1999년도에는 지난해에 이어서 우리 도서관계에 여러 해결해야 할 당면 문제점들이 많이 남아있다. 우리 도서관계는 올 한해 공공도서관의 명칭변경 및 민간위탁 문제, 대학도서관의 전자계산소와의 명칭 및 기능 통폐합, 전문ㆍ특수 도서관의 조직 및 기능 축소 등 여러 가지 어려움을 해결해나가는 일 뿐만이 아니라, 정보화 사회에서 지식사회에로의 전환을 앞둔 시기에 도서관 스스로의 부가가치를 창출하기 위한 많은 노력을 기울여야 할 것으로 생각된다. 이에 우리 협회에서는 본 지면을 통하여 도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보았다.

본 연구는 전자정보원의 도입으로 도서관 장서의 구성이 다양화되고, 도서관 장서에 대한 이용자 중심의 가치평가에 대한 필요성이 증대되고 있는 도서관 환경을 배경으로 한다. 본 연구의 목적은 도서관의 장서의 가치와 경제성 평가 사례를 분석하여 이를 토대로 도서관 장서에 대한 이용자 중심의 가치 평가 모형의 기초자료를 제시하는 것이다. 이를 위해 국내외의 문헌 연구를 통해 도서관 장서의 평가가 어떠한 방향으로 변화하고 있는지 동향 파악과 국내외에서 이루어진 도서관 장서의 가치연구사례를 분석하였다.

무선 RF(radio frequency) 신호는 기존의 무선통신과 같이 정보를 전달할 뿐만 아니라, 무선 신호에 담겨져 있는 전력을 모아 에너지원으로 사용할 수 있다. 이러한 무선 전력 전송은 전자기기의 이동성과 소형화 측면에서 새로운 가능성을 보여주며 활발히 연구되고 있다. 본 논문에서는 무선 통신 시스템 측면에서 무선 전력 전송을 고려한 기존 문헌들을 조사하고 현재 연구동향을 분석한다.

The greatest mission of archival community lies in collecting records to document past and present Korean society and in safeguarding them to pass over to the next generation. For the last decade, Korean archival community has actively pursued this mission and accomplished it to the certain extent. A series of events occurred during the last year urged the community to regretfully accept that the so-called accomplishment was by no means satisfactory. The present study aims to review what has been achieved against what should be if the community is to be truthful to the fundamental mission. It begins with addressing attributes of electronic records. To be specific, attributes of electronic records as 'records' are compared against those as 'digital objects.' Current state of long-term preservation of electronic records is reviewed. Suggestions follow in terms of four directions: establishing a policy framework based on principles of electronic records management, building integrated electronic records management system, researching and developing functionalities for long-term preservation, and finally, knowledge transfer and coordination.

The purpose of this study was to investigate guidelines for instructional use of e-mail and the method in the present investigation was followed by an analysis of research literatures. This study suggests the following conclusions. First, instructors should use e-mail effectively to improve communication between an instructor and a learner or learners. Communication was essential to support a good instruction. Second, to use effectively e-mail in teaching and learning process, guidelines should followed by considering e-mail characteristics. These guidelines were as follows: (1) Spelling and grammar should be followed correctly. (2) Messages should be followed shortly and concisely. (3) Summaries should be stated in your first sentence. (4) Messages should be responded rapidly. (5) Messages should be responded kindly. (6) Sarcasm and humor should be used carefully.

This paper is aimed to design for qualification structure and contents of Electronic Commerce Manager which was executed in the second half year of the 2000. To obtain research object. An analysis about e-business law was studied. Also experts of education and related field performed job analysis, on the basis of this study qualification structure and contents of Electronic Commerce Manager was designed and suggestions are proposed for the substantiality and activity. This research is performed through literature review, expert association, interview, and job analysis.

This study analysed the librarian competencies and job type to identify the present state of required librarians and to suggest the direction for education in the organization of information. As the result of investigation 278 job announcement, the traditional qualifications and the knowledge of new standard and S/W related electronic resources are required. The job type divided between cluster for the traditional demands and cluster for electronic resources and information technology. It proposed the expansion of education related electronic resources and information technology, the balance of theory and practice, and the adoption of new teaching method for education in the organization of information.

Simulation method for a pure radio-frequency (rf) mode of reflection-type and a pure rf mode of transmission-type radio-frequency single-electron transistor (RF-SET) operation is introduced. In this method, the solutions of differential equations based on Kirchhoff's law are obtained self-consistently at frequency-domain. Also, the steady-sate single-electron transistor (SET) current model and the time-dependent SET current model are used in this method. The reflected wave of a typical reflection-type RF-SET and the transmitted wave of a typical transmission-type RF-SET are calculated, and the accuracy of our developed method including the steady-state SET current model is verified with the method introduced by reference 2. At high frequency over GHz, results of our developed method including the time-dependent SET current model are considerably different from that including the steady-state SET current model. At high frequency over GHz, an exact time-dependent SET current model is needed to analyze RF-SET operation.

This paper shows the case of the evolution of Korean e-Government services in the theoretical lens of Actor-Network Theory and Structuration Theory. It presents how human actors (i.e. presidents and the central administrations) and non-human actors (i.e. law, standards, and relay systems) have established as the one network together, and how this network affects the evolution of Korean e-Government services. This case demonstrates in public sector can adopt not only Actor-Network Theory, but also Structuration Theory to explain both micro and macro contexts. The practical implications are given especially for the developing countries in pursuing the rapid development process of e-Government services.

The purpose of this research lies in exploring both problems in and solutions for developing digital information resource such as e-journal and Web databases, with the case of Korean national university libraries. In details, identified at the first hand is current situations and major changes of digital information resource that Korean university libraries have developed for the recent 10 years(2003~2012). Also investigated is the salient features in the process of selecting and acquiring digital information resource, with emphasis on the work behavioral aspects. In addition this study analyzes the negative impacts which the present digital-centered resource development policy might have on the image of university libraries and the status of academic librarianship in Korea. The final suggestions include both strategies at the national level and practical methods at the library level which might be helpful to escape from the dilemma related to developing digital information resource.
