  • 가상현실 기술은 사용자가 스토리에 참여할 수 있으므로 상호작용을 갖는 인터랙티브 미디어 및 교육 콘텐츠로 활용하는 것에 장점이 있다. 가상현실 공간은 3D 공간으로 구성되며 가상환경에서 사용되는 3D 캐릭터들을 제작하기 위하여 일반적으로 3D 모델링과 키 프레임 기반의 애니메이션 기법이 사용된다. 이러한 과정들은 상대적으로 큰 비용과 많은 시간이 소요됨에 따라 저예산의 프로젝트에서는 가상현실 기술을 적용한 콘텐츠 제작을 어렵게 만든다. 본 논문은 2D 만화 이미지와 만화 스타일의 애니메이션을 활용하여 가상현실 콘텐츠 제작기법을 제안하고, 만화 형식의 가상현실 콘텐츠를 제작하여 연구를 진행하였다.

  • 우주 네트워크는 고지연성, 저신뢰성 등 기존의 지상 네트워크와는 차별화된 특성을 가진다. 또한 높은 예산이 투입되는 우주 임무 특성상 지상 시험 시 발견되지 않은 소프트웨어 버그가 막대한 비용을 초래할 수 있다. 그러나 현재까지 우주 네트워크 환경에 특화된 소프트웨어 업데이트 관련 연구는 부족한 실정이다. 따라서 본 연구에서는 Asynchronous Management Protocol(AMP)을 기반으로 원격 소프트웨어 업데이트 프레임워크를 새롭게 제안한다. 해당 프레임워크는 Interplanetary Overlay Network(ION) 소프트웨어를 사용하여 프로토타입을 구현하였으며, 실제 업데이트 케이스를 적용하여 기능 및 실사용성을 검증하였다.

A Study on the Improvement of Independent Loan Fund Business for low-income Disabled (저소득장애인을 위한 장애인자립자금대여사업 개선방안 연구)

  • This study aims to analyze the current situation of Independent loan fund business for disabled for independent and living stabilization of low-income disabled and presented a plan to support effectively. Methods were reanalyzed to obtain the data inside the Ministry of Health and Welfare and conducted a expert survey. The results of this study were First, The budget was 8.1 billion won and target households was 800, but the used budget was about 5.6 billion won(executive rate was 69.3%) and beneficiaries was 384 families. Second, the loan condition was gurantee is 58.5%, pawn is 23.3%, ungurantee is 18.2%. And, the loan type was occupation is 60.0%, car purchase is 35.3%, medical expenses is 2.6% and so on. In addition, 1,735 people apply for a loan fund but 904 people received a loan fund. So, loan rate was 52.1%. Third, business retention rate was 74.7% and close rate was 25.3%. Fourth, expert opinion was government support necessary for the in low-income disabled in social and economic situation of Korea. This study suggested that the loan purpose, loan amount, loan condition, simplified course were needed to consider when establishing policy for low-incone disabled.

Cost Allocation among Local Governments for Environmental Infrastructure: A Case Study of Sewage Treatment Plant (환경기초시설의 지자체간의 협력적 운영을 위한 합리적 비용배분: 하수처리장사례를 중심으로)

  • This study explores methods of allocating costs incurring from construction of environmental infrastructure among local governments involved in the project. Principles for equitable cost-allocation are reviewed, and pros/cons associated with different methods are examined. Proportional Allocation method, Shapley Value method, SCRB (Separable Cost-Remaining Benefits) method are applied to a case of swage treatment plant in Gyeongnam province region, Korea. It is found that the SCRB method produces the most equitable result, followed by Shapley method. The Proportional Allocation method, although easy to understand and simple to calculate, is found to be skewed in favor of small town.

Factors that Need to be Overcome for Successful Integrated Marketing Communication (통합적 마케팅 커뮤니케이션의 성공적 실행을 위해 극복해야 할 요인에 대한 고찰)

  • How to facilitate Integrated Marketing Communication (IMC)? An approach to answer this question is to identify an organization's internal and external barriers to IMC and then to resolve them. Eight dimensions emerged from the factor analysis of the barrier items: organizational structure problem, department ego, lack of database, difficulty in analyzing effectiveness, lack of perception on consumer-oriented communication, increasing dependency on an agency, lack of agencies' expertise on IMC, and fear of budget reductions. With regression analyses, this study found that 'organizational structure problem' and 'lack of perception on consumer-oriented communication' were negatively related to IMC and that 'department ego', 'lark of perception on consumer-oriented Communication', 'organizational structure problem', and 'fear of budget reductions' were negatively related to the expectation of IMC usefulness. The findings indicate that organizations surveyed stay at a low level of IMC and urgently needs to resolve internal barriers rather than external ones in order to enhance IMC.

  • In the past, satellite development required enormous budget and time, so only some developed countries possessed satellites. However, with the recent emergence of low-budget satellites such as micro-satellites, many countries around the world are participating in satellite development. Low-orbit and geostationary-orbit satellites are used in various fields such as environment and weather monitoring, precise change detection, and disasters. Recently, it has been actively used for monitoring through deep learning-based object-of-interest detection. Until now, Korea has developed satellites for national demand according to the space development plan, and the satellite image obtained through this is used for various purpose in the public and private sectors. Interest in satellite image is continuously increasing in Korea, and various contests are being held to discover ideas for satellite image application and promote technology development. In this special issue, we would like to introduce the topics that participated in the recently held 2022 Satellite Information Application Contest and research on the processing and utilization of KOMPSAT image data.

  • The number of CCTV installed in Korea is over 1.3 million, increasing by more than 15% annually. However, due to the limited budget compared to the installation demand, the infrastructure is composed of 500,000 pixel low-quality CCTV, and there is a limits on identification of objects in the video. Public CCTV has high utility in various fields such as crime prevention, traffic information collection (control), facility management, and fire prevention. Especially, since installed in high height, it works as its role in solving diverse crime and is in increasing trend. However, the current public CCTV field is operated with potential problems such as inability to identify due to environmental factors such as fog, snow, and rain, and the low-quality of collected images due to the installation of low-quality CCTV. Therefore, in this study, in order to remove the typical low-quality elements of public CCTV, the method of attenuating scattered light in the image caused by dust, water droplets, fog, etc and algorithm application method which uses deep-learning algorithm to improve input video into videos over quality over 4K are suggested.

아까시나무(Robinia pseudo-acacia)의 종자 발아와 유식물 생장에 있어서의 온도 적응

  • In order to study the ecotypic variation of Robinia pseudo-acacza L. distributed in southern area of Korean peninsula, 15 local populations(Daejin, Sokcho, Kangneung, Mt. Surak, Hongcheon, Kwangneung, Namhansanseong, Chungju, Yesan, Andong, Jeonju, Dalseong, Changweon, Mokpo and Wando), located from $34^{\circ}18'N\;to\;38^{\circ}36'N$, were selected based on their latitudes and geographical distances. Seeds of these populations were collected and their germination and growth of seedlings were investigated. The optimum temperature of seed germination tends to decrease with ascending latitudes. The optimum temperatures of local populations were classified into three types: the north central type of $25^{\circ}C$(Daejin, Sokcho, Kangneung, Mt. Surak, Hongcheon, Kwangneung), the south central type of $30^{\circ}C$(Narnhansanseong. Chungju, Yesan, Andong, Jeonju), and the southern type of $35^{\circ}C$(Dalseong, Changweon, Mokpo, Wando). The optimum temperature for the growth of seedlings was $25^{\circ}C$ for all populations. The populations were also classified into three types : north central type, south central type and southern type based on the ranking on the growth of seedlings at 5 different temperatures of 15, 20, 25, 30 and $35^{\circ}C$, and the results of seedling growth showed similar patterns to those of the seed germination.

Improving military officers' career management system as a strategy for personnel innovation in the military (군 간부의 경력관리 제도 개선을 통한 군 인사 혁신 방안)

  • This study proposes improvements to the personnel management system for military officers in South Korea, addressing challenges posed by rapidly changing security environments and population decline due to low birth rates. The research identifies key issues in the current system, including lack of predictability in long-term service selection, limited opportunities for professional development, uncertainties in post-retirement careers, rigid organizational culture, and inadequate responses to demographic changes. To address these issues, the study analyzes personnel management practices in foreign militaries, including the United States, United Kingdom, and Israel, deriving valuable insights. Based on this analysis, the research suggests several improvement measures: enhancing predictability in long-term service selection, providing tailored job transition support for different military specialties, and expanding personnel exchanges between military and civilian sectors. Specific recommendations include clarifying long-term service selection criteria, introducing a phased selection system, strengthening connections between military specialties and civilian job sectors, expanding support for professional certifications, and increasing personnel exchange programs with public institutions and private companies. The study also outlines necessary legal and institutional reforms, strategies for securing and allocating budgets, and a phased implementation plan. The research proposes amendments to the Military Personnel Management Act, legislation for supporting retired military personnel, and the introduction of a performance-based budget management system. A systematic implementation plan is presented, divided into short-term, medium-term, and long-term phases.

Analysis of performances of Korean Female Directors in the Thriller Genre Focusing on the Cases, "Helpless" and "Perfect Number" (스릴러 장르를 중심으로 살펴본 한국영화 여성 감독의 성과 분석 -<화차>와 <용의자X>를 중심으로)

  • Until 2000, there were only eight female directors in Korean film history; however, the number of female directors has increased with the number of new movies made and the entrance of new directors. In 2007, there were about seven new female directors and in 2009, there were released 13 movies directed by female. Even though the number of new movies and new entrants of female directors has augmented, the percentage of movies directed by female directors is about 5% of released Korean movies during the past ten years. Moreover, those female directors who enter the Korean film industry are mostly concentrated in low budget independent films. Yet, female directors have been continuously searching and challenging in order to find a way to communicate with general populations. As a result, recently female directors have been noticed in thriller films. This report will analyze how the thriller films directed by female directors have evolved since 2000 based on the status of female directors in commercial films. The report will analyze two thriller films "Helpless" and "Perfect Number", released in 2012.
