가를 받아야한다. 따라서 국토부 소속기관이자 국가 물관리 전문기관인 홍수통제소는 수문조사, 이수(하천유량 관리 등) 및 치수(홍수예보 등) 등의 주요업무 중 기존 국가하천에 국한되었던 하천수사용 관리를 지방하천까지 확대하게 되었다. 본 연구에서는 하천법에 따라 집행된 2009년 국가하천, 지방하천 및 일시적인 하천수 사용 인 허가 행위 등 하천수관리 현황자료를 조사 정리하였다. 현황 자료를 토대로 행정구역(시 도)별, 수계별, 용도별, 허가량별, 월별 분석을 수행하고 그 특성을 파악하였다. 그리고 일시적인 하천수사용은 상기 분석 이외에 하천등급별, 공사종별 분석을 수행하였다. 2009년 총 152건(반려, 취소 등을 제외한 행위는 총 131건 : 국가하천 43건, 지방하천 33건, 일시적인 하천수 55건)의 기본적인 통계분석을 통하여 낙동강유역의 하천수사용 특성을 제시하고, 파악된 하천수사용 특성 결과는 낙동강유역의 물관리정책에 소중한 기초자료로 활용될 것으로 판단된다.

This paper aims to examine into the public document management regulations of Gungnaebu(宮內府) at the last period of Daehan(大韓) Empire. Gungnaebu(宮內府), newly established as a political consequence of Gabo(甲午) Reform, had managed the affairs of Royal Court all through several political changes. Many of the main contents of public document management regulations were established after 1907. These regulations and methods have a significant meaning in that they have great affect on the prototype of today's public document management. Moreover, such regulations include the departments in charge of public document management, procedures for official documents handling, provisions on compilation and preservation, the formulation of records compilation classified table and provisions on records list and lending, in detail. They suggest us many points because they are the matrix of the methods of records and archives management which had been applied through Joseon(朝鮮) colonial government, even after the foundation of Republic of Korea.

The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

This study is a case study about the Valero Energy Corporation, the largest American independent refinery company, examining the characteristics of human resource management as a union avoidance strategy. The main research questions here are whether union substitution strategy differs clearly from union suppression strategy in the context of Valero Energy. Since the establishment in 1980, the Valero had maintained non-union tradition. The typical examples of human resource management in the non-unionized American companies are easily found in the Valero, such as strong CEO leadership, manpower policy emphasizing corporate culture and teamwork, direct communication between company and individual employees, no lay-off policy and no outsourcing policy of HRM, salary level around average of industry and best level of fringe benefits in the industry, non-union tradition and well-functioned alternative dispute resolution system and so on. Until now, based on tremendous growth and profitability, the company have applied union substitution method adopted by good companies as concrete method of union avoidance strategy instead of union suppression method that marginal enterprise prefers.

The purpose of this study is to analyze the applicability and effectiveness of the Person - centered counseling program in the field of counseling service provided by the Independent Living Center for Persons with Disabilities. Thirteen participants, operating peer counseling program at the Independent Living Center who finished 9 sessions of person - centered counseling program over 3 months were interviewed. The collected data were analyzed using Consensual Qualitative Research (CQR). The results were grouped into three themes as "Acceptance as oneself", "Counselor's variables", and "Limitations and unsatisfactory points". Eight categories such as "The relationship with myself and others", "Accepting oneself though with discomfort", "changed perspective about problems", "Recognizing the parts that oneself was not aware", "Accepting one's potentials as well as limitations", "Opportunity to reflect one's life", "Attitude about life ahead" were retrieved with 23 sub-categories. Based on the results, the possibility of applying person - centered approach on peer counseling was presented. Finally, several suggestions for the development of person-centered approach for peer counseling were discussed.

The National Museum of Korea is a nation's representative museum library that provides collection development, organizes, and utilize museum collections. Considering the limited budget, staffing, and users' awareness of the museum libraries in general, the role of the National Museum of Korea is vital. The purpose of this study is to establish the identity and development plan of the National Museum of Korea library as a specialized library. For this purpose, the current states of the National Museum of Korea library, preliminary studies, domestic and overseas case studies, and user & expert interviews were conducted. As a result of the study, the study suggested future directions to secure the professional identity of library, and development plans for collection, service, and human resources by museum library, and also to increase the role of library in museum and to improve users' awareness.

The purpose of this study is to deduct appraisal elements of audio-visual records based on the characteristics of audio-visual records and to take on the relative importance of elements by public institution's archivist and National Archive of Korea's audio-visual specialist thereby to suggest appraisal elements of priority audio-visual records appraisal. Priority of the appraisal elements analysis alternatives for the deducted audio-visual appraisal elements using AHP(Analytic Hierarchy Process) by public institution's archivist and National Archive of Korea's audio-visual specialist. As the results of AHP(Analytic Hierarchy Process), 'context' was decides as the most important appraisal classes, and 'subject' was decides as the most important appraisal elements.

This study aims to propose task areas which have to be discussed for reforming of the Public Records and Archives Act in Korea. For drawing the task areas, it analysed the pending issues mainly presented in the policy forums co-hosted by Korean Society of Archival Studies and Korean Association of Records Managers and Archivists, and examined researches providing tasks of revising of the law or rebuilding public records policies related in digital records management. The 4 task areas were identified, which were the exhaustive documentation of the public agencies' activities, the reexamination of the appraisal systems for public records and archives, the transition into the 2nd generation-digital records management, and the redefinition of roles and responsibilities of the records/archival institutions. Then it placed the issues into the 4 areas, and proposed some suggestions for further discussions in each tasks. Reminding that the task areas proposed in this study are not comprehensive, further suggestions and arguments will be expected for reforming the Public Records and Archives Act.

The public's interest in the information disclosure system is increasing daily in line with the democratic cause of a transparent government and demands of the people to build on their right to know. Meanwhile, as society develops, the importance of culture and art in the quality of life is also increasing. Under these circumstances, culture and arts institutions are seeking to contribute to the expansion of the people's participation by providing timely and useful information and programs with high interest. Accordingly, this study intends to propose customized information services by analyzing the user's needs for information on public institutions in culture and arts and reflecting on the information disclosure service. For this purpose, three public institutions of in the culture and arts will be selected as representative examples to collect and cross-analyze the list of disclosed information received by users over a year. Furthermore, the requirements for the automation and intelligence of information disclosure tasks were summarized, and specific improvement plans were proposed for customized information services.
