전자정부 정보보호 대응체계 구축 방향에 관한 연구

  • 본 논문에서는 성공적인 전자정부 구축에 필요한 정보보안 대응체계의 구축 방향을 제시하고자 한다. 이를 위해 현 전자정부 정보보안 대응체계의 현황과 문제점을 분석 한 후 효과적인 정보보안 대응체계 구축을 위한 정책대안을 제시하고자 한다. 즉, 전자정부 정보보안 대응체계의 기본방향을 제시하고, 이를 토대로 전자정부 정보보안 추진체계의 정비와 전자정부 정보보호 추진기반 구축이라는 두 차원에서 관리 및 제도적 정책대안을 제시하고자 한다.

Trend Analysis on the Use of E-Government Services in Korea (우리나라 전자정부서비스 이용 실태 추세 분석)

  • The Korean government has done annual fact-finding surveys on the use of e-government since 2007, but put little effort to analyse and draw implications. We analyzed the trend of the use of e-government in Korea using the survey results of 2012~2015. While the awareness and the user uptake of e-government in Korea have increased steadily, the relative portion and frequency of the use stagnates and falls back. Korean citizens still utilize in-person channel more than e-government channels, and the speed of the transfer from the former to the latter is not fast enough. While more than 95% of the Korean people intend to use the e-government as the main channel in the future, their actual rate of use was 43.2%. We suggest following measures to overcome the troubling situation and increase the uptake of e-government services in Korea through: the expansion of mobile e-government services, strengthening of seamless services, elevation of the level of customization, increasing frequency of using the current e-government services, and raise of the awareness level and the improvement of Korean E-Government Portal.

A Study on the Development Phases of GIS based E-government (GIS기반 전자지방정부 발전단계모형 연구)

  • There are not enough information and service in current e-government practice because it only relier on text based information services. To make e-government more attractive and successful, scope of information and service should be broaden. To do so, GIS is necessary in the development process of e-government. This paper aims at exploring theories and technologies related to e-government and suggesting strategies for developing GIS based local e-government. In this paper, we particularly pay attention to the role of GIS for local e-government. Since many of local government data has spatial components, we believe that GIS would play a crucial role in developing local e-government. Thus, this paper tries to examine how GIS contribute to successful implementation of e-government. Then, it attempts to build a developmental model for GIS based e-government. Finally, it suggests strategies and policy measures for each development stage.

  • 전자정부 표준프레임워크는 공공부문 정보화 사업을 위해서 개발 보급되었으나, 최근 민간부문으로 확대 적용되면서 정부차원의 강제성 없이 자발적으로 오픈 플랫폼 생태계로 진화하기 시작하였다. 또한 전자정부 표준프레임워크는 세계 전자정부 1위의 대한민국에서의 성공적인 안착에 힘입어 개발 도상국을 중심으로 해외로도 확산 조짐을 보이고 있다. 본고에서는 최근 내수 시장의 한계 및 국내 SW 산업 정책이 중소기업 중심으로 이루어지면서 대형 IT서비스 기업들의 해외진출 전략이 공격적으로 전환되고 있는 시점에서 전자정부 표준프레임워크를 중심으로 국내 기업의 장점을 살리면서 단점을 극복할 수 있는 성공 전략에 대해 알아본다.

  • The purpose of this study is to confirm how perception of user to e-government have an effect on the intention to use. Field research method using questionnaires was employed to investigate the effects between the variables. Findings of the study can be summarized as follows. Perceived information security and usefulness have a positive effect on trust to e-government. And perceived risk have a negative effect on trust. And only perceived usefulness have a positive effect on the intention to use significantly.

  • 정부의 정부문서관리법령 개정으로 최근 각 지방자치 단체와 정부 공공기관은 전자문서 시스템 도입 준비에 안창이다. 내년 1월 이후에는 그간 중앙행정기관에서 개발적으로 유통되던 전자문서를 정부전자문서유통센터를 통해 관리함으로써 정부문서처리 전 과정을 전산화, 자동화 하기로 했기 때문이다. 기존의 종이 문서를 전자문서로 변환해 관리하기 위한 노력은 그 동안 각 기업별 또는 기관별로 꾸준히 진행돼 왔다. 특히 인터넷을 통한 각종 정보 서비스의 제공을 위해서는 전자문서 구축은 필수다. 그렇다면 남은 문제는 얼마나 우수한 시스템을 얼마나 비용 효율적으로 구축하는 가의 문제이다. 어도비시스템즈의 PDF솔루션을 통해 전자문서 시스템을 구축하고, 이를 통해 비용절감과 함께 서비스 만족도 향상등 두 가지 토끼를 한번에 해결한 사례를 살펴봤다

A Study on Embody e-Government at Home with Home Network Infrastructure (홈네트워크기반의 가정 내 전자정부 구현을 위한 연구)

  • This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.

Global Comparison of the Factors Promoting E-Government (전자정부 활성화 요인의 글로벌 비교)

  • Many countries have developed e-governments, but their current statuses differ by country, as demonstrated in the United Nations E-Government Survey. This study focuses on what factors cause these differences. Specifically, it analyzes economic and organizational factors, both of which have not yet been sufficiently considered. Through quantitative and qualitative analyses, the results show that GDP growth and the days required to start a business are important factors, while fiscal balance does not appear to affect e-government development as much. In addition, the existence of allocated ministries or departments that belong to a president or prime minister are also important for e-government progression.

Exploration of Governance Improvement Measures through E-government of Korea (한국(韓國)의 전자정부(電子政府)와 거버넌스 향상 방안)

  • This study examines the status of Korean E-government implementation and explores the ways to contribute to governance improvement by means of the e-government. As far as the level of implementation of e-government, Korea is confirmed to have achieved upper level by global standards, but it is found that continuous efforts of improvement is still required in the area of integrative management, which is considered as a final phase of e-government development. In order to evaluate how much e-government of Korea has contributed to the improvement of governance, I tried to measure the usability of e-government from the perspective of providers and that of consumers, and also, a qualitative evaluation on the provision and usage of functions related to the governance was also adopted. It is concluded that, while Korean e-government has reached a remarkable stage in the quantitative perspectives, there are still a room for improvement from the qualitative perspective, such as its role as a means of governance improvement. Also, based on the above evaluations and consequent findings, I suggest guidelines for the improvement of governance through the development of e-government.
