Typology of Policy Governance for Socio-technical Transitions (지속가능한 사회-기술 전환을 위한 정책 거버넌스 유형에 관한 연구)

  • Socio-technical systems are receiving growing attention as a core concept in the process of searching for proper solutions to sustainable growth. In this paper, we review the way for governing socio-technical transitions from a governmental perspective. Based upon the governance studies and transition research, we set social coordination and locus of transition pressures as transition contexts to differentiate transition policy governance. We propose four types of policy governance for sustainable socio-technical transitions: leading, facilitative, coordinative and persuasive. Analysis on four case based upon this typology shows different transition polices of each transition pathway in analytical aspect. It provides basic criteria for policy makers to design effective transition policies in normative aspect. Also, this paper can contribute to closing the gap between transition research and governance studies.

'Sharing City' and Energy Transition Policy of Seoul : A Sustainability Transition Perspective (지속가능성 전환의 관점에서 본 서울시 정책 평가 : '공유도시'와 에너지 전환 정책을 중심으로)

  • This article aims to analyze sharing city and energy transition policies of Metropolitan Seoul in terms of the theory of sustainability transition. The concept of sustainability transition provides a framework to analyze how sustainability oriented long-term transition emerges from the existing social institutions and incumbents and who/how steers this process. For solving environmental challenges as systemic problems, system/regime transition for sustainability is needed and reflexive governance as well in this process. Especially, with these reflexive interventions, the consideration of politics of transition is essential. This paper analyzes cases of 'Nanum Car (car sharing)', 'Seoul Bike (public bike)' as 'sharing city' policy and 'One less nuclear power plant (OLNPP)', 'Energy self-reliant villages' as energy transition policy. We found out that reflexive governance and transition politics of car sharing were not successful, but public bike policy had a potential for transition to sustainable transportation system. These two cases, however, provided little potential for new mode of politics of transition. OLNPP and 'Energy self-reliant villages' have made an opportunity for system/regime transition through making vision of post-nuclear system and achieving ecological and social justice goals. In terms of governance and politics of transition, the latter two cases made a new mode of sustainability governance and power relations.

A Study on Energy Policy Governance Cases and Policy Suggestions of Major Countries (주요국의 에너지정책 거버넌스 사례와 정책제언)

  • This study intends to present policy proposals to make the transition from policy adjustment system based on hierarchial authority to deal with energy policy to network establishment based on the central government, local government, industry and civic group, that can be converted into governance. To this end, the legal foundation to make the network-based policy adjustment for government's energy policy possible first. Second, contribution should be made to establish governance related to central government's energy policy. Third, contribution should be made to establish governance related to local government's energy policy. Based on this, this study intends to secure policy measures to establish and improve governance related to energy policy in Korea.

Scientific Governance through Public Participation: Historical Epistemology of Divergent Positions in the Participatory Turn of STS (시민참여를 통한 과학기술 거버넌스: STS의 '참여적 전환' 내의 다양한 입장에 대한 역사적 인식론)

  • This paper first aims to reveal that, in the current trend of 'the participatory turn' in STS, there are divergent positions subtly different from each other, and that the understanding of these divergent positions can be significant to study the differences, similarities and interfaces between the various models of scientific governance discussed in STS and those in risk governance developed by risk studies. Secondly, this paper shows that theoretical differences among STS scholars on scientific governance and public participation goes back to the 1970s and 1980s, during which they first laid down the conceptual basis of STS. All ideas and theories have their own historicity. This article is about the 'historical epistemology' of the participatory turn of STS, and is to seek 'political epistemology' that can become a shared vision of STS.

Explaining One Less Nuclear Energy Policy from Governance Perspective: Energy Transition and Effectiveness of Urban Energy Policy (대안적 에너지 정책에 대한 탐색: 서울시 원전하나 줄이기 정책과 거버넌스의 역할)

  • Seoul's One Less Nuclear Power Plant is the major urban energy policy launched in April 2012. Its effort to respond to climate change and energy crisis in the aftermath of the Fukushima nuclear accident turned out very successful, considering huge decrease of energy consumption. However, the question of how the cut of energy consumption was possible remains unanswered. This paper introduces the concept of urban governance capacity as the cause of the success. It is the managing and governing capability to maintain the logical consistency policy system, comprising of policy perception, goals, policy tools and evaluation. Without this logical correspondence between the policy factors, any system including energy regime easily falls apart during the systemic transitional period. Governance capacity provides the integrating framework, so that the system as a whole maintains the internal homeostasis.

A Study on the Change of Energy Governance in Korea (에너지정책 거버넌스의 변화에 관한 고찰)

  • Korea's energy sector was one of policy sectors that exhibited the classical bureaucratic governance of an administrative state. Under the regime, government monopolized the policy-making process and controled the market and the civil society. It not only provided energy goods and services directly through public enterprises but also dominated the market activities through public regulations. However, during 1993~2002, stringent reformation efforts were made to transform the governance regime from the past bureaucratic model to the market model, by way of privatization of public enterprises and deregulation. The ideology behind the reformation based on the shared recognition that the market and spontaneous order thereof is the better apparatus than the government and artificial order thereof in solving social problems mote efficiently. From the year of 2003, another round of reformation efforts have been promoted to introduce the participatory governance model, through institutionalization of channels for the wider participation of civil society into the energy policy-making process. This reformation efforts respond to; first, the increasing criticism from the civil society on the closedness of energy policy process and the higher probability of policy failures thereof, and second, the recognition that the self-organizing nature of an open policy process is the better mechanism for evolutionary problem-solving.

감염병 확산으로 인한 비대면 환경에서의 시험 감독을 위한 거버넌스 제안

  • 지난 2020년 전 세계적으로 코로나 19 확진자가 급증하자 세계보건기구(WHO)는 코로나 19 대유행을 선언하였다. 이러한 질병의 확산을 막는 방안으로 다양한 시험들이 비대면 시험으로 전환되면서 부정행위에 대한 우려가 있다. 또한, 이러한 상황에서 비대면 시험을 진행하고자 할 때 참조할 만한 체계가 없는 것이 현실이다. 이러한 상황을 고려하여 감염병 확산 이후로 불가피하게 진행될 비대면 환경에서의 감독 및 시험 방식에 있어 4단계의 거버넌스를 제시하고자 한다. 해당 거버넌스는 시험에서 사용되는 활용도 및 빈도수와 시험 감독 강도에 따라 4단계로 정의된다. 각 단계의 거버넌스들은 기존의 비대면 시험 방식과 코로나 19 이후의 시험 방식에 대한 비교 및 조사와 여러 시험 형식의 특성을 고려하여 제시된다. 제시된 거버넌스는 비대면 시험을 준비하고 시행하는 기관, 기업 및 학교들의 참조 모델이 될 것으로 기대하며, 비대면 시험의 "효율성"과 "공정성"을 확보하는 데에 기여할 것을 기대한다.

Governance Thoery as Ways of Applying a Policy for incorporating Media into Education in Digital Environment (디지털 환경에서의 미디어교육에 대한 거버넌스 이론의 활용에 대한 연구)

  • This study was intended to analyze media in education policy from the governance perspective and suggested some orientations and innovative ideas to a new governance in media in Education. For these purposes, this study reviewed related literature about media in education and governance policy and drew a governance model of educational community as an analytic scheme to understand a governance approach to orientation-order-performance of Schmank. Thereafter, the study analyzed formulation and implementation processes of media in education policy, based on some criteria to operate the model, and also analyzed the policy governance in a comprehensive way. Based on the results, this study suggested recommendations to innovate current media in education governance as follows: (1) working towards an idea of operative cooperation through reforms (2) constructing a rational policy system to incorporate socio-political variables, and (3) activating cooperative governance to transform 'governing' into 'governance'.

An empirical study on data governance: Focusing on structural relationships and effects of components (데이터 거버넌스 실증연구: 구성요소 간 구조적 관계와 영향을 중심으로)

  • This study aims to investigate empirically the structural relationships among the components of data governance and their impacts on data integration and data-based administration. Through literature review, various definitions, typologies, and case studies of data governance were examined, with the definition of data governance from a public policy perspective developed and applied. The study then analyzed the data from a survey conducted by the Korea Institute of Public Administration on the use of public data policies and confirmed that organizational factors play a mediating role between institutional and technical factors, and that institutional and technical factors have statistically significant positive relationships with data fusion and data-driven administration. Based on these results, interest and investment in the improvement and development of the legal system in data governance from the institutional, technical, and organizational perspective, clarification of means and purposes of data technology, interest in data organizations and human resources, and practical operation can be achieved. Policy implications such as the development of an effective mechanism were presented.
