우리나라의 연평균강수량은 약 1362 mm이며, 총강수량의 약 30% 이상이 증발산을 통해 손실되고 있다고 추정되어지고 있다. 증발산은 물 수지 분석에 있어 매우 중요한 성분이며, 많은 부분을 차지하지만 다른 요인들에 비해 직접적인 관측이 어려워 과거에는 경험식을 사용하거나 단순하게 가정에 의해 결정해 왔다. 또한 기상자료로부터 증발산량을 추정하거나 증발접시나 추정식으로 잠재증발산을 추정하고 있다. 또한 최근 기후변화의 가속화에 따른 홍수의 가뭄의 강도와 빈도가 높아지고 있으며, 이에 따라 수자원 관리에 있어서 기초수문조사 항목에 많은 변화를 요구하고 있다. 그 결과 2007년 4월 하천법 개정으로 증발산량 및 토양수분량이 기초수문조사 항목으로 추가되었으며, K-water 연구원에서는 용담시험유역에 플럭스타워를 설치하였고 현재 운영 중에 있다. 덕유산 플럭스타워는 용담시험유역 내에 위치한 금강 수계 구량천 상류부의 덕곡제 유역 내에 설치하였으며, 2011년 4월부터 실제 증발산량을 관측하고 있다. 동경 $127^{\circ}$42'23" ~ $127^{\circ}$44'53", 북위 $35^{\circ}$50'47" ~ $35^{\circ}$52'50"사이로 중부지방에 위치한 유일한 증발산관측 타워이다. 유역 면적은 9.27 km2으로 유로연장 3.48 km, 유역 평균폭 2.66 km, 형상계수는 0.77이며, 덕곡제플럭스 타워 주변의 토지이용은 대부분 산림으로 구성되어 있으며, 침활 혼효림과 낙엽송림으로 임상 분포가 이루어져 있다. 주요 관측기기로는 3차원 풍향 풍속계, $CO_2/H_2O$ 기체분석기, 순복사 측정 센서, 지중열플럭스 측정 센서 등이 있다. 2011년부터 측정된 자료를 바탕으로 에디공분산 방법을 이용하여 증발산량을 측정하였으며, 30분간의 데이터 18,000개 중 취득률 90 % 이상의 데이터를 대상을 분석을 실시하였다. 2011 ~ 2015년도 증발산량 분석 결과는 아래의 표와 같다. 증발산의 패턴은 1월부터 서서히 증가하지만 활발하지는 않고, 4월부터 매우 활발해져 8월에 최대치에 이른다. 10월부터 증발산량은 급격히 감소하기 시작하며 11, 12월에는 증발산이 거의 발생하지 않는 공통적인 경향을 보였다. 2013년 8, 9월은 다른 해와 다른 경향을 보이고 있는데, 이는 2013년 8, 9월에 강우가 많이 발생하여 증발산량이 감소하였기 때문으로 판단된다. 2015년 8월은 다른 년도와 비교했을 때, 매우 높은 증발산량을 보이는데 이는 2015년 8월에 많은 강우에도 식생이 활발하게 작용하였기 때문으로 판단된다.

물수지의 불균형으로 발생되는 가뭄은 장기간에 걸쳐 넓은 규모로 발생되는 자연재해로서, 농업 및 산업에 직접 피해와 다양한 상품에 대한 공급 부족으로 인한 가격 상승 등의 간접 피해를 야기하는 재해이다. 이러한 가뭄을 정량적으로 평가하기 위하여 기상 요인(강수, 기온), 농업 요인(식생), 수문 요인(증발산, 토양수분) 등과 같은 설명 변수를 기초로 하는 많은 가뭄지수들이 개발되어 왔다. 대표적인 가뭄지수에는 Standardized Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI), Palmer Drought Severity Index (PDSI), Soil Water Deficit Index (SWDI), Vegetation condition index (VCI), Temperature Condition Index (TCI), Vegetation Health Index (VHI), Scaled Drought Condition Index (SDCI), Integrated Crop Drought Index (ICDI) 등이 있다. 본 연구는 최근 개발된 통합작물가뭄지수(ICDI)를 통해 미국 옥수수의 약 90%를 생산하는 농업지역인 미국 콘벨트의 가뭄 특성을 분석하고자 한다. ICDI는 기상 요인(강우량 및 지표면 온도), 수문학적 요인(잠재 증발산 및 토양수분), 식생 요인(강화식생지수(Enhanced Vegetation Index, EVI))의 조합을 통해 지표면의 건조·습윤 상태 및 식생의 건강 상태를 설명하는 가뭄지수이다. 2004년부터 2019년까지 주요 콘벨트 지역인 일리노이, 인디애나, 아이오와를 대상으로 가뭄분석을 실시하였으며, 옥수수 수확량 아노말리와의 상관성을 분석하였다.

본 연구에서는 제주도 지역을 대상으로 현재의 용수공급 보장량을 기준으로 미래 인위적 자연적 요인에 따른 수요량의 변화를 고려하여 농업용수 과부족을 분석하였다. 인위적인 요인으로서 작물재배면적의 변화를 고려하였으며, 자연적인 요인으로서는 기후변화 영향을 고려하였다. 제주도의 유출특성과 지질특성, 물이용 특성 등을 고려하여 유역 물수지 기반의 순물소모량 개념을 활용하여 수요량을 추정하였으며, 농업용수 보장량(공급량)은 "제주특별자치도 농업용수 관리계획(2013-2022)"에서 제시하는 값을 적용하였다. 순물소모량 산정에 필요한 실제증발산량 및 잠재증발산량 등은 유역모형인 SWAT (Soil and Water Assessment Tool)을 이용하여 산정하였다. 인위적인 변화로서 2020년 작물재배면적 추정치를 적용하여 용수 과부족을 분석한 결과, 구좌읍과 성산읍 2개 지역에서 수요량이 보장량을 초과하는 것으로 나타났다. 참고로 기존의 필요수량 개념의 수요량을 적용했을 때에는 제주시 동지역, 구좌읍, 조천읍, 서귀포시 동지역, 성산읍, 표선면, 남원읍, 안덕면, 대정읍 등 9개 지역에서 용수가 부족할 것으로 분석된 바 있다. 미래 기후변화 영향을 고려하기 위하여 IPCC (International Panel on Climate Chnage) CMIP5(the fifth phase of the Coupled Model Intercomparison Project)에서 제시하는 대순환모델 중 9개 모형의 결과를 활용하여 미래(2010~2099년)의 수요량을 산정하고, 앞서 적용한 2020년 재배면적 추정치와 보장량을 기준으로 지역별, 시기별로 농업용수 과부족을 분석하였다. 기후변화 시나리오는 RCP 4.5와 RCP 8.5 결과를 적용하였다. 인위적인 영향에 대한 분석과 마찬가지로 구좌읍과 성산읍을 제외하고는 수요량 대비 보장량이 충분한 것으로 분석되었다. 시나리오에 따른 영향은 RCP 8.5 보다는 RCP 4.5 시나리오에서의 보장률이 상대적으로 높게 나타났으며, 2개 시나리오 모두 미래 후반기로 갈수록 수요량의 증가에 따라 보장률이 점차 감소하는 것으로 나타났다. 다만, 이 분석은 재배면적의 변화가 없이 단순히 기상조건의 변화만을 적용한 전망으로서, 향후 실제 기상여건과 재배면적, 물이용, 용수공급체계, 물관리 정책방향 등의 변화에 따라 좌우될 수 있다.

Evapotranspiration (ET) of vegetation is one of the major components of the hydrologic cycle, and its accurate estimation is important for hydrologic water balance, irrigation management, crop yield simulation, and water resources planning and management. For agricultural crops, ET is often calculated in terms of a short or tall crop reference, such as well-watered, clipped grass (reference crop evapotranspiration, $ET_o$). The Penman-Monteith equation recommended by FAO (FAO 56-PM) has been accepted by researchers and practitioners, as the sole $ET_o$ method. However, its accuracy is contingent on high quality measurements of four meteorological variables, and its use has been limited by incomplete and/or inaccurate input data. Therefore, this study evaluated the applicability of Backpropagation Neural Network (BPNN) model for estimating $ET_o$ from less meteorological data than required by the FAO 56-PM. A total of six meteorological inputs, minimum temperature, average temperature, maximum temperature, relative humidity, wind speed and solar radiation, were divided into a series of input groups (a combination of one, two, three, four, five and six variables) and each combination of different meteorological dataset was evaluated for its level of accuracy in estimating $ET_o$. The overall findings of this study indicated that $ET_o$ could be reasonably estimated using less than all six meteorological data using BPNN. In addition, it was shown that the proper choice of neural network architecture could not only minimize the computational error, but also maximize the relationship between dependent and independent variables. The findings of this study would be of use in instances where data availability and/or accuracy are limited.

Evapotranspiration is a significant hydrologic quantity for understanding the amount of available water resource evaluation, water balance analysis, water circulation and energy circulation. Various methods have been developed for estimating the evapotranspiration using data observed at meteorological observatories. Especially, the focus of methods has been on the complementary relationship that the actual evapotranspiration is equal to the difference between the twice of evapotranspiration in the wet condition and the potential evapotranspiration. The Granger and Gary (GG) method is an empirical formula that can be used to estimate the evapotranspiration using only empirical parameters based on the complementary relationship and using only the net radiation and temperature of the region. In this study, we compared the evapotranspiration data observed at 10 sites in Asia within the dataset of FLUXNET2015, with the evapotranspiration calculated by GG method. The evapotranspiration in inland area was estimated more accurately than that of coastal area. Simulated Annealing (SA) was used for the coastal area to modify the parameters. Using the modified GG method, we could improve the statistics such as root mean square error, the coefficient of determination ($R^2$), and the mean absolute ${\mid}BIAS{\mid}$ of the evapotranspiration estimation in coastal area.
The objective of this study is to evaluate the performance of the complementary relationship-based evapotranspiration models, namely, advection-aridity (AA) model of Brutsaert and Stricker and the CRAE model of Morton for estimating actual evapotranspiration. Both models were applied to the Bokhacheon middle-upper watershed, and their estimates were evaluated against the water balance estimate. The calculation was made on a daily basis and comparison was made on monthly and annual bases. For comparison, the water balance estimates were not obtained from the observed precipitation and streamflow data but were based on the simulated data by using integrated watershed model, SWAT-K which is the revised version of SWAT. The reason not to directly use the observed data for water balance estimate is that the credible record period is not sufficient and the streamflow has been altered due to water use and release. Overall, the results showed that both AA model and CRAE model with their original parameters overestimate annual and monthly evapotranspiration, and the large difference between the complementary relationship-based approach and the water balance approach occurs especially for the dry season from Nov. to Mar. It was found out that the parameters, particularly for the advection related parameter, must be recalibrated to accurately produce monthly and annual regional evapotranspiration for this study area.
The purpose of the present study was to evaluate the hydrologic changes and the effect of runoff characteristics of a large river basin due to construction of a dam. The changes of land use and vegetation are quantified from remote sensing film taken before and after dam construction. Evapotranspiration, runoff and soil moisture were calculated using water balance equation. It was found that the albedo of watershed upstream of the dam is decreasing due to the decreasing of vegetation and the increasing of water surface and forest, and the increasing of potential evpotranspiration and soil moisture led to increasing actual evpotranspiration and runoff ratio after dam construction.
It is important to extract and assess low-flow recession characteristics for water resources management in the upper reaches of a stream. It is difficult to express the groundwater flow recession characteristics for streamflow synthetically. The linear recession model has been widely used by baseflow recession analysis for reason of simplicity and convenience, but recent studies show that nonlinear recession models fit well, and the relationship between the reservoir storage of shallow unconfined aquifers and the groundwater discharge was to be identified as nonlinear in the literature based on the analysis of numerous streamflow recession curves. The objective of the study is to decode these nonlinear characteristics, including evaporation loss, storage, and recharge of groundwater using streamflow. By analyzing the observed time series of streamflow from the study area, which is the Pyeongchang River basin in Korea, the main components of the underlying groundwater balance, namely, discharge, evaporation loss, storage, and recharge, can be identified and quantified. As a result of the study, depletion of groundwater by evapotranspiration losses through the water uptake of tree roots was found to bias the recession curves and the estimated reservoir parameters. The seasonality of both rainfall and potential evaporation, analysis of the recession curves, stratified according to time of the year, allowed the quantification of evapotranspiration loss as a function of a calendar month and stored groundwater storage.

Evaporative Demand Drought Index (EDDI)는 미국해양대기관리처 (National Oceanic and Atmospheric Administration, NOAA)에서 2016년에 개발한 가뭄지표로, 기존의 가뭄지표가 주로 강수량과 기온에 초점을 두고 가뭄을 판단하는 반면 토양의 수분 스트레스의 신호를 바탕으로 증발산수요의 상대적인 변화를 계산하여 가뭄지표에 대한 조기 경보를 제공한다. EDDI는 강수량을 이용한 기존의 가뭄지수와 달리 증발/산 요구량 (evaporative demand)에 초점을 맞춰 보다 짧은 시간의 척도와 공간 분포 및 시계열 결과의 도출로 잠재적 가뭄 예보에 활용할 수 있어 가뭄의 조기 경보 및 가뭄 모니터링 도구로 사용할 수 있다. 현재 NOAA에서는 EDDI Map Archive(https://www.esrl.noaa.gov/psd/eddi/)를 활용하여 1980년부터 현재까지 1-week부터 12-months 시간척도의 미국 전역의 EDDI 지도를 제공하고 있으며, 짧은 기간의 급속하게 발생하는(rapid-onset) Flash drought의 조기경보지표로 활용되고 있다. 본 연구에서는 최근 3년간 우리나라에 발생한 극심한 가뭄 사상을 대상으로 EDDI의 적용함으로서 시공간적 가뭄 특성을 파악하고자 한다.
In this paper it is outlined the methodology of estimating the parameters of water balance analysis method for calculating recharge, using ground water level rises in monitoring well when values of specific yield of aquifer are not available. This methodology is applied for two monitoring wells of the case study area in northern area of the Jeiu Island. A water balance of soil layer of plant rooting zone is computed on a daily basis in the following manner. Diect runoff is estimated by using SCS method. Potential evapotranspiration calculated with Penman-Monteith equation is multiplied by crop coefficients($K_c$) and water stress coefficient to compute actual evapotranspiration(AET). Daily runoff and AET is subtracted from the rainfall plus the soil water storage of the previous day. Soil water remaining above soil water retention capacity(SWRC) is assumed to be recharge. Parameters such as the SCS curve number, SWRC and Kc are estimated from a linear relationship between water level rise and recharge for rainfall events. The upper threshold value of specific yield($n_m$) at the monitoring well location is derived from the relationship between rainfall and the resulting water level rise. The specific yield($n_c$) and the coefficient of determination ($R^2$) are calculated from a linear relationship between observed water level rise and calculated recharge for the different simulations. A set of parameter values with maximum value of $R^2$ is selected among parameter values with calculated specific yield($n_c$) less than the upper threshold value of specific yield($n_m$). Results applied for two monitoring wells show that the 81% of variance of the observed water level rises are explained by calculated recharge with the estimated parameters. It is shown that the data of groundwater level is useful in estimating the parameter of water balance analysis method for calculating recharge.
