After holding the ICEXPO 2013, the Suncheon Bay Wetland Reserve and Suncheon Bay National Garden in Suncheon city are becoming a famous ecological tourist place in national wide. This study investigates the tourists behavior visited to the Suncheon Bay Wetland Reserve and Suncheon Bay National Garden. Data are collected from 540 tourists from April to October 2015. Results of the study showed that tourists living at Gwangju & Chonnam provinces are 38.4% of total; one-day tourists, 20~40 aging tourist group, and internet using for destination informations, accounts for about 75.2%, 72.6%, and 44.8% respectively, of total tourists; tourists' motivation and purpose are related to natural landscape watching and family travel; tourists satisfaction for destination are very high, and particularly in the spring; 30% of total in tourism expenditure amount per capita ranges from 50,000 to 100,000 won; mount of tourists expenditure are not so much.

The Suncheon city has new city image and brand as eco & garden city in national wide. This paper reviews the process, governance, and performance of creative-city related policy in Suncheon city, Korea. The new city image and brand, eco & garden city, were as a result of the related urban policies and its efforts to reserve and utilize the Suncheon Bay Wetland such as the establishment of Green Suncheon 21, the Reed Festival of Suncheon Bay, the ecological park creation projects for Suncheon Bay Wetland, the ICEXPO 2013, and the Suncheon Bay National Garden since 1995. The Dongsa Research Institute has been played very import roles in the process of civic movement for Suncheon Bay Wetland reservation. After holding the ICEXPO 2013, the Suncheon city has achieved various performances such as new city image and brand, the Suncheon Bay National Garden, social and physical infrastructure to pursue future creative-city related policies.

The objective of this paper is to analyze the impact of formation and change in city brand and image of Suncheon city due to be held the International Garden Exposition Suncheon Bay Korea 2013 from April to October 2013. In order to research purpose, this study adopted a telephone interviews survey method for the entire national peoples. 65.3% of all respondents positively evaluated about city brand of Suncheon city. particularly development potential among five indexes of city brand. All of respondents also positively evaluated about settlement possibility of Suncheon city, and were recognized as eco & garden city for city image of Suncheon city. In addition, all of respondents evaluated the Suncheon Bay Ecological Park as a representative attractions of Suncheon city.

The Suncheon Bay National Garden and Suncheon Bay Wetland Reserve in Suncheon city are becoming a famous tourist place in national wide. This study investigates the visitors' behavior and economic impacts of the Mulbit Festival held in Suncheon Bay National Garden from July to August 2017. Results of visitors' behaviors showed that the total number of visitors to the festival were 802,825; 75.0% of respondents were outside visitors; 52% of respondents were accommodation visitors; 52.8% of respondents had a plan to visit downtown of Suncheon city. Results of economic impacts of the Mulbit festival showed that the per capita average consumption expenditure of outside visitors and inside visitors were respectively 112,793 won and 17,269 won; the total direct economic impacts was 57 billion won and production, income, and value added inducement impacts among the total indirect economic impacts were respectively 91.9 billion won, 19.1 billion won, and 41.3 billion won.

Resident's attitude and evaluation about local or urban development policies is a major factor in the process of the regional and urban 1)tanning and its practices. Therefore there are numerous studies pointing to analysis about the evaluation of the urban development policies. The purpose of this paper is concerned on the residents'cognitions, attitudes and evaluation about of urban development policy of Sunchon City in South Korea. Research area, Suncgon city, has been served as a central place of eastern Chollanamdo since 1920 and now functions as economic and commercial leading city of Kwangyang-bay area. In addition, Sunchon city is fastly growned with the influence of national development policy including the establishment of major industrial estates and the construction of container port in Kwangyang-bay area. In the overall cognition and evaluation about the quality of life of Sunchon city, most people are satisfied with the quality of life of urban living comparing with near cities such as Kwangyang and Yosu city. In particular, the level of satisfaction about education, transportation, natural environment are relatively higher than economic condition and living facilities. Most of residents have positive attitude and evaluation about the image of future urban development, and prefer to culture and education city in urban function of Sunchon city. Therefore, in order to function as a central city of Kwangyang-bay area. Sunchon city have to adopt new urban development policy including such as reconstruction of urban spatial structure, strengthening of culture and education functions, and the related facilities, restructuring of regional industrial structure. and expansion of commercial and shopping facilities.
