The Impact of financial Sources on Service Delivery in Non-profit Social Welfare Organizations (민간 사회복지조직의 재원(財源)이 서비스 전달에 미치는 영향)

  • This study is to identify the relationship in non-profit social welfare organizations(SWOs) between financial sources and service delivery. Especially the impact of the former to the latter is its main concern. For this purpose, gathered are the 1992, 1999 financial reports of those study organizations, and some qualitative data on a number of the organizations collected by the author is also used for verifying and interpreting the data. Gronbjerg's study(1992) provided an analytical tool for decomposing financial structure of human service organizations, and resource-dependency perspective was a theoretical framework for interpreting the impact of financial composition to service delivery. The findings are as follows: (1) Between 1992 and 1999, there was a noticeable change in financial composition among SWOs. Government subsidies has increased in terms of both amounts and percentages, for residential facilities 75% to 82% and for nonresidential facilities 37% to 47%. Funding from donations shows no abrupt changes, although absolute amounts were slight increasing. Fees were sharply decreasing, especially for the non-residential facilities which previously enjoyed them as valuable resources for preventing unnecessary influence from government. (2) The funding sources of SWOs and their strategies to acquire them has impact on service delivery. Although non-government fundings(donations and fees) were found to give elasticity to SWOs, various problems associated with acquiring them (i.e., changing the clientele) would prohibit SWOs from fully concentrating to those fundings. Meanwhile, government fundings are characterized as stable, and, as such, most of the SWOs prefers. Limited elasticity, red-tape, 'sacrifice of quality of service' over efficiency, etc. are referred to the problems.

Current Status of the Film Development Fund and Plan for Securing Finances (영화발전기금의 현황과 재원조성 방안)

  • The Film Development Fund was established in 2007 to improve the quality of film arts and promote the Korean film and video industry. As a key resource operated by the Korean Film Council, the film development fund provides various projects including support for the promotion of Korean film creation and production, funding in video-specialized investment associations, export and international exchanges of Korean films, and production of small-scale or short films. This study aims to propose ways to reinvent the film development fund, which is in danger of being depleted. Based on such purpose this study examined the status and problems of the current film development fund and reviewed previous literatures and related discussions. Furthermore, the policies of similar overseas organizations for film promotion including French National Film/Video Center (Centre National du Cinema et de l'image $anim{\acute{e}}e$, CNC) and the British Film Institute (BFI) were reviewed to draw a multi-faceted way to replenish the source of revenue for Korean film development fund.

Discussion for Securing Self-Reliant Finance of Local Government Using Public Data (공공데이터를 활용한 지자체 자주재원 확보 논의)

  • Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.

A Study on the Understanding of Fire Service Officers to the Procurement Circumstances and the Alternatives for Procuring Fire Service Funds (소방재원의 조달여건 및 조달방안에 대한 소방공무원의 인식에 관한 연구)

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

Change of Antimicrobial Use Density According to Application of Computerized Management Program for Restriction of Antimicrobials Use in a University Hospital (일개 대학병원에서 제한 항생제 전산 프로그램 운용에 따른 항생제 사용량 변화)

  • Purpose : Appropriate use of antimicrobials is an essential factor to treat infectious diseases and prevent acquisition of antimicrobial resistant pathogens. This study was undertaken to search that application of computerized management program for restriction of antimicrobials use in a hospital is helpful to decrease antimicrobial use density. Methods : Antibiotics utilization committee decided to restrict the use of 16 antimicrobials(14 expensive drugs having fear of drug resistance by pathogens and additional two drugs with inappropriate using tendency). Retrospective evaluation of antimicrobial user numbers between May and July of 2004 and 2005(study group) was conducted to compare with previous use density during same period of 2002 and 2003(control group). Results : Inpatients number of control group($823.5{\pm}37.1$ persons) was more than study group($809.2{\pm}39.3$ persons, P<0.001), but, outpatients number and hospitalized duration were equal in two groups. Antimicrobial user number/100 inpatients per day of glycopeptides and antifungal agents was equal in two groups, and study group was significantly higher density than control group in the use of carbapenems, piperacillin-tazobactam and quinolones(P<0.001). But study group was significantly lower density than control group in the use of drugs with inappropriately using tendency and expensive cephalosporins having broad antimicrobial spectrum(P<0.001). Conclusion : Application of computerized management program for restriction of antimicrobials use in a hospital is effective to decrease the use density of antimicrobials with inappropriately using tendency, but it is an insufficient measures for the restricted use of other antimicrobials on the whole.

  • 현재 운용중인 NTSC송신시스템을 근거로 가까운 장래에 설치되어 운용될 8-VSD DTV전송시스템의 재원을 설계한다. 먼저 아나로그 NTSC와 디지털 8-VSH DTV의 지상파 방송의 경우 최적의 수신전계를 유지할 수 있는 조건을 검토하고, Longley-Rice의 전계강도 산출법을 이용해서 수신을 위한 최소한의 전계강도의 임계값을 산출한다 8-VSH DTV전송은 NTSC 6MHz대역에서 HDTV가 가능하도록 19.39Mbps의 데이타를 고속으로 전송하는데 그 목표fmf 두고 있으므로 무엇보다 송 · 수신점 사이의 전계강도의 최적화는 중요한 문제이므로 8-VSB DTV전송은 NTSC 서비스 커버리지에 비하여 확장되거나 효율적이어야만 한다. 본 연구에서는 산출결과 NTSC가 8-VSH DTV와 동일한 서비스 커버리지를 유지하기 위하여 NTSC VHF에서 DTV UHF로 전환시 필요한 송신출력과 NTSC UHF에서 DTV UHF로의 전환시 필요한 송신출력을 산출한다.

  • 댐 및 이와 관련된 시설은 일반 공공 시설에 비해 수명이 긴 것이 특징이다. 최근 이러한 댐 시설은 준공 후 30년에서 50년 가까이 경과한 것이 많아 지금까지 경험한 적이 없는 하드웨어적, 소프트웨어적 관점에서의 노후화 및 시설 관리 문제가 현실화될 가능성이 점증하고 있는 것이 현실이다. 이에 기존 국내 외 연구를 살펴보면 시스템 도입 측면에서의 연구가 많다: (1) 다양한 고용량의 데이터를 통합 관리하기 위한 시스템, (2) 댐 준공까지의 기존 정보를 효율적으로 열람 검색 할 수 있는 시스템, (3) 댐 관리 대장 시스템 등. 그러나 근본적인 관점에서 살펴보면 이러한 시스템 도입 조차 사람의 운용, 재료 및 설비의 구매, 그리고 시스템의 운용 등을 위한 재원의 조달이 근간이라 할 것이다. 이에 본 연구는 재정조달의 관점에서 국내외 댐 유지관리비 산정기준 사례를 비교 검토하고자 한다.

  • 홈 네트워크 시스템에서 여러 기업간의 상호 운용 프레임워크를 제공하기 위하여 DLNA(Digital Living Network Alliance)가 결성되었다. DLNA에서는 기기 간 상호운용을 위한 가이드를 제시하여 업체간의 통합을 목표로 한다. DLNA 인증을 받은 제품은 유 무선 통신을 통해 기기 간에 컨텐츠를 공유하는 홈 네트워크 시스템을 제공한다. 하지만, 유 무선 통신으로 컨텐츠를 공유할 때 공유기의 비밀번호를 사용하지 않은 경우, 인증되지 않은 외부 침입자가 사용자의 컨텐츠에 접근할 수 있는 보안 상 취약점이 있다. 본 논문에서는 이러한 취약점을 시나리오로 기술하고, 그에 따른 해결방안을 제안하여 안전한 홈 네트워크 시스템 구축에 도움을 주고자 한다.

  • 고성능 컴퓨팅 기술과 딥 러닝 기술이 충분한 발전을 거쳐 인공지능 기술은 다양한 분야에서 실제로 적용되고 있다. 인공지능 플랫폼 기술이 사용자에게 적절하게 활용되기 위해서 엣지 컴퓨팅 기반의 마이크로 서비스 아키텍처(MSA)가 주목받고 있다. 이와 관련된 기술을 통해 클라우드 기반의 여러 인공지능 애플리케이션들이 엣지 장치에서 직접 처리가 가능하다면 비용적인 측면뿐 아니라 여러 관점에서 효율적이므로 엣지 컨테이너의 운용 기술에 대한 수요가 높아지고 있다. 이에 따라, 본 논문에서는 엣지 디바이스에 간단한 딥 러닝 서비스를 배포하고 운용할 수 있는 컨테이너를 구현하였다. 또한, REST 통신 방법 이외에 RPC 방식을 사용하여 원격 제어를 가능하게 하도록 구성하였으며, 여러 제어 기능들이 동작함을 확인하였다.

  • 국민을 위한 복지제도의 운용에는 어느나라나 막론하고 지대한 관심과 이해가 교차되고 있는 듯 하다 나라마다 지향하는 정책방향이나 국가 재원에 의해 다소 차이는 있겠지마는, 국민 각자의 건강과 연계되는 의료복지 제도의 정착을 위한 보건비용조달체계는 제도운영의 묘와 함께 주요한 관심사라 하겠으며 나라마다 그 체재 또한 서로 상이할 것이다. 본 고는 이러한 견지에서 자연의 혜택으로 부를 누리는 "쿠웨이트"의 보건비용조달체제를 고찰하므로써 타국의 보건의료제도와 접해보는 기회를 갖고자 소개하는 바이다.
