Various innovation theories, such as innovation system, innovation cluster, triple helix model, are different in their focus. However they all emphasize the interaction between innovation actors in order to generate, diffuse, and appropriate technological innovations successfully. This study analyzes how the interaction of innovation actors in Daedeok Innopolis has been changed since the introduction of innovation cluster policy like the designation of Daedeok Innopolis. Based on the analysis of survey data, Innopolis statistics, and patent joint-application data, we come to the conclusions that the Daedeok Innopolis has characteristics of multi-level governance structure, in which innovation cluster, i.e. Daedeok Innopolis, regional innovation system, and national innovation system directly overlap under the framework of innovation system. In addition, from the perspectives of triple helix model, we are able to verify that the inter-domain interactions between innovation actors, such as tri-lateral network, have been constantly increased in the Daedeok Innopolis. Based on our analysis, we identify some policy suggestions in order to strengthen the competitiveness of the Daedeok Innopolis as well as other innovation clusters in Korea. First, the network activities between innovation actors within innovation cluster should be strengthened based on the geographical accessibility. Second, private intermediate organizations should be established and their roles should be extended. Third, the entrepreneurial activities of universities within innovation cluster should be strengthened. In other words, the roles of universities within the Innopolis should be activated. Finally, the government should provide relevant policy supports to activate the interactions between innovation actors within innovation cluster.
This article is concerned with the values of the BICOF in terms of the urban revitalization. The values of the BICOF cover the economic value, social value, cultural value and city image value. The 13 indicators for measuring the values of the BICOF are developed. The article examined how the related stakeholders identified the BICOF's values on the Bucheon City by using AHP method. In addition, the objectives and programmes of the BICOF are analyzed in the perspective of the urban revitalization. As a result, the recognition of the BICOF's values varied according to the stakeholders. In addition, the result of AHP analysis indicates that the cultural values and image values should have priorities in comparison with the social values and economic values. This recognitions is different from the recent formal statements that BICOF's economic values should be emphasized as a priority. The article concludes that the identity of the BICOF should be established in the base of building the value consensus among the related stakeholders.

As Urban Regeneration is being carried out, stakeholders are most likely to have disagreements on their interests. Besides, dispersion of numerous communication routes and obscure decision processes aggravate the situation. Eventually, fragmented decision-making processes and complex structure lead to inefficient outcome and delay of projects. This paper is a study on decision-making support not only helps the program manager have more efficient and optimum decision, but also provides alternatives for Urban Regeneration. This study is conducted as follows. Firstly, the project process and the decision-making structure among stakeholders in Urban Regeneration are analyzed, and then the current status of decision-making in Urban Regeneration project is classified. Secondly, with literature study on "Gateway Review", the decision-making gateway review process in Urban Regeneration is defined, and then the "Gateway Review Elements" are listed. Thirdly, to establish gateway review process, this paper presents a check points, namely gate which supports a program manager to monitor and to control the program management in Urban Regeneration. Each gate has several supporting tools such as diagram of critical decision points relation, scheme of stakeholder, checklist. Fourthly, the proposed concept is verified by experts who have been carefully selected to provide their respective reviews. Finally, decision-making support gateway review system is modified based on their critiques and suggestions.
The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.

This study attempts to explore settlement and adaptation status involved in differing urban-to-rural migration types in Gyeongbuk Province and suggests policy implications based on this analysis. The attributes of urban-to-rural migrants in Gyeongbuk Province differ spatio-temporally, and their status of settlement and adaptation is also different depending on urban-to-rural migration types. "U-turn" migrants who are mostly first-generation rural-to-urban migrants with experience in farming and rural community life engage primarily in crop agriculture. "J-turns" and "I-turns," who have no experience in farming or rural community life, migrated for idyllic rural life. The household income of these types is relatively low compared to U-turn type. U-turns' degree of adaptation is relatively lower than the other types, and U-turn migrants mainly rely on family and community assets in order to solve problems. J-turns' and I-turns' degree of satisfaction is relatively high. However they typically have substantial difficulties in adapting due to lack of pre-migration preparation. Policy implications are : 'switching away from general and inclusive policies of support,' 'transition to policies embedded in the attributes of regions and migration types,' 'improvement of policy governance,' 'enhancement of support for pre-migration preparation and customized support based on the needs of migrants,' and 'comprehensive improvements of settlement environment to better integrate migrants with current residents.'.
This paper aims to discuss and develop theories of social sustainability as an alternative of urban development, recognizing that urban development paradigm needs to turn to the qualitative perspective. Urban development in Korea has mainly focused on quantitative expansion disregarding qualitative development so far. Korean cities has achieved the quantitative accumulation of wealth due to the strategy. However, as a result, it is also certain that socio-economic problems such as urban poverty, social polarization, deterioration of welfare and quality of life are getting more serious. In the context that social sustainability meets social needs of urban residents based on equity and focuses on social development, it has an important meaning in relation of social and economic problems such as inequality and distribution of urban development. Furthermore, social sustainablity can foster urban residents' endogenous capability and governances. The importance of social sustainablity has been standed out and its concept and practical problems have been discussed diversely among researchers in the Western advanced countries for the last decade. However, social sustainability is still unattractive and its institutional strategy are insufficient in Korea. Concepts and practical problems of social sustainability have implications on the development path of Korean cities which have been accumulated contradiction due to the quantitative development for a long time.
The emission trading system is an essential policy for reducing greenhouse gas emissions and converting low-carbon society. EU ETS is a good benchmark that is ahead of Korea's emission trading system in terms of operating period and design know-how. Therefore, this study focused on the key design elements of EU ETS phase 4 such as total emission allowances issued (Cap), free allocation method, carbon leakage list, market stability reserve, and innovation supporting system. In addition, we analyzed the impact of key design elements and their changes during EU ETS Phase 1 to 4 on the design and operation of Korea emission trading system in the future. First of all, the expected impact on the design of Korea emission trading system is to increase three demands: preparing benchmark renewal plans, establishing criteria for selecting free allocation industries that reflect domestic industrial structure and characteristics and introducing two-stage evaluations for free allocation industries, and preparing specific plan to support innovation and industries using allowance auction revenues. The next three impacts on the operation of Korea emission trading system are the increased needs for objective and in-depth impact assessment of plan and amendments, provision of system stability and response opportunities by quickly confirming plan and amendments prior to the implementation, and coordination of the emission trading system governance and stakeholder participation encouragement.
With the increase of data and the development of AI technology, the strategies and policies related to integrated data are being actively established to increase the usability of data all over the world. Recently, in the research field, infrastructure projects and management systems are being prepared to utilize research data at the initiative of the government. Also, in Korea, platforms for searching and sharing research data are being actively developed. The National Disaster Management Research Institute (NDMI) has been conducting extensive research on disaster & safety as a national institute, but data-oriented management and utilization are insufficient. Because it still lacks consistent data management systems, metadata for outcomes of research, experts on data and policies for utilization of data to research. In order to move to the data-based research paradigm, we defined the master plans and verified a target model for the integrated management and utilization of disaster & safety research data. In this study, we found out the need to establish differentiated data governance, such as data standardization and unification of the data management system, and dedicated organization for managing data, based on the necessity and actual demands of NDMI. In order to verify the effectiveness of the target model reflecting the derived implications, we intend to establish a pilot mode. In the future, major improvement measures to establish a disaster & safety research data management system will be implement.
This study aims to conduct the classification of Government as a Platform (GaaP) in a situation where the concept of GaaP can be diversely recognized. This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.
Modern society has been exposed to various dangers and crimes in the process of globalization, informationization, decentralization etc. along with the development of material civilization under rapid changing societal environment. These factors are exerting a lot of effects in public security environments, as result there are gradual interest about crime and crime prevention. Realization of responsibility who take charge of social safety, from public security to private security, appears important topic at the moment. The positive point of view which private security industry is responsible to cope with security spheres instead of public security has been emerged from the reason that the public security has limitation to solve security problems for themselves. It is the time to make effort to compromise the public security and the private security industry to forecast social change and prevent dangers in the advance. In Korea, there has been close cooperation between public security and private security for decades. Strongly emerging and interesting sphere is "Private Investigation(Private Detective)" in Korea at present. There has been some proposed legislations of private investigation for decreasing burden of public security and social sympathy about possibility of private investigation system is increasing now. In this study, we focused on the introduction of private investigation system through the analysis of bill proposals for last 14 years, for instance historical aspects, contents, the differences among bill proposals. Among these, a comparison on bill proposals of the 19th National Assembly's during 2012 - 2013 were analysed mainly. We examined the importance point at issue items for introduction of private investigation system. Suggestions for introduction of private investigation system is as follows. The necessity of independent bill for developmental private investigation system is needed and the main body should be a juristic person instead of a individual for the public interest and responsibility. For the good service of private investigation and to prevent the unqualified person become a private investigator, the recruiting system and examination of private investigator should be prepared well and take into consideration anticipated problems. Also the necessity of definite jurisdiction department's appointment to divide responsibility in operation.
