  • 국내 철도터널 방재관련 법규에는 정량적 위험성 분석을 수행하여 주요한 방재시설의 설치 여부 및 규모를 결정하도록 규정하고 있으나 위험성 분석을 수행하기 위해 필요한 세부 기준에 대해서는 정해진 것이 없어 이에 대한 검토가 필요한 것으로 판단된다. 따라서 본 연구에서는 국내 철도터널의 정량적 위험도 평가 사례를 수집하고 이를 분석함으로서 철도터널 방재시설의 위험도 감소효과를 분석하고자 하였다. 정량적 위험도 평가사례분석 결과 Risk Index에 가장 크게 영향을 미치는 인자는 터널의 경사도로 분석되었으며, 방재설비 중 대피통로와 배연설비가 위험도 저감효과가 가장 높은 것으로 분석되었다.

  • 정보시스템의 위험을 관리하기 위해서는 위험을 식별 및 측정하는 위험분석이 선행되어야 한다 본 논문에서는 위험수준 평가, 보안대책에 의한 위험감소 및 잔여위험 분석이 가능한 정량적 위험분석 방법을 제안하며, 이를 적용한 위험분석 도구를 설계 및 구현하여 보인다.

  • In order to overcome the difficulties of quantitative risk analysis such as complexity of model, we propose a systematic methodology for risk quantification of railway system which consists of 6 steps: The identification of risk factors, the determination of major scenarios for each risk factor by using event tree, the development of supplementary fault trees for evaluating branch probabilities, the evaluation of event probabilities, the quantification of risk, and the analysis in consideration of accident situation. In this study, in order to address the feasibility of the propose methodology, this framework is applied to the prototype risk model of nation-wide railway level crossings. And the quantification result based on the data of 2005 in Korea will also be presented.

  • As we learned in Daegu subway fire accident, fire in the railway tunnel is prone to develop to large disaster due to the limitation of smoke control and smoke exhaust. In railway tunnel, in order to ensure fire safety, fire prevention and fighting systems are installed by quantitative risk assessment results. Therefore, in this research, developed the program to establish quantitative risk assessment and suggested quantitative safety assessment method including fire scenarios in railway tunnel, fire and evacuation analysis model, fatality estimate model and societal risk criteria. Moreover, this method applys to plan preventing disaster for Honam high speed railway tunnel. As results, we presented the proper distance of escape route and societal risk criteria.

  • 교통사고의 주요 원인은 운전자의 부주의에서 유발되며운전자의 부주의는 운전환경에 대한 인 식의 결핍에서 유발되어진다. 따라서 교통환경에 대한 정보제공을 위하여 정량적 분석과 위험지 수의 제시가 필요된다. 본 연구는 위험지수 산출을 위한 시험작이라 할 수 있다. 위험지수를 산출하는데 필요한 기본적 자료수집과 분석과정을 보여주었으며, 위험지수 산출로직의 기초를 만드는데 주력하였다. 또한 그 응용에 대한 비젼을 제시를 하였다. 교통환경의 정량적 분석을 위하여 교통환경을 요인별로 나누어 요인분석법을 이용하였으며 분석 패키지로는 SAS 프로그램을 활용하였다. 위험지수는 요인 및 수준별로 분류한 후 각 분류에 따른 가중치에 의해서 주어지며 위험지수는 수치와 문자 및 막대그래프에 의해 표현하였다. 본 연구의 결과로 운전자에게 정량적 정보의 제공으로 운전상황에 대한 좀더 명확한 인식을 심어주고 또한 경각심을 고취시켜 안전운행 에 도움이 되도록 하였다.

  • Quantitative risk assessment (QRA) of railway is to create a variety of scenario and to quantify the degree of risk by a result of the product of accident frequency and accident. Quantitative risk Assessment is affected by various factors such as tunnel specifications, characteristics of the fire, and relation of smoke control and evacuation direction. So in this study, it is conducted that how the way of smoke control and the relation of smoke control and evacuation direction affect quantitative risk assessment with variables (the tunnel length (2, 3, 4, 5, 6 km) and the slope (5, 15, 25‰)). As the result, in a train fire at the double track tunnel (Area = $97m^2$), it is most efficient to evacuate to the opposite direction of smoke control regardless of the location of train in train fire. In addition, under the same condition, index risk in mechanical ventilation up to 1/10.

  • A quantitative risk assessment method for quantitatively evaluating the fire risk in designing a road tunnel disaster prevention facilities has been introduced to evaluate the appropriateness of a disaster prevention facility in a large tunnel through which all vehicle types pass. However, since the quantitative risk assessment method of the developed can be applied only to the large sectional area tunnels (large tunnels), it is necessary to develop a quantitative risk assessment method for road tunnels passing only small cars which has recently been constructed or planned. In this study, fire accidents scenarios and quantitative risk assesment method for small road tunnels through small cars only which is based on the methods for existing road tunnels (large tunnels). And the risk according to the distance between cross passage is evaluated. As a result, in order to satisfy the societal risk assessment criteria, the distance of the appropriate distance between cross passages was estimated to be 200 m, and the effect of the ventilation system of the large port exhaust ventilation system was quantitatively analyzed by comparing the longitudinal ventilation system.

  • Risk elements of highway safety facilities are affected by complex environments. Thus, risk-based approach for traffic safety facilities is needed. For this, in this study, qualitative and quantitative risk assessment methodology and procedure for highway safety facilities is proposed, which can be used as risk-based approach incorporating VE process. Also, for the quantitative risk assessment, event tree using EPDO(Equivalent Property Damage Only) with respect to frequency and magnitude of risk events is introduced. As a result, risk index of alternative 1(140cm) and 2(127(cm) which can be used as performance factor in VE approach are estimated.

  • 철도안전법의 제정 및 시행에 즈음하여 철도안전관리에 대한 인식이 제고되고 있는 시점에서 인적요소를 고려한 전기철도안전관리기법을 제시한다. 이를 위해서는 인적신뢰성분석이 필요하나 현재로서는 세계적으로도 이에 관한 규격이 정비되어 가고 있는 실정으로서 국내에서는 규격 적합성 인증 제도가 아직 구축되어 있지 못하고 따라서 규격 정비의 진행에 따라 위험성정보교환에 관련된 대책의 필요성이 증가하고 안전성의 확률론적 정량적평가가 보다 중요시 될 것으로 예상된다. 본고에서는 시스템 위험도분석을 통한 안전공학적 절차를 준수함으로써 위험도를 정량적으로 평가하고 정량적으로 평가된 위험도를 적정 수준으로 관리함으로써 철도시스템 안전관리체계를 향상시킬 수 있는 기법으로서 최근 주목받고 있는 인적신뢰성분석기법과 위험도정보교환에 대한 기본 개념을 제시한다.

Effects of evacuation delay time and fire growth curve on quantitative risk for railway tunnel fire (철도터널 화재 시 피난개시시간지연 및 화재성장곡선이 정량적 위험도에 미치는 영향)

  • A quantitative risk assessment has been introduced to quantitatively evaluate fire risk as a means of performance based fire protection design in the design of railway tunnel disaster prevention facilities. However, there are insufficient studies to examine the effect of various risk factors on the risk. Therefore, in this study, the risk assessment was conducted on the model tunnel in order to examine the effects of the evacuation start time delay and the fire growth curve on the quantitative risk assessment. As a result of the analysis of the scenario, the fatalities occurred mainly when escapes in the same direction as the direction of the fire smoke movement. In addition, after the FED exceeded 0.3, the maximum fatalities occurred within 10 minutes. In the range of relatively low risk, distance between cross passages, evacuation delay time and fire growth curve were found to affect the risk, but they were found to have little effect on the condition that the risk reached the limit. Especially, in this study, it was evaluated that the evacuation delay time reduction, fire intensity and duration reduction effect were not observed when the distance between cross passages was more than 1500 m.
