2009년 4월부터 장애인 차별 금지 및 권리구제 등에 관한 법률의 시행으로 공공기관의 웹 사이트에 대한 접근성 개선이 이슈화 되고 있다. 한국과학기술정보연구원에서 제공하고 있는 과학기술정보통합서비스(이하 NDSL) 서비스 역시 접근성 개선이 필요하게 되었다. 본 논문에서 NDSL의 웹 접근성 개선을 위하여 접근성 준수 여부 평가 및 검색 서비스를 중요 서비스로 제공하는 NDSL의 특성을 고려한 접근성 개선 방안을 제시하여 다양한 계층과 환경의 사용자들의 사용편의를 제공하고자 한다.

이러닝 학습은 다양한 목적을 지닌 많은 대상들에게 눈부실만한 기여를 하고 있음에도 불구하고 이러닝의 특성을 가장 절실히 필요로 하는 장애인과 노인 등의 소외된 사람들에게 혜택을 주지 못하고 있다는 점은 안타까운 일이다. 이러한 현실에 대하여, 그동안 정보통신기술분야에서도 소외된 대상들을 고려한 접근성 관련 제도적 개선이 이루어져 왔다는 점을 상기한다면, 자성만이 아니라 그 이유를 조사할 필요가 있다. 따라서 본 연구의 목적은 이러닝 기업 CEO의 인식을 조사하여 웹 접근성과 관련한 제도적인 여건 속에서도 학습 환경에서는 여전히 접근성 개선이 이루어지지 않는 이유를 찾아보고 개선 방안을 제시하는 데 있다. 위의 목적을 위하여 현업에 종사하는 운영자와 개발자들을 대상으로 보편적 교수 설계을 위한 이러닝의 접근성 관련 인식을 조사하였다, 그 결과 이러닝 접근성에 대한 CEO의 인식은 매우 저조하며, 중요성에 대해서는 공감하나 비용적인 부담으로 인해 보편적 이러닝 콘텐츠 개발은 불가능하다고 생각하고 있었다. 이러닝 기업 CEO의 낮은 인식은 곧 개발자와 교수설계자들에게 접근성 기술 적용의 필요성을 강조하지 않는 결과를 초래하고 있다. 이에 대한 개선을 위해서는 우선 정부와 관련기관의 적극적인 홍보와 제도적 장치가 필수적이며, 현재 제공되는 이러닝의 접근성 개선을 위한 연구와 지원방안이 필요하며, 구체적으로는 보편적 학습설계와 접근성에 대한 교육과 확산을 위한 대안이 필요하다.

노인 인구의 급격한 증가와 인터넷을 통한 정보획득의 보편화로 인하여 웹 접근성의 중요성이 부각되고 있다. 웹 접근성이란 "경제적, 지역적, 신체적, 사회적 한계로 인해 정보서비스를 받기 어려운 자들에 대한 정보 통신망의 자유로운 접근과 이용" 을 의미한다 정부기관이 선도하여 웹사이트를 통해 보다 편리하고 좋은 서비스를 국민에게 제공하려는 전세계적인 노력에도 불구하고 장애인이나 노인들에게는 아직도 웹사이트의 접근이 용이하지 못한 실정이다. 이는 웹 접근성의 문제를 발생시키는 근본 원인 중 하나인 웹 접근성(Web Accessibility)에 대한 개념 이해 및 현재 사용되는 웹사이트의 접근성 만족 유무를 정확하게 평가할 수 있는 평가 방법의 부재에 기인한다. 현재까지 웹 접근성 평가는 표준 평가항목인 W3C의 웹 접근성 지침(Web Contents Accessibility Guideline 1.0, 이하 WCAG 1.0)을 기반으로 만들어진 자동화 평가도구를 이용하여 대부분 이루어져 왔다. 자동차 평가도구를 이용한 웹 접근성 평가 방법은 평가가 용이하고 평가결과의 정량화로 인해 연구의 객관성을 높일 수 있다는 장점이 있다. 그러나 선행연구와 실험을 통해 자동화 평가도구의 문제점이 지적되고 있다. 예를 들어 전문가가 직접 스크린 리더를 통해 계산한 접근성 오류와 자동화 도구가 계산한 접근성 오류와는 많은 차이를 보이고 있다. 기존 연구에서는 자동화 평가도구의 문제점을 보완하기 위해 전문가가 직접 평가하는 매뉴얼 평가방식과의 병행을 제시하고 있으나, 근본적인 문제점을 해결하고 이를 개선할 수 있는 연구가 필요하다. 따라서 본 연구에서는 "한국형 웹 콘텐츠 접근성 지침(TTAS.0T-10.0003)"을 기본으로 하여 "EuroAccessibilty Consortium" 에서 고려하고 있는 "testable statement" 으로 통합 보안한 접근성 체크항목의 재구성과 함께 "자연어 처리" 알고리즘을 적용하여 자동화 평가도구의 개선 방안을 제시한다. 아직까지 제시된 개선방안의 적용 및 검증이 이루어지지 않아 한계점을 가지고 있으나 자동화 평가도구의 개선방안에 대한 제안은 향후 연구의 기초자료로 활용 가능할 것이며 많은 후속연구를 유발할 것으로 기대한다.

웹 접근성(Web Accessibility) 평가를 위하여 웹 접근성 표준 가이드라인에 기반 한 120여개의 자동화 평가 도구들이 존재한다. 국외 평가도구는 WCAG 1.0과 미국 재활법 508조를 기준으로 만들어진 A-Prompt, Bobby 등이 있으며, 국내에는 KWCAG 1.0에 기반하여 한국정보문화진흥원에서 제작한 KADO-WAH가 유일한 자동화 웹접근성 평가도구이다. KADO-WAH는 국외 평가도구와 비교하여 상세한 검사를 진행하지 않으며 자동화 평가 범위가 한정되어 있어 상당부분 전문가 평가를 필요로 한다. 이를 보완하기 위하여 개선된 웹 접근성 평가도구의 개발이 필요하다. 본 논문에서는 국내 자동화 평가도구인 KADO-WAH의 기능을 향상시키기 위하여 국외 자동화 평가도구와 비교 분석을 통해 KADO-WAH의 문제점을 제시하고, 이 문제점을 개선한 웹 접근성 평가도구를 구현한다.

This study is to investigate the accessibility compliance status of smart devices for people with disabilities in the information age, smart and offer improvements. Vision of smart devices, operating systems (IOS, Android, Windows) based smart devices currently in use by most, hearing, investigation and provide handicapped accessibility status and improvement measures derived from a comparative analysis of the Disabled Accessibility Improvement of smart devices was presented.

Recently, Korean government has, enacted "Individuals with Disabilities anti-Discriminatory Act" in 2008, and is actively promoting the law. However, it is still at its infancy in comparison to other advanced countries in terms providing access for all users. Educational digital contents offered through cyber home learning need to be universally designed to include all learners. This study, I have analyzed the accessibility of K cyber home learning contents using FAE tool, and the result showed low scores or failed for 'HTML Standards', 'Scripting' and the 'Text Equivalents.' To assist digital contents' accessibility, UDL 7 principles could be use to improve accessibility and universality for learner-centered designs. Use of UDL will include learners with and without disabilities to learn from educational digital contents.

2008 Disability Discrimination Act was enacted, Web accessibility compliance has been carried out from April 11, 2013. Therefore, all of the institutions and corporations in 2015, must fulfill the compliance of Web accessibility. In this paper, research for Web accessibility of Geriatric Hospital, to raise the improvement. We have applied the K-WAH 4.4 as accessibility evaluation tool. The results were evaluated on the basis of the Web Content Accessibility Guidelines 2.0, it was very low.

Public transit services are generally analyzed based on the correlation of demand and supply. The computation of supply uses accessibility while demand uses travel demands estimation based on residential population. However, the traditional demand estimation has a limitation in analysing in micro-scale compared to the smartcard data traffic. This study analyzed potential improvement of public transit services using smartcard traffic data. The supply of transportation was defined using time distance accessibility. Also, time loss was calculated in those origin destination(OD) pairs where time distance accessibilities are relatively low. The proposed method was applied at Seoul. The results showed that the areas where OD pairs need improvement include Seodaemun-gu, Guro-gu and Nowon-gu.

This study aims to improve the accessibility of websites that can search for online e-journals and check the original text, and the accessibility of web contents in the form of article papers. In order to publish online e-journals in Korea, article contribution management system is used, and services are provided through public or private academic DB companies. There was no content related to accessibility in the publishing and editing stage of online e-journals. In the case of foreign countries, objective to comply with Level AA of WCAG 2.1 to improve accessibility of websites and web content. In addition, the level of accessibility of academic journals is guided through VPAT. In order to improve access to web content in online journals, Accessibility matters are added to the academic society's editorial and publication regulations. Accessibility education should be provided to journal editors. Accessibility checklists should be developed and researchers should verify themselves. To improve the accessibility of online e-journals to websites, For equal use, various convenience functions should be provided when using the website. It guides the accessibility function to the article contribution management system. Each academic and academic DB company should be required to submit a Korean VPAT.

In this study, we propose a method to improve the guideline for accessibility of mobile applications based on the results of manual evaluation of 8 mobile online shopping applications which are widely used in Korea. 13 items of mobile online shopping application were found to have low compliance rate, and 5 items such as response time control were observed and there was no corresponding items. In the current mobile application accessibility guidelines, it is necessary to delete the check items that are not relevant or meaningless, and to provide additional logical items such as logical ordering and form creation, and to improve the accessibility of mobile applications, The government should make efforts to develop and disseminate the development guide, and to resolve the digital devides.
