  • For people with physical or sensory limitations, broadcasting is the main means of information acquisition and leisure. Recently, changes in the media environment, such as convergence of broadcasting and communication, digital mobile conversion of broadcasting, and active media usage behavior of users, make broadcasting accessibility of the disabled difficult, and as a result, the information gap between the disabled and the non-disabled is increasing. A notice on broadcasting rights for the disabled was enacted in consequence of the amendment of the Broadcasting Law in July 2011 and the web accessibility guideline became more effective with the amendment of the National Informatization Act in 2013 so that legal basis for the right of media access for the disabled was established. However, media services for them are still lacking quantitatively and qualitatively. In this study, we describe the present status of the audio description service for the visually impaired, and analyze the results of the questionnaire survey on the usage status, satisfaction and improvement requirements of the audio description service for 100 visually impaired people.

  • This research evaluates the accessibility of the mobile applications for the South Korean libraries based on the accessibility guideline from the Ministry of Security and Public Administration. In order to enhance the credibility of the evaluation, this current research covers both the accessibility for the visually impaired and the accessibility for the people without disabilities. The research found four main results. First, we found that only 21 libraries (31%) provide alternative texts. Out of the 21 libraries, only one provide alternative texts across all sections of the mobile applications, including the main page, data search, information assistance, etc. Second, most of the mobile applications provide contents in texts, and the subtitles, sign language, blinking and background music provided as required or recommended standard by the guideline lack correlation. Third, alternative texts, focus movement, accessibility of operating system, button motion control, spacing between control and alarm functions must follow the standard guideline for the people with disabilities to use the mobile applications. Fourth, follow-up research on the development of accessibility standard for library mobile application is necessary in order to enable people with disabilities to freely use the library mobile applications.

  • The study goals are establishing a library management plan for the school for the blind in Korea and also developing a structured library program, which reflected the patron's perception. We surveyed the students in three schools for the blind to identify their perception and usage statistics of the libraries. The analysis of the survey led to a school library program framework consisting of four types. To verify the applicability and effectiveness of the framework, we designed ten programs to meet the needs of the schools by consulting respective school's teachers. We administered the second survey after the classes, and we found that there were positive increases in the frequency of library use, a number of books read, perception about the libraries, amount of information used, and self-directed learning willingness.

  • Recently, due to THE MOBILITY ENHANCEMENT FOR THE MOBILITY IMPAIRED ACT, local governments have tired to make various efforts on special transport services(STS), low-flow bus, and installing elevator in subway stations for handicapped people. But in case of STS, insufficient numbers of taxi are raised against the increasing demand of hadicapped people due to the limited budget. This study investigated actual use condition of STS and characteristics of selection of handicapped people on Duribal. In addition, an ordered-logistic model was employed for developing taxi use prediction model considering taxi fare discounts for diverting Duribal demands to taxies. The results can be a significant basic data for transportation policies to improve travel efficiency of the handicapped.

  • In the knowledge and information society, there is an increasing importance of information, being unable to access this information becomes a huge disadvantage. Blind and visually impaired users who are using assistant equipment such as screen readers are the very class that is having trouble accessing the web content that public libraries provide. In this research 10% of each region's libraries were picked as a research sample. Most of the web content that the public libraries provided did not meet the Internet web content accessibility guidelines as a Korean standard. Also evaluation into web accessibility by the visually impaired was also low. This research suggests some solutions for libraries to reduce the disadvantages that are put upon visually impaired people from various views such as perceivable, operable, understandable, and robust.

  • The purpose of this study is to analyze the key factors affecting satisfaction of the visually impaired SNS users so that they may use SNS more effectively in the future. This study has used three factors such as the information factor, the relationship factor and the speed factor and the usability as independent variables. The social presence factor was used as a parameter and the SNS user satisfaction as a dependent variable. For the research, 195 visually impaired SNS users have participated in this survey. The major findings of this study are that the relationship factor has strong effects on the self-identification factor, the social presence factor and the SNS usage satisfaction among the factors affecting the visually impaired users to be satisfied with SNS. On the other hand, the information factor and usage factor have no effects on the self-identification factor and the social presence factor. However, they have effects on the SNS usage satisfaction. Additionally, the self-identification factor has no effect on the SNS usage satisfaction, but the social presence factor has effect. Based on the above study results, this paper proposed for the government to enhance the educational program on the use of SNS for the visually impaired and to increase its financial and political support on this subject. Additionally, technical supports on SNS service accessibility and usage by the government are vital for the visually impaired. Academically, this study provides a concrete groundwork for the research on the use of SNS by the visually impaired by providing a solid research direction for further study on this subject. Socially, this study helps the visually impaired use SNS more effectively by increasing the general public awareness of the importance of SNS usages by the visually impaired so that the information gap of the society may be diminished in the future.
