Development of Electrical Construction Cost Index Applied Chain-Weighted Method (연쇄방식 전기공사비지수 개발에 관한 연구)

  • Electrical construction cost index has been applied fixed-weighted method. But fixed-weighted method can't faithfully reflect industrial structure changes. Because the weighted value and price index of fixed-weighted method is fixed on the basic period. Electrical construction cost index is composed of the cost of labor and material. So it fluctuates sharply whenever the construction association of korea announces the laborer's wage of electrical construction. And it depends on only the producer price index changes that is related to electrical construction since then. So a study is focused on developing electrical construction cost index applied chain-weighted method. Because chain-weighted method can reflect the realities of the electrical construction and alleviate the sudden changes of labor cost with link index. We verify that chain-weighted method relieves the step states of electrical construction cost index applied fixed-weighted method.

  • 정보통신공사의 공사비 산정은 그동안 원가계산 방식으로 이루어져 왔으나, 최근 들어 건설 및 전기분야에서와 같이 실적공사비를 활용할 수 있도록 제도 시행을 추진하고 있다. 그러나 실적공사비를 적용하기 위해서는 과거 공사비 실적자료를 현가화 할 수 있는 지수의 개발이 전제되어야 함에도, 그동안 정보통신공사는 한국건설기술연구원의 통신공사비지수(기타 특수건설의 최하위지수)나 한국은행의 생산지물가지수를 이용할 수밖에 없는 한계를 지니고 있었다. 이에 본 연구에서는 실적적산 데이터를 기반으로 정보통신공사의 특성을 고려한 정보통신공사비지수를 제시하고자 한다. 개발된 지수는 실적공사비 자료의 현가화 뿐 아니라, 물가변동에 따른 계약단가 조정(Escalation), 정보통신분야의 거시적인 동향을 파악할 수 있는 주요 지표로 정보통신공사의 사업비산정 및 관련 분야의 기초자료로 활용될 수 있다.

A Study on the Statistical Continuity of Electrical Construction Cost Index Applied Chain Method (전기공사비지수의 산정방식 변경에 따른 통계연속성 실증분석 연구)

  • Electrical construction cost index is composed of the cost of albor and material. The producer price index is used to the cost of material. The Bank of Korea restructured the formation method and the basic period of the producer price index in 2013. Because fixed-weighted method can't faithfully reflect industrial structure changes. The weighted value and price index of fixed-weighted method is fixed on the basicp eriod. Electrical construction cost index is changed from fixed-weighted method to chain-weighted method in september 2014, because of these on the need. But the change of organization in formation method changes the weighted value. So there is the need of analysis about the statistical continuity of electrical construction cost index. This study is focused on the time series analysis between fixed-weighted and chain-weighted electrical construction cost index. We uses unit root test, cointegration test, regression analysis of long and short term equation, fitness for the estimation of static forecast as time series analysis. We verify that chain-weighted electrical construction cost index can be replaced to fixed-weighted construction cost index accounting analyses result. So users of it recognize that chain-weighted electrical construction cost index has statistical continuity.

  • 본 연구에서는 유중 가스 분석법으로 전력용 변압기의 고장 진단을 위한 전문가 시스템을 개발하였다. 유중 가스 분석법을 적용할 때 나타나는 가스 구성비 및 주요 가스 판정 기준, 고장 진단 규칙의 불확실성은 퍼지 집합 및 퍼지 척도를 이용하여 처리하였다. 또한 변압기의 고장 진단 결과는 사고 및 정상을 나타내는 정량화된 지수로 표현하였다. 제안된 고장 진단 전문가 시스템은 한국 전력 공사의 변압기 유중 가스 기록으로 효용성을 입증하였다.

Quantitative Evaluation of Leak Index from Electrical Resistivity and Induced Polarization Surveys in Embankment Dams (전기비저항 및 유도분극 탐사에 의한 저수지 누수지수 산출)

  • There are 17,000 reservoir dams in Korea, of which more than 85% were built over 50 years ago. Old embankment dams are weakened by internal erosion and suffusion phenomena due to preferential leakage paths and this ongoing weakening can cause their failure. Therefore, early warning associated with leakage in an embankment dam is crucial to prevent its failure. An electrical resistivity survey is a non-destructive, real-time and in-situ technique for detecting the development of leakage zones and general conditions of embankment dams. Because of its advantages, the electrical resistivity survey is widely used for reservoir safety inspections. However, the electrical resistivity survey is still not officially included in the precise safety inspection of reservoir dams because it cannot present a quantitative index of dam safety. In this study, we propose a method for calculating the leak index according to the water content evaluated from the electrical resistivity survey and/or induced polarization survey. Particularly, by proposing a quantitative leak index calculation method from monitoring surveys and independent surveys, we provide a theoretical basis for including electrical resistivity and induced polarization surveys as components of the precise safety inspection of reservoirs dams.

  • Since Jan. 2004, the Ministry of Construction and Transportation has partly introduced estimation system of historical cost data in order to reflect result cost of construction market to cost estimation for public construction. And KEPCO started estimation system of historical cost data in the electrical construction works. Electrical construction cost index a matter of great importance. This paper was conducted to examine estimation methods of the items of the price index estimation system of historical cost data and suggest reasonable applications.

  • When we have been estimated construction costs, till now, we are used to costs accumulating method of each items based on standard labors rates. But there are some problems of its methods. Our governments are applied to a historical construction costs estimation system for building construction and civil engineering works from January 2004. The electrical construction works are forecasted that applied to historical construction cost estimation systems. This paper is showed to development of electrical construction cost index for estimation of historical costs and contract prices.
