A Study on Proper Employment Size of Korea Coast Guard (해양경찰청의 적정 인력규모에 관한 연구)

  • This study aimed to find a proper size of Korea Coast Guard. To attain this goal, this study constructed an experimental standard quota model then calculated the proper number of employees of Korea Coast Guard, The findings of the analysis can be summarized as follows: The formula of the model constructed through reviewing related literature is as folllows: Y(manpowers) = constant + (B $\times$ the number of crimes committed) + (B $\times$ the expenditure in the general account) + (B $\times$ the number of Korea Coast Guard vessels). The proper employment size of Korea Coast Guard calculated using the model was 7,369.

A Study on the Appropriate Manpower Estimation according to the Evaluation of the Blood Collection Workload of Medical Technologists (임상병리사의 채혈 업무량 평가에 따른 적정 인력 산정에 관한 연구)

  • This study explored the method of determining the appropriate size of the workforce according to the assessment of the workload of medical technologists (also called medical and clinical laboratory technologists, and medical and clinical laboratory scientists) in order to present a standard production model for the appropriate manpower in blood collection rooms. The eleven university hospitals selected for this study had between 600 and 2,000 beds. The 14-steps standard blood collection time was 4 minutes and 8 seconds for the outpatients aged between 20 to 60 years old (57%) except for children and the elderly (43%). Assuming that there were 8 hours per day for mechanically collecting blood, the maximum number of blood donations by one clinical laboratory scientist was analyzed to be 100 cases. In conclusion, it is appropriate to have fewer than 100 cases of daily blood collection by a medical technologist engaged in blood collection. Since the proper number of blood collection workers (100% of blood collection work)=the number of annual working days/(one day's work hours/time per case)×the number of working days per year, then the proper number of blood collection workers (one day's work hours)=the number of working days per year/100×the number of working days).

  • 날로 광역화, 지능화, 디지털화된 범죄양상과 국민들의 고품질 치안서비스에 대한 관심과 욕구의 증대로 인해 치안수요가 증가하고 있다. 지금까지의 선행연구들은 경찰인력의 수요에 영향을 미치는 특정 변수를 회귀분석을 통해 찾아낸 뒤 이것을 바탕으로 경찰인력에 대한 예측을 시도하였으나, 경찰 업무 전반에 걸친 직무를 분석하여 치안 수요 및 업무량에 따른 적정인력을 산출하는 연구는 부족한 실정이다. 따라서 본 연구는 경찰관서 각 기능별 실무자 면담을 통해 직무를 분석한 후 기능별 주요 업무를 선정하였고 시스템 다이내믹스 방법론을 활용하여 기능별 경찰관서의 표준인력 수요를 예측하였다. 또한 235개의 관서 모델을 만들어 컴퓨터 시뮬레이션을 통해 관서별, 지방청별 효율적 인력 운용 방안에 대해 논의하였다.

  • Countries around the world are accelerating digital transformation based on intelligent information technology to overcome the economic and social crisis caused by the COVID-19 pandemic and enhance national competitiveness. Based on the Framework Act on Intelligent Informatization, Korea is also focusing on implementing various intelligent informatization policies, projects, and digital platform government. In this study, the government's professional manpower status and operation status were investigated and analyzed based on national statistics, and the number of professionals was insufficient compared to the rapidly increasing project and budget. Based on the results of this study, we hope to achieve a successful digital transformation by calculating appropriate personnel for informatization at the national level and recruiting them as soon as possible

  • 해상교통관제센터(VTS)는 해상 안전과 선박교통효율을 위해 우리나라 주요 항만 및 연안해역에서 운용중이다. 우리나라 VTS는 외국항만 VTS에 비해 1인당 담당 관제면적이 넓으며, 최근 VTS 구역 추가 확대로 기존 관제사의 담당구역이 기존보다 더욱 확대되어 관제사의 집중관제와 선박교통관리 어려움이 더욱 증가되고 있다. 이에 따라 VTS 구역의 효율적인 운영과 VTS 인력 확보를 위한 정량적인 관제석 수 산출이 필요하다. 본 연구에서는 VTS에서 수집중인 선박교통 및 선박교신 데이터를 이용하여 VTS 구역 적정 관제석 산출방법을 제안하고자 한다. 제안한 방법은 VTS 구역에서 운항하는 모든 선박의 모니터링 시간, VHF 교신에 대하여 관제 업무(task)항목, 출현빈도, 소요시간을 정의하고, 단위시간동안 각 관제 task별 소요시간을 계산하여 관제석 수를 계산한다. 제안한 방법을 여수VTS 해역의 VTS데이터에 적용하여 적정 VTS 관제석 수, 시간대별 관제석 수 변화를 분석하였다. 분석 결과 혼잡시간대 필요 관제석이 4-5 석이 필요로 한 것으로 분석되었다.

A Study on Criteria for the Manpower Required by Records Management in the Archives (기록물관리기관 소요 인력 산출 기준에 관한 연구)

  • There have been constant requests for urgently recruiting professionals in the archives to establish archival management systems by reflecting public institutional feature as well as reinforcing expertise and independence of them. However, it is true that some even adequate professional manpower haven't been secured at each level of public institutions due to ambiguous standards for the placement of professionals in the field of records management followed by the current [Public Records Management Act]. Thereupon, this study is to create records management task model for the archival management institutions with the workload of records management induced by the model, and to present reasonable scale of workforce to deal with the assignment. Moreover, here is shown which professional staff should be allocated for better efficiency and systems to carry out the task of records management in each relevant institution.

  • 본 연구에서는 횡단면 즉 지방자치단체별로 "고정된 효과"를 가지고 있다는 전제하에 시의 공무원 정원을 산정하였다. 본 연구에서 주장하는 시의 공무원 정원은 시 공무원 1인당 업무량에 기준한 적정정원에 대한 산출은 아니나 도시형태별로 - 일반시와 도농복합행태의 시 - 동종 시가 평균적으로 고용하고 있는 현정원에 가까운 평균 인력규모를 타단체와의 비교를 통하여 평균적인 추세를 파악했다는 점에서 의의 있는 일이다. 그러나 공무원 정원산정의 거시적 모델을 학문적으로 논의하는 것은 가능할 지 모르지만 계량적 방법의 한계가 있기 때문에 이를 현실에 적용하는 것은 정치적.사회적으로 타당성에 한계가 있다.성에 한계가 있다.

A Study on Calculation of Appropriate Size of Public Officials Using DEA (DEA를 활용한 공무원의 적정규모 산정에 관한 연구)

  • A study to estimate the appropriate size for the quota of civil servants during the period of change of government is required. Therefore, in this study, we would like to introduce a study that uses DEA to estimate the appropriate size of public officials. The department of a public institution is DMU, and the number of employees in each department is applied as an input variable, and the number of electronic approval production documents and the number of electronic approval expenditures are applied as output variables. MaxDEA 8 was used as an analysis program for this purpose. As a result of the analysis, when the efficiency level was 1.00 (100%), 3 out of 14 departments showed the optimal level by satisfying the efficiency, and 10 of the remaining departments scored 0.50 (50%) with a score of 0.50 (50%), confirmed to be relatively inefficient. In other words, it was confirmed that most departments had inefficient surplus staff. As an additional analysis, we calculated the number of possible staff reductions using the efficiency level. Using this, it is expected that the field of manpower reduction can be discovered in advance through an analysis of manpower efficiency by department, and based on this, it can be used to relocate manpower by department according to future response strategies.

  • In this paper, since most business process of D-agency is being performed through some information systems, including Onnara System is a government standard operating management system, computerized accumulated in the system documentation based on, even if there is no independent job analysis system, in a judgment that can be can be tissue diagnosis, it presented a job analysis plan that leverages the existing information system. Most material is passed online in business processing between departments and between colleagues, it is returned. In situations where most information systems for such business processing is built developed, grasp the work procedures and information systems D-agency data accumulated to derive the necessary elements for job analysis quantified, and verified the validity of the element in the regression statistics.In addition, classification system (BRM, Business Reference Model) of the existing functionality that is available only Onnara System, and to establish a job analysis architecture to be able to function diagnostic departments to leverage common also in other information systems, related implement illustrating additional features of the information system, to derive a department duties value calculation formula with it, and present various job analysis plan that can actually be utilized to diagnose and derived elements department appropriate personnel.

  • A controversy get more deeply intensified about the price of inpatient's meal provided in hospital as the Ministry of Health and Welfare declared the National Health Insurance will cover inpatient's meal from 2006. By using newly designed cost analysis method and stratification method of the population, the optimal price of inpatient's meal are derived based on the 71 sample hospitals. This study analyzed 71 samples based on the activity based costing(ABC) and the method of relative units value(RUV). The factors influencing the level of cost are found by linking the results of cost and statistical analysis. As the key factors influencing the cost are the number of employees in a nutrition department and a the number of meals provided to the patients, These factors should be considered when the optimal price of inpatient meals is set for the coverage of the National Health Insurance.
