The purpose of this study is to derive theoretical and policy implications by specifying the meaning of proactive administration through the review of theories related to previous studies and analyzing the effect of ethical leadership and job autonomy on proactive administration. To verify the hypotheses, an analysis was conducted on 275 surveys after a pilot-test. As a result of the analysis, it was found that the ethical leadership and job autonomy had a significant influence on proactive administration. This suggests that the higher ethical attributes of the leader, the higher the job autonomy of the person in charge when performing the works, the higher the possibility of proactive administration proactive administration being realized. In addition, it was found that the ethical climate had a moderating effect between job autonomy and proactive administration, but the moderating effect did not appear between ethical leadership and proactive administration. This result means that if the ethical climate is high, it is highly likely to positively accept autonomous actions for works, which can have a greater influence on proactive administration. However, although it did not have a moderating effect, each variable of ethical leadership and ethical climate had a significant influence on proactive administration, confirming that proactive administration has a significant relationship with ethical aspects within the organization.

21세기를 눈앞에 둔 지금, 세계는 국가의 경제적 이익을 최우선으로 하는 경제전쟁의 시대에 있으며, 특히 선진 각국은 정보통신의 급격한 발전에 의해 도래하는 정보화 사회에서 주도적 입지를 굳히기 위해 바삐 움직이고 있다. 이러한 국제적.사회적 환경의 급격한 변화에 따라 국민들은 정부에 대한 행정의 수요 및 기대를 다양하게 표출하고 있으며, 정부도 국민에 대한 반응성이 높아지는 반면, 관료제의 영향력은 점차 감소되고 있다. 이러한 국민의 요구에 적극적으로 부응할 수 있는 수요중심의 행정을 펼치기 위해서는 정보통신기술을 전체 행정과정에 적극 도입.활용하는 행정정보화를 통해 정부의 생산성을 획기적으로 제고시키고, 공통의 정보통신기반 위에 하나로 연결된 각종 정부정보 및 서비스를 언제, 어디서나, 어떤 방법으로든, 신속히 제공할 수 있는 행정관리체계를 구축해야 한다. 이와 동시에, 정부의 업무와 조직의 혁신 등 제도적 개선이 병행될 때 비로소 경쟁력 있는 "작고 효율적인 정부"가 구현될 것이다. 본고에서는 현재 우리 나라의 행정정보 공동활용현황과 행정부문 정보화의 주무기관인 "정부전산정보관리소"에서 추진하고 있는 "정부고속망 사업"에 관해 논하고자 한다.

In Korea, there are many cases where policy decisions are not made even though it is a big social issue. Usually, the reasons for such delay in policy making are cases where it is delayed to go through an appropriate policy procedure, and there are cases where the consent of stakeholders is not obtained. But, this study intends to suggest that a few policy delay in Korea can be explained by intentional non-decision-making by the government. Non-decision making is being made as a strategic and active strategy of the government. In this study, the case of Lotte Shopping Mall in Sangam was analyzed from the point of view of non-decision making. As a result of analysis based on factors such as the existence of elite, purpose, policy tool, policy process, and result, it can be assumed that the policy delay of the Lotte Shopping Mall was caused by the government's active strategic decision. The government's strategic non-decision-making, which is distinct from passive administration, needs to be reviewed in various ways in the future.

교육행정정보시스템에서 제공하는 통계자료는 광범위한 데이터를 기반으로 학교행정 지원 및 교육 정책 수립의 기초가 되는 자료로 중요한 역할을 하지만, 고도화된 설계 과정 없이 행정정보처리 수준에서 제공되는 경우가 많아 일선업무에 적극적으로 활용되지 못하고 있다. 본 연구에서는 교육행정정보시스템 내에서 제공되는 각종 통계자료에 대한 현황 분석과 함께 활용 방안에 대한 요구분석을 진행하였으며, 이를 기반으로 통계자료의 효과적인 활용을 위한 제도적, 정책적 측면의 개선 방안을 도출하였다. 연구의 결과가 교육행정정보시스템에서 처리되는 데이터에 대한 전반적인 만족도 및 개선방안 수립에 도움이 될 것으로 기대한다.

일본 행정기관에 구축된 데이터베이스(DB)를 유형별로 보면, 업무 처리형, 행정 지원, 공공 이용형 등이 있으며, 관청간 DB를 이용하는 것이나 사회적 활용을 적극 추진하고 있다. 데이터베이스 구축을 구체화 하기 위한 방책으로는 관청 내에서의 기획조정 기능의 충실, 관청내에서 데이터베이스 구축의 계획적 추진 등이 있다. 관청간 공통추진 사항을 위해서는 관청간 조정 기능의 충실과 행정 정보의 통합 이용을 위한 시스템의 정비, 사회적 활용을 위한 체제 정비가 요구된다.

행정자치부는 지식정보화시대에 부응하는 표준 ${\ulcorner}$사이버 혁신선도마을${\lrcorner}$을 조성하여 각 지역별 주민과 행정간 서비스 전달체계의 획기적 개선을 통하여 모범 사례가 될 수 있는 행정과 주민 모두에게 도움이 되는 시스템을 구축하기 위한 전국적 사업을 진행하였다. 이 사업을 위하여 전국적 공모를 하였는데 여기에 선정되어 정부의 예산지원과 지자체의 적극적 지원으로 이 사업을 시작하게 되었다. 사업내용은 면과 17개 마을 간의 화상회의 , 원격방송, 홈페이지 , 마을별 PC사랑방 구축이었다. 이를 통해 얻는 이익은 시간적 경제적으로 이익이 될 수 있는"꼭 사용해야 하는 정보화 도구" 를 구축하는 것이고, 이장 등 마을 핵심리더들과 노년층의 정보화 도구에 대한 활용도 제고 "행정 서비스로 주민 간 의사전달 체계" 의 근본적 구조 개혁을 가져왔다. 또한 언제 어디서든지 사용할 수 있는 유비쿼터스형으로 만들어 주민 정보화마인드를 심어주었으며 , 타 기관에서도 사용할 수 있는 " 표준,보급형 " 모델을 창조하였다.

This study measures the effectiveness of 39 Korean Government websites in providing equitable and appropriate government information to the public. 39 government web sites were divided into two groups, 21 "departments or ministries" and 18 "offices". Five evaluation criteria were information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The study showed that there are some different results between 21 "departments or ministries" and 18 "offices". Most information services provided by Government websites were slightly moderately appreciated by the researchers. Some problems and resolutions for the improvement of government websites are provided. Also, some suggestions for the government website designers and administrators are made.
