The Research on Informatization Level Evaluation Model in Construction Company (건설 정보화 수준 평가모형 연구)

  • This study designed model that could scientifically and objectively evaluate a level of informatization of construction companies in consideration of informatization characteristics and limitations identified in researches related to the evaluation of informatization level of construction companies, so at to create the e-business environment for the construction companies including the enhancement of informatization consciousness and to improve capacity to carry out informatization. To do this, the study defined requirements to develop new model of construction informatization level and the characteristics of construction companies, and developed components of informatization level model and measuring methods that could meet the requirements based on theories and literature. The developed informatization level model were reviewed for validity and reliability through statistical method by carrying out the questionnaire survey on 200 companies along with an advisory group of experts. As the result of this study, we could suggest the directions for informatization to narrow the gap between the current level of informatization and the managerial goals in construction company.

Development of KML conversion technology of ENCs (전자해도의 KML 변환기술 개발)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as the base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Because ENCs are not easy to utilize for being encoded according to ISO/IEC 8211 file format, used for navigational purpose mainly, it's required to utilize in parts of Marine GIS and various marine application. In this paper, we developed KML conversion technology for ENC application. In details, we analyzed data model and encoding method of ENC, schema structure and data file of KML. Based on this results, we developed the program of KML conversion of ENCs.

  • As the roles and interests or audit are growing with ITA law in operation from 2006, the interests about the way which makes project qualifies to improve is increasing through it. In this point of view, this study is trying to find the issue that can promote the efficiency and effectiveness of IT projects decreasing some trials and errors relevant to IT, when government or some public agency field promote e-Business. For this purpose, this study analyze IT application result about e-business project in some public agency field. And the case study will be checked out and evaluated by the quality-contents analysis study method on the point of view of the IT audit. The study result is expected to provide a more practical policy implications than traditional researches based on specific-element technology or business process model by making use of major review areas and improvement methods. In thus, it is expected that it will be helpful not only references of IT quality improvement but also policy promotions when the public promotes IT projects related with e-Business.

A Study on the Appraisal Criteria of Photographic Records (사진기록의 평가기준 연구)

  • Photography has been used as a typical tool of recording image since its invention in the nineteenth century. Photographs provide valuable visual information about all parts of society, and a systematic management must be preceded to use these information. The management and preservation system of photographs should reflect the characteristics of photographic medium. It is necessary for many archives to perform appraisal first to collect and manage enormous photographs. Appraisal is the process of determining meaning and value of records, and the reasonable criteria should be needed to carry it out. The purpose of this study is to suggest appraisal criteria for photographic records based on the archival appraisal theories and the characteristics of photography. This study draws on traditional appraisal theories and some literatures for archival management of photographs. This study is organized as follows. The first section examines the concept and values of photographic records and the distinctiveness of appraising photographs. The second section analyzes the existing appraisal criteria for individual records. The third section designs appraisal classes of photographic records and proposes the criteria for each classes.

  • 국제전기통신연합(ITU)는 지구상의 인류가 사용하는 전파의 공정한 사용과 국가별 분쟁조정을 위한 각종 회의를 주재하는 UN산하의 국제기관으로 현재 200 여 회원국이 참여하고 있다. 그리고 이를 위한 국제법 제정과 각종 연구결과와 기술문서 작성, 사전의견조율 등은 세계전파통신회의(WRC) 및 ITU산하의 관련 연구그룹(SG7)과 작업반(WP7D)에서 이루어진다. 따라서 기존에 제정된 ITU의 각종 기술문서(권고서, 보고서 등) 또는 의제 관련 연구결과를 WRC 의제 특성에 맞도록 결과를 도출하는 작업은 향후의 국제법 제정에 있어서 매우 중요한 변수로 작용한다. 이에 우리나라의 관련 주관청(미래부 전파정책국)에서는 매년 2회 개최되는 ITU-R 연구그룹회의에 정부 대표단을 파견하여, 과학업무(전파천문, 기상, 과학위성 등)와 관련된 기술문서 개정과 WRC의제 연구동향을 주시하면서 우리나라 이익과 관련된 사항에 대한 의견개진을 추진하고 있다. 특히 2019년 및 2023년에 개최되는 WRC-19, 23회의 의제를 위해, 태양활동의 감시, 원활한 기상위성운영, 80-1,000GHz 대역의 전파천문 보호 등에 대한 연구가 관련 연구그룹(SG7)에서 본격화되고 있으며, 이에 대한 지속적인 동향분석과 국내의 입장정리 또는 관련 ITU 기술문서에 대한 정부차원의 적절한 대응정책이 필요하다. 따라서 본 발표에서는 WRC-19 및 WRC-23의제와 관련하여 2016년 4월 5-8일에 스위스 제네바에서 진행되었던 ITU-R 제7연구반 산하작업반별 회의의 공유연구와 주요 결과를 소개하고, 향후 우리나라의 입장, 대응방안 등에 대해 알아보고자 한다.

  • Recently, due to construction of the recession quantity of unsold houses is increasing and construction company is experiencing financial difficulties. As a result, construction is being ousted, or workout. Accordingly, construction may be devising a method for oneself like salary cuts, layoffs as part of the rationalization of management. But in this way may be increasing employees's perception about job insecurity and payment unsatisfaction. This has the potential to do employees turnover. Turnover has be known that it brings both positive and negative results to the organization. But if new employees leaves early, the positive aspect of the organization will be less likely. In order to solve these problems, new employees turnover intention will be necessary for the thorough management. The purpose of this study is to identity how the perception of job insecurity, payment satisfaction, organizational commitment, excessive workload, competitiveness for employment and job suitability affect new employees turnover intention. As the degrees of impacts of variables affecting turnover intention of new employees might be different between small to medium and large construction companies, this research also compares the differences between these two groups and suggest measures for reducing turnover intention.

  • The purpose of this study is to study the laws of storage and utilization in various perspectives in order to maximize the storage of knowledge and to use stored knowledge. In other words, it analyzes the relationship rules in five viewpoints of 'human and knowledge', 'human and goods', 'the law of exact intersection with humans', 'human architecture formation process', 'human and knowledge' This course studies how to maximize the relationship rules between knowledge storage and utilization through knowledge management, intuition, rapid decision-making, and understanding of various knowledge. In order to maximize the value of knowledge in the organization, the knowledge management system obtained in this way systematically organizes various information about the knowledge creation of the members and distributes it to all employees to use it for their work. As an information management infrastructure, To effectively manage the various knowledge and know-how accumulated in the organization and to share them with each other.

Private Finance under the Port Authority System in Korea (항만공사체제하의 민간자본 활용방식)

  • Korean port developments have been mostly made by the central government. With the introduction of the Port Authority system, however, roles and function assignments of the central government in port development have been in change and the Port Authority has to find a solution for inducement of private investment in port development. This paper has examined the current legal system of port developments and then sought the way for inducement of private capital to improve specialty and efficiency of harbor facilities management and development under Port Authority. As the Ministry of Maritime Affairs and fisheries(MMAF) has two types of legal system for inducement of private investment on port developments, the Port Authorities can also have two types of private finance. Private finances by the Port Authorities has some more critical advantages than the one by the central government. It is also required to change the the administrative permissions and concession agreements which MMAF conveyed to private participants in port developments into the concession agreements between Port Authorities and private participants.

A Study on Risk Analysis and Countermeasures for Urban Railway Casuality Accident (도시철도 역사 내 철도안전사상사고 위험도 평가 및 저감방안)

  • The paper suggests to measure the risk of pedestrians inside urban railway stations. The level of risk is calculated in manner of both an average risk and average weighted risk of 9 different facility inside urban railway stations. Based on these level of risk, top 10 stations are chosen out of all the stations operated by Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT). In order to alleviate the level of risk, countermeasures for those risks are surveyed for 60 experts who are now involved in safety issues in those 2 railway operation companies. A countermeasure survey for the accidents is done into 2 ways. One is to lower the probability of making accidents and the other is to alleviate the consequence for accidents. The effectiveness of those alternatives is surveyed between 1 to 5 yardsticks and converted into one value for each alternative.

Deployment of Lean System for Effective Lean Construction Implementation (효과적인 린 건설 수행을 위한 린 시스템 운용 방안 제시)

  • Since Lean Construction has been introduced as a new management approach to improve productivity in the construction industry, much research is in progress to develop lean concepts and principles for better implementation and to get results of the successful adaptation of lean ideas from manufacturing for application in the construction industry. Currently, Lean Construction Institute developed Last Planner System to achieve better workflow and effective planning management. Domestic construction companies are also getting interested in the Lean Construction. However, there are no detailed guidelines how to implement lean system. Thus, this study will provide a guideline for deployment of last planner system, a prototype lean implementation control checklist, and all project participants roles based on the case studies in USA. This study should provide a framework to apply lean construction to domestic construction sites.
