A Study on the Status and Improvement of the Basic Occupational Safety and Health Training for the Construction Industry : focused on the Educational Methods and Contents (건설업 기초안전보건교육 현황 및 개선에 관한 연구 : 교육 내용 및 방법을 중심으로)

  • Construction industry has a relatively higher accident rate compared to other industries, especially the serious accident rate including death. Ministry of Employment and Labor has not only implemented safety consciousness but also initiated the basic occupational safety and health training for the construction industry. Despite the effort, only a few sites follow the obligatory task and there are reports stating the effect of the education is minimal. As a result, this research aims to determine and analyze the current state of the basic occupational safety and health training including its lesson plan and method. Furthermore, by analyzing the preliminary study on the effective instructional method, this research suggests an effective method to implement safety consciousness to the workers. An improvement plan is also suggested by supplying appropriate educational material to different workers by differentiating the characteristics and the cause of death at various work types in construction sites.

Implementation of Community-based Hazard Mapping Support System for Traditional Towns with Local Heritage (지역 유산을 가진 전통 마을을 위한 지역 사회 기반 위험지도 작성 지원 시스템의 구현)

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • The causes of accidents occurring in chemical plants vary, but 96% of industrial accidents occurring worldwide are caused by workers' unsafe behavior. The International Labour Organization (ILO) has announced 20 elements of workers' anxiety-warning behaviors that occur on multiple occasions at industrial sites in order to warn them of the risk of accidents caused by workers' anxiety-driven behavior, and to prevent industrial accidents, workers' anxiety-driven behavior should be controlled under stress In this study, major types of unsafe behavior were analyzed on the basis of information on the accident investigation history of domestic workspaces in order to find out how workers can manage their unsafe behavior. Based on the results of the analysis of the major anxiety war behavior, the root cause of causing anxiety war behavior was analyzed using the Swiss Cheese Model, and each root cause management method was proposed.

  • 최근 기후변화로 인해 지역 및 시기별로 강수량이 편중되면서 가뭄(0.72회/년) 등 물 관련 재해가 빈번하게 발생하고 있으며, 가뭄의 강도 또한 심화되는 추세이다. 본 연구대상 지역인 태안군과 괴산군의 경우 기후변화 시나리오(RCP 4.5)를 적용, 미래(~2100년) 기상조건에 대하여 기존 농업용 저수지의 용수공급능력을 평가한 결과, 가뭄대응(내한) 능력이 감소하는 것으로 분석되었다. 한편, 농업가뭄의 경우 주로 영농기에 발생하여 장마가 시작되면서 해소되었으나, 최근 기후변화로 인해 지속기간이 점차 증가하여 가뭄피해가 매년 반복되고 있다. 그러나, 현재까지 추진된 가뭄대책의 경우 관정개발, 저수지 준설 등 단기·사후처방 중심의 대책이 마련되어 지속적인 재해관리와 예방에 많은 어려움을 겪고 있다. 이에 본 연구에서는 지역 맞춤형 가뭄대응 종합대책을 마련하여 기후 변화대비 안정적인 영농기반을 구축하고자 하였다. 기존시설 개선, 수요관리 등 최근 정부정책 방향과 재원조달 방안을 고려, 법적근거(농어촌정비법 등)에 의한 실현 가능한 사업계획을 수립하는 한편, 다목적 농촌용수 개발, 용수이용체계 재편 등 사업유형을 구분한 후 단계별(장·단기) 가뭄대책을 마련하였다. 가뭄대책 수립 시 한국농어촌공사에서 개발한 '수리수문 설계 시스템(K-HAS)'을 이용하여 용수 수요량을 산정하였고, 기존 수리시설물별 물 수지 분석을 통해 여유수량이 확보된 수원을 최대한 활용코자 하였다. 저수지 개발 등 신규 수자원 확보가 용이한 내륙·산간지역의 경우 중·대규모 저수지(유효저수량 1백만m3, 유역면적 200ha이상) 개발계획을 수립하는 한편 지역특성(형상, 표고차 등), 개발여건 및 경제성 등을 고려하여, 적정 개발범위(수혜면적 20ha이상)을 설정하였다. 한편, 신규 수자원개발이 어려운 도서·해안지역의 경우 용수 재이용(회귀수 활용) 및 담수호 내 염해방지시설을 도입하는 등 지역 맞춤형 가뭄대책을 수립하였다. 본 연구에서 제시한 단계별(장·단기) 가뭄대책이 차질없이 시행될 경우 기후변화 대비 안정적인 농업용수공급이 가능하고, 상습가뭄 발생(물 부족) 지역에 대하여 효율적이고 합리적인 물(수요·공급)관리가 가능할 것으로 기대된다.

Development of Safety Training Delivery Method Using 3D Simulation Technology for Construction Worker (건설현장 작업자를 위한 3차원 시뮬레이션 바탕의 안전 교육전달 매체 개발)

  • Construction worker safety and safety training continue to be main issues in the construction industry. In order to promote safety awareness among workers, it is imperative to develop a more effective and efficient safety training. This study compared two methods in construction worker safety training: 1) a conventional lecture and 2) 3D simulation through Building Information Modeling. Both training methods included the same contents, a selection of safety standard and guide suggested by Occupational Safety and Health Agency and the Korea Occupational Safety and Health Agency; the contents were then produced into two types of training methods. A survey was conducted targeting on safety managers, in which the managers evaluated lifelikeness, active learning and enjoyment that each of training methods can promote. The results of the survey showed that innovative method using 3D simulation was more effective than conventional lecture method in terms of its lifelikeness, active learning and enjoyment. This study will provide implications that innovative method using the virtual reality is more effective than conventional lecture method.

Effects of Determinants and Persuasion on the Willingness-to-Pay of the Cultural and Heritage Assets' Admission Fee within the National Parks (문화재관람료의 지불의사에 미치는 결정요인 및 설득효과)

  • The purposes of the study were to analyze the effects of determinants and persuasive messages on the willingness-to-pay cultural & heritage assets' admission fees. Recently visitors have responded to a nationwide boycott of the fees within national parks due to feelings of disapproval and resentment. Data were collected through onsite surveys of 302 visitors in the Mt. Gyeryong National Park. Regression analysis and two-way ANOVA were employed to obtain the results. The results indicate that credit card payment was the most prominent predictor of willingness-to-pay at the .05 level. The second highest coefficient was obtained in the condition levying of admission fees and parking fees at the same time, providing temple interpretive services, followed by free days for everyone on special days each month. In addition, the most persuasive message was the descriptive content, which stated that fees were profoundly committed to the protection of the cultural heritage for future generations. As a result, it is effective to continually persuade visitors to use posters or reminders that stress the preservation of cultural assets at the entrance gate.

Case Studies of Geophysical Mapping of Hazard and Contaminated Zones in Abandoned Mine Lands (폐광 부지의 재해 및 오염대 조사관련 물리탐사자료의 고찰)

  • Environmental problems typically occurring in abandoned mine lands (AML) include: contaminated and acidic surface water and groundwater; stockpiled waste rock and mill tailings; and ground subsidences due to mining operations. This study examines the effectiveness of various geophysical techniques for mapping potential hazard and contaminated zones. Four AML sites with sedimentation contamination problems, acid mine drainage (AMD) channels, ground subsidence, manmade liner leakage, and buried mine tailings, were selected to examine the applicability of various geophysical methods to the identification of the different types of mine hazards. Geophysical results were correlated to borehole data (core samples, well logs, tomographic profiles, etc.) and water sample data (pH, electrical conductivity (EC), and heavy metal contents). Zones of low electrical resistivity (ER) corresponded to areas contaminated by heavy metals, especially contamination by Cu, Pb, and Zn. The main pathways of AMD leachate were successfully mapped using ER methods (low anomaly peaks), self-potential (SP) curves (negative peaks), and ground penetrating radar (GPR) at shallow penetration depths. Mine cavities were well located based on composite interpretations of ER, seismic tomography, and well-log records; mine cavity locations were also observed in drill core data and using borehole image processing systems (BIPS). Damaged zones in buried manmade liners (used to block descending leachate) were precisely detected by ER mapping, and buried rock waste and tailings piles were characterized by low-velocity zones in seismic refraction data and high-resistivity zones in the ER data.

A Study on Accessibility of Disaster-prevention Green Space for Earthquake Avoidance - Focused on Jung-gu and Nam-gu Office, Ulsan Metropolitan City - (방재 역할로써의 도시 내 공원녹지의 유형별 접근성 연구 - 울산광역시 중구와 남구를 대상으로 -)

  • Construction of urban emergency shelters based on disaster-prevention green space is an important part of an urban disaster response plan. The accessibility of disaster-prevention green space is directly related to the disaster prevention service effect of green space. Taking the Jung-gu and Nam-gu districts of Ulsan city as research targets, the accessibility of three green spaces was analyzed by a network analysis method based on information regarding the distribution of population and green space and the urban road network. Two indicators for evaluating the service effect of green spaces were service population rate and service area rate. The results showed that the accessibility of the emergency refuge parks (5min) and central refuge parks was relatively good but the service area rate and service population rate of the emergency refuge parks (3min) and temporary refuge parks was less than 60%. In view of the overall situation, the service effect of disaster-prevention green space is at this point only general in Ulsan and there is great room for improvement.

Classification of Disaster Safety Data Management System based on Daily Situation Report (일일상황보고를 중심으로 재난안전 데이터 관리 체계의 유형화)

  • This study investigated a total of 22 types (15 types of natural disasters and seven types of social disasters) of disaster and safety data based on the National Daily Situation Report, Disaster Yearbook and annual Disaster Annals issued by the Ministry of Public Administration and Security. Disaster safety data were collected from the daily situation report of MOIS (Ministry of the Interior and Safety). The number of total data cases were 1,760, of which 656 were natural disasters and 1,104 were social disasters. The disasters were then patternized according to their characteristics. The patterning was conducted to set up the disaster and safety data system designed to keep disaster situations under prompt and effective management. The study analyzed the data associated with the activities in the response and recovery stages according to the disaster type. Furthermore, based on the management activities performed with the flow of time following a disaster, this study classified and proposed disaster and safety data patterns to achieve effective disaster management work by analyzing the characteristics of a disaster and safety data and disaster and safety management procedures. Disasters of high similarity were classified by merging and deleting them. This was done to consider the scalability and mutual linkage so that it can be used in the establishment of national statistical data, such as the disaster annual report and disaster annuity.

An Study on Securing the Stability of Road Sign through Analysis of wind data according to types of measurement (계측 유형별 풍속 데이터 분석을 통한 도로표지의 안정성 확보 방안에 관한 연구)

  • Recently, interest in safety has been increasing in every area, especially in the field of transportation. The accurate evaluation of the stability of road facilities is needed to improve the level of safety in the field of transportation and the application of new technologies is required to reduce the number of natural disasters. In this study, the wind data were compared and analyzed according to the type of measurement, and an evaluation of the stability of road signs using the wind data was conducted. In addition, a stability plan to secure road signs was elaborated and its effect on the wind load was analyzed. It was found that the wind data measured by a mobile atmospheric observing system (MAOS) was 2.43 times bigger than that measured by the Korea meteorological administration (KMA) and road weather information system (RWIS). In terms of their stability, the road signs were susceptible to failure caused by gusty winds and it was found necessary to ensure their stability. In the future, it will be possible to evaluate the stability of road facilities using road line weather data and the application of wind load reduction technologies is expected to improve road safety.
